The government took the threat of UFOs so seriously in the 1950s that UK intelligence chiefs met to discuss the issue, newly-released files show. Ministers even went on to commission weekly reports on UFO sightings from a committee of intelligence experts. The files show reports of UFOs peaked in 1996. The latest batch of UFO files released from the Ministry of Defence to the National Archives shows that, in 1957, the committee received reports detailing an average of one UFO sighting a week. The files also include an account of a wartime meeting attended by Winston Churchill in which, it is claimed, the prime minister was so concerned about a reported encounter between a UFO and RAF bombers, that he ordered it be kept secret for at least 50 years to prevent "mass panic". Nick Pope, who used to investigate UFO sightings for the MoD, said: "The interesting thing is that most of the UFO files from that period have been destroyed. But what happened is that a scientist whose grandfather was one of his [Churchill's] bodyguards, said look, Churchill and Eisenhower got together to cover up this phenomenal UFO sighting, that was witnessed by an RAF crew on their way back from a bombing raid. The reason apparently was because Churchill believed it would cause mass panic and it would shatter people's religious views."

With a civilian population haunted by the Blitz and the Second World War still in the balance, it was one development Winston Churchill could have done without an incursion into British airspace by an arrow-shaped metallic object feared to contain an invasion force of little green men. Such was the sensitivity of an alleged UFO sighting by an RAF bomber crew returning to England from a mission over Germany that Churchill ordered it to be covered up with the words: "This event should be immediately classified since it would create mass panic amongst the general population and destroy one's belief in the Church." This at least was the allegation put to the Ministry of Defence by relatives of a senior British military aide who claimed to have witnessed the cigar-chomping Prime Minister discuss the incident with General Dwight Eisenhower as part of a meeting about a succession of "foo fighter" sightings by Allied air crews in the Second World War. The curious matter of visits by wartime aliens is one of hundreds of reports of strange celestial phenomena from a space station covered in pulsating lights to an unusually agile rocket which buzzed a Boeing 737 at Manchester Airport to be revealed in documents released today by the National Archives.

Created during World War II as [one of America's most secretive espionage agencies] the Pond existed for 13 years and was shrouded in secrecy for more than 50 years. It used sources that ranged from Nazi officials to Stalinists and, at one point, a French serial killer. It operated under the cover of multinational corporations, including American Express, Chase National Bank and Philips, the Dutch-based electronic giant. The papers, which the Pond's leader tried to keep secret long after the organization was dissolved, were placed in the National Archives in College Park, Maryland, in 2008 but only opened to the public in April. Those records plus documents obtained by The Associated Press in the past two years from the FBI, CIA and other agencies under the Freedom of Information Act portray a sophisticated organization obsessed with secrecy that operated a network of 40 chief agents and more than 600 sources in 32 countries. A huge cache of secret US military files today provides a devastating portrait of the failing war in Afghanistan. The disclosures come from more than 90,000 records of incidents and intelligence reports about the conflict obtained by the whistleblowers' website Wikileaks in one of the biggest leaks in US military history. The files, which were made available to the Guardian, the New York Times and the German weekly Der Spiegel, give a blow-by-blow account of the fighting over the last six years. The war logs [detail]: How a secret "black" unit of special forces hunts down Taliban leaders for "kill or capture" without trial. How the US covered up evidence that the Taliban have acquired deadly surface-to-air missiles. How the coalition is increasingly using deadly Reaper drones to hunt and kill Taliban targets by remote control from a base in Nevada. The logs detail, in sometimes harrowing vignettes, the toll on civilians exacted by coalition forces: events termed "blue on white" in military jargon. The logs reveal 144 such incidents. Some of these casualties come from the controversial air strikes ... but a large number of previously unknown incidents also appear to be the result of troops shooting unarmed drivers or motorcyclists. Rachel Reid, who investigates civilian casualty incidents in Afghanistan for Human Rights Watch, said: "These files bring to light what's been a consistent trend by US and Nato forces: the concealment of civilian casualties."

Despite the media attention the logs have received, with many comparisons to the Pentagon Papers, some observers have noted that, unlike the Pentagon Papers, very few of the "revelations" in the Afghan War Logs have revealed anything previously unknown.
Secretary of State Hillary Rodham Clinton calls the evidence "overwhelming" that the Cheonan, a South Korean warship that sank in March, was hit by a North Korean torpedo. Vice President Joe Biden has cited the South Korean-led panel investigating the sinking as a model of transparency. But challenges to the official version of events are coming from an unlikely place: within South Korea. Armed with dossiers of their own scientific studies and bolstered by conspiracy theories, critics dispute the findings announced May 20 by South Korean President Lee Myung-bak, which pointed a finger at Pyongyang. They also question why Lee made the announcement nearly two months after the ship's sinking, on the very day campaigning opened for fiercely contested local elections. Many accuse the conservative leader of using the deaths of 46 sailors to stir up anti-Communist sentiment and sway the vote. The critics, mostly but not all from the opposition, say it is unlikely that the impoverished North Korean regime could have pulled off a perfectly executed hit against a superior military power, sneaking a submarine into the area and slipping away without detection. They also wonder whether the evidence of a torpedo attack was misinterpreted, or even fabricated. "I couldn't find the slightest sign of an explosion," said Shin Sang-chul, a former shipbuilding executive-turned-investigative journalist. "The sailors drowned to death. Their bodies were clean. We didn't even find dead fish in the sea."

Former Pennsylvania judge Michael Conahan has pleaded guilty to a racketeering conspiracy charge for helping put juvenile defendants behind bars in exchange for bribes. He is accused along with former judge Mark Ciavarella of taking $2.8m (1.8m) from a profit-making detention centres. Prosecutors in a federal court in Scranton, Pennsylvania, said Conahan had closed a county-owned juvenile detention centre in 2002, just before signing an agreement to use a for-profit centre. Prosecutors say Mr Ciavarella, a former juvenile court judge, then allegedly worked with Mr Conahan to ensure a constant flow of detainees. The two men were originally charged in early 2009 with accepting money from the builder and owner of a for-profit detention centre that housed county juveniles in exchange for giving children longer, harsher sentences. A spokeswoman for the non-profit Juvenile Law Center alleges that Mr Ciavarella gave excessively harsh sentences to 1,000-2,000 juveniles between 2003 and 2006. Some of the children were shackled, denied lawyers, and pulled from their homes for offences which included stealing change from cars and failure to appear as witnesses.

Federal investigators have identified several dozen Pentagon officials and contractors with high-level security clearances who allegedly purchased and downloaded child pornography, including an undisclosed number who used their government computers to obtain the illegal material, according to investigative reports. The investigations have included employees of the National Security Agency, the National Reconnaissance Office, and the Defense Advanced Research Projects Agency which deal with some of the most sensitive work in intelligence and defense among other organizations within the Defense Department. The fact that offenders include people with access to government secrets puts national security agencies at risk of blackmail, bribery, and threats, especially since these individuals typically have access to military installations, according to one report by the Defense Criminal Investigative Service from late 2009. At least two of the cases were contractors with top secret clearances at the National Security Agency, which eavesdrops on foreign communications. A separate case involves a contractor working at the National Reconnaissance Office, the agency that builds and operates the nations spy satellites. A large amount of pornography was found on the office computer of a program manager at the Defense Advanced Research Projects Agency. DARPA is responsible for developing some of the militarys most secret weapons and technologies.
In the Department of Defense, where more than two-thirds of the intelligence programs reside, only a handful of senior officials - called Super Users - have the ability to even know about all the department's activities. Most [sources for this story] requested anonymity either because they are prohibited from speaking publicly or because, they said, they feared retaliation at work for describing their concerns. Beyond redundancy, secrecy within the intelligence world hampers effectiveness in other ways. For the Defense Department, [the] problem goes back to an ultra-secret group of programs for which access is extremely limited and monitored by specially trained security officers. These are called Special Access Programs - or SAPs - and the Pentagon's list of code names for them runs 300 pages. The intelligence community has hundreds more of its own, and those hundreds have thousands of sub-programs with their own limits on the number of people authorized to know anything about them. All this means that very few people have a complete sense of what's going on. Such secrecy can undermine the normal chain of command when senior officials use it to cut out rivals or when subordinates are ordered to keep secrets from their commanders. One military officer involved in one such program said he was ordered to sign a document prohibiting him from disclosing it to his four-star commander, with whom he worked closely every day, because the commander was not authorized to know about it

It wasn't his daredevil stunt [on his motorcycle] that has [Anthony Graber] facing the possibility of 16 years in prison. For that, he was issued a speeding ticket. It was the video that Graber posted on YouTube one week later -- taken with his helmet camera -- of a plainclothes state trooper cutting him off and drawing a gun during the traffic stop near Baltimore. In early April, state police officers raided Graber's parents' home in Abingdon, Md. They confiscated his camera, computers and external hard drives. Graber was indicted for allegedly violating state wiretap laws by recording the trooper without his consent. Arrests such as Graber's are becoming more common along with the proliferation of portable video cameras and cell-phone recorders. Videos of alleged police misconduct have become hot items on the Internet. YouTube still features Graber's encounter along with numerous other witness videos. "The message is clearly, 'Don't criticize the police,'" said David Rocah, an attorney for the American Civil Liberties Union of Maryland who is part of Graber's defense team. "With these charges, anyone who would even think to record the police is now justifiably in fear that they will also be criminally charged." Carlos Miller, a Miami journalist who runs the blog "Photography Is Not a Crime," said he has documented about 10 arrests since he started keeping track in 2007. Miller himself has been arrested twice for photographing the police.

An Iranian scientist who says he was abducted and taken to the United States by the CIA returned to Tehran yesterday to a hero's welcome and claimed that he had been pressured into lying about his country's nuclear programme. Shahram Amiri said that he was on the hajj pilgrimage when he was seized at gunpoint in the city of Medina, drugged and taken to the US, where he says Israel was involved in his interrogation. In the US, officials were reported to have admitted that Mr Amiri was paid more than $5m (3.2m) by the CIA for information about Iran's nuclear ambitions. The offer of a large bribe is reportedly part of a special US programme to get Iranian nuclear scientists to defect. "Americans wanted me to say that I defected to America of my own will, to use me for revealing some false information about Iran's nuclear work," Mr Amiri said at Tehran airport. "I was under intensive psychological pressure by [the] CIA... the main aim of this abduction was to stage a new political and psychological game against Iran." At his press conference at Tehran airport, Mr Amiri stressed that he had acted under compulsion. "Israeli agents were present at some of my interrogation sessions and I was threatened to be handed over to Israel if I refused to cooperate with Americans," he said. He says he was offered $50m to stay in the US.

The Vatican issued revisions to its internal laws on [July 15] making it easier to discipline sex-abuser priests, but caused confusion by also stating that ordaining women as priests was as grave an offense as pedophilia. The decision to link the issues appears to reflect the determination of embattled Vatican leaders to resist any suggestion that pedophilia within the priesthood can be addressed by ending the celibacy requirement or by allowing women to become priests. The Vatican spokesman, the Rev. Federico Lombardi, said the changes showed the churchs commitment to tackling child sexual abuse with rigor and transparency. Those measures fell short of the hopes of many advocates for victims of priestly abuse, who dismissed them as tweaking rather than a bold overhaul. The new rules do not, for example, hold bishops accountable for abuse by priests on their watch, nor do they require them to report sexual abuse to civil authorities. But what astonished many Catholics was the inclusion of the attempt to ordain women in a list of the more grave delicts, or offenses, which included pedophilia, as well as heresy, apostasy and schism. The issue, some critics said, was less the ordination of women, which is not discussed seriously inside the church hierarchy, but the Vaticans suggestion that pedophilia is a comparable crime in a document billed a response to the sexual abuse crisis.

The federal government is launching an expansive program dubbed "Perfect Citizen" to detect cyber assaults on private companies and government agencies running such critical infrastructure as the electricity grid and nuclear-power plants. The surveillance by the National Security Agency, the government's chief eavesdropping agency, would rely on a set of sensors deployed in computer networks for critical infrastructure that would be triggered by unusual activity suggesting an impending cyber attack. Defense contractor Raytheon Corp. recently won a classified contract for the initial phase of the surveillance effort valued at up to $100 million. Some industry and government officials familiar with the program see Perfect Citizen as an intrusion by the NSA into domestic affairs. One internal Raytheon email, the text of which was seen by The Wall Street Journal [said,] "Perfect Citizen is Big Brother." Raytheon declined to comment on this email. The information gathered by Perfect Citizen could also have applications beyond the critical infrastructure sector, officials said, serving as a data bank that would also help companies and agencies who call upon NSA for help with investigations of cyber attacks, as Google did when it sustained a major attack late last year.

Israel's Army Radio reported on [July 7] that the United States has sent Israel a secret document committing to nuclear cooperation between the two countries. The U.S. has reportedly pledged to sell Israel materials used to produce electricity, as well as nuclear technology and other supplies, despite the fact that Israel is not a signatory of the Nuclear Non-Proliferation Treaty. Other countries have refused to cooperate with Israel on nuclear matters because it has not signed the NPT, and there has been increasing international pressure for Israel to be more transparent about its nuclear arsenal. Army Radio's diplomatic correspondent said the reported offer could put Israel on a par with India, another NPT holdout which is openly nuclear-armed but in 2008 secured a U.S.-led deal granting it civilian nuclear imports. Israel neither confirms nor denies having nuclear weapons under an "ambiguity" strategy billed as warding off foes while avoiding public provocations that can spark regional arms races. The official reticence, and its toleration in Washington, has long aggrieved many Arabs and Iranians - especially given U.S.-led pressure on Tehran to rein in its nuclear program.

An American soldier in Iraq who was arrested on charges of leaking a video of a deadly American helicopter attack [in Baghdad] in 2007 has also been charged with downloading more than 150,000 highly classified diplomatic cables that could, if made public, reveal the inner workings of American embassies around the world. The full contents of the cables remain unclear. The charges cited only one cable by name, Reykjavik 13, which appeared to be one made public by WikiLeaks.org, a whistle-blowing Web site devoted to disclosing the secrets of governments and corporations. In the cable, dated Jan. 13, the American deputy chief of mission, Sam Watson, detailed private discussions he held with Icelands leaders over a referendum on whether to repay losses from a bank failure, including a frank assessment that Iceland could default in 2011. WikiLeaks ... disclosed a second cable from the nation in March profiling its leaders, including Prime Minister Johanna Sigurdardottir. The cable [reveals] a complaint over the alleged use of Icelandic airspace by C.I.A.-operated planes by the Icelandic ambassador to the United States, Albert Jonsson.

The Vatican on [June 28] issued an unprecedented rebuke of a top cardinal who had accused the retired Vatican No. 2 of blocking clerical sex abuse investigations, publicly dressing down a man who had been praised for his criticism of church abuse cover-ups. The silencing of Cardinal Christoph Schoenborn, the archbishop of Vienna and long considered a papal contender, drew heated criticism from clerical abuse victims. They said the Vatican should be honoring Schoenborn, not publicly humiliating him, for his calls for greater transparency and demands for a crackdown on priests who rape and sodomize children. Schoenborn has also called for an open discussion of priestly celibacy, views that the Vatican said he "clarified" on Monday during an audience with the pope. Schoenborn had accused the former Vatican secretary of state, Cardinal Angelo Sodano, in April of blocking a church investigation into the late Austrian Cardinal Hans Hermann Groer, who was accused by victims in 1995 of abusing boys at a seminary. "With his words, Benedict professes concern for victims. But by his actions, Benedict shows concern for his colleagues," said David Clohessy, executive director of SNAP, the Survivors Network of those Abused by Priests.

It emerged in April that Cardinal Dario Castrillon Hoyos, a Colombian who for 10 years was in charge of the Vatican department that supervises the clergy, wrote in 2001 with gushing approval to the Bishop of Bayeux, who went to jail rather than give French authorities information about a priest who had raped a minor. "I congratulate you for not turning in a priest to the civil administration," he wrote. "I am delighted to have a colleague ... who ... has preferred prison to turning in his son-priest." The Vatican confirmed the authenticity of the letter, which had been posted on a French website. But then Castrillon Hoyos himself added a crucial detail. In a radio interview he said the letter was the outcome of a high-level meeting of cardinals at which [Cardinal Ratzinger, now Pope Benedict] had been present. If the Pope wants to purge paedophilia from the church he must confront the compromised figures within the Curia and dismiss them. Pope Benedict XVI would like the Catholic Church to be very different from the one that ballooned out of all proportion under John Paul, purer, more beautiful, more austere. But far from moulding the church in his own image, he now risks having his own heritage fatally compromised.

The Food and Drug Administration is seriously considering whether to approve the first genetically engineered animal that people would eat salmon that can grow at twice the normal rate. The salmons approval would help open a path for companies and academic scientists developing other genetically engineered animals. The salmon was developed by a company called AquaBounty Technologies and would be raised in fish farms. It is an Atlantic salmon that contains a growth hormone gene from a Chinook salmon as well as a genetic on-switch from the ocean pout, a distant relative of the salmon. Under a policy announced in 2008, the F.D.A. is regulating genetically engineered animals as if they were veterinary drugs and using the rules for those drugs. And applications for approval of new drugs must be kept confidential by the agency. Critics say the drug evaluation process does not allow full assessment of the possible environmental impacts of genetically altered animals and also blocks public input. There is no opportunity for anyone from the outside to see the data or criticize it, said Margaret Mellon, director of the food and [agriculture] program at the Union of Concerned Scientists. When consumer groups were invited to discuss biotechnology policy with top F.D.A. officials last month, Ms. Mellon said she warned the officials that approval of the salmon would generate a firestorm of negative response.

A prominent Catholic priest, praised by Pope John Paul II as "an efficacious guide to youth," Father Marcial Maciel, sexually abused not only young seminarians under his control but also abused his own children, according to a lawsuit filed today in Connecticut by a man who claims to be Maciel's son. The priest's son, Raul Gonzalez, 30, says he thought his father worked for the CIA or an international oil company, until he saw the priest's picture in a 1997 magazine article detailing allegations of sexual abuse. Under Father Maciel, the Legion of Christ became one of the Roman Catholic Church's most prominent, conservative and financially successful orders. Among its many supporters is Mexican billionaire Carlos Slim. [The] Vatican ignored reports of sexual abuse by Maciel since the 1950s, until he was forced out of the Legion by Pope Benedict XVI in 2006. Citing his age, the Vatican Congregation for the Doctrine of the Faith declined to put Maciel on trial but he was ordered to a "life of prayer and penitence." [A] lawsuit filed by Maciel's alleged son claims the Vatican and the presiding Pope from the 1950's until 2002 "engaged in a conspiracy to conceal their knowledge of Maciel's serial delicts, including the repeated sexual abuse of children." The lawsuit claims Maciel "gained influence and protection from the Vatican through giving substantial monies to Vatican officials" and providing other benefits and gifts.

The whistleblowing website WikiLeaks says it plans to release a secret military video of one of the deadliest US air strikes in Afghanistan in which scores of children are believed to have been killed. It said it fears it is under attack after the US authorities said they were searching for the site's founder, Julian Assange, following the arrest of a US soldier accused of leaking the Afghanistan video and another of a US attack in Baghdad in which civilians were killed. It says it is still working to prepare the film of the bombing of the Afghan village of Garani in May 2009. The video could prove to be extremely embarrassing to the US military. The US ... used weapons that create casualties over a wide area, including one-tonne bombs and others that burst in the air. But two US military officials told a newspaper last year that no one checked to see whether there were women and children in the buildings. In an email to supporters, Assange said WikiLeaks has the Garani video and "a lot of other material that exposes human rights abuses by the US government". In his email, Assange also calls on supporters to protect the website from "attack" by the authorities following the detention of a US soldier, Bradley Manning, who was arrested in Iraq after admitting to a former hacker that he leaked the Garani and Baghdad videos to WikiLeaks.

Julian Assange, the Australian-born face of the [whistleblowers' website] WikiLeaks, is in hiding overseas after the US military arrested one of its own soldiers, Bradley Manning, and accused him of leaking a a secret video of a US Army helicopter gunning down civilians in Iraq in 2007. The video was released on Wikileaks this year, and the US is now desperate to find Mr Assange before he leaks thousands of hugely embarrassing state diplomatic cables, which are believed to discuss the Middle East, its governments and leaders. Mr Assange, 38, is an enigmatic figure who moves frequently between countries and has bases in Iceland, Kenya, Australia and elsewhere. He was due to speak at a conference in Las Vegas on [June 11] but cancelled shortly before he was due to appear. At the same time [a US website] published an article claiming that Pentagon investigators were engaged in a "manhunt" for Mr Assange. There have even been suggestions that Mr Assange may be in physical danger. Daniel Ellsberg, who famously leaked a top secret US history of the Vietnam War dubbed the Pentagon Papers at the height of that war, told US television he had spoken to Mr Assange last week. "He … understood that it was not safe for him to come to this country," Mr Ellsberg said.
