Clerical error on Orlando killers psychological eval named wrong doctor
2016-06-17, Miami Herald
http://www.miamiherald.com/news/state/florida/article84490302.html

Nine years ago, the state of Florida received documentation from a security firm vouching for the mental health of Omar Mateen, who launched a bloody attack this week on Orlando nightclub patrons. But the psychologist whose name appears on the document in state records said Friday that she never evaluated [Mateen]. In fact, she wasnt even living in Florida when the evaluation was supposedly completed. The revelation Friday became another source of scrutiny for the G4S security firm, which was known as Wackenhut at the time. The psychological evaluation done for the company, which is required under state law, cleared Mateen to carry a firearm as a private security guard. What I do know is that in September 2007, I was not living or working in Florida, I was not performing any work for Wackenhut, and I did not administer any type of examination to Omar Mateen, Dr. Carol Nudelman, who now lives in Colorado, said in a statement. The global security firm - which does work in more than 100 countries - is locally based in Jupiter. Its operations have come under scrutiny a number of times over the years. In the mid-2000s, G4S was accused of overbilling Miami-Dade County taxpayers of at least $3 million for security services that were not actually provided. But a criminal case against company employees fizzled in 2012.

Terror watch lists have grown dramatically since 9/11
2016-06-17, Washington Post
https://www.washingtonpost.com/world/national-security/terror-watch-lists-hav...

The push by congressional Democrats to bar suspected terrorists from acquiring guns and explosives has focused renewed attention on the governments secretive terrorist watch lists, which have grown exponentially since the 9/11 attacks. Since the mass shooting in a gay nightclub in Orlando on June 12, Democrats have endorsed various measures to get weapons out of the hands of people on the lists. The Orlando shooter, Omar Mateen, had been on the FBIs terrorist watch list but was removed in 2014. His was one of approximately 800,000 names in that database, the most prominent of at least seven overlapping watch lists. The government does not release the exact number of watch lists or the specific criteria for getting on them. The no-fly list ... contained 16 people on Sept. 11, 2001. By 2014, it had grown to about 64,000 people. Civil liberties advocates [say] the watch lists are riddled with inaccurate and outdated information, nearly impossible to get off and stigmatize the people on them. The largest watch list is The Terrorist Identities Datamart Environment (TIDE), maintained by the National Counterterrorism Center. As of August 2014, it contained about 1.1 million names. The FBIs Terrorist Screening Center ... maintains what is known as the governments "consolidated Terrorist Watchlist." It contains about 800,000 names. Last year, [a] federal judge ruled that the governments lack of effective procedures for people to challenge their inclusion on the no-fly list was unconstitutional.

Note: A 2013 New York Times article further describes the rapid expansion of these mysterious lists, which are made according to secret rules. Some people have reportedly been added to watch lists by federal air marshals simply to meet quotas. Security Firm Moved Mateen After Al Qaeda Boast, But Didn't Fire Him
2016-06-15, NBC News
http://www.nbcnews.com/storyline/orlando-nightclub-massacre/security-firm-mov...

The security firm that employed Orlando shooter Omar Mateen concluded that allegations about his inflammatory comments while an armed guard in 2013 were serious enough to transfer him to an unarmed position. But the company, G4S Secure Solutions USA Inc., dropped the matter [and] did not take away his company-issued service weapon. That decision, coupled with the fact that Mateen underwent three separate inquiries by the FBI in 2013 and 2014, raises questions about whether G4S - the U.S. subsidiary of one of the world's largest security firms - properly vetted Mateen in the years before Sunday's mass shooting at the Pulse nightclub. Former G4S security guard Daniel Gilroy ... complained repeatedly about Mateen to supervisors at G4S. They ignored his concerns. Ultimately, Gilroy said, he quit rather than have to face Mateen, who he said threatened him. [A company official] said G4S has so far found no evidence of any other employees making complaints about Mateen, including those who worked at the St. Lucie County Courthouse with him in 2013. FBI Director James Comey said earlier this week that colleagues said Mateen claimed to have family connections to terror groups al Qaeda and Hezbollah, and that he hoped law enforcement would raid his home "so he could martyr himself." Those remarks prompted courthouse officials to request Mateen's immediate removal from the St. Lucie County Courthouse, and to make "the appropriate notifications to inform our federal partners," including the FBI.

F.B.I. Steps Up Use of Stings in ISIS Cases
2016-06-07, New York Times
http://www.nytimes.com/2016/06/08/us/fbi-isis-terrorism-stings.html?_r=0

The F.B.I. has significantly increased its use of stings in terrorism cases, employing agents and informants to pose as jihadists, bomb makers, gun dealers or online friends in hundreds of investigations. Undercover operations, once seen as a last resort, are now used in about two of every three prosecutions involving people suspected of supporting the Islamic State, a sharp rise in the span of just two years. F.B.I. operatives coax suspects into saying and doing things that they might not otherwise do - the essence of entrapment. Theyre manufacturing terrorism cases, said Michael German, a former undercover agent with the F.B.I.. Despite dozens of challenges to undercover terrorism cases brought since the Sept. 11, 2001, attacks, a judge has yet to throw one out on the grounds of entrapment. Not that some judges have not considered it. I believe beyond a shadow of a doubt that there would have been no crime here, except the government instigated it, planned it and brought it to fruition, Judge Colleen McMahon of the United States District Court ... said in 2011 in a case involving four Muslim men in Newburgh, N.Y. The F.B.I. planted an undercover informant inside a mosque in Newburgh as part of what became an elaborate, nearly yearlong plot. The F.B.I. even built a fake Stinger missile and had it delivered to the men. Judge McMahon said she was troubled by the F.B.I.s conduct, but she upheld the charges.

The foggy numbers of Obamas wars and non-wars
2016-05-22, Washington Post
https://www.washingtonpost.com/world/national-security/the-foggy-numbers-of-o...

As the Obama administration prepares to publish a long-delayed accounting of how many militants and noncombatant civilians it has killed since 2009, its statistics may be defined as much by what is left out as by what is included. Release of the information was first envisioned ... as part of strict new guidelines President Obama announced for the United States controversial use of drones and other forms of lethal force to battle terrorism abroad. Such operations, Obama said ... would also be subject to new transparency and oversight. The death tolls, like the guidelines, will cover places where the United States conducts airstrikes but does not consider itself officially at war. They are likely to exclude Pakistan, where the CIA has conducted hundreds of drone strikes. The United States still does not publicly acknowledge CIA attacks inside Pakistan, although the Pentagon announced Saturday that it had targeted Taliban leader Akhtar Mohammad Mansour in Pakistan. Not all strikes in the included countries are considered counterterrorism actions. The totals will almost inevitably be challenged by independent groups that keep their own tallies and for years have charged that the administration undercounts civilian deaths caused by drone strikes. In emailed responses to written questions, the Defense Department said it keeps no central list of strikes outside areas of active hostilities. Some are announced by the Pentagon, some by Central Command in charge of Yemen, and others by the Africa Command. Some are not made public at all.

Note: Watch this video which shows how governments promote war in order to pad the pockets of mega-corporations which profit greatly from arms sales. Drone strikes almost always miss their intended targets and reportedly create more terrorists than they kill. Casualties of war whose identities are unknown are frequently mis-reported to be "militants". Senate OKs bill to let 9/11 families sue Saudi Arabia
2016-05-17, CNN
http://www.cnn.com/2016/05/17/politics/senate-9-11-saudi-arabia-bill/

The Senate approved a bill Tuesday to allow victims and families of the 9/11 attacks to sue Saudi Arabia for its alleged involvement in the terrorist strikes. The bill, which the White House opposes ... had stalled for months. It now heads to the House. In the end, the bill's authors - John Cornyn of Texas, the second ranking Senate Republican, and Chuck Schumer of New York, the third-ranking Senate Democrat - were able to pass the bill on a voice vote, a rare feat in the divided chamber. White House press secretary Josh Earnest renewed the threat that President Barack Obama will veto the bill. The White House and State Department say the bill could have dramatic ramifications. "This legislation would change long standing international law regarding sovereign immunity. The President ... continues to harbor serious concerns that this legislation would make the United States vulnerable in other court systems around the world," Earnest said. The bill would prevent Saudi Arabia and other countries alleged to have terrorist ties from invoking their sovereign immunity in federal court. Saudi Arabia has long denied any role in the 9/11 attacks, but victims' families have repeatedly sought to bring the matter to court, only to be rebuffed after the country has invoked legal immunity allowed under current law. In March, Saudi Foreign Minister Adel al-Jubeir warned lawmakers that it would sell $750 billion in U.S. assets ... should the bill become law.

9/11 commission member: Saudi officials helped al Qaeda
2016-05-12, CNN
http://www.cnn.com/2016/05/12/politics/9-11-commission-lehman-saudis-al-qaeda/

John Lehman, a member of the 9/11 commission, told CNN Thursday that the classified 28 pages of a congressional investigatory report into the attacks contains evidence that as many as six Saudi officials supported al Qaeda in the run-up to the attacks. Those individuals, he said, worked for the Saudi Embassy in the U.S., Saudi charities and [a] Saudi government-funded ... mosque. Lehman charged that evidence of Saudi involvement was never sufficiently investigated. The individuals had hard ties to the government and hard ties to the hijackers, with one driving the hijackers from San Diego to Phoenix when they failed out of their first flight school. Other commission members, including former federal prosecutor Richard Ben-Veniste, are echoing Lehman's call. Lehman urged the declassification of the 28 pages of the 9/11 Commission Report, part of a congressional panel investigating intelligence failures related to the 9/11 attacks. His statements that as many as six officials were implicated appear to contrast with comments made by other members of the commission. The commission's chair and vice chairs, former Republican New Jersey Gov. Tom Kean and former Democratic Rep. Lee Hamilton of Indiana, released a statement in April saying that "only one employee of the Saudi government was implicated in the plot investigation."

Saudi officials were 'supporting' 9/11 hijackers, commission member says
2016-05-12, The Guardian (One of the UK's leading newspapers)
http://www.theguardian.com/us-news/2016/may/12/911-commission-saudi-arabia-hi...

Saudi government employees were part of a support network for the 9/11 hijackers. The Obama administration should move quickly to declassify a long-secret congressional report on Saudi ties to the 2001 terrorist attack, [said former 9/11 commission member John Lehman]. The comments ... signal the first serious public split among the 10 commissioners since they issued a 2004 final report that was largely read as an exoneration of Saudi Arabia, which was home to 15 of the 19 hijackers on 9/11. The former chairman and vice-chairman of the commission [have] urged the Obama administration to be cautious about releasing the full congressional report on the Saudis and 9/11 the 28 pages, as they are widely known in Washington. In fact, there were repeated showdowns, especially over the Saudis, between the staff and the commissions hard-charging executive director ... Philip Zelikow. Zelikow fired a staffer, who had repeatedly protested over limitations on the Saudi investigation, after she obtained a copy of the 28 pages outside of official channels. Other staffers described an angry scene late one night, near the end of the investigation, when two investigators who focused on the Saudi allegations were forced to rush back to the commissions offices after midnight after learning to their astonishment that some of the most compelling evidence about a Saudi tie to 9/11 was being edited out of the report.

Ivy League economist ethnically profiled, interrogated for doing math on American Airlines flight
2016-05-07, Washington Post
https://www.washingtonpost.com/news/rampage/wp/2016/05/07/ivy-league-economis...

A 40-year-old man - with dark, curly hair, olive skin and an exotic foreign accent - boarded a plane. The curly-haired man tried to keep to himself, intently ... scribbling on a notepad hed brought aboard. His seatmate ... looked him over. Something about him didnt seem right to her. He appeared laser-focused [on] those strange scribblings. Shortly after boarding had finished, she flagged down a flight attendant and handed that crew-member a note. The plane turned around and headed back to the gate. The woman was soon escorted off the plane. [Then] the pilot came by, and approached the ... darkly-complected foreign man. He was now escorted off the plane, too, and taken to meet some sort of agent, though he wasnt entirely sure of the agents affiliation. What do you know about your seatmate? The agent asked the foreign-sounding man. Well, she acted a bit funny, he replied. And then the big reveal: The woman [had seen] her seatmates cryptic notes, scrawled in a script she didnt recognize, [and alerted] the authorities. The curly-haired man was, the agent informed him politely, suspected of terrorism. The curly-haired man laughed. Those scribbles werent Arabic, or ... some special secret terrorist code. They were math. Yes, math. A differential equation, to be exact. This good-natured, bespectacled passenger - Guido Menzio - is a young but decorated Ivy League economist. Last year he was awarded the prestigious Carlo Alberto Medal, given to the best Italian economist under 40.

Listen to an FBI "Honeypot" on the Job
2016-04-27, The Intercept
https://theintercept.com/2016/04/21/listen-to-an-fbi-honeypot-on-the-job/

After one woman broke his heart, Khalil Abu Rayyan, a 21-year-old Michigan man, contemplated suicide. Then, when he confided his dark thoughts to another woman, she suggested he steer his violence toward other people. Both women ... were FBI honeypots, and one of the recorded conversations with Rayyan entered into ongoing court proceedings provides a rare glimpse into how federal informants work. The U.S. government now alleges that Rayyan, who has been indicted on federal gun charges, is an Islamic State sympathizer who talked of attacking a church. Federal prosecutors ... are handling Rayyans indictment with the secrecy of a national security investigation. The first FBI informant to enter Rayyans life was Ghaada. They struck up an intense relationship online, and even talked about marriage, children, and a life together. When Ghaada called off the relationship, Rayyan was heartbroken. The FBI then introduced Jannah Bride. To impress his new romantic interest, who appeared preoccupied with jihad, Rayyan claimed to have an AK-47 (he didnt), and to have attempted travel to Syria (theres no evidence he even bought a ticket). An FBI recording of a conversation between Rayyan and Bride ... shows how the FBI used Rayyans suicidal thoughts to manipulate him. After the phone call, FBI agents searched Rayyans home and business, [and] found no trace of the assault rifle [he had mentioned to Bride]. Rayyan appears to have made up the story entirely to impress Bride.

The battle for truth over Saudi Arabia's ties to 9/11
2016-04-27, Los Angeles Times
http://www.latimes.com/opinion/op-ed/la-oe-0427-bacevich-28-pages-saudi-911-2...

Of the 19 hijackers who carried out the Sept. 11 attacks, 15 were citizens of Saudi Arabia. What does that fact signify? According to senior U.S. officials, little or nothing. From the outset, they treated the national identity of the terrorists as incidental, connoting nothing of importance. Imagine if 15 Iraqis had perpetrated the attacks... In its final report, the 9/11 Commission said it found no evidence that the Saudi government as an institution or senior Saudi officials individually had funded Al Qaeda. This artfully crafted passage was ... designed to preserve the existing U.S.-Saudi relationship from critical scrutiny. The effort never fully succeeded, skeptics suspecting that there might be more to the story. Today those doubts find expression in demands to declassify 28 pages of a congressional investigation said to detail Saudi relations with and support for the Al Qaeda terrorist network before September 2001. Whether the 28 pages sustain or refute suspicions of Saudi involvement in the Sept. 11 attacks will remain impossible to say absent ... executive action. Yet implicit in this dispute is an issue of even greater moment: Who ultimately exercises jurisdiction over truth? The foreign policy establishment insists that the 28 pages remain secret; not only might the document challenge the state's preferred Sept. 11 narrative, but the demands for its declassification also call into question the establishment's very authority to control that narrative.

Obama knows 9/11 was linked to Saudi Arabia its massive oil reserves are behind his official visit
2016-04-20, The Independent (One of the UK's leading newspapers)
http://www.independent.co.uk/voices/obama-knows-911-was-linked-to-saudi-arabi...

Saudi Arabia's million barrel a day output, plus its strategic location in the Middle East, means the West must pay obeisance to the regional head-choppers. The Saudis have ... threatened to sell billions of dollars of their US assets if Congress passes a bill allowing the Saudi government to be held responsible in American courts for the crimes against humanity of 9/11. And that, indeed, is the foundation of the US-Saudi mess right now. Of the 19 hijackers involved in 9/11, 15 were Saudis, a fact diplomatically ignored in the years immediately following the attacks. The Saudis bankrolled the Taliban for many years. The Americans believe - rightly - that Isis itself today receives much support from within Saudi Arabia, though they havent gone quite so far as to say the government is behind this. But ... the countrys massive oil reserves, its million barrels a day output, strategic location and control of Sunni Muslim finances, means that the West has got to go on paying obeisance. The real problem is that - after years of fantasy in which, against all the evidence, the Americans persuaded themselves that the Saudis were a force for moderation in the Middle East - the Obama administration has decided that Shiite Iran and the huge influence it exerts over the Shiite governments of Iraq and Syria (and over the Shiite Hizballah in Lebanon) is a better bet than the Sunni Salafists of Arabia. It would be good to know what the censored 28 pages of the official US 9/11 report said about the Saudis. Any more talk of withdrawing billions of US assets might just persuade the Americans to ... let us take a peek into those secrets.

Saudi Arabia Warns of Economic Fallout if Congress Passes 9/11 Bill
2016-04-15, New York Times
http://www.nytimes.com/2016/04/16/world/middleeast/saudi-arabia-warns-ofecono...

Saudi Arabia has told the Obama administration and members of Congress that it will sell off hundreds of billions of dollars worth of American assets held by the kingdom if Congress passes a bill that would allow the Saudi government to be held responsible in American courts for any role in the Sept. 11, 2001, attacks. Adel al-Jubeir, the Saudi foreign minister, delivered the kingdoms message personally last month during a trip to Washington, telling lawmakers that Saudi Arabia would be forced to sell up to $750 billion in treasury securities and other assets in the United States before they could be in danger of being frozen by American courts. The [Obama] administration ... has been lobbying so intently against the bill that some lawmakers and families of Sept. 11 victims are infuriated. In their view, the Obama administration has consistently ... thwarted their efforts to learn what they believe to be the truth about the role some Saudi officials played in the terrorist plot. Families of the Sept. 11 victims have used the courts to try to hold members of the Saudi royal family, Saudi banks and charities liable because of ... Saudi financial support for terrorism. These efforts have largely been stymied, in part because of a 1976 law that gives foreign nations some immunity from lawsuits in American courts. The Senate bill is intended to make clear that the immunity given to foreign nations under the law should not apply in cases where nations are found culpable for terrorist attacks that kill Americans on United States soil.

Nancy Pelosi wants top-secret 28 pages on 9/11 declassified
2016-04-11, CBS News
http://www.cbsnews.com/news/nancy-pelosi-wants-top-secret-28-pages-on-911-dec...

House Minority Leader Nancy Pelosi on Sunday said she wants 28 redacted pages declassified from a 2003 congressional report on the intelligence community's preparedness for and response to the 9/11 attacks. "As the former Ranking Democrat on the House Intelligence Committee and top the House Democrat on the Joint Congressional investigation looking into the 9/11 attacks, I agree with former Senator Bob Graham that these documents should be declassified and made public, and that the Bush Administration's refusal to do so was a mistake," Pelosi said in a statement. Her statement came the same day that "60 Minutes" aired a story featuring Graham and other current and former government officials who want the report's top secret pages declassified. Graham, who declined to detail the redacted section, helped author the report and he now says the redacted portion could highlight possible Saudi support for the 9/11 hijackers. He also suggested that it sheds light on a network of people he believes supported the hijackers in the US. There is ... tension between the the Saudis and the U.S. over doubts about the Saudi commitment to combating violent Islamist extremism.

Top secret "28 pages" may hold clues about Saudi support for 9/11 hijackers
2016-04-08, CBS News
http://www.cbsnews.com/news/top-secret-28-pages-may-hold-clues-about-saudi-su...

Current and former members of Congress, U.S. officials, 9/11 Commissioners and the families of the attack's victims want 28 top-secret pages of a congressional report released. Bob Graham, the former Florida governor, Democratic U.S. Senator and onetime chairman of the Senate Select Committee on Intelligence, says the key section of a top secret report ... should be declassified to shed light on possible Saudi support for some of the 9/11 hijackers. Graham was co-chair of Congress' bipartisan "Joint Inquiry" into intelligence failures surrounding the attacks on Sept. 11, 2001, that issued the report in 2003. Graham and his Joint Inquiry co-chair in the House, former Representative Porter Goss (R-FL) - who went on to be director of the CIA - say the 28 pages were excised from their report by the Bush Administration in the interest of national security. Graham wouldn't discuss the classified contents, but says the 28 pages outline a network of people he believes supported hijackers in the US, [and] believes the hijackers were "substantially" supported by Saudi Arabia. Asked if the support was from government, rich people or charities, the former senator replies, "all of the above." Graham and others think the reason for classifying the pages was to protect the U.S. relationship with ally Saudi Arabia. In addition to Graham and Goss ... Tim Roemer, former Democratic U.S. Representative from Indiana who was the only person to serve on both Congress' Joint Inquiry and the 9/11 Commission [has] read the redacted pages. Roemer says it's time to let everyone know what's in the top secret documents.

FBI Honeypot Ensnares Michigan Man
2016-03-30, The Intercept
https://theintercept.com/2016/03/30/fbi-honeypot-ensnares-michigan-man/

Khalil Abu Rayyank was a lonely young man in Detroit, eager to find a wife. Jannah Bride claimed she was a 19-year-old Sunni Muslim whose husband was killed in an airstrike in Syria. The two struck up a romantic connection ... online. Now, Rayyan, a 21-year-old Michigan man, is accused by federal prosecutors of supporting the Islamic State. Jannah Bride, not a real name, was in fact an FBI informant hired to communicate with Rayyan. The FBI and federal prosecutors have treated his case as a national security concern, making numerous references in court filings and at a detention hearing to statements Rayyan made about the Islamic State and his supposed aspirations for violence. According to transcripts ... Rayyan had fallen in love with Bride and had even proposed marriage. The FBI informant initiated conversations about violence on several occasions, and when she did, Rayyan would tell her that he didnt want to hurt anyone. Eventually, Rayyan found a way to capture the womans interest, describing his plans for an attack. The story appears to be fantasy, however. Psychologist ... Lyle D. Danuloff assessed Rayyans level of dangerousness as very low, according to a report filed Tuesday. Danuloff wrote: His verbalization was the result of an effort to keep the attention with hopes of a future. They were not the result of radicalization or representative of terrorist intentions.

CIA photographed detainees naked before sending them to be tortured
2016-03-28, The Guardian (One of the UK's leading newspapers)
http://www.theguardian.com/us-news/2016/mar/28/cia-photographed-naked-detainees

The CIA took naked photographs of people it sent to its foreign partners for torture. A former US official who had seen some of the photographs described them as very gruesome. In some of the photos, which remain classified, CIA captives are blindfolded, bound and show visible bruises. Some photographs also show people believed to be CIA officials or contractors alongside the naked detainees. It is not publicly known how many people ... were caught in the CIAs web of so-called extraordinary renditions, extra-judicial transfers of detainees to foreign countries, many of which practised even more brutal forms of torture than the US came to adopt. Human rights groups over the years have identified at least 50 people the CIA rendered, going back to Bill Clintons presidency. Is the naked photography a form of sexual assault? Yes. Its a form of sexual humiliation, said Dr Vincent Iacopino, the medical director of Physicians for Human Rights. Its cruel, inhumane and degrading treatment at a minimum and may constitute torture, he said. International human rights law, to include the Geneva conventions, forbids photographing prisoners except in extremely limited circumstances related to their detention, to include anything that might compromise their dignity. The CIA is known to have employed nudity in other aspects of its custody of terrorism suspects. Often the nudity occurred in tandem with other torture techniques, such as shackling and frigid conditions, leading in at least one case to a detainees death.

Highlighting Western Victims While Ignoring Victims of Western Violence
2016-03-25, The Intercept
https://theintercept.com/2016/03/25/highlighting-western-victims-while-ignori...

For days now, American cable news has broadcast non-stop coverage of the horrific attack in Brussels. This type of coverage is accorded only to Western victims of violence, but almost never to the non-Western victims of the Wests own violence. A little more than a week ago ... fighter jets from a Saudi-led (U.S. and U.K.-supported) coalition bombed a market in Mastaba, in Yemens northern province of Hajjah. The latest count indicates that about 120 people were killed, including more than 20 children, and 80 were wounded in the strikes. Over the past several years, the U.S. has launched hideous civilian-slaughtering strikes in Yemen, Pakistan, Afghanistan, Syria, Somalia, Libya, and Iraq. Youll almost never hear any of those victims names on CNN, NPR, or most other large U.S. media outlets. No famous American TV correspondents will be sent to the places where those people have their lives ended by the bombs of the U.S. and its allies. At most, youll hear small, clinical news stories briefly and coldly describing what happened - usually accompanied by a justifying claim from U.S. officials, uncritically conveyed, about why the bombing was noble - but, even in those rare cases where such attacks are covered at all, everything will be avoided that would cause you to have any visceral or emotional connection to the victims. Youll never know anything about them - not even their names ... and will therefore have no ability to feel anything for them. As a result, their existence will barely register. Thats by design.

Pentagon to try again at training Syrian rebels

President Obama has authorized a limited new plan to train and arm rebel fighters to confront Islamic State militants in Syria, relaunching a Pentagon program that was suspended last fall after a series of embarrassing setbacks. The program is separate from a covert CIA-run training operation. The original plan involved selecting fighters from moderate Syrian rebel groups, taking them to Arab military bases outside Syria, and providing arms, equipment and six weeks of training. They then would [be] sent back to Syria. The first 54 recruits were ambushed in July by Nusra Front, an Al Qaeda affiliate. The second class of 71 surrendered much of their U.S.-issued ammunition and trucks to Nusra Front fighters in September in exchange for safe passage through northern Syria. The program initially was envisioned as a $500-million, three-year plan to recruit, train and equip fighters at bases in Jordan, Qatar, Saudi Arabia and Turkey. Thousands of rebels applied. Many were ... ineligible. In addition, the prospective host countries and many of the fighters disagreed with the U.S. emphasis on fighting Islamic State, saying the training should focus on ousting Syrian President Bashar Assad. The Pentagon shut the program down in less than a year. In its place, the Pentagon began providing communications equipment, weapons and ammunition to rebel commanders. The equipment was dropped into Syria by U.S. aircraft and distributed among the units as they pushed into territory controlled by Islamic State.

FBI Wont Explain Its Bizarre New Way of Measuring Its Success Fighting Terror
2016-02-18, The Intercept

The Federal Bureau of Investigation has quietly developed a new way to measure its success in the war on terror: counting the number of terror threats it has disrupted in a year. In the section on Performance Measures in the FBIs latest financial statement, the bureau reports 440 terror disruptions in the 12-month period ending on September 30, 2015. Thats ... more than three times the 2015 target of 125. In a vacuum, that would appear to suggest that the FBIs terror-fighting mission - which sucked ... 54 percent of the bureaus $9.8 billion budget in 2015 - is exceeding expectations. But that number - 440 - is much higher than the number of arrests reported by the FBI. The Washington Post counted about 60 terror-related arrests in 2015. Of those arrests, many were of people trying to travel abroad or trying to help others do so. Many more involved people planning attacks that were essentially imaginary, often goaded by FBI informants. There was only one genuinely foiled attack in the United States between January 2014 and September 2015. And that one ... was stopped by the local police department. The fact that the agency establishes a target for terrorism disruptions is also troubling, said Michael German, a former FBI agent.

Note: The FBI has made a habit of manufacturing "terrorist plots" from thin air. Now it appears that activities reminiscent of COINTELPRO are again being carried out to justify massive anti-terrorism spending.
