The head of a US pharmaceutical company has defended his company's decision to raise the price of a 62-year-old medication used by Aids patients by over 5,000%. Turing Pharmaceuticals acquired the rights to Daraprim in August. After Turing's acquisition, a dose of Daraprim in the US increased from $13.50 (£8.70) to $750. The pill costs about $1 to produce, but [CEO Martin] Mr Shkreli, a former hedge fund manager, said that does not include other costs like marketing and distribution, which have increased dramatically in recent years. "We needed to turn a profit on this drug," Mr Shkreli told Bloomberg TV. "The companies before us were actually giving it away almost." He says the practice is not out of line with the rest of the industry. "Daraprim is still underpriced relative to its peers," he told Bloomberg TV. The Infectious Diseases Society of America, the HIV Medicine Association and other health care providers wrote an open letter to Turing, urging the company to reconsider.

New research on the use of psychedelic drugs as treatment for a range of mental disorders appears to be throwing open doors of perception long closed within the medical community, says a new analysis in the Canadian Medical Assn. Journal. For several decades, the North American medical establishment has classified psychedelic drugs – including LSD, psilocybin and [MDMA, better known as ecstasy] – as drugs of abuse with little to no medical purpose or means of safe use. That, four researchers argue, is changing. In Switzerland, Canada, Brazil, Peru, Mexico and the United States, researchers with no evident countercultural tendencies are conducting research that is finding psychedelic drugs a valuable adjunct to psychotherapy in treating addiction, post-traumatic stress and the depression or anxiety that often comes with terminal illness. Clinical investigators are demonstrating that such research "can conform to the rigorous scientific, ethical and safety standards expected of contemporary medical research," the authors write in the new analysis, titled "Psychedelic medicine: a re-emerging therapeutic paradigm." And the body of research they are generating is demonstrating that such drugs as MDMA, LSD and psilocybin can be effective in treating well-chosen patients. Psychedelics Promise a ‘Paradigm Shift’ in Treating Mental Illness

In the 1950s through the early ’70s, research began to show that psychedelics like LSD and psilocybin, the active ingredient in magic mushrooms, could be quite effective at treating mental health disorders like addiction. Then ... the so-called “war on drugs” began. For nearly a generation, science on these substances shut down. But that’s changing. In the past 20 years or so, a small amount of research has once again begun to focus on these chemicals, showing that they have promise for treating a range of conditions, from addiction to depression and anxiety, says Evan Wood, a psychiatric researcher at the University of British Columbia. In 2006, researchers at the University of Arizona published a study showing obsessive-compulsive patients who ingested psilocybin had immediate and lasting reductions in problematic symptoms. The same year, Johns Hopkins University physician and researcher Roland Griffiths showed that in healthy volunteers, psilocybin produced lasting benefits like improved mood and peacefulness six months after ingestion. Similar work has shown psilocybin can help treat anxiety associated with cancer, at UCLA and New York University. And a study in late 2014 found that LSD permanently reduced anxiety in a small number of patients. Wood says he’s most excited about research into using psychedelics to treat addiction. Gregory Buckley Jr. told his father: From his bunk in southern Afghanistan, he could hear Afghan police officers sexually abusing boys they had brought to the base. “At night we can hear them screaming, but we’re not allowed to do anything about it,” the Marine’s father ... recalled his son telling him before he was shot to death at the base in 2012. Rampant sexual abuse of children has long been a problem in Afghanistan, particularly among armed commanders who dominate much of the rural landscape. American soldiers and Marines have been instructed not to intervene. The policy has endured as American forces have recruited and organized Afghan militias. Instead of weeding out pedophiles, the American military was arming them in some cases and placing them as the commanders of villages. Dan Quinn, a former Special Forces captain who beat up an American-backed militia commander for keeping a boy chained to his bed as a sex slave, [said], “We were putting people into power who would do things that were worse than the Taliban did — that was something village elders voiced to me.” The policy of instructing soldiers to ignore child sexual abuse by their Afghan allies is coming under new scrutiny, particularly as it emerges that service members like Captain Quinn have faced discipline, even career ruin, for disobeying it. After the beating, the Army relieved Captain Quinn of his command and pulled him from Afghanistan. He has since left the military.

Ignoring Sexual Abuse in Afghanistan

The incidents of sexual assault on children described by American service members who served in Afghanistan are sickening. Boys screaming in the night as Afghan police officers attacked them. Three or four Afghan men found lying on the floor of a room at a military base with children between them, presumably for sex play. No less offensive is that American soldiers and Marines who wanted to intervene could not. The Pentagon’s indulgent, even complicit, attitude toward pedophiles among the Afghan militias that it funded and trained is indefensible, at odds with American values and with international laws Washington has taken the lead in promoting. Sexual abuse would appear to violate the Geneva Conventions, which prohibit violence, cruel treatment and “outrages upon personal dignity” against people taken into custody. International human rights law outlaws rape. The Geneva Conventions and federal law also impose an obligation on the United States to investigate and prosecute violations of the laws of war under its jurisdiction, including military bases in Afghanistan. “There are no gray areas here,” said John Sifton of Human Rights Watch. Fourteen long years of war and billions of dollars invested have proved that the United States cannot remake Afghanistan. But there should be no question that the American military cannot allow such practices on its bases. Nor should service members like Captain Quinn and Sergeant Martland be penalized for refusing to turn a blind eye when a boy is kept as a sex slave.

From the mid-1970s to the mid-’80s, America’s incarceration rate doubled, from about 150 people per 100,000 to about 300 per 100,000. From the mid-’80s to the mid-’90s, it doubled again. By 2007, it had reached a historic high of 767 people per 100,000. In absolute terms, America’s prison and jail population from 1970 until today has increased sevenfold, from some 300,000 people to 2.2 million. In 2000, one in 10 black males between the ages of 20 and 40 was incarcerated — 10 times the rate of their white peers. At a cost of $80 billion a year, American correctional facilities are a social-service program — providing health care, meals, and shelter for a whole class of people. An authoritative report issued last year by the National Research Council concluded, “the current U.S. rate of incarceration is unprecedented by both historical and comparative standards.” Even once an individual is physically out of prison, many do not elude its grasp. In 1984, 70 percent of all parolees successfully completed their term without arrest and were granted full freedom. In 1996, only 44 percent did. As of 2013, 33 percent do. Deindustrialization had presented an employment problem for America’s poor and working class of all races. Prison presented a solution: jobs for whites, and warehousing for blacks. Mass incarceration “widened the income gap between white and black Americans,” writes [historian] Heather Ann Thompson ... “because the infrastructure of the carceral state was located disproportionately in all-white rural communities.”

Pope Francis will meet more than 100 men and women from a dangerously overcrowded prison population. Some 80% of those inmates at that prison, [Philadelphia's] Curran-Fromhold Correctional Facility (CFCF), have not yet been convicted of the crime with which they were charged. Most of them are behind bars because they have not paid or cannot afford to pay bail while awaiting trial. Francis has visited prisons in multiple countries. This particular prison ... presents an extreme microcosm of two of the most pressing national prison problems: pretrial detention and overcrowding. The prison system – particularly in holding those who cannot afford to pay bail – targets the very people Pope Francis has shown the most concern for: the poor. With 2.2 million people incarcerated mostly in state prisons and jails like Philadelphia’s, the US now ... spends about $80bn on prisons. On-duty police officers have shot and killed more than 700 people this year

The tally of people shot and killed by on-duty police officers passed 700 on Wednesday night — a fatal milestone that is almost double the highest number of police shootings ever reported by the FBI for an entire year — according to a Washington Post database tracking all shootings death at the hands of police this year. As of Thursday morning, The Post has tracked 703 fatal police shootings. Of the 703 people who have been shot and killed by officers in 2015, the vast majority have been armed with either a gun or other potentially-deadly weapon. At least 65 of those shot and killed were unarmed. Federal data on police shootings is notoriously inaccurate and incomplete — in large part because the data they collect is voluntarily reported, and most police departments do not participate. The FBI has never recorded more than 460 fatal police shootings in any year going back to at least 1976. The Post, relying on public documents, local news coverage and original reporting had confirmed 463 such shootings in just the first six months of the year.

Only four or five Syrian individuals trained by the United States military to confront the Islamic State remain in the fight, the head of the United States Central Command told a Senate panel on Wednesday, a bleak acknowledgment that the Defense Department’s $500 million program to raise an army of Syrian fighters has gone nowhere. Gen. Lloyd J. Austin III, the top American commander in the Middle East, also told the Senate Armed Services Committee that the United States would not reach its goal of training 5,000 Syrian fighters anytime soon. In May, the Defense Department began its training program for up to 5,400 fighters a year, in what White House officials described as a necessary component of President Obama’s strategy to use local troops on the ground against the Islamic State. General Austin told the Senate committee that many fighters in the first class of 54 graduates of the training program for Syrians were attacked in July by an offshoot of Al Qaeda, the Nusra Front, and either fled or were killed, leaving only a “small number” of rebels still in the fight. Asked how many fighters were still in Syria, General Austin said that “it’s a small number.” He added, “We’re talking four or five.”

The ability of Pennsylvania’s embattled attorney general to carry out her job was thrown into question Monday as the State Supreme Court issued a temporary suspension of her law license. Kathleen G. Kane ... was elected in 2012, after a campaign in which she accused her predecessor of moving too slowly to indict and arrest Jerry Sandusky, the Pennsylvania State University assistant football coach who was convicted that year on dozens of counts of child abuse. But she quickly became mired in vicious disputes with some former top prosecutors. As she re-examined the handling of the Sandusky case, her investigators also discovered that numerous officials in the attorney general’s office and other state agencies had shared pornographic and racially offensive emails; a Supreme Court justice was forced to resign as a result. But in August, the Montgomery County district attorney charged Ms. Kane with illegally leaking information to the news media about grand jury proceedings. That case had involved former state prosecutors with whom she was feuding. In refusing to leave office, Ms. Kane has said she is the victim of a vendetta by an “old boys’ network” of political and legal rivals. The State Supreme Court ... said that its order “should not be construed” as removing Ms. Kane “from elected office.”

The United States has slipped so far with respect to transparency that some open-government groups now rank it behind Yemen, Kyrgyzstan and Liberia. Today, the Freedom of Information Act – our country’s signature right-to-information law – is alarmingly dysfunctional. It is impeding the ability of the press to do its job. Sharyl Attkisson, a journalist with five Emmy Awards ... asked the Centers for Disease Control and Prevention last October for records related to a virus that had possibly killed 14 children and paralyzed another 115. The CDC still hasn’t turned over a single document in response. This isn’t the first such experience for Attkisson. She recently told a congressional committee that it took the Department of Defense 10 years to respond to a request she made in 2003. It is a sad turn of events that FOIA has become so unhelpful to journalists. Like many other citizens who make requests under FOIA – which allows any person to request federal agency records for any reason – journalists face backlogs, excuses for withholding, and delays. “Non-responsiveness is the norm,” Karen Kaiser, general counsel of The Associated Press, told a Senate panel in May. Agencies could do a far better job of enforcing FOIA as it is written. Notably, agencies need to faithfully adhere to a provision of FOIA that allows journalists’ requests to go to the front of the queue when there is an “urgency to inform the public.” As it stands, agencies reject these so-called “expedited processing” requests the vast majority of the time.

Since 9/11, there has been, at first secretly but increasingly openly, a revocation of the bill of rights for which this country fought over 200 years ago. In particular, the fourth and fifth amendments of the US constitution, which safeguard citizens from unwarranted intrusion by the government into their private lives, have been virtually suspended. The United States is not now a police state. But given the extent of this invasion of people's privacy, we do have the full electronic and legislative infrastructure of such a state. These powers are extremely dangerous. There are legitimate reasons for ... secrecy about communications intelligence. But what is not legitimate is to use a secrecy system to hide programs that are blatantly unconstitutional. In 1975, Senator Frank Church spoke of the National Security Agency in these terms: "I know the capacity that is there to make tyranny total in America, and we must see to it that this agency and all agencies that possess this technology operate within the law and under proper supervision, so that we never cross over that abyss. That is the abyss from which there is no return." The dangerous prospect of which he warned was that America's intelligence gathering capability – which is today beyond any comparison with what existed in his pre-digital era – "at any time could be turned around on the American people and no American would have any privacy left." That has now happened. That is what [Edward] Snowden has exposed, with official, secret documents. We have fallen into Senator Church's abyss.

A US billionaire is hoping to boost the morale of teachers in the US by increasing their pay packets out of his own pocket. Hedge fund manager Jim Simons is to offer an extra $15,000 (£10,000) a year to 800 mathematics and science teachers in the US. The founder of Renaissance Technologies, a company worth $22bn, said that the number of people being paid would increase. "We give them extra money, $15,000 a year. We have 800 math and science teachers in New York City in public schools today, as part of a core," said Simons, during a Ted talk interview. "There's a great morale among them. They're staying in the field. Next year, it'll be 1,000 and that'll be 10% of the math and science teachers in New York public schools." He said he hoped the scheme would incentivise good teaching. "Yeah — instead of beating up the bad teachers, which has created morale problems all through the educational community, in particular in math and science, we focus on celebrating the good ones and giving them status," Simons said. Teachers in the US are paid approximately $56,383 (£37,000) a year and Simons set up the Math for America 20 years ago with his wife, Marilyn, to promote mathematics teaching in the US.

Barron Prize encourages youths who 'make the world better'

It is hard for T. A. Barron – a Colorado native, former Rhodes Scholar, and author of more than 30 highly acclaimed books – to pick the young hero that impresses him the most. They all inspire the veteran writer. In 2001, Barron founded The Gloria Barron Prize for Young Heroes, a program that strives to recognize and encourage the heroic efforts of young people and, as Barron describes it, “to spread the word about their examples as young heroes, so that other young people from all backgrounds will be inspired to do something themselves to make the world better.” In the 15 years since its founding, The Barron Prize has awarded more than $540,000 to some 364 young leaders. The honorees have come from 46 states, the District of Columbia, and Canada, and have collectively raised more than $15 million for their causes. “These kids are from every conceivable background,” Barron says, adding that their stories far outweigh any that he could pen. The latest batch of honorees will be announced Sept. 21, and will include Mary-Pat. Erik de Buhr builds huts for the homeless – but eventually gives them a 'loving shove'

Erik de Buhr ...has found his dream job in the construction industry. He uses his skills to build huts, 6-by-10-foot dwellings. Then he gives them away. For the past three years, these small dwellings have become a home for the homeless in Eugene, [Oregon]. Teaming up with 12 local churches, de Buhr and his wife, Fay, are giving people who have been living on the streets a safe place to sleep. So far they’ve placed 49 huts in the community, serving 100-plus homeless people. [They also provide] a bridge to other programs. Whether the need is drug rehabilitation or job training, getting eyeglasses or going to a dentist, de Buhr and the churches he partners with can point the way. The emphasis is always on the next step. “We foster a culture of self-improvement,” de Buhr says. “That’s what’s rewarded in our camps.” The idea is to move homeless people from needing assistance to living on their own. “We encourage people to find ways not to be a burden on the social services,” de Buhr says. “And also for their own well-being not to become dependent on those social services.” But in some situations those services are very much needed, he agrees, such as for people with ongoing disabilities or mental health problems. “But if you have the capacity to improve your situation, and also live with a certain self-confidence, that’s what we want to see,” de Buhr says. He, Fay, and their 6-year-old son live in a 6-by-10-foot hut behind their renovated office building. Next door to them are six other huts, temporary homes for homeless people.

Meet Sam Tsemberis. He's all but solved chronic homelessness. His research, which commands the support of most scholars, has inspired policies across the nation. The results have been staggering. Late last month, Utah, the latest laboratory for Tsemberis's models, reported it has nearly eradicated chronic homelessness. Phoenix, an earlier test case, eliminated chronic homelessness among veterans. Then New Orleans housed every homeless veteran. Homelessness has long seemed one of the most intractable of social problems. For decades, the number of homeless from New York City to San Francisco surged – and so did the costs. At one point around the turn of the millennium, New York was spending an annual $40,500 on every homeless person with mental issues. Tsemberis ...unfurled a model so simple children could grasp it, so cost-effective fiscal hawks loved it, so socially progressive liberals praised it.
