American-trained Syrian fighters gave at least a quarter of their U.S.-provided equipment to al-Qaeda’s affiliate in Syria early this week, the U.S. Central Command said late Friday. The acknowledgment is the latest discouraging report regarding the $500 million train-and-equip program, which Gen. Lloyd J. Austin III, head of Central Command, said last week had only “four or five” trained Syrian fighters active in Syria. Since then, the military has said approximately 70 fighters have been added. In the toxic and chaotic Syrian mix, Jabhat al-Nusra and many Syrian rebels are fighting a separate war from the one being waged by the United States against the Islamic State. Their main goal is the overthrow of President Bashar al-Assad. U.S. military vetters have had a hard time finding approved Syrians to train who are also willing to pledge to direct their focus toward the Islamic State rather than Assad. The Pentagon’s admission of the arms turnover comes at an especially sensitive time for the White House. In light of the shortcomings of the train-and-equip program ... The Chicago Police Department has routinely spied on activist groups during the past six years, police records obtained by the Chicago Sun-Times show — including union members, anti-Olympics protesters, anarchists, the Occupy movement, NATO demonstrators and critics of the Chinese government. And it has continued to do so, according to the records ... which the police department fought to withhold. Under the department’s rules, cops aren’t allowed to purposely interfere with people exercising their free-speech rights. In recent years, though, department officials have repeatedly justified spying on protesters by saying they fear they might engage in “disorder” and “civil disobedience.” One investigation involving the surveillance of protest groups is still underway, 10 months after it was launched, the records show. The police won’t say who is being investigated or discuss the methods being used. “There’s something deeply disturbing about monitoring and documenting the exercise of First Amendment rights,” says Molly Armour, an attorney who has represented protesters investigated by the police. In July, the Illinois attorney general’s office issued an opinion saying “worksheets” — outlining the scope of these investigations — are public records under the state’s Freedom of Information Act. The office ordered the police department to “promptly produce unredacted copies of the worksheets.” It took nearly two months for the department to comply with the ruling.

Five years ago this week, FBI agents raided the homes of six political activists of the Freedom Road Socialist Organization (FRSO) in Minnesota, Illinois and Wisconsin, as well as the office of the nonprofit Anti-War Committee. A series of FBI documents left behind at Mick Kelly’s Minneapolis home shed more light on the FBI’s activities. What is especially illuminating is the mindset the documents reveal, particularly some of the questions FBI agents were instructed to ask those being served with the search warrants, such as “What did you do with the proceeds from the Revolutionary Lemonade Stand?” In February 2014, as a result of further legal action ... the search warrants for the raids [were] unsealed. The FBI began surveilling the FRSO shortly after the protests at the 2008 GOP convention, using a confidential informant. Despite the FBI’s collection of over a hundred hours of recordings and its multiyear [investigation], to date none of the activists have been charged with any crime. Just four days prior to the FBI raids against the Anti-War Committee and the FRSO, the Department of Justice Inspector General [IG] released the results of an investigation into post-9/11 surveillance of peace groups and other domestic dissidents up through 2006, [which] found that the bureau “engaged in tactics and strategies toward those groups and their members that were inappropriate, misleading and in some cases counterproductive, [and] accused FBI witnesses of ... offering ‘incomplete and inconsistent accounts of events.’”

In 2001, a "landmark" study published in the prestigious Journal of the American Academy of Child and Adolescent Psychiatry purported to show the safety and effectiveness of using a common antidepressant to treat adolescents. The original published findings were biased and misleading. Known as Study 329, the randomised controlled trial ... was funded by SmithKline Beecham – now GlaxoSmithKline (GSK) – the manufacturer of paroxetine. The research has been repeatedly criticised, and there have been numerous calls for it to be retracted. To re-analyse the evidence of effectiveness and safety of paroxetine, we used documents posted online by GSK. We also had access to other publicly available documents and individual participant data. We found that paroxetine [Paxil] was no more effective than a placebo, which is the opposite of the claim in the original paper. We also found significant increases in harms with both paroxetine and imipramine, [another antidepressant]. Compared with the placebo group, the paroxetine group had more than twice as many severe adverse events, and four times as many psychiatric adverse events, including suicidal behaviours and self-harm. And the imipramine group had significantly more heart problems. Our re-analysis ... identified ten strategies used by researchers in this clinical trial to minimise apparent harms. More importantly, our findings show influential peer-reviewed research published in leading medical journals can be seriously misleading.

Valeant Pharmaceuticals' drug price hikes in crosshairs of U.S. Congress

Quebec-based Valeant Pharmaceutical's price hikes of drugs long off patent has raised the ire of U.S. legislators and frustrated Canadian physicians. Democrats on the House of Representatives committee on oversight and government reform sent a letter Monday to the committee's Republican chairman seeking a subpoena that would force Valeant to turn over documents tied to the U.S. price hikes of two heart drugs. In the U.S., the price of Isuprel or Isoprenaline increased 2,500 per cent and Nitropress went up 1,700 per cent in three years, as the drug changed hands. Valeant purchased the rights to both heart drugs from Marathon Pharmaceuticals in February. As huge overnight drug price hikes becomes an election issue in the U.S., some doctors in Canada struggle to get other prices rolled back. In late 2013, Valeant Canada announced that as of January 2014, the price of a one-month supply of Syprine would match the U.S. price of roughly $13,244, or about 13 times higher than the previous price. The medication makes the difference between a full and productive life or a downward course of increasing liver and neurological disease. For physicians, the price increase put them in the position of having to tell patients their disease can be managed or cured but at an out-of-pocket price of $200,000 a year for the rest of their lives.

Late this summer, Rodelis Therapeutics boosted the cost of 30 tablets of cycloserine, a tuberculosis drug, from $500 to $10,800. Early in the year, Valeant Pharmaceuticals International Inc boosted the prices of two heart drugs, Nitropress and Isuprel, by 525% and 212% on the same day that they acquired them. “Our duty is to shareholders and to maximize the value” of Valeant’s products, a company spokeswoman told the Wall Street Journal at the time.

Doubts Rise About Surge In Statin Prescriptions For Oldest Americans

Inexpensive statin drugs are given to millions of people to reduce cholesterol, even many who don't show signs of heart disease. A recent study has found that seniors with no history of heart trouble are now nearly four times more likely to get those drugs than they were in 1999. Here's the catch: For patients of that age, there is little research showing statins' preventive heart benefits outweigh possible risks, which can include muscle pain and the onset of diabetes. There have only been a handful of studies that included the over-79 population. The rate of statin use among octogenarians and beyond who don't have a history of heart attack, stroke, coronary heart disease or vascular heart disease quadrupled between 1999 and 2012. Concerns about statins' effects in those older than 79 are being raised as some cardiologists question whether statins are overprescribed even among some younger people. Dr. Steven Nissen, department chair of cardiovascular medicine at the Cleveland Clinic, suggests Congress legislate incentives for drugmakers to study a wider array of drugs and their effects on the very elderly. Most drugs aren't supported by hard clinical evidence to back up treatment in the elderly, he said. Ohio State's Dr. Michael Johansen, a co-author of the recent statins study, suggests doctors be more cautious. Muscle pains that some seniors on statins complain of might be so severe as to ... lead to life-threatening injuries, he suggested. "We just don't know," he said.

This year, US Special Operations forces have already deployed to 135 nations, according to Ken McGraw, a spokesman for Special Operations Command (SOCOM). That’s roughly 70 percent of the countries on the planet. Every day, in fact, America’s most elite troops are carrying out missions in 80 to 90 nations, practicing night raids or sometimes conducting them for real, engaging in sniper training or sometimes actually gunning down enemies from afar. As part of a global engagement strategy of endless hush-hush operations conducted on every continent but Antarctica, they have now eclipsed the number and range of special ops missions undertaken at the height of the conflicts in Iraq and Afghanistan. In the waning days of the Bush administration, Special Operations forces (SOF) were reportedly deployed in only about 60 nations around the world. By 2010, according to the Washington Post, that number had swelled to 75. [It reached] a new record of 135 this summer. This 80 percent increase over the last five years is indicative of SOCOM’s exponential expansion which first shifted into high gear following the 9/11 attacks. SOCOM will not name the 135 countries in which America’s most elite forces were deployed this year, let alone disclose the nature of those operations. These forces carry out operations almost entirely unknown to the American taxpayers who fund them, operations conducted far from the scrutiny of the media or meaningful outside oversight of any kind.

Sadly, the answer, as we all know, is simply for money: money that is drenched in blood, often innocent blood. In the face of this shameful and culpable silence, it is our duty to confront the problem and to stop the arms trade." The U.S. is by far the largest arms supplier in the world. During the Obama administration, weapons sales have surged to record levels, in large part due to huge shipments to Gulf States, particularly Saudi Arabia. A healthy chunk of those arms sales are heavily subsidized by the U.S. taxpayer. Congress, which could have blocked any of this, went along happily — in no small part because of the approximately $150 million a year the defense industry spends on lobbying and direct campaign contributions. U.S. firms make up seven of the top 10 arms-exporting companies, with Lockheed Martin and Boeing coming in at numbers one and two. In August, Secretary of State John Kerry announced that he would even further speed up U.S. arms sales to Gulf countries.

VA culture of reprisals against whistleblowers remains strong after scandal

Testimony at a Senate hearing Tuesday demonstrated that [the Department of Veterans Affairs (VA)] remains a dangerous place for whistleblowers who report wrong doing. “The VA has a culture problem with whistleblower retaliation,” said Sen. Ron Johnson (R-Wis.), chairman of the Homeland Security and Governmental Affairs Committee. The “culture of fear” Johnson spoke of is evident in the number of VA cases handled by the Office of Special Counsel (OSC), an independent body that deals with whistleblower retaliation among other things. VA whistleblower reprisal cases received by OSC has been rising quickly, from 405 in fiscal 2013 to a projected 712 for fiscal 2015 – a 75 percent jump. [Special Counsel Carolyn] Lerner expects approximately 35 percent of the possible 4,000 prohibited personnel practice cases filed from across government this year to be from VA employees. Lerner complained to Obama in a Sept. 17 letter about the lack of discipline for VA managers found to have done wrong. After listing cases where managers were not disciplined, or only lightly so, for infractions, Lerner wrote: “The lack of accountability in these cases stands in stark contrast to disciplinary actions taken against VA whistleblowers. The VA has attempted to fire or suspend whistleblowers for minor indiscretions and, often, for activity directly related to the employee’s whistleblowing.”

1 in 4 Women Experienced Sexual Assault While in College, Survey Finds

Almost a quarter of undergraduate women surveyed at some of the top universities across the country said they were victims of sexual assault and misconduct as college students, according to a new report released Monday. Overall, 23 percent of undergraduate women at 27 universities said they had been physically forced or threatened with force into unwanted sexual contact, according to the Association of American Universities' Campus Climate Survey. For undergraduate men, the percentage was 5 percent. AAU defined sexual assault as actions ranging from "sexual harassment, stalking and intimate partner violence" to "nonconsensual penetration." The survey ... was sent to nearly 780,000 students. About 150,000 women participated in the online questionnaire. The findings support often-disputed results released in 2007 by the National Institute of Justice that 1 in 5 women are sexually assaulted during their college years. The survey found the most serious sexual assaults were against freshmen women. In a statement Monday, Drew Faust, president of Harvard, invited the university community to join her at 7 p.m. for a discussion about the survey results and approaches on how to change people's behavior.

Over the past two and a half years, six commissioners have held 32 public and 4,000 private hearings at sites across the country. It has documented abuse by teachers, priests, nuns, foster carers and fellow students. The Commission, which will report at the end of 2017, has exceeded expectations by highlighting abuse "from almost every area of society, every walk of life", and by showing that such abuse continues today, says Sydney University Law Professor Patrick Parkinson. "They've been very wise and shown beyond reasonable doubt the level of the problem in Australian society and the level of cover-up," he says.

Everybody knows about the spread of war, the rise of AIDS and other diseases, the hopeless intractability of poverty. One survey found that two-thirds of Americans believed that the proportion of the world population living in extreme poverty has almost doubled over the last 20 years. Another 29 percent believed that the proportion had remained roughly the same. That’s 95 percent of Americans — who are utterly wrong. In fact, the proportion of the world’s population living in extreme poverty hasn’t doubled or remained the same. It has fallen by more than half, from 35 percent in 1993 to 14 percent in 2011 (the most recent year for which figures are available from the World Bank). The world’s best-kept secret is that we live at a historic inflection point when extreme poverty is retreating. United Nations members have just adopted 17 new Global Goals, of which the centerpiece is the elimination of extreme poverty by 2030. Their goals are historic. There will still be poor people, of course, but very few who are too poor to eat or to send children to school. Inequality [remains] a huge challenge in the U.S. But globally, inequality is diminishing, because of the rise of poor countries. The challenge now is to ensure that rich donor nations are generous in supporting the Global Goals — but also that developing countries do their part, rather than succumbing to corruption and inefficiency. So let’s get down to work and, on our watch, defeat extreme poverty worldwide. We know that the challenges are surmountable — because we’ve already turned the tide of history.

Brazil bans corporations from political donations amid corruption scandal

Amid a massive corruption scandal which has tarnished Brazil’s political class and driven the country’s president to the brink of impeachment, the Brazilian supreme court has banned corporate donations to candidates and parties in future elections. With eight votes in favour and three against, the court declared late on Thursday that the rules allowing companies to donate to election campaigns were unconstitutional. Rosa Weber, one of the judges who ruled in favour of the ban, argued that undue economic influence comprised the legitimacy of the country’s elections. “The influence of economic power has ended up transforming the electoral process into a rigged political game, a despicable pantomime which makes the voter a puppet, simultaneously undermining citizenship, democracy and popular sovereignty.” According to “The Spoils of Victory”, a US academic study into campaign donations and government contracts in Brazil, corporate donors to the PT in the 2006 elections received between 14 to 39 times the value of their donations in government contracts. The case was brought to the supreme court around one and a half years ago by the Order of Brazilian Attorneys (OAB). On Thursday the organization’s secretary general, Cláudio Pereira de Souza Neto, celebrated the decision. “It is what Brazilian society has been hoping for, even more so in these times of crisis,” he said, adding that the court order should make future elections cheaper.

Potentially life-giving water still flows across the ancient surface of Mars from time to time, NASA scientists said Monday in revealing a potential breakthrough in both the search for life beyond Earth and human hopes to one day travel there. While the discovery doesn't by itself offer evidence of life on Mars, either past or present, it does boost hopes that the harsh landscape still offers some refuge for microbes to cling to existence. "The existence of liquid water, even if it is super salty briny water, gives the possibility that if there's life on Mars, that we have a way to describe how it might survive," said John Grunsfeld, associate administrator for the Science Mission Directorate at NASA. NASA researchers using an imager aboard the Mars Reconnaissance Orbiter confirmed the watery flows by looking at light waves returned from seasonal dark streaks on the surface, long suspected to be associated with liquid water. It remains unclear where the water comes from. Alfred McEwen, who heads up NASA's HiRISE high-resolution camera aboard the Mars orbiter, said he's fairly confident life will one day be found on Mars. "It's very likely, I think, that there's life somewhere in the crust of Mars, microbes," he said. Jim Green, director of planetary science at NASA, said the discovery announced Monday puts NASA in a perfect position to look for that life.

A record-breaking distance has been achieved in the bizarre world of quantum teleportation. Scientists teleported photons (packets of light) across a spool of fiber optics 63 miles (102 kilometers) long, four times farther than the previous record. Quantum teleportation relies on the strange nature of quantum physics, which finds that the fundamental building blocks of the universe can essentially exist in two or more places at once. Specifically, quantum teleportation relies on an odd phenomenon known as "quantum entanglement," in which subatomic particles can become linked and influence each other instantaneously, regardless of how far apart they are. Scientists cannot distinguish the state of either particle until one is directly measured, but because the particles are connected, measuring one instantly determines the state of the other. Currently, physicists can't instantly transport matter (say, a human), but they can use quantum teleportation to beam information from one place to another. "What's exciting is that we were able to carry out quantum teleportation over such a long distance," study co-author Martin Stevens, a quantum optics researcher at the NIST in Boulder, Colorado. Quantum teleportation could enable the development of a "quantum Internet" that allows messages to be sent more securely, Stevens said.
