In his private journal, Jason Michael Handy once described himself as a "pedophile, full blown." His job as a production assistant at one of the nation's most prominent producers of children's television programs, Nickelodeon, gave him access to child actors on and off the set, and allowed him to exchange email addresses and phone numbers with them. He used the hopes of at least two girls who dreamed of careers in TV to sexually exploit them. Handy was sentenced to six years in prison after pleading no contest in 2004 to two felony counts, one of lewd acts on a child and one of distributing sexually explicit material by email, and to a misdemeanor charge related to child sexual exploitation. His arrest and prosecution received scant media attention at the time but are attracting renewed interest now, after the recent arrest of a talent manager on molestation charges and reports by The Times that a registered sex offender was working with children as a casting associate. The Handy case, which in part prompted Nickelodeon to toughen its background checks for all employees, is among at least a dozen child molestation and child pornography prosecutions since 2000 involving actors, managers, production assistants and others in the industry, according to court documents and published accounts.

[Introduction] An internal history of the United States government’s Nazi-hunting operation provides gripping new evidence about some of the most notorious Nazi cases of the last three decades. The Justice Department kept the 600-page report secret for the last four years, releasing a heavily redacted version last month to a private research group that sued to force its release. A complete version was obtained by The New York Times. [From the document] In the 1970s, the public was shocked to leam that some Nazi persecutors had emigrated to the United States. There were calls for their expulsion and legislation was passed to facilitate their deportation. OSI was created in 1979 to handle the caseload. The Office of Special Investigations (OSI) is often referred to as the government's "Nazi-hunting" organization. While the cases and projects are individually fascinating, this report was not written simply to recount a series of unrelated but interesting undertakings. It is designed to serve as a teaching and research tool for historians, the media, academics, policy makers and the general public. While one would hope that the Holocaust was such an aberration that its like would never recur, the world has since learned of new and horrific genocidal undertakings. Bosnia, Cambodia, Croatia, Iraq, Rwanda, Serbia and Sudan are among the all too-many countries involved. These societies will inevitably have to confront some of the same issues which faced OSI.

A secret internal history of the Justice Department’s Nazi-hunting unit, the Office of Special Investigations, chronicles numerous hidden chapters in the office’s 31-year-existence. But a heavily redacted version of the report turned over by the Justice Department in response to a lawsuit deletes more than 1,000 passages in the report, including many of the most intriguing references. Here is a sampling of the original passages in the unredacted report, obtained by the New York Times, as compared with the deleted versions. The full report details how the United States became a “safe haven” for some Nazis, with some American officials actively working to help persecutors gain entry to the United States and conceal their identities and crimes. But the redacted version prepared by the Justice Department omits many of the central elements of these cases. The redacted report omits the debate within the CIA in 1953 over what Otto von Bolschwing, a Nazi associate of Adolph Eichmann who became a CIA asset, should tell immigration officials or others in the United States if confronted about his Nazi past. Centre County District Attorney Ray Gricar investigated allegations that former Penn State University assistant football coach Jerry Sandusky molested a child in 1998. Gricar chose not to bring charges at the time, and now that young man ... is listed as "Victim 6" in the current child molestation charges the Pennsylvania Attorney General is pursuing against Sandusky. Gricar went missing in April 2005 and his whereabouts are still a mystery. He is ... presumed dead. The recent child molestation charges filed against Sandusky are raising questions about whether Gricar’s disappearance is somehow connected to the Sandusky case. Police Chief Shawn Weaver of the Bellefonte, Pennsylvania, police department, ... says his department has gotten new leads since the Sandusky case broke. One of the strangest things about the Gricar case is that his county-issued laptop computer was found at the bottom of the Susquehanna River. If a spate of recent allegations proves true, Hollywood may have a hideous epidemic on its hands. The past two weeks have brought three separate reports of alleged child sexual abuse in the entertainment industry. Martin Weiss, a 47-year-old Hollywood manager who represented child actors, was charged in Los Angeles on Dec. 1 with sexually abusing a former client. His accuser, who was under 12 years old during the time of the alleged abuse, reported to authorities that Weiss told him "what they were doing was common practice in the entertainment industry." Weiss has pleaded not guilty. On Nov. 21, Fernando Rivas, 59, an award-winning composer for “Sesame Street,” was arraigned on charges of coercing a child “to engage in sexually explicit conduct” in South Carolina. The Juilliard-trained composer was also charged with production and distribution of child pornography. Registered sex offender Jason James Murphy, 35, worked as a casting agent in Hollywood for years before his past kidnapping and sexual abuse of a boy was revealed by the Los Angeles Times on Nov. 17. Revelations of this sort come as no surprise to former child star Corey Feldman. Feldman, 40, himself a survivor of childhood sexual abuse, unflinchingly warned of the world of pedophiles who are drawn to the entertainment industry last August. "I can tell you that the No. 1 problem in Hollywood was and is and always will be pedophilia,” Feldman told ABC’s Nightline. “That's the biggest problem for children in this industry... It's the big secret.”

A new child-abuse scandal in Hollywood is raising questions over the safety of minors in the entertainment business and sparking calls for new child-labor regulations. Last week Martin Weiss, a longtime manager of young talent, was arrested on suspicion of child molestation after an 18-year-old former client told police he had been abused by Weiss 30 to 40 times from 2005 to 2008. "This problem is more pervasive than people want to believe," said Paula Dorn, co-founder of the BizParentz Foundation, a non-profit organization that supports the families of children working in the entertainment industry. "We have children trying to interact in an adult world." Paul Petersen, a former child actor on "The Donna Reed Show" and founder of A Minor Consideration, a nonprofit that supports former child stars, said the situation is "worse today than it was in the '30s, and there was a lot of dirty stuff going on then." Petersen [said] that his group is pushing for new regulations, including background checks and fingerprinting for talent agents, and a stronger enforcement of the California Talent Agencies Act, which is intended to protect artists from contract exploitation.

More than 400 sex-crimes reported to Maricopa County Sheriff Joe Arpaio's office during a three-year period ending in 2007 — including dozens of alleged child molestations — ... were inadequately investigated and in some instances were not worked at all, according to current and former police officers familiar with the cases. Many of the victims, said a retired El Mirage police official who reviewed the files, were children of illegal immigrants. The botched sex-crimes investigations have served as an embarrassment to a department whose sheriff is the self-described "America's Toughest Sheriff" and a national hero to conservatives on the immigration issue. Bill Louis, then-assistant El Mirage police chief who reviewed the files after the sheriff's contract ended, believes the decision to ignore the cases was made deliberately by supervisors in Arpaio's office — and not by individual investigators. "I know the investigators. I just cannot believe they would wholesale discount these cases. No way," Louis said. "The direction had to come (from) up the food chain." Louis said he believes whoever made the decision knew that illegal immigrants — who are often transient and fear the police — were unlikely to complain about the quality of investigations.

The Penn State allegations may seem unthinkable: revered assistant coach and prominent community activist Jerry Sandusky preying on eight children. But such abuses of trust play out in the USA over and over again. Respected people who set up charitable or social groups for children, only to be implicated in some form of child sexual abuse, are a frightening reality. Washington, D.C., journalist Patrick Boyle, author of the 1994 book Scout's Honor: Sexual Abuse in America's Most Trusted Institution, says reaction to Catholic church sex abuse complaints and those against the Boy Scouts of America were similar. "In both cases, there was a lot of willful ignorance among the higher-ups," he says. "They almost tried not to know things." In the Penn State case, Boyle says, "everybody seems to have done the minimum, instead of doing the maximum or more, which is what we'd expect of these institutions." "If you can give 110% on the field, why can't you give 110% for the victims?"

Judge in child abuse scandal donated to charity, and volunteered there

A judge who granted unsecured bail to former Penn State assistant football coach Jerry Sandusky also donated money to the charity he founded. The charity is at the center of child sex-abuse charges against Sandusky. District Judge Leslie Dutchcot gave money to The Second Mile in 2009 and volunteered for the group, according to annual reports and her web page. The charity’s 2009 annual report says Dutchcot and her husband donated between $500 and $999 to The Second Mile. Dutchcot didn’t immediately respond to a question about whether she’ll recuse herself from the case because of those past ties. The judge set bail for Sandusky at $100,000 but he did not have to post collateral. The Attorney General’s office declined to say if prosecutors would ask Dutchcot to recuse herself from Sandusky’s preliminary hearing.

Citadel abuse accuser says there are more victims

A troubled youth who reported inappropriate sexual conduct by a counselor at The Citadel's now-defunct summer camp told a school lawyer that several other campers had similar encounters, documents released by the military college show. "It only happened to me one time. I know there are about five other kids that experienced it a few times," the former camper, whose name is redacted in the documents, told The Citadel's general counsel Mark Brandenburg in a 2007 interview. In that interview, the then-19-year old described how counselor Louis Neal "Skip" ReVille had shown boys pornography, masturbated in front of them and pressured them to join him during a summer five years before. Louis ReVille first took a job as a summer counselor at the South Carolina military college in 2001. ReVille was arrested in October on charges of molesting at least five children in alleged incidents in the Charleston area, unrelated to The Citadel accusations. According to court documents, he has admitted guilt in at least three cases involving incidents between November 2010 and October 2011. The Citadel is now facing questions about why it didn't bring the allegations against him to police at the time the former camper's family approached school officials with his story.

In Penn State, some see Boston scandal parallels

Nearly a decade and hundreds of miles separate Penn State from the clergy sex abuse scandal that erupted in Boston's Roman Catholic archdiocese [and] then spread nationwide, but those who lived through the church crisis see painful parallels. At Penn State, school administrators, including a [football] coach known for his integrity, didn't notify prosecutors when they learned years ago that former assistant football coach Jerry Sandusky had been accused of molesting children. In the Archdiocese of Boston, the case of one predator priest led to revelations that for decades church leaders had moved guilty clergy among parish assignments without alerting parents or police. Both cases have had consequences for administrators. Boston's Cardinal Bernard Law wound up leaving his post and, on Wednesday, Penn State President Graham Spanier and coach Joe Paterno were fired. The scope of the crimes alleged to have taken place at Penn State doesn't nearly match those in Boston, where dozens of priests were accused of abusing hundreds of victims over six decades. At Penn State, Sandusky was indicted on charges he abused eight boys over the course of 15 years. Two Penn State officials, Senior Vice President Gary Schultz and Athletic Director Tim Curley, turned themselves in after being indicted on perjury charges and accused of failing to alert police about abuse complaints. The indictment paints a picture of administrators who had ample warning about Sandusky but failed to act.

A scandal involving foreign contractors ... who took drugs and paid for young "dancing boys" to entertain them in northern Afghanistan caused such panic that the interior minister begged the US embassy to try and "quash" the story, according to one of the US embassy cables released by WikiLeaks. In a meeting with the assistant US ambassador, a panicked Hanif Atmar, the interior minister at the time of the episode last June, warned that the story would "endanger lives" and was particularly concerned that a video of the incident might be made public. The episode helped to fuel Afghan demands that contractors and private security companies be brought under much tighter government control. However, the US embassy was legally incapable of honouring a request by Atmar that the US military should assume authority over training centres managed by DynCorp, the US company whose employees were involved in the incident in the northern province of Kunduz. There is a long tradition of young boys dressing up as girls and dancing for men in Afghanistan, an activity that sometimes crosses the line into child abuse with Afghans keeping boys as possessions. Although rarely discussed or criticised in Afghanistan, it is conceivable that the involvement of foreigners could have turned into a major public scandal.

Secret Nazi ‘Lebensborn children’ go public

Folker Heinicke always had the feeling that something about his upbringing just wasn’t right. Raised in a German home full of wealth and privilege did not dull his notions that something was missing, but it would be decades before he would learn the full truth: he was the child of a Nazi program to strengthen the German race with Aryan blood. He and other children — known as “Lebensborn Kinder” or “source of life” kids — were the product of parents chosen for their traits to breed Hitler’s idealized blue-eyed, blonde-haired Aryan race. The Lebensborn program was the mirror opposite of the Nazi’s other, more hideous racial experiments. While millions of Jews and others deemed “undesirable,” were slaughtered, these children were carefully selected for their Aryan qualities and brought into the world in comfortable surroundings, well away from the Allied bombing raids. Of the estimated 5,000 to 8,000 born into Lebensborn homes in Germany, some were raised by their birth mothers, but many were given over to families of high-ranking SS officers to be raised according to Nazi doctrine.

Magnetic pulses applied to a specific region of the frontal cortex can influence peoples' willingness to lie spontaneously or tell the truth, according to a new study by researchers from Estonia. The findings ... suggest that manipulations of brain activity could be an effective way of obtaining truthful responses from defendants and criminal suspects, raising more ethical questions about the application of neuroscience technologies in the legal profession. [The researchers] recruited 16 volunteers, and showed them red and blue discs, which were presented randomly on a computer screen. The participants were asked to name the colour of each disc, and that they could do so correctly or incorrectly at their free will. Statistical analysis of the results revealed that magnetic stimulation directed at the left DLPFC slightly increased the participants' tendency to lie about the colour of the discs, whereas stimulation of the right DLPFC slightly reduced it. By contrast, stimulation of the left or right parietal cortex had no effect on the participants' propensity to lie.

Scientists have developed a way to turn memories on and off -— literally with the flip of a switch. Using an electronic system that duplicates the neural signals associated with memory, they managed to replicate the brain function in rats associated with long-term learned behavior, even when the rats had been drugged to forget. "Flip the switch on, and the rats remember. Flip it off, and the rats forget," said Theodore Berger of the USC Viterbi School of Engineering's Department of Biomedical Engineering. Using embedded electrical probes, the [team] recorded changes in the rat's brain activity between the ... divisions of the hippocampus, known as subregions CA3 and CA1. During the learning process, the hippocampus converts short-term memory into long-term memory. In a dramatic demonstration, the experimenters blocked the normal neural interactions between the two areas using pharmacological agents. The previously trained rats then no longer displayed the long-term learned behavior. But long-term memory capability returned to the pharmacologically blocked rats when the team activated the electronic device programmed to duplicate the memory-encoding function.

Guatemala has tracked down five survivors from a shocking US government research project on sexually transmitted diseases that killed scores of its people. On [August 29], a presidential panel disclosed new details of the medical experiments done in Guatemala in the 1940s, including a decision to re-infect a dying woman in a syphilis study. The Guatemala experiments are already considered one of the darker episodes of medical research in U.S. history, but panel members say the new information indicates that the researchers were unusually unethical, even when placed into the historical context of a different era. "The researchers put their own medical advancement first and human decency a far second," said Anita Allen, a member of the Presidential Commission for the Study of Bioethical Issues. From 1946-48, the U.S. Public Health Service and the Pan American Sanitary Bureau worked with several Guatemalan government agencies to do medical research - paid for by the U.S. government - that involved deliberately exposing people to sexually transmitted diseases. The researchers apparently were trying to see if penicillin, then relatively new, could prevent infections in the 1,300 people exposed to syphilis, gonorrhea or chancroid. Those infected included soldiers, prostitutes, prisoners and mental patients with syphilis. The commission revealed ... that only about 700 of those infected received some sort of treatment. Also, 83 people died.

U.S. government researchers who purposely infected unwitting subjects with sexually transmitted diseases in Guatemala in the 1940s had obtained consent a few years earlier before conducting similar experiments in Indiana, investigators reported [August 29]. The stark contrast between how the U.S. Public Health Service scientists experimented with Americans and Guatemalans clearly shows that researchers knew their conduct was unethical, according to members of the Presidential Commission for the Study of Bioethical Issues. “These researchers knew these were unethical experiments, and they conducted them anyway,” said Raju Kucherlapati of Harvard Medical School, a commission member. At least 5,500 prisoners, mental patients, soldiers and children were drafted into the experiments, including at least 1,300 who were exposed to the sexually transmitted diseases syphilis, gonorrhea and chancroid, the commission reported. “This is a dark chapter in our history. It is important to shine the light of day on it. We owe it to the people of Guatemala who were experimented on, and we owe it to ourselves to recognize what a dark chapter it was,” said Amy Gutmann of the University of Pennsylvania, the commission’s chairwoman.

Police call it "bullying on steroids." They are referring to gang stalking [which] is when multiple people organize to systematically stalk and harass a person, whether emotionally or physically. Lawrence Guzzino claims his neighbors are gang stalking him because he plays loud music and is outspoken. He said, for the last year and a half, he's been systematically followed by a group of people. At one point, he said they climbed on his roof to bother him. Guzzino said he's developed a paranoia that's devastated his relationships with friends, and worst of all, family. "It makes me feel afraid...that's the worst part of it. If it was just me, I would take action," he said. Santa Cruz Police Lieutenant Larry Richard said police are becoming more aware of gang stalking because of cyber bullying. Richard said gang stalking is nothing new, but new technology is making it more common. "Gang stalkers ... have elevated themselves to technology so this is something that's been going on before Facebook and Twitter. They just now have gone into those areas," Lt. Richard said.

Gottlieb asked a government narcotics agent named George White to begin testing hallucinogens on unsuspecting citizens. White, a hard-drinking, fast-living man ... began dosing unwitting guinea pigs in autumn 1952. He would later, with Gottlieb's approval, set up safe houses in New York and San Francisco where he played host to prostitutes, drug dealers and their customers and handed the unsuspecting guests drinks laced with LSD. In a 1953 memo to a researcher, Gottlieb gave an indication of the kinds of mind control issues he was interested in -- for both offensive and defensive purposes: 'Disturbance of memory; discrediting by aberrant behaviour; alteration of sex patterns; eliciting of information.' Gottlieb and his boss, Richard Helms -- in an unprecedented and controversial move -- ordered all MKULTRA records destroyed in 1973. A few financial records survived.

The Red Cross and the Vatican both helped thousands of Nazi war criminals and collaborators to escape after the Second World War, according to a book that pulls together evidence from unpublished documents. Gerald Steinacher, a research fellow at Harvard University, was given access to thousands of internal documents in the archives of the International Committee of the Red Cross (ICRC). They throw light on how and why mass murderers such as Adolf Eichmann, Josef Mengele and Klaus Barbie and thousands of others evaded capture by the allies. By comparing lists of wanted war criminals to travel documents, Steinacher says Britain and Canada alone inadvertently took in around 8,000 former Waffen-SS members in 1947, many on the basis of valid documents issued mistakenly. The documents – which are discussed in Steinacher's book Nazis on the Run: How Hitler's henchmen fled justice – offer a significant insight into Vatican thinking, particularly, because its own archives beyond 1939 are still closed. The Vatican has consistently refused to comment. Through the Vatican Refugee Commission, war criminals were knowingly provided with false identities.

Note: Many Nazis were allowed entry, often under false identities, into the US in the late 40's and early '50s. Some were doctors who had experimented on concentration camp inmates without their consent, often torturing them and killing them.
