Boy Scout files reveal repeat child abuse by sexual predators

For nearly a century, the Boy Scouts of America has relied on a confidential blacklist known as the "perversion files" as a crucial line of defense against sexual predators. That barrier, however, has been breached repeatedly. A Los Angeles Times review of more than 1,200 files dating from 1970 to 1991 found more than 125 cases across the country in which men allegedly continued to molest Scouts after the organization was first presented with detailed allegations of abusive behavior. Predators slipped back into the program by falsifying personal information or skirting the registration process. Others were able to jump from troop to troop around the country thanks to clerical errors, computer glitches or the Scouts' failure to check the blacklist. In some cases, officials failed to document reports of abuse in the first place, letting offenders stay in the organization until new allegations surfaced. In others, officials documented abuse but merely suspended the accused leader or allowed him to continue working with boys while on "probation." In at least 50 cases, the Boy Scouts expelled suspected abusers, only to discover later that they had reentered the program and were accused of molesting again.

Nuclear waste issues freeze permits for U.S. power plants

The U.S. government said it will stop issuing permits for new nuclear power plants and license extensions for existing facilities until it resolves issues around storing radioactive waste. The government's main watchdog, the Nuclear Regulatory Commission, believes that current storage plans are safe and achievable. But a federal court said that the NRC didn't detail what the environmental consequences would be if the agency is wrong. There are 14 reactors awaiting license renewals at the NRC, and an additional 16 reactors awaiting permits for new construction. Nuclear waste disposal has been a daunting political question that is still unanswered after decades of study. Nuclear watchdog groups -- which don't agree with the NRC's assertion that the waste is currently safely stored -- are hoping the new review will provide an opportunity to push for stricter standards at nuclear power plants. There are currently 104 operating nuclear reactors at 64 plants across the country. Half are over 30 years old. '"The court is ordering them to do this analysis that should have been done a long time ago," said Edwin Lyman, a senior scientist at the Union of Concerned Scientists. In particular, UCS and others want less of the waste to be stored in pools of water, which they believe are vulnerable to sudden draining and possible meltdown.

The [British Bankers' Association] is now saying they are going to go into 'overhaul' mode. So as if we don't have enough things going on, you're going to start opening up a Pandora's Box here in the Libor sector of the market. I think what they're going to do ... is basically put the old system in a coma, and work to devise something that's a little bit better, and it's going to be tricky. Doug Dachille: So what are they going to do with the euro/dollar futures and all the outstanding notion of principal of contracts linked to Libor? I mean is everybody going to convert their Libor interest rate swaps to cost of fund funds or Fed fund basis swaps or some other index? KF: Are you asking me? I've asked that question as high as I could ask it and I get blank stares. DD: It's not clear that every bank has exactly the same Libor exposure, so it's not clear that that cartel, in setting Libor and manipulating it, actually is as powerful as the cartel that manages oil prices. Yet I don't hear any outrage of people routinely trading commodity derivatives and commodity futures, as much as I hear the outrage over euro/dollar futures and Libor-based interest rate swaps. Everybody assumes that's what goes on when you trade commodity futures, but nobody ever really thought that was going on when you were trading euro/dollar futures.

Wal-Mart OK with selling genetically modified sweet corn

Rejecting entreaties from consumers and activists, Wal-Mart Stores Inc. says it has no objection to selling a new crop of genetically modified sweet corn created by biotech giant Monsanto. Environmental and health activists expressed surprise and disappointment at Wal-Mart's decision. Earlier this year, Whole Foods, Trader Joe's and General Mills said they would not carry or use the genetically modified sweet corn. "A lot of people who were their customers explicitly said we don't want you to carry this product, and I think it's unfortunate that they chose not listen to that feedback," said Patty Lovera, assistant director of the consumer group Food and Water Watch. In March, the group presented Wal-Mart with a petition signed by 463,000 people asking it to boycott the product, she said. Monsanto's genetically modified sweet corn is resistant to a common herbicide, which allows farmers to kill weeds without killing the corn. It also contains a toxin that fends off certain pests. Critics say they would like the U.S. Food and Drug Administration to require some pre-market safety testing and labeling of genetically modified foods, saying the lack of study makes it impossible to know whether they pose health risks. "There has been a doubling of food allergies in this country since 1996," said Michael Hansen, a senior scientist at Consumers Union, the policy arm of Consumer Reports. "Is it connected to genetically engineered foods? Who knows when you have no labeling? That is the problem."

Washington's press is the cabin boy of the political class

The Washington press corps ... is too caught up in its own self-importance and petty competition to understand it has become the cabin boy of the political class. Washington reporters are co-conspirators in an ongoing fraud. The epidemic of blind quotes is a standard way of giving a platform to officials speaking in an official capacity, yet with zero accountability. The practice is also supremely manipulative, giving the most banal information the allure of forbidden fruit. At its worst, the game can allow the vice president of the United States to leak phony intelligence to the New York Times and later refer back to the leak as independent journalistic confirmation, leading to invasion and hundreds of thousands of deaths and a trillion dollars in squandered treasure. The Iraq disgrace aside, obscuring official sources might be understandable if this journalistic worst practice were in the service of earth-shaking news. It almost never is. The blind quotes, though, are not even the worst of it. The New York Times recently revealed that reporters are not merely working on background, they negotiate after interviews what comments may be used and send them to sources for prepublication approval. The sources routinely edit those quotes before turning them back over to news organisations. As media ethicist Edward Wasserman so aptly put it, "At this point you're no longer talking about an interview; you're talking about a press release ... And what happens is Washington becomes no different from Beijing, in terms of reporting what authorities want reported".

The Obama administration has torpedoed the arms trade treaty

In late June, activists gathered in New York's Times Square to make the ... point that, unbelievably, "there are more rules governing your ability to trade a banana from one country to the next than governing your ability to trade an AK-47 or a military helicopter". So said Amnesty International USA's Suzanne Nossel ... just before the start of the UN conference on the Arms Trade Treaty (ATT), which ran from 2 July to 27 July. Thanks to a last-minute declaration by the United States that it "needed more time" to review the short, 11-page treaty text, the conference ended last week in failure. There isn't much that could be considered controversial in the treaty. Signatory governments agree not to export weapons to countries that are under an arms embargo, or to export weapons that would facilitate "the commission of genocide, crimes against humanity, war crimes" or other violations of international humanitarian law. Exports of arms are banned if they will facilitate "gender-based violence or violence against children" or be used for "transnational organised crime". Why does the US need more time than the more than 90 other countries that had sufficient time to read and approve the text? The answer lies in the power of the gun lobby [and] the arms industry. The US is the world's largest weapons producer, exporter and importer. Protesters outside the UN during the ATT conference erected a mock graveyard, with each headstone reading: "2,000 people killed by arms every day." That's more than one person killed every minute.

Scientists' agony over ecstasy

Research into ... Schedule I drugs like MDMA (ecstasy), LSD and magic mushrooms ... requires not only a high level of security, but also that the institutions involved buy a licence costing several thousand pounds not required for researching other drugs. Paradoxically, the other schedules include more harmful substances such as heroin. Funders often shy away from such research because of the red tape, associated higher costs, and the perception that it is possible to be stigmatised for supporting such work. Research into a Schedule I drug like MDMA has potential both to help our understanding of how drugs affect the brain, and provide those who take them with better harm-reduction information. It also helps us understand how we can make drugs work normally, advancing our treatment of brain disorders. Some Schedule I drugs have huge potential for serious conditions where treatment is currently inadequate, including addiction and depression. Frustratingly, almost no research has been carried out since current regulations came into force in 1971. And the situation is about to get worse; the government's new temporary drug control orders ... automatically puts new substances under Schedule I for the year that they are controlled. The likelihood of the drug then being downgraded is very remote, given that research will be practically impossible, especially within the year's timeframe.

Craving Energy and Glory, Pakistan Revels in Boast of Water-Run Car

In a nation thirsting for energy, he loomed like a messiah: a small-town engineer who claimed he could run a car on water. The assertion – based on the premise that he had discovered a way to easily split the oxygen and hydrogen atoms in water molecules with almost no energy – would, if proven, represent a stunning breakthrough for physics and a near-magical solution to Pakistan's desperate power crisis. "By the grace of Allah, I have managed to make a formula that converts less voltage into more energy," the professed inventor, Agha Waqar Ahmad, said in a telephone interview. "This invention will solve our country's energy crisis and provide jobs to hundreds of thousands of people." Established scientists have debunked his spectacular claims, first made one month ago, saying they violate ironclad laws of physics. The quest to harness chemical energy from water is a holy grail of science, offering the tantalizing promise of a world free from dependence on oil. Groups in other countries, including Japan, the United States and Sri Lanka, have previously made similar claims. They have been largely ignored. Not so with Mr. Ahmad, even if he is an unlikely scientific prodigy. He graduated with a degree in mechanical engineering in 1990 from a small technical college in Khairpur, in southern Sindh Province, he said in the interview. For most of his career he worked in a local police department. He is currently unemployed. But he sprang up at a moment when Pakistan was intensely aware of its power shortcomings.

USDA: Number of Farmers Markets up Due to Demand

As demand for locally grown fruits and vegetables has increased, so too has the number of urban farmers markets sprouting up across the nation. The U.S. Department of Agriculture announced ... that the number of direct-sales markets has increased 9.6 percent in the past year, with California and New York leading the way. After 18 years of steady increases, the number of farmers markets across the country now registered with the USDA is 7,864. In 1994, there were 1,744. Organizations such as Slow Food, founded in 1989 to counter fast-food, junk-food lifestyles, first ignited consumer demand for fresh, local produce. Some markets are so popular that there are wait lists for farmers to sell there, including one of the largest and most diverse of all, the Ferry Plaza Farmers Market in San Francisco. Farmers from across the region travel there three days a week to sell fruits, vegetables and artisan breads and cheeses to thousands of shoppers, including top chefs from the food-centric city. Operated by the Center for Urban Education about Sustainable Agriculture, the iconic market on the San Francisco Bay is celebrating its 20th birthday. "When we started there were only three markets in the city, and now there are 29," said Liz Hunt, a center spokeswoman.

Film Seeks to Spur 'Rational Discussion' On Vaccine Safety

A new documentary about childhood immunizations, "The Greater Good," could intensify debate around the potential dangers of vaccines. The film ... aims to create "a rational discussion" about vaccine safety, according to producer and co-director Chris Pilaro. Pilaro immediately rejects the notion that "The Greater Good" might be labeled "anti-vaccine." "The media has said that if you 'question' [the current status quo] you are anti-vaccine. But all of the doctors, researchers and scientists in our film are pro-vaccine. You should not be considered anti-vaccine to question the safety of any pharmaceutical product." The film includes interviews with strong current vaccine advocates. But their voices are far outnumbered by those calling for further oversight of vaccinations, such as Dr. Bob Sears (author of The Vaccine Book), and Barbara Loe Fisher, co-founder and president of the National Vaccine Information Center, as well as families who claim to be victims of vaccine injuries. The film focuses on three such emotional stories: of a teenage girl whose life deteriorated after taking the HPV vaccine; a boy who developed autism subsequent to being vaccinated; and a family whose infant died shortly after being vaccinated. "We feel we have given voice to a population that isn't regularly represented in the media," says Pilaro, defending the choice of subjects. "The goal was not to scare people away from vaccinations," Pilaro continues. "We need to have the ability to ask these hard questions without being shunned."
