At long last, the Koch brothers and their conservative allies in state government have found a new tax they can support. Naturally it's a tax on something the country needs: solar energy panels. For the last few months, the Kochs and other big polluters have been spending heavily to fight incentives for renewable energy, which have been adopted by most states. They particularly dislike state laws that allow homeowners with solar panels to sell power they don't need back to electric utilities. So they've been pushing legislatures to impose a surtax on this increasingly popular practice, hoping to make installing solar panels on houses less attractive. Oklahoma lawmakers recently approved such a surcharge at the behest of the American Legislative Exchange Council, the conservative group that often dictates bills to Republican statehouses and receives financing from the utility industry and fossil-fuel producers, including the Kochs. [The] group is trying to repeal or freeze Ohio's requirement that 12.5 percent of the state's electric power come from renewable sources like solar and wind by 2025. Twenty-nine states have established similar standards that call for 10 percent or more in renewable power. These states can now anticipate well-financed campaigns to eliminate these targets or scale them back. The coal producers' motivation is clear: They see solar and wind energy as a long-term threat to their businesses.

Koch brothers, big utilities attack solar, green energy policies

The Koch brothers, anti-tax activist Grover Norquist and some of the nation's largest power companies have backed efforts in recent months to roll back state policies that favor green energy. The conservative luminaries have pushed campaigns in Kansas, North Carolina and Arizona, with the battle rapidly spreading to other states. Alarmed environmentalists and their allies in the solar industry have fought back, battling the other side to a draw so far. Both sides say the fight is growing more intense as new states, including Ohio, South Carolina and Washington, enter the fray. At the nub of the dispute are two policies found in dozens of states. One requires utilities to get a certain share of power from renewable sources. The other, known as net metering, guarantees homeowners or businesses with solar panels on their roofs the right to sell any excess electricity back into the power grid at attractive rates. Net metering forms the linchpin of the solar-energy business model. Without it, firms say, solar power would be prohibitively expensive. The American Legislative Exchange Council, or ALEC, a membership group for conservative state lawmakers, recently drafted model legislation that targeted net metering. The group also helped launch efforts by conservative lawmakers in more than half a dozen states to repeal green energy mandates. The group's campaign in [Kansas] compared the green energy mandate to Obamacare, featuring ominous images of Kathleen Sebelius, the outgoing secretary of Health and Human Services, who was Kansas' governor when the state adopted the requirement.

More secret 9/11 documents identified, but FBI has yet to turn them over to judge

Contradicting an earlier assertion made under oath by a senior FBI official, an attorney for the Justice Department said [on April 30] that the FBI has identified four more boxes of "classified" 9/11 documents held by its Tampa field office. The government, however, has yet to comply with a federal judge's orders ... that it turn over copies of that massive 9/11 file – now said to total 27 boxes – for his personal inspection. U.S. District Judge William J. Zloch issued those orders in a Freedom of Information lawsuit brought by BrowardBulldog.org seeking records about the FBI's investigation into apparent pre-9/11 terrorist activity in Sarasota. Former Florida Sen. Bob Graham, who co-chaired Congress' Joint Inquiry into the 9/11 attacks, has said that the FBI did not disclose the existence of the Sarasota investigation to either the Joint Inquiry or the subsequent 9/11 Commission. The documents state that the Sarasota Saudis had "many connections" to "individuals associated with the terrorist attacks on 9/11/2001." One document lists three individuals, with names blacked out, and ties them to the Venice, Fla., flight school where suicide hijackers Atta and Marwan al-Shehhi trained.

Snowden: Why hasn't the Director of National Intelligence been punished for lying to Congress

Former National Security Agency contractor Edward Snowden, and one of the reporters who first broke the news of Snowden's documents, Laura Poitras, received a Ridenhour Truth-Teller prize [on April 30] to a standing ovation at the National Press Club. Snowden leaked classified documents that exposed the NSA's massive global surveillance programs. Snowden ... compared his actions with that of Director of National Intelligence James R. Clapper, who denied that the NSA was "wittingly" collecting data on millions of Americans in a Senate Intelligence Committee hearing last spring -- a claim at odds with revelations about domestic phone records collection as a result of documents provided by Snowden. "The oath that I remember is James Clapper raising his hand, swearing to tell the truth and then lying to the American public," Snowden said. "I also swore an oath, but that oath was not to secrecy, but to defend the American Constitution." While Clapper has accused Snowden of perpetrating the most "massive and damaging theft of intelligence" in U.S. history, Snowden argues his actions were serving a larger public interest that superseded the national intelligence need for secrecy. Later in the speech, he described Clapper as having "committed a crime by lying under oath to the American people," and questioned why charges were never brought against the director. By contrast, Snowden said, charges were brought against him soon after he revealed himself as the source of the leaks.

British Spy Chiefs Secretly Begged to Play in NSA's Data Pools

Britain's electronic surveillance agency, Government Communications Headquarters [GCHQ], has long presented its collaboration with the National Security Agency's massive electronic spying efforts as proportionate, carefully monitored, and well within the bounds of privacy laws. But according to a top-secret document in the archive of material provided to The Intercept by NSA whistleblower Edward Snowden, GCHQ secretly coveted the NSA's vast troves of private communications and sought "unsupervised access" to its data as recently as last year. The document, dated April 2013, reveals that GCHQ requested broad new authority to tap into data collected under a law that authorizes a variety of controversial NSA surveillance initiatives, including the PRISM program. PRISM is a system used by the NSA and the FBI to obtain the content of personal emails, chats, photos, videos, and other data processed by nine of the world's largest internet companies, including Google, Yahoo!, Microsoft, Apple, Facebook, and Skype. The arrangement GCHQ proposed would also have provided the British agency with greater access to millions of international phone calls and emails that the NSA siphons directly from phone networks and the internet. The Snowden files do not indicate whether NSA granted GCHQ's request, but they do show that the NSA was "supportive" of the idea, and that GCHQ was permitted extensive access to PRISM during the London Olympics in 2012. The request for the broad access was communicated at "leadership" level.

Why Mumps And Measles Can Spread Even When We're Vaccinated

More than two months ago, a nasty mumps virus triggered fever, headache and painfully swollen glands among a handful of students at Ohio State University. Now the outbreak has ballooned to 234 cases at last count, and has spilled into the surrounding community in Columbus, Ohio. "Columbus officials are calling it the city's biggest outbreak since the development of the mumps vaccine in the 1940s," WOSU reporter Steve Brown [said]. "It even pushed them to open a new clinic." So far, most of those infected are students or workers at Ohio State, Brown says. And here's what's surprising: Many of those who got sick had previously been immunized against mumps via one of the top weapons against childhood diseases: the MMR vaccine. That's a two-dose shot most of us got when we were kids to protect against three diseases – measles, mumps and rubella. A young woman in New York caught the measles in 2011 even though she, too, had been vaccinated, scientists reported last week. "Measles Mary," as Science magazine her, also spread the virus to four others. Why can you still get the mumps and measles even if you're vaccinated? Measles is a terrific vaccine. If you get two doses, it's predicted to protect 99.99 percent of people for life. The mumps vaccine, on the other hand, is not so good. The protection rate varies from study to study. But it's usually in the mid-80s. Both vaccines, for mumps and measles, are tamed versions of the viruses. The viruses aren't killed but what we call attenuated, live viruses. The outbreak at Ohio State University is due to "vaccine failure," not declining immunization rates in the U.S.

Whooping cough beats vaccine

Dangerous new strains of whooping cough bacteria are evading Australia's vaccine against the disease and entrenching a four-year epidemic that could spread overseas, Sydney scientists have found. Microbiologists from the University of [New South Wales] have found [that] variants of the pertussis bacteria with a particular genetic signature have increased to 86 per cent of all samples taken from infected people after a continuing disease epidemic began in 2008. Although the strains were present in Australia as early as 2000, they accounted for only 31 per cent of all samples collected between 2000 and 2007 – suggesting they have flourished alongside the current vaccine against the potentially fatal respiratory infection. The strains have "swept across Australia during the epidemic period" according to Ruiting Lan, from the school of biotechnology and biomolecular sciences. More than 13,000 whooping cough cases were diagnosed in 2011 – an all-time high. An acellular vaccine – introduced in Australia in 1997 after concerns about side-effects from the previous whole cell version – appeared to have promoted the spread of these variants, Dr Lan said, which overseas authorities had linked to "higher virulence on the basis of hospitalisation and case mortality data". He warned that other countries using similar vaccines should be alert for shifts in genetic features detected in the whooping cough bug.

Chemicals Found in Manufacturing Affect Some Childhood Vaccines

New research finds that chemicals commonly found in non-stick cookware, microwave popcorn bags and other manufactured goods may make childhood vaccines less effective, perhaps making it easier for certain diseases to spread through the population. A study published [in] the Journal of the American Medical Association suggests that exposure to perfluorinated compounds, called PFCs, before and after birth may lower a child's ability to make disease-fighting antibodies for tetanus and diphtheria later in life. Researchers studied nearly 600 children and their mothers from the Faroe Islands, a small nation in the North Atlantic between Iceland and Scotland. The study found that higher levels of PFCs in both mothers and children meant lower numbers of disease-fighting antibodies in the children. Study author Philippe Grandjean said very few chemicals are known to have such an effect on the body's immune system. "The PFCs make the immune system more sluggish, so that it doesn't respond as vigorously against micro-organisms as it should," Grandjean said. "If vaccinations don't work, there may be an increased risk of epidemics." The study authors said the marine diet of Faroese people may have influenced the levels of PFCs in the children in the study, since the chemical is commonly found throughout the environment, even in polar bears that live far from pollution sources. But exposure to the chemicals is also high in the United States. In 2004, the Centers for Disease Control and Prevention tested the blood of more than 2,000 Americans and found certain types of PFCs in nearly 98 percent of them.

Hundreds of U.S. inmates sentenced to death are innocent, researchers say

As many as 300 people who were sentenced to death in the United States over a three-decade period were likely innocent. Dozens of defendants sentenced to death in recent years have been exonerated before their sentences could be carried out, but many more were probably falsely convicted, said University of Michigan professor Samuel Gross, the study's lead author. "Our research adds the disturbing news that most innocent defendants who have been sentenced to death have not been exonerated," Gross wrote in the study, published in the Proceedings of the National Academy of Sciences. In their research, Gross and his colleagues examined the 7,482 U.S. death sentence convictions between 1973 and 2004. Of those, 117 had been exonerated in recent years, thanks to the efforts of numerous groups and a tide of public attention to issues surrounding the death penalty. Gross and his co-authors ... estimated that about 4 percent of those sentenced to death were actually innocent, nearly three times the number exonerated during that period. Once inmates' sentences are commuted to life, they are far less likely to be exonerated, mostly because there are fewer legal resources given to their cases, Gross said. "If you were never sentenced to death, you never had the benefit - if you call it a benefit - of that process," he said. Although the study focuses on a period ending 10 years ago, the percentage of false death sentence convictions likely holds true today, Gross said.

The CDC estimates that 1 in 4 girls and 1 in 6 boys are sexually abused before the age of 18. Worldwide 550 million children are survivors of child abuse according to the Center for Advanced Studies in Child Welfare. The National Center for Missing and Exploited Children reports that there are currently 617,000 registered sex offenders in the United States, and typically 100,000 of those are unaccounted for. Other pedophiles are not on records or in databases. Research has shown that an average victim of child sex abuse has to tell at least seven adults before being believed. According to the Journal for the American Medical Association only 1 in 20 cases of child abuse are reported. It is critically important that every parent and adult responsible for the care of a child educate and empower themselves with the knowledge to stop predators. If we work together we can stop the stolen innocence of our children and that of others by spending a few hours educating ourselves. There is no greater tragedy than to live a life plagued by the shattered hopes and dreams of a vandalized childhood. Monsanto GM Soy Is Scarier Than You Think

More than 90 percent of the soybeans churned out on US farms each year are genetically engineered to withstand herbicides, nearly all of them involving one called Roundup. Organic production, by contrast, is marginal–it accounts for less than 1 percent of total American acreage devoted to soy. After harvest, the great bulk of soybeans are crushed and divided into two parts: meal, which mainly goes into feed for animals that become our meat, and fat, most of which ends up being used as cooking oil or in food products. According to the US Soy Board, soy accounts for 61 percent of American's vegetable oil consumption. Given soy's centrality to our food and agriculture systems, the findings of a new study published in the peer-reviewed journal Food Chemistry are worth pondering. The authors found that Monsanto's ubiquitous Roundup Ready soybeans, engineered to withstand its own blockbuster herbicide, contain more herbicide residues than their non-GMO counterparts. The team also found that the GM beans are nutritionally inferior. They found residues of glyphosate (the active ingredient in Roundup) and aminomethylphosphonic acid, or AMPA, the compound glyphosate breaks down into as it decays, on all 10 of the GM samples–and in none of the non-GM and organic ones. The researchers found residue levels hovering above a level Monsanto itself has characterized as "extreme." Independent research ... found that Roundup in water at 3 ppm induced morphological changes in frogs.

Each day, hundreds of thousands of people commute into and out of Grand Central Terminal in New York City. Thousands more eat at the station's restaurants and sip cocktails at its elegant bars. But Grand Central houses two secret areas few people ever see. Nine stories below the lowest floor sits a bunker known as M-42. It's rumored that during World War II, the bunker had guards with shoot-to-kill orders, for fear of sabotage while the station's trains were being used to ferry troops into and out of New York. Also below the elaborate station is Track 61, which is not on any train map. Track 61 was built for wealthy travelers arriving on private trains and has a freight elevator that rises to the garage level of the Waldorf-Astoria Hotel. The track's most frequent user was President Franklin Delano Roosevelt, who wore leg braces and used a wheelchair because of his polio. FDR's private train included a car specially outfitted to hold his Pierce-Arrow limousine. When he rode into Manhattan from his hometown of Hyde Park, N.Y., he would be driven in the limo off the train, into the freight elevator and right into the hotel. The clandestine entrance prevented the public from seeing the President's inability to walk.

This Man With A Van Has A 'Wild Obsession' With Helping Homeless People

Armed with a van and fueled by passion, Aaron Reddin is on a mission to help homeless individuals in need. After conquering his own drug addiction, Reddin began to run a long-term drug and alcohol program and a homeless shelter. Through this experience, he developed a "wild obsession" with helping the homeless. "I was dissatisfied with the number of folks that were sleeping outside, and the fact that everyone expected them to somehow come to us to help," Reddin says in the video above. "I said, you know what, let's raise a thousand bucks and buy a crappy old van." With his van, Reddin began a nonprofit called The One, Inc. The organization aims to help any "one" person on the streets. Whether it be through providing shoes, blankets, food, supplies or just lending a helping hand, the organization works to make contributions big or small. A large part of their mission includes mobility. "We primarily serve these needs by going to the people in need, wherever they may be," the website states. "We visit current homeless camps, search for new camps, comb alleyways, check under bridges and seek out the needy deep in the woods."

The neonatal intensive care unit [NICU] is full of buzzers, bells and the steady hum of technology. The machines that line the rooms are safeguarding the most fragile human lives. How reassuring ... is the sound of a friendly voice? The look of a friendly face? Babies in the neonatal intensive care unit cling to moments like that, but sometimes parents and nurses can't be there to offer the constant reassurance. That's where Pat Rice comes in. He is a volunteer "cuddler" at the Lucile Packard Children's Hospital Stanford. He and his wife, Claire Fitzgerald, have been cuddling babies there for 16 years. His deep voice helps soothe the babies. He joked someone once told him it sounded like a tuba. "Apparently the voice helps make a difference. I don't know why," said Rice. "But I find that it works pretty well." The nurses said that the cuddles have an immediate impact for these infants. It can even be measured. Their blood oxygenation starts to climb, meaning the baby is relaxed and is breathing deeper. The doctors say cuddling leads to better tolerance of pain, more stable body temperature and even stronger vital signs. Fitzgerald and Rice said they often comfort parents whose babies are admitted to the NICU because they can share stories about all the babies they have cuddled who are now home and thriving. Rice said that at his granddaughter's soccer game recently, a little girl came up to him and gave him a big hug – it was a child he had once cuddled in the hospital.

The neighborhood is called Agritopia, and it's one of a growing number of so-called agrihoods, residential developments where a working farm is the central feature, in the same way that other communities may cluster around a golf course, pool or fitness center. The real estate bust in 2008 halted new construction, but with the recovery, developers are again breaking ground on farm-focused tracts. At least a dozen projects across the country are thriving, enlisting thousands of home buyers who crave access to open space, verdant fields and fresh food. "I hear from developers all the time about this," said Ed McMahon, a senior fellow for sustainable development at the Urban Land Institute. Sixteen of Agritopia's 160 acres are certified organic farmland, with row crops (artichokes to zucchini), fruit trees (citrus, nectarine, peach, apple, olive and date) and livestock (chickens and sheep). Fences gripped by grapevines and blackberry bushes separate the farm from the community's 452 single-family homes, each with a wide front porch and sidewalks close enough to encourage conversation. The hub of neighborhood life is a small square overlooking the farm, with a coffeehouse, farm-to-table restaurant and honor-system farm stand. The square is also where residents line up on Wednesday evenings to claim their bulging boxes of just-harvested produce, eggs and honey.

Peter heard the music and [deviated] from the mud road (behind the tree) to the piano. I suddenly felt something strange sucking the back of my head and had an unexpected duet partner. In another video he plays piano and my back as a drum. The mahout you can hear occasionally isn't giving commands in any way to Peter, rather voicing a tiny bit [of] concern for the piano's survival. Okay, so admittedly Peter might not be the best partner to have on a piano duet. But he definitely makes up for his lack of training by giving it his all and being just so darn cute!
