In the weeks following the atomic attacks on Hiroshima and Nagasaki, U.S. authorities seized and suppressed film shot in the bombed cities by U.S. military crews and Japanese newsreel teams to prevent Americans from seeing the full extent of devastation wrought by the new weapons. It remained hidden until the early 1980s and has never been fully aired. "Although there are clearly huge differences with Iraq, there are also some similarities," said Mitchell, co-author of "Hiroshima in America" and editor of Editor & Publisher. "The chief similarity is that Americans are still being kept at a distance from images of death, whether of their own soldiers or Iraqi civilians." The Los Angeles Times released a survey of six months of media coverage of the Iraq war in six prominent U.S. newspapers and two news magazines -- a period during which 559 coalition forces, the vast majority American, were killed. It found they had run almost no photographs of Americans killed in action. "So much of the media is owned by big corporations and they would much rather focus on making money than setting themselves up for criticism from the White House and Congress," said Ralph Begleiter, a former CNN correspondent. In 1945, U.S. policymakers wanted to be able to continue to develop and test atomic and eventually nuclear weapons without an outcry of public opinion. "They succeeded but the subject is still a raw nerve."

Much of what the Pentagon knows about the effects of bacterial attacks on cities came from ... secret tests conducted on San Francisco and other American cities from the 1940s through the 1960s, experts say. In the 1950s, Army researchers dispersed Serratia on Panama City, Fla., and Key West, Fla., with no known illnesses resulting. They also released fluorescent compounds over Minnesota and other Midwestern states to see how far they would spread in the atmosphere. The particles of zinc-cadmium-sulfide -- now a known cancer-causing agent -- were detected more than 1,000 miles away in New York state, the Army told the Senate hearings. In New York, military researchers in 1966 spread Bacillus subtilis variant Niger, also believed to be harmless, in the subway system by dropping lightbulbs filled with the bacteria onto tracks in stations in midtown Manhattan. The bacteria were carried for miles throughout the subway system. The Army kept the biological-warfare tests secret until word of them was leaked to the press in the 1970s. Between 1949 and 1969 ... open-air tests of biological agents were conducted 239 times, according to the Army's testimony in 1977 before the Senate's subcommittee on health. In 80 of those experiments, the Army said it used live bacteria that its researchers at the time thought were harmless. Several medical experts have since claimed that an untold number of people may have gotten sick as a result of the germ tests. These researchers say even benign agents can mutate into unpredictable pathogens once exposed to the elements.

Anthropologist Orisanmi Burton has blown the lid off a dark chapter in CIA history. Classified Agency files, recently obtained through Freedom of Information laws, expose shocking ties between the infamous MKULTRA program and nightmarish experiments on prisoners of color within the United States. Burton's findings expose MKULTRA's sinister mission to develop psychological warfare and behavioral manipulation tactics specifically aimed at people of color under the guise of "counterinsurgency." [In] 1968, the American Psychiatric Association's Diagnostic and Statistical Manual of Mental Disorders underwent an alarming update, adding "hostility" and "aggression" as prominent symptoms of schizophrenia. The implications were profound: civil rights activists daring to resist were at risk of being diagnosed and institutionalized. Prisoners refusing to bend to oppressive jail regimes could be conveniently labeled as "criminally insane." In August 2022, MintPress News revealed how Black Americans were disproportionately targeted by the CIA's monstrous mind control machinations. Many MKULTRA trials appeared to have been expressly conducted to gauge potentially varying reactions to psychedelic drugs in Black and White participants. The CIA had a specific – or greater – interest in the effect of certain substances on people of color, rather than the general civilian population. The CIA did indeed seek to determine optimal drugs for targeting Black Americans, if not other ethnic groups.

A little over 50 years ago a South Carolina doctor ... treated a family for injuries sustained when a sudden, inexplicable explosion tore through their backyard. The object in the 50-foot crater left behind their house was an atomic bomb that had fallen from a passing Air Force plane. The bomb had not been armed with its nuclear core; the blast came from the explosives intended to trigger a chain reaction. The crater can still be seen today. That incident, which led to an anti-nuclear movement in Britain, where the plane was bound, is one of many stories Eric Schlosser ... tells in Command and Control: Nuclear Weapons, the Damascus Accident, and the Illusion of Safety. During the cold war, nuclear bombs fell out of the sky, burned up in plane crashes and were lost at sea. In the incident Schlosser describes in greatest detail, the Damascus accident of Sept. 18, 1980, the warhead from a Titan II missile was ejected after a series of mishaps that began when a repairman dropped a socket wrench and pierced a fuel tank. Tactical nuclear weapons scattered across Europe had minimal security; misplaced tools and failed repairs triggered serious accidents; inadequate safety procedures and poor oversight led to dozens of close brushes with nuclear explosions. Schlossers readers (and he deserves a great many) will be struck by how frequently the people he cites attribute the absence of accidental explosions and nuclear war to divine intervention or sheer luck rather than to human wisdom and skill.

Serratia is a bacterium that some doctors and residents of the [San Francisco] Bay Area have been familiar with for many years. In 1950, government officials believed that serratia did not cause disease. That belief was later used as a justification for a secret post-World War II Army experiment that became a notorious disaster tale about the microbe. The Army used serratia to test whether enemy agents could launch a biological warfare attack on a port city such as San Francisco from a location miles offshore. For six days in late September 1950, a small military vessel near San Francisco sprayed a huge cloud of serratia particles into the air while the weather favored dispersal. Army tests showed that the bacterial cloud had exposed hundreds of thousands of people in a broad swath of Bay Area communities. Soon after the spraying, 11 people came down with hard-to-treat infections at the old Stanford University Hospital in San Francisco. By November, one man had died. The outbreak was so unusual that the Stanford doctors wrote it up for a medical journal. But the medics and [the dead man's] relatives didn't find out about the Army experiment for nearly 26 years, when a series of secret military experiments came to light. Some people now speculate that descendants of the Army germs are still causing infections here today. The secret bio-warfare test might have permanently changed the microbial ecology of the region.

Eric Olson now has a new verb for what happened to his father, Frank Olson, who worked for the Army's top-secret Special Operations Division at Fort Detrick, where he developed bioweapons and experimented with mind-control drugs. Eric Olson found the verb in a 1950s CIA manual. The verb is "dropped." And the manual is a how-to guide for assassins. "The most efficient accident, in simple assassination, is a fall of 75 feet or more onto a hard surface," the manual says, adding helpfully: "It will usually be necessary to stun or drug the subject before dropping him." Eric Olson believes his father -- who developed misgivings about his work and tried to resign -- was murdered by government agents to protect dark government secrets. "No assassination instructions should ever be written or recorded," says the CIA assassination manual. "Decision and instructions should be confined to an absolute minimum of persons." It adds: "For secret assassination the contrived accident is the most effective technique. When successfully executed, it causes little excitement and is only casually investigated." William P. Walter, 78, who supervised anthrax production at Detrick, says Olson's colleagues were divided about his death. "Some say he jumped. Some say he had help," Walter says. "I'm one of the 'had-help' people." So is James Starrs, a George Washington University forensic pathologist who ... called the evidence "rankly and starkly suggestive of homicide." In a report to the CIA on the death, [Harold] Abramson, [a doctor who had experimented with LSD] wrote that the LSD experiment was designed "especially to trap (Olson)." This ... raised a troubling possibility: that the LSD experiment was actually designed to see whether Olson could still be trusted to keep the agency's dark secrets.

The Biden administration suspended federal funding to the scientific nonprofit whose research is at the center of credible theories that the COVID-19 pandemic was started via a lab leak at the Wuhan Institute of Virology. The U.S. Department of Health and Human Services (HHS) announced that it was immediately suspending three grants provided to the New York-based nonprofit EcoHealth Alliance (EHA) as it starts the process of debarring the organization from receiving any federal funds. For years now, EcoHealth has generated immense controversy for its use of federal grant money to support gain-of-function research on bat coronaviruses at the Wuhan lab. HHS said that EcoHealth had failed to properly monitor the work it was supporting at Wuhan. It also failed to properly report on the results of experiments showing that the hybrid viruses it was creating there had an improved ability to infect human cells. In testimony to the House's coronavirus subcommittee, [EcoHealth President Peter ] Daszak claimed that EcoHealth attempted to report the results of its gain-of-function experiments on time in 2019, but was frozen out of NIH's reporting system. [An] HHS memo released today says a forensic investigation found no evidence that EcoHealth was locked out of NIH's reporting system. The department also said that EcoHealth had failed to produce requested lab notes and other materials from the Wuhan lab detailing the work being done there.

Interactions between UFOs and ultra-sensitive U.S. nuclear assets date back nearly eight decades. New Mexico ... is the site of a remarkable number of baffling, unsolved UFO incidents. In late 1948, for example, dozens of pilots, defense personnel and scientists associated with the famed Los Alamos and Sandia nuclear weapons programs began seeing mysterious “green fireballs” in the sky. Such objects were frequently observed flying on a perfectly horizontal trajectory, often moving directly toward nearby aircraft. In 1979, the New York Times and the Washington Post had reported on a series of alarming incidents at key nuclear weapons facilities in the United States. The incidents involved “unknown entities and brightly lighted, fast-moving vehicles that hovered over nuclear weapons storage areas and evaded all pursuit efforts.” The unnerving events have notable parallels to allegations by former Air Force missile officers, that UFOs had rendered nuclear weapons inoperable at Minot Air Force Base in 1966 and Malmstrom Air Force Base in 1967. Astronomer J. Allen Hynek, the Air Force’s long-time scientific consultant on UFOs, described how an unknown object high above Minot’s nuclear silos interfered with a missile command station’s communications equipment in August 1966. A local Minot, N.D., newspaper reported the extraordinary incident.

Last week, the U.S. House of Representatives quietly passed a bill requiring the Inspector General of the Department of Defense (DoD) to conduct a review into whether the Pentagon experimented with ticks and other blood-sucking insects for use as biological weapons between 1950 and 1975. If the Inspector General finds that such experiments occurred, then, according to the bill, they must provide the House and Senate Armed Services committees with a report on the scope of the research and "whether any ticks or insects used in such experiments were released outside of any laboratory by accident or experiment design," potentially leading to the spread of diseases such as Lyme. The amendment was put forward by Rep. Chris Smith, a Republican from New Jersey, who was "inspired" by several books and articles claiming that the U.S. government had conducted research at facilities such as Fort Detrick, Maryland, and Plum Island, New York, for this purpose. One of the books that Smith refers to - called Bitten: The Secret History of Lyme Disease and Biological Weapons ... features interviews with late Swiss-born scientist Willy Burgdorfer - the man credited with discovering the bacterial pathogen that causes Lyme disease - who once worked for the DoD as a bioweapons specialist. "Those interviews ... suggest that he and other bioweapons specialists stuffed ticks with pathogens to cause severe disability, disease - even death - to potential enemies," Smith said.

Nearly everyone whos seen it and lived to tell the tale describes it the same way: a horrifying, otherworldly thing of ghastly beauty that has haunted their life ever since. The colors were beautiful, remembers a man in Morgan Knibbes short documentary The Atomic Soldiers. I hate to say that. Many tales of the atomic bomb, however, werent told at all. In addition to the hundreds of thousands of Japanese civilians who died in Hiroshima and Nagasaki, an estimated 400,000 American soldiers and sailors also observed nuclear explosions - many just a mile or two from ground zero. From 1946 to 1992, the U.S. government conducted more than 1,000 nuclear tests, during which unwitting troops were exposed to vast amounts of ionizing radiation. After the tests, the soldiers, many of whom were traumatized, were sworn to an oath of secrecy. Breaking it even to talk among themselves was considered treason, punishable by a $10,000 fine and 10 or more years in prison. In Knibbes film, some of these atomic veterans break the forced silence to tell their story for the very first time. They describe how the blast knocked them to the ground; how they could see the bones and blood vessels in their hands, like viewing an X-ray. What appalled Knibbe the most was how the U.S. government failed the veterans. Until this day, a lot of what has happened - and the radiation-related diseases the veterans have contracted and passed on to the generations after them - is still being covered up, Knibbe said.

Members of Congress are demanding answers after a St. Louis scholar's new book revealed details of secret Cold War-era U.S. government testing in which countless unsuspecting people, including many children, pregnant women and minorities, were fed, sprayed or injected with radiation and other dangerous materials. Lisa Martino-Taylor ... wrote "Behind the Fog: How the U.S. Cold War Radiological Weapons Program Exposed Innocent Americans," [using] Freedom of Information Act requests to obtain previously unreleased documents, including Army records. She found that a small group of researchers, aided by leading academic institutions, worked to develop radiological weapons and later "combination weapons" using radioactive materials along with chemical or biological weapons. Martino-Taylor said the offensive radiological weapons program was a top priority for the government. Unknowing people in places throughout the U.S., as well as parts of England and Canada, were subjected to potentially deadly material through open-air spraying, ingestion and injection. "They targeted the most vulnerable in society," Martino-Taylor said. "They targeted children. They targeted pregnant women. People who were ill in hospitals. They targeted wards of the state. And they targeted minority populations." [House Democrat William Lacy] Clay said he was angered that Americans were used as "guinea pigs" for research. "I join with my colleagues to demand the whole truth about this testing," Clay said in a statement.

In what may be the biggest such scandal in Air Force history, 34 officers entrusted with land-based nuclear missiles have been pulled off the job for alleged involvement in a cheating ring that officials say was uncovered during a drug probe. The 34 are suspected of cheating several months ago on a routine proficiency test that includes checking missile launch officers' knowledge of how to handle an "emergency war order," which is the term for the authorization required to launch a nuclear weapon. The cheating scandal is the latest in a series of Air Force nuclear stumbles ... including deliberate violations of safety rules, failures of inspections, breakdowns in training and evidence that the men and women who operate the missiles from underground command posts are suffering burnout. In October the general who commands the nuclear missile force was fired for engaging in embarrassing behavior, including drunkenness, while leading a U.S. delegation to a nuclear exercise in Russia. The AP disclosed in May an internal Air Force email in which a missile operations officer complained that his force was infested with "rot" bad attitudes and disregard for discipline. The Air Force's nuclear mission includes operation of 450 Minuteman 3 intercontinental ballistic missiles. The Malmstrom unit failed a nuclear safety and security inspection in August but succeeded on a redo in October.

The investigation of the 2001 anthrax attacks ended as far as the public knew on July 29, 2008, with the death of Bruce Ivins, a senior biodefense researcher at the U.S. Army Medical Research Institute of Infectious Diseases in Fort Detrick, Md. Less than a week after his apparent suicide, the FBI declared Ivins to have been the sole perpetrator of the 2001 Anthrax attacks. The FBI [had] turned the pressure up on him, isolating him at work and forcing him to spend what little money he had on lawyers to defend himself. He became increasingly stressed. Then came his suicide (which, as Eric Nadler and Bob Coen show in their documentary "The Anthrax War," was one of four suicides among American and British biowarfare researchers in past years). But there was still a vexing problem. Silicon was used in the 1960s to weaponize anthrax. Anthrax spores were coated with the substance to prevent them from clinging together so as to create a lethal aerosol. But since weaponization was banned by international treaties, research anthrax no longer contains silicon, and the [anthrax] at Fort Detrick contained none. Ivins, no matter how weird he may have been, had neither the set of skills nor the means to attach silicon to anthrax spores. If Ivins had neither the equipment or skills to weaponize anthrax with silicon, then some other party with access to the anthrax must have done it.

Remember that the anthrax attacks occurred as Congress was considering the PATRIOT Act, and were directed in part at key senators opposed to the act. At least 11 countries provided advance warning to the US of the 9/11 attacks. Two senior Mossad experts were sent to Washington in August 2001 to alert the CIA and FBI to a cell of 200 terrorists said to be preparing a big operation. The list they provided included the names of four of the 9/11 hijackers, none of whom was arrested. In November 2001 the US airforce complained it had had al-Qaida and Taliban leaders in its sights as many as 10 times over the previous six weeks, but had been unable to attack because they did not receive permission quickly enough. The BBC reported [that] a former Pakistan foreign secretary was told by senior American officials at a meeting in Berlin in mid-July 2001 that "military action against Afghanistan would go ahead by the middle of October". Zacarias Moussaoui ... was arrested in August 2001. One agent wrote, a month before 9/11, that Moussaoui might be planning to crash into the Twin Towers. US agents ... sought a warrant to search his computer. They were turned down by the FBI. [A] PNAC blueprint supports an earlier document ... which said the US must "discourage advanced industrial nations from challenging our leadership". The document also calls for the creation of "US space forces" to dominate space, and the total control of cyberspace to prevent "enemies" using the internet. It also hints that the US may consider developing biological weapons "that can target specific genotypes [and] may transform biological warfare from the realm of terror to a politically useful tool". The conclusion of all this analysis must surely be that the "global war on terrorism" has the hallmarks of a political myth propagated to pave the way for a wholly different agenda - the US goal of world hegemony, built around securing by force command over the oil supplies required to drive the whole project.

The Ministry of Defence turned large parts of the country into a giant laboratory to conduct a series of secret germ warfare tests on the public. A government report just released provides for the first time a comprehensive official history of Britain's biological weapons trials between 1940 and 1979. Many of these tests involved releasing potentially dangerous chemicals and micro-organisms over vast swaths of the population without the public being told. While details of some secret trials have emerged in recent years, the 60-page report reveals new information about more than 100 covert experiments. The report reveals that military personnel were briefed to tell any 'inquisitive inquirer' the trials were part of research projects into weather and air pollution. The tests [were] carried out by government scientists at Porton Down. In most cases, the trials did not use biological weapons but alternatives which scientists believed would mimic germ warfare and which the MoD claimed were harmless. But families in certain areas of the country who have children with birth defects are demanding a public inquiry.

For a quarter of a century, [Eric Olson] has believed that the Central Intelligence Agency murdered his father, a United States government scientist. On Nov. 28, 1953, around 2 a.m. [the] night manager at the Statler Hotel ... in New York rushed out the front door ... to find a middle-aged man lying on the sidewalk. The man had fallen from the 10th floor -- apparently after crashing through a closed window. [In late July, 1975] the C.I.A.'s director, William Colby [provided Olson's] family ... declassified documents relating to Frank Olson's death. Olson had not been a civilian employee of the Department of the Army. He had been a C.I.A. employee working at Fort Detrick. Olson's specialty, it turned out, had been the development of aerosols for the delivery of anthrax. The Colby documents were ... full of unexplained terms like the ''Artichoke'' and ''Bluebird'' projects. These turned out to be the precursors of what became known as MK-ULTRA, a C.I.A. project, beginning in the Korean War, to explore the use of drugs like LSD as truth serums, as well as botulism and anthrax, for use in covert assassination. The documents claimed that during a meeting between the C.I.A. and Fort Detrick scientists ... on Nov. 19,1953, Sidney Gottlieb of the C.I.A. slipped LSD into Olson's glass of Cointreau. Olson, a scientist by training, would have known that he was working for a government that had put Nazi scientists on trial at Nuremberg for immoral experiments on human beings. Now, in the late summer of 1953, [Olson] faced up to the possibility that his own government was doing the same thing. Slipping LSD into Olson's Cointreau was ... designed to get him to talk ... to assess what kind of risk he posed and then eliminate him if necessary.

He is a cheerful old farmer who jokes as he serves rice cakes made by his wife, and then he switches easily to explaining what it is like to cut open a 30-year-old man who is tied naked to a bed and dissect him alive, without anesthetic. The old man, who insisted on anonymity, explained the reason for the vivisection. The Chinese prisoner had been deliberately infected with the plague as part of a research project ... to develop plague bombs for use in World War II. After infecting him, the researchers decided to cut him open to see what the disease does to a man's inside. No anesthetic was used, he said, out of concern that it might have an effect on the results. That research program was one of the great secrets of Japan during and after World War II: a vast project to develop weapons of biological warfare, including plague, anthrax, cholera and a dozen other pathogens. Unit 731 of the Japanese Imperial Army conducted research by experimenting on humans and by "field testing" plague bombs ... to see whether they could start plague outbreaks. They could. At least 3,000 people ... were killed in the medical experiments; none survived. The research was kept secret after the end of the war in part because the United States Army granted immunity from war crimes prosecution to the doctors in exchange for their data. The US government (USG) funded and supported a program of dangerous laboratory research that may have resulted in the creation and accidental laboratory release of SARS-CoV-2, the virus that caused the Covid-19 pandemic. Following the outbreak, the USG lied in order to cover up its possible role. The evidence of a possible laboratory creation revolves around a multi-year US-led research program that involved US and Chinese scientists. The research was designed by US scientists, funded mainly by the National Institutes of Health (NIH) and the Department of Defense, and administered by a US organization, the EcoHealth Alliance (EHA), with much of the work taking place at the Wuhan Institute of Virology (WIV). The NIH became the home for biodefense research starting in 2001. Biodefense funding from the Defense Department budget went to Dr. Anthony Fauci’s division, the National Institute for Allergies and Infectious Diseases (NIAID). NIAID and DARPA (in the Defense Department) supported extensive research on potential pathogens for biowarfare and biodefense, and for the design of vaccines to protect against biowarfare. NIAID became a large-scale financial supporter of Gain of Function (GoF) research, meaning laboratory experiments designed to genetically alter pathogens to make them even more pathogenic. There is a high likelihood that the US Government continues to this day to fund dangerous GoF work.

The discovery of reporter George Weller's firsthand account of conditions in post-nuclear Nagasaki sheds light on one of the great journalistic betrayals of the last century: the cover-up of the effects of the atomic bombing on Japan. On Aug. 6, 1945, the U.S. dropped an atomic bomb on Hiroshima; three days later, Nagasaki was hit. Gen. Douglas MacArthur promptly declared southern Japan off-limits, barring the news media. More than 200,000 people died in the atomic bombings of the cities, but no Western journalist witnessed the aftermath and told the story. A month after the bombings, two reporters defied General MacArthur and struck out on their own. Mr. Weller, of the Chicago Daily News, took row boats and trains to reach devastated Nagasaki. Independent journalist Wilfred Burchett rode a train for 30 hours and walked into the charred remains of Hiroshima. Both men encountered nightmare worlds. Mr. Burchett's article, headlined "The Atomic Plague," was published Sept. 5, 1945, in the London Daily Express. The story caused a worldwide sensation and was a public relations fiasco for the U.S. military. So when Pulitzer Prize-winning reporter George Weller's 25,000-word story on the horror that he encountered in Nagasaki was submitted to military censors, General MacArthur ordered the story killed, and the manuscript was never returned. Recently, Mr. Weller's son, Anthony, discovered a carbon copy of the suppressed dispatches among his father's papers (George Weller died in 2002).

On 12 June 1975, the Washington Post ran a story about an army scientist who had been drugged with LSD by the CIA, reacted badly and jumped out of the window of a New York hotel. This story, with its lurid mix of drugs, death and the CIA, proved irresistible. For the next several days, reporters barraged the CIA with demands to know more. The Olson family called a press conference in the familys back yard. Alice read a statement saying that the family had decided to file a lawsuit against the CIA, perhaps within two weeks, asking several million dollars in damages. Since 1953, we have struggled to understand Frank Olsons death as an inexplicable suicide, she said. The true nature of his death was concealed for 22 years. White House lawyers offered the Olson family $750,000 in exchange for dropping its legal claims. After some hesitation, the family accepted. On 8 August 2002, [Eric Olson] announced that he had reached a new conclusion about what had happened to his father. The death of Frank Olson on 28 November 1953 was a murder, not a suicide, he declared. This is not an LSD drug-experiment story, as it was represented in 1975. This is a biological warfare story. Frank Olson did not die because he was an experimental guinea pig who experienced a bad trip. He died because of concern that he would divulge information concerning a highly classified CIA interrogation program in the early 1950s, and concerning the use of biological weapons by the United States in the Korean War.

The Pentagon is in the midst of a massive $2 trillion multiyear plan to build a new generation of nuclear-armed missiles, bombers and submarines. A large chunk of that funding will go to major nuclear weapons contractors like Bechtel, General Dynamics, Honeywell, Lockheed Martin and Northrop Grumman. And they will do everything in their power to keep that money flowing. This January, a review of the Sentinel intercontinental ballistic missile program under the Nunn-McCurdy Act — a congressional provision designed to rein in cost overruns of Pentagon weapons programs — found that the missile, the crown jewel of the nuclear overhaul plan involving 450 missile-holding silos spread across five states, is already 81% over its original budget. It is now estimated that it will cost a total of nearly $141 billion to develop and purchase, a figure only likely to rise in the future. That Pentagon review had the option of canceling the Sentinel program because of such a staggering cost increase. Instead, it doubled down on the program, asserting that it would be an essential element of any future nuclear deterrent and must continue. Considering the rising tide of nuclear escalation globally, is it really the right time for this country to invest a fortune of taxpayer dollars in a new generation of devastating “use them or lose them” weapons? The American public has long said no, according to a 2020 poll by the University of Maryland’s Program for Public Consultation.

The Biological Weapons Convention (BWC) prohibits the production, use, development, stockpiling, or transfer of biological toxins or disease-causing organisms against humans, animals, or plants. More than 180 countries are party to the pact, which came into force in 1975 as the first multilateral treaty to ban an entire class of weapon. And in the years since, the taboo against state use of biological weapons has largely held. Yet a volatile geopolitical environment, combined with the rapid advance and increased access in the ability to edit and engineer pathogens, is straining and testing the nearly 50-year-old BWC as never before. From the BWC’s beginnings, critics have said it lacked vital elements, like a verification mechanism to make sure everyone is following it. Global tensions, scientific advances, and the ever-expanding repertoire of what is possible with both biology and chemistry are making those flaws and cracks ever more visible. Military strategists believe that a "coronavirus bioweapon" may lurk on the horizon. This possibility is one of several outlined in a new report sponsored by the Office of the Secretary of Defense. The report “Plagues, Cyborgs, and Supersoldiers: The Human Domain of War Research” delves into how CRISPR gene-editing technology, mRNA vaccines, brain networking, and other technological advancements could unleash new forms of military conflict. “We see a complex, high-threat landscape emerging where future wars are fought with humans controlling hyper-sophisticated machines with their thoughts” and “synthetically generated, genomically targeted plagues” that cripple the American military-industrial base,” the report warns. At the same time, authoritarian states might ... brutally suppress "anti-vaccine populists" and enforce compliance. The report claims this could hinder the U.S. due to its more relaxed regulatory environment that values individual liberties, where such crackdowns and forced vaccinations are more difficult to deploy. The report takes aim at Congress, criticizing the recent repeal of the COVID-19 vaccine mandate for service members. It urges lawmakers to resist "anti-vaccine populism" to ensure military readiness. The first-ever treaty to ban nuclear weapons entered into force on Friday, hailed as a historic step to rid the world of its deadliest weapons but strongly opposed by the world's nuclear-armed nations. The Treaty on the Prohibition of Nuclear Weapons is now part of international law, culminating a decades-long campaign aimed at preventing a repetition of the U.S. atomic bombings of Hiroshima and Nagasaki at the end of World War II. But getting all nations to ratify the treaty requiring them to never own such weapons seems daunting, if not impossible, in the current global climate. When the treaty was approved by the U.N. General Assembly in July 2017, more than 120 approved it. But none of the nine countries known or believed to possess nuclear weapons — the United States, Russia, Britain, China, France, India, Pakistan, North Korea and Israel — supported it and neither did the 30-nation NATO alliance. Nonetheless, Beatrice Fihn, executive director of the International Campaign to Abolish Nuclear Weapons, the 2017 Nobel Peace Prize-winning coalition whose work helped spearhead the treaty, called it “a really big day for international law, for the United Nations and for survivors of Hiroshima and Nagasaki.” As of Thursday, Fihn told The Associated Press that 61 countries had ratified the treaty ... and “from Friday, nuclear weapons will be banned by international law” in all those countries.

In his new book, Command and Control: Nuclear Weapons, the Damascus Accident, and the Illusion of Safety, award-winning investigative journalist [Eric Schlosser] challenges and expands on the U.S. government's secretive record regarding nuclear accidents. Let's get the big question out of the way: How many times have we just barely avoided nuclear armageddon in the U.S.? It's a very secretive subject, and I did my best, through interviews and through the Freedom of Information Act, to get as much information as I could on these accidents. The Pentagon lists 32 broken arrows, which are their official nuclear weapon accidents that they consider really serious. A lot of other accidents [posed the] threat of accidental detonation on American soil. For many years, there were safety flaws with our nuclear weapons which weren't being addressed and which were being covered up. We're just very, very ... fortunate that a major city has not been destroyed by a nuclear weapon since Nagasaki. But there's no guarantee that that luck will last. Very little has been written about the ordinary servicemen and women who often took great risks. I tell the story of a guy whose job it was to walk over to a nuclear weapon damaged in an accident and dismantle it basically a bomb squad guy trained to handle nuclear weapons. That takes a lot of nerve to do. People like that put themselves at risk in order to prevent catastrophes. I think their stories are really worth telling. It was important to me to show, not just the bureaucratic incompetence in many cases, but also the incredible heroism of these ordinary servicemen. So it's not a simplistic, black-and-white anti-military thing at all.

Weapons inspector David Kelly was writing a book exposing highly damaging government secrets before his mysterious death. He was intending to reveal that he warned Prime Minister Tony Blair there were no weapons of mass destruction anywhere in Iraq weeks before the British and American invasion. He had several discussions with a publisher in Oxford and was seeking advice on how far he could go without breaking the law on secrets. Following his death, his computers were seized and it is still not known if any rough draft was discovered by investigators and, if so, what happened to the material. Dr Kelly was also intending to lift the lid on a potentially bigger scandal, his own secret dealings in germ warfare with the apartheid regime in South Africa. US television investigators have spent four years preparing a 90-minute documentary, Anthrax War, suggesting there is a global black market in anthrax and exposing the mystery suicides of five government germ warfare scientists from around the world. Director Bob Coen said: The deeper you look into the murky world of governments and germ warfare, the more worrying it becomes. We have proved there is a black market in anthrax. David Kelly was of particular interest to us because he was a world expert on anthrax and he was involved in some degree with assisting the secret germ warfare programme in apartheid South Africa. Dr Kelly was found dead in woods near his Oxfordshire home on July 17 2003. His apparent suicide came two days after he was interrogated in the Commons over his behind-the-scenes role in exposing the flaws in the sexed-up Number 10 dossier which justified Britain going to war with Iraq. Conspiracy theorists have claimed he was murdered.

Who imagined that in 2009, the world's governments would be declaring a new War on Pirates? The British Royal Navy backed by the ships of more than two dozen nations, from the US to China is sailing into Somalian waters to take on men we still picture as parrot-on-the-shoulder pantomime villains. But behind ... this tale there is an untold scandal. In 1991, the government of Somalia collapsed. Its nine million people have been teetering on starvation ever since and the ugliest forces in the Western world have seen this as a great opportunity to steal the country's food supply and dump our nuclear waste in their seas. Yes: nuclear waste. As soon as the government was gone, mysterious European ships started appearing off the coast of Somalia, dumping vast barrels into the ocean. The coastal population began to sicken. At first they suffered strange rashes, nausea and malformed babies. Then, after the 2005 tsunami, hundreds of the dumped and leaking barrels washed up on shore. People began to suffer from radiation sickness, and more than 300 died. At the same time, other European ships have been looting Somalia's seas of their greatest resource: seafood. We have destroyed our own fish stocks by overexploitation and now we have moved on to theirs. More than $300m-worth of tuna, shrimp, and lobster are being stolen every year by illegal trawlers. The local fishermen are now starving. This is the context in which the "pirates" have emerged. Somalian fishermen took speedboats to try to dissuade the dumpers and trawlers, or at least levy a "tax" on them.
Over the past week the media was gripped by the news that the FBI was about to charge Bruce Ivins, a leading anthrax expert, as the man responsible for the anthrax letter attacks in September/October 2001. But despite the seemingly powerful narrative that Ivins committed suicide because investigators were closing in, this is still far from a shut case. The FBI needs to explain why it zeroed in on Ivins, how he could have made the anthrax mailed to lawmakers and the media, and how he (or anyone else) could have pulled off the attacks, acting alone. The spores could not have been produced at the U.S. Army Medical Research Institute of Infectious Diseases, where Ivins worked, without many other people being aware of it. Furthermore, the equipment to make such a product does not exist at the institute. The product contained essentially pure spores. The particle size was 1.5 to 3 microns in diameter. There are several methods used to produce anthrax that small. But most of them require milling the spores to a size small enough that it can be inhaled into the lower reaches of the lungs. In this case, however, the anthrax spores were not milled. They were also tailored to make them potentially more dangerous. The spores were coated with a polyglass which tightly bound hydrophilic silica to each particle. Each particle was given a weak electric charge, thereby causing the particles to repel each other at the molecular level. This made it easier for the spores to float in the air, and increased their retention in the lungs. In short, the potential lethality of anthrax in this case far exceeds that of any powdered product found in the now extinct U.S. Biological Warfare Program.
Just as President George W. Bush is launching an ambitious plan to guard against an avian flu pandemic, an administration program to prepare for a potential anthrax attack is running into new and unexpected hurdles. VaxGen Inc., a California biotech firm that last year was awarded an $877.5 million contract to supply a newly invented, and so far unlicensed, anthrax vaccine, acknowledged this week that it won't begin to start deliveries to the federal government until the latter part of next year -- six months later than it originally intended. For months, investigators on both sides of the aisle have expressed concerns that the administration may have invested too big a chunk of the nation's biodefenses in one obscure and relatively untested company. Last year's decision by HHS to award the contract to the little-known VaxGen is being scrutinized by at least two congressional committees. The company's product will have to pass more large-scale tests proving its safety and effectiveness on people before it is fully licensed by the Food and Drug Administration for use on humans, and company officials say they do not expect it to be fully licensed at least until 2007. A New York Times report last December noted that...the company had faced lawsuits filed by investors who claimed VaxGen misinformed them about an AIDS vaccine that the company had heavily promoted but which later failed to work.

Why has the United States decided to crack down on suspected Japanese war criminals 50 years after granting them immunity from prosecution? Japanese scratched their heads last week at the unexpected announcement that the U.S. Justice Department had included former members of an infamous bacterial warfare research unit on a "watch list" of 16 suspected Japanese World War II war criminals prohibited from entering the United States. The United States has been aware of the identities of the Unit 731 leaders and of their gruesome experiments on human subjects since the end of the war. Details of Unit 731 atrocities have appeared in the Western and Japanese media for more than a decade. In secret laboratories in occupied China, Unit 731 researchers tested poison gas and biological weapons on prisoners; froze and defrosted victims' limbs to study frostbite; and vivisected humans without anesthetic. After the war, the United States concluded that the results of these experiments were "of the highest intelligence value." Fearful that those results would fall into Soviet hands, the U.S. occupation authorities gave the head of Japan's bacterial warfare program, Dr. Shiro Ishii, and his colleagues immunity from prosecution ... in exchange for their secret data. Many of Ishii's colleagues went on to distinguished careers in postwar Japan, holding posts in the National Institute of Health, serving as medical school deans and laboratory heads.

In 1986, the Soviet minister of hydrometeorology, Yuri Izrael, had a regrettable decision to make. It was his job to track radioactivity blowing from the smoking Chernobyl reactor in the hours after the 26 April explosion and deal with it. If the slow-moving mass of radioactive clouds reached Moscow, where a spring storm front was piling up, millions could be harmed. Soviet air force pilots ... made the easy one-hour flight to Chernobyl, where the reactor burned. When they caught up with a cloud, they shot jets of silver iodide into it. Wherever pilots shot silver iodide, rain fell, along with a toxic brew of a dozen radioactive elements. No one told the Belarusians that the southern half of the republic had been sacrificed to protect Russian cities. The Chernobyl explosions issued 45m curies of radioactive iodine into the atmosphere. Emissions from Soviet and US bomb tests amounted to 20bn curies of radioactive iodine, 500 times more. When the Chernobyl accident occurred, experts in radiation medicine called for a long-term epidemiological study on Chernobyl-exposed people. That study never occurred. Fortunately, Chernobyl health records are now available to the public. They show that people living in the radioactive traces fell ill from cancers, respiratory illness, anaemia, auto-immune disorders, birth defects, and fertility problems two to three times more frequently in the years after the accident than before.

The military is warning the U.S. government to prepare for a potential electromagnetic pulse weapon attack, as countries like North Korea, Russia and Iran develop the special arms. The shocking report, published by the Air Force's Air University, reveals that the U.S. is dismally unprepared for such an attack. And it could take 18 months to restore the electricity grid and social order. 'Based on the totality of available data an electromagnetic spectrum attack may be a threat to the United States, Democracy and world order,' the 2018 report says. 'An EMP would cause instantaneous and simultaneous loss of many technologies reliant on electrical power and computer circuit boards, such as cell phones and GPS devices,' the report says. Military and commercial jets would be degraded, bases would be cut off, and power and GPS would go dark. The U.S. would be unable to determine who even launched the attack as they would be deployed via satellite. The attack would dismantle or interfere with electricity, affecting transportation, food processing and healthcare. 'Failures may include long-term loss of electrical power (due to loss of emergency generators), sewage, fresh water, banking, landlines, cellular service, vehicles,' the report says. The report's authors Air Force Maj. David Stuckenberg, former CIA director James Woolsey, and Col. Douglas DeMaio want the government to declare a potential EMP attack as a critical issue.

From 2012 to 2017, I worked as a US air force nuclear missile operator. Each time I descended into the missile silo, I had to be ready to launch, at a moment’s notice, a nuclear weapon that could wipe a city the size of New York off the face of the earth. I’m glad that people are finally discussing the existential dangers of nuclear weapons. There have been more near-misses than the world knows. After the end of the cold war, the general public allowed the threat of nuclear warfare to recede into the background. The threat simply didn’t feel real to new generations like it did to those who grew up huddling under their desks during nuclear attack drills. And the young crews who steward this nuclear arsenal today aren’t immune from the post-cold war malaise. In 2013, during my first year on crew, 11 ICBM officers were implicated in a drug scandal. The following year, 34 ICBM launch officers were implicated in a cheating scandal on their monthly proficiency exams. Deborah Lee James, the secretary of the air force at the time, said, “This was a failure of integrity on the part of some of our airmen. It was not a failure of our nuclear mission.” In this attempt to save face, Secretary James revealed a state of dissonance that every nuclear missile operator lives with. We are told, day in and day out, that our integrity is crucial to the deterrent value of nuclear weapons and helps make the world a safer place. But what man or woman of integrity could possibly launch a nuclear weapon? Life with nuclear weapons is not safer or more peaceful.

The possibility of a super soldier is not so outlandish and one that not just China is interested in. Enhancement is nothing new - since ancient times, troops have been bolstered by advancements in weaponry, kit and training. But today, enhancement could mean much more than merely giving an individual soldier a better gun. It could mean altering the individual soldier. In 2017, Russia's President Vladimir Putin warned that humanity could soon create something "worse than a nuclear bomb". "One may imagine that a man can create a man with some given characteristics, not only theoretically but also practically. He can be a genius mathematician, a brilliant musician or a soldier, a man who can fight without fear, compassion, regret or pain." Last year, the former US Director of National Intelligence (DNI), John Ratcliffe, went further with a blunt accusation against China. "China has even conducted human testing on members of the People's Liberation Army in hope of developing soldiers with biologically enhanced capabilities. There are no ethical boundaries to Beijing's pursuit of power," he wrote. Prof [Patrick] Lin said "a key challenge is that nearly all of this is dual-use research. For instance, exoskeleton research was first aimed at helping or curing people of medical conditions, such as to help paralysed patients walk again. But this therapeutic use can be easily weaponised. It's not obvious how to regulate it, without overly broad regulation that also frustrates therapeutic research."

The Trump administration this month announced that one of its largest pandemic-related contracts would go to a little-known biodefense company named Emergent BioSolutions. The $628 million deal to help manufacture an eventual vaccine cemented Emergent's status as the highest-paid and most important contractor to the HHS office responsible for preparing for public health threats and maintaining the government's stockpile of emergency medical supplies. Emergent has long been the government's sole provider of BioThrax, a vaccine for anthrax poisoning. Emergent's advocacy for biodefense spending over more than a decade was aided by influential allies in Washington and tens of millions of dollars in lobbying campaigns. "It has strategically placed itself to be, let's just say, the company that can't fail," said a former senior government official who worked with Emergent on stockpile operations. The company that would become Emergent began as BioPort Corp., formed in 1998 to buy an aging, state-owned company in Lansing, Mich., that was the only licensed supplier of anthrax vaccine to the Pentagon. The Pentagon ... awarded a $29 million no-bid contract for the anthrax vaccine, BioThrax. Controversy swamped the operation. Hundreds of U.S. troops who received the BioThrax treatment complained of bad reactions, such as headaches and nerve problems. Some troops risked courts-martial by refusing vaccination. Emergent spent nearly $4 million on lobbying last year alone.

Over the last decade, former Navy Secretary Richard J. Danzig, a prominent lawyer, presidential advisor and biowarfare consultant to the Pentagon and the Department of Homeland Security, has urged the government to counter what he called a major threat to national security. Terrorists, he warned, could easily engineer a devastating killer germ: a form of anthrax resistant to common antibiotics. Attempts to censor details of controversial influenza experiments that created a highly infectious form of bird-flu virus are unlikely to stop the information from leaking out, according to scientists familiar with the research. The US Government has asked the editors of two scientific journals to refrain from publishing key parts of research on the H5N1 strain of bird-flu in order to prevent the information falling into the hands of terrorists intent on recreating the same flu strain for use as a bioweapon. However, scientists yesterday condemned the move. Some said that the decision comes too late because the information has already been shared widely among flu researchers, while others argued that the move could obstruct attempts to find new vaccines and drugs against an infectious form of human H5N1 if it appeared naturally. Professor Richard Ebright, a molecular biologist at Rutgers University in Piscataway, New Jersey, said that the research, which was funded by the US Government, should never have been done without first assessing the risks and benefits. The work posed risks that outweighed benefits and that were clearly foreseeable before the work was performed, Professor Ebright said. The work should have been reviewed at the national or international level before being performed, and should have been restricted at a national or international level before being performed, he said.

The timing of the tour for a dozen journalists coincided with the publication of a new book, ''Lab 257,'' by Michael Christopher Carroll, who argues that the Plum Island laboratories have an appalling safety record and can be linked to outbreaks of Lyme disease and West Nile virus. There have long been questions about the safety of Plum Island's operations, but they became more prevalent after the Sept. 11 terrorist attacks. Mr. Carroll, a lawyer from Bellmore, writes that in 2002 American forces in Afghanistan found a file on the Plum Island laboratory in the home of a nuclear physicist identified by American officials as an associate of Osama bin Laden. Mr. Carroll, who calls the lab a ticking biological time bomb, describes low employee morale and a decline in security after a private company took over support functions in 1991. A report from the General Accounting Office released in October also criticized security at the center, saying that officials did not control access to dangerous pathogens that could be adapted for germ warfare. Over the past several years, the United States has embarked on a program of secret research on biological weapons that, some officials say, tests the limits of the global treaty banning such weapons. The 1972 treaty forbids nations from developing or acquiring weapons that spread disease, but it allows work on vaccines and other protective measures. Government officials said the secret research, which mimicked the major steps a state or terrorist would take to create a biological arsenal, was aimed at better understanding the threat. The projects, which have not been previously disclosed, were begun under President Clinton and have been embraced by the Bush administration. The US government has lifted a three-year ban on making lethal viruses in the lab, saying the potential benefits of disease preparedness outweigh the risks. Labs will now be able to manufacture strains of influenza, Sars and Middle East Respiratory Syndrome (Mers). The ban was imposed following safety breaches at federal institutions involving anthrax and avian flu. Now a scientific review panel will have to green-light each research proposal. It will only be allowed to go ahead if the panel determines there is no safer way to conduct the research and that the benefits it will provide justify the risk. Fifty years ago, American scientists were in a frantic race to counter what they saw as the Soviet threat from germ warfare. Biological pathogens they developed were tested on volunteers from a pacifist church and were also released in public places. In the 1950s, the Seventh-day Adventist Church struck an extraordinary deal with the US Army. It would provide test subjects for experiments on biological weapons at the Fort Detrick research centre near Washington DC. The volunteers were conscientious objectors who agreed to be infected with debilitating pathogens. In return, they were exempted from frontline warfare. The research involved anthrax, other lethal bacteria and biological poisons. But it wasn't just the white coat volunteers and sailors who were subject to experiments. The scientists also conducted tests on an unsuspecting American public. Scientists used what they thought was a harmless simulant in major bio-weapon tests across US cities and on public transport. It was a bacteria which they believed was harmless but which would mimic the dispersal of deadly biological agents such as anthrax. But later research showed that the strain of Bacillus globigii, or BG, did pose a risk to people who were ill or whose immune system was failing. In a damning report, [a U.S. Senate committee] concluded that the Department of Defense (DoD) repeatedly failed to comply with required ethical standards when using human subjects in military research - and that the DoD demonstrated a pattern of misrepresenting the danger of various exposures and continued to do so.

Deep inside an 86-page supplement to United States export regulations is a single sentence that bars U.S. exports of vaccines for avian bird flu and dozens of other viruses to five countries designated "state sponsors of terrorism." The reason: Fear that they will be used for biological warfare. Under this little-known policy, North Korea, Iran, Cuba, Syria and Sudan may not get the vaccines unless they apply for special export licenses, which would be given or refused according to the discretion and timing of the U.S. Three of those nations -- Iran, Cuba and Sudan -- also are subject to a ban on all human pandemic influenza vaccines as part of a general U.S. embargo. The regulations, which cover vaccines for everything from Dengue fever to the Ebola virus, have raised concern within the medical and scientific communities. Officials from the U.S. Department of Health and Human Services and the Centers for Disease Control and Prevention said they were not even aware of the policies until contacted by The Associated Press ... and privately expressed alarm.
