Australian state of Victoria to deploy military as police face resistance to Covid-19 orders

The Australian state of Victoria [announced] on Tuesday that military personnel will be deployed to enforce Covid-19 lockdown orders, amid growing concerns about attacks on police. Authorities warned police were facing a sometimes violent resistance, often by so-called 'sovereign citizens' groups who considered themselves above the law. Victoria earlier this week imposed a night curfew, tightened restrictions on people's daily movements and ordered large parts of the local economy to close to slow the spread of coronavirus. But nearly a third of those who contracted Covid-19 were not home isolating when checked on by officials, requiring tough new penalties, Daniel Andrews, the state premier, said. Fines of nearly A$5,000 (2,710) will be issued to anyone breaching stay at home orders. Repeat offenders face a fine of up to A$20,000. "There is literally no reason for you to leave your home and if you were to leave your home and not be found there, you will have a very difficult time convincing Victoria police that you have a lawful reason," Mr Andrews told reporters in Melbourne. The only exemption will be for urgent medical care, said Mr Andrews, adding anyone under a self-isolation order will no longer be allowed to leave their homes for outdoor exercise. Mr Andrews said an additional 500 unarmed military personnel will this week deploy to Victoria to assist police in ensuring self-isolation orders are being complied with. The latest military deployment will join about 1,500 troops already in Victoria.

While the country is subsumed by both public health and an unemployment crisis, and is separately focused on a sustained protest movement against police abuses, a massive $740.5 billion military spending package was approved last week by the Democratic-controlled House Armed Services Committee. Pro-war and militaristic Democrats on the Committee joined with GOP Rep. Liz Cheney and the pro-war faction she leads to form majorities which approved one hawkish amendment after the next. How do Democrats succeed in presenting an image of themselves based on devotion to progressive causes and the welfare of the ordinary citizen while working with Liz Cheney to ensure that vast resources are funneled to the weapons manufacturers, defense sector and lobbyists who fund their campaigns? Why would a country with no military threats from any sovereign nation to its borders spend almost a trillion dollars a year for buying weapons while its citizens linger without health care, access to quality schools, or jobs? When these committee members return to their blue districts, they talk endlessly about topics such as the NRA, LGBTs, and reproductive rights issues on which many do little work and over which they wield little influence in order to manufacture brands for themselves as good, caring progressives, which is how they are reelected over and over. New records show Google, Microsoft, and Amazon have thousands of previously unreported military and law enforcement contracts

Ties between Silicon Valley and the Pentagon are deeper than previously known, according to thousands of previously unreported subcontracts published Wednesday. The subcontracts were obtained through open records requests by accountability nonprofit Tech Inquiry. They show that tech giants including Google, Amazon, and Microsoft have secured more than 5,000 agreements with agencies including the Department of Defense, Immigrations and Customs Enforcement, the Drug Enforcement Agency, and the FBI. Tech workers in recent years have pressured their employers to drop contracts with law enforcement and the military. Google workers revolted in 2018 after Gizmodo revealed that Google was building artificial intelligence for drone targeting through a subcontract with the Pentagon after some employees quit in protest, Google agreed not to renew the contract. Employees at Amazon and Microsoft have petitioned both companies to drop their contracts with ICE and the military. Neither company has. The newly-surfaced subcontracts ... show that the companies' connections to the Pentagon run deeper than many employees were previously aware. Tech Inquiry's research was led by Jack Poulson, a former Google researcher. "Often the high-level contract description between tech companies and the military looks very vanilla," Poulson [said]. Those leaks emboldened opposition to troop withdrawal from Afghanistan on the ground that it would be capitulating to Russian treachery. It was that New York Times leak that Liz Cheney, along with GOP Congressman Mac Thornberry, cited in a joint statement on Monday to suggest troop withdrawal would be precipitous. Protesters mobilizing across the country against racism and excessive force by police have been countered by law enforcement officers more heavily armed than ever. Three federal programs have allowed local and state law enforcement to arm itself with military equipment. Since 1997, the Defense Department has transferred excess or unused equipment to state and local law enforcement agencies. Departments have acquired more than $7 billion worth of guns, helicopters, armored vehicles and ammunition under the program. The transfers were limited under the Obama administration but re-expanded under President Donald Trump in 2017. Now Congress is considering reining it in again. But that effort, if successful, is unlikely to touch an even bigger source of advanced weapons accessible to civilian police. Two Department of Homeland Security initiatives established in the wake of the September 11 terrorist attacks have given state and local law enforcement agencies billions more to buy equipment without the rules and restrictions of the Defense Department program. Because of the Defense Department program, authorized by Section 1033 of the National Defense Authorization Act, more than 6,500 law enforcement agencies across the country currently possess more than $1.8 billion worth of equipment. Ex-Green Beret captured in Venezuela believed U.S. backed overthrow plot: family

Luke Denman, 34, was one of two ex-Green Berets arrested in a foiled plot to oust Venezuela’s President Nicolas Maduro. He’s now locked up in a Venezuelan jail, his fate in the hands of a leader the U.S. government considers a dictator responsible for tens of millions of his people going hungry. Much remains unknown about the ill-fated operation. According to the Venezuelan government, eight “mercenary terrorists” were killed and several captured, including Denman and fellow Army veteran Airan Berry, during an attempt to seize Maduro and topple his government. A third ex-Green Beret, Jordan Goudreau, claimed responsibility for the plot. A decorated former U.S. commando, Goudreau operated a Florida-based private security company called Silvercorp USA. Before he went into hiding, Goudreau had said in multiple interviews the plan was initially coordinated with representatives of Venezuelan opposition leader Juan Guaido, who is recognized as the country’s interim president by the U.S. and much of the international community. But the relationship soured and Goudreau moved forward with the operation anyway. In interviews with NBC News, a half dozen family members and close friends of Denman and Berry said they believe the former Special Operations soldiers would have only participated in such an operation had the two men been convinced it was supported by the U.S. government.

Last week, Cao Bin, a doctor at the Wuhan Jinyintan Hospital ... revealed that out of the first 41 cases found positive for coronavirus, 13 had no contact with the wildlife market, raising the doubts that the virus was in fact lab originated. In its recent report, the group stated that, according to armscontrol.org, the U.S. spent $35.1 billion on nuclear weapons in 2019. As the number of confirmed COVID-19 cases increases, more resources are required. The shortage of ventilators in U.S. hospitals has ... been a major issue during the coronavirus pandemic. During a recent interview with Vox, Dr. Tom Freiden, former head of the Centers for Disease Control and Prevention (CDC), stated that "in the worst-case scenario, in which there is an exponential surge in COVID-19 cases, the need for ventilators could greatly outstrip the number available." In addition to the shortage, the cost of the ventilators has also become a problem for hospitals. They can cost between $25,000 to $50,000 and require very skilled people to run them. The report published by ICAN also touches on the nuclear spending costs of the United Kingdom and France. For instance, France spent around $4.9 million on nuclear weapons in 2019. Even as President Trump says he tested negative for coronavirus, the COVID-19 pandemic raises the fear that huge swaths of the executive branch or even Congress and the Supreme Court could also be disabled, forcing the implementation of "continuity of government" plans. Above-Top Secret contingency plans already exist for what the military is supposed to do if all the Constitutional successors are incapacitated. Standby orders were issued more than three weeks ago to ready these plans, not just to protect Washington but also to prepare for the possibility of some form of martial law. The various plans codenamed Octagon, Freejack and Zodiac are the underground laws to ensure government continuity. Under these extraordinary plans, "devolution" could circumvent the normal Constitutional provisions for government succession, and military commanders could be placed in control around America. Since Hurricane Katrina in 2006, no emergency has triggered any state to even request federal military aid under these procedures. Part of the reason, the senior officer involved in planning says, is that local police forces have themselves become more capable, acquiring military-grade equipment and training. And part of the reason is that the governors have worked together to strengthen the National Guard, which can enforce domestic law when it is mustered under state control.

Former US drone operator recalls dropping a missile on Afghanistan children and says military is worse than the Nazis

Brandon Bryant was enlisted in the US Air Force for six years. During his time with the military, he operated Predator drones, remotely firing missiles at targets more than 7,000 miles away from the small room containing his workspace near Las Vegas, Nevada. Mr Bryant says he reached his breaking point with the US military after killing a child in Afghanistan that his superiors told him was a dog. Following that incident, Mr Bryant quit the military and began speaking out against the drone program. During his time in the Air Force, Mr Bryant estimates he contributed directly to killing 13 people himself and says his squadron fired on 1,626 targets including women and children. He says he has been left suffering from post-traumatic stress disorder. Mr Bryant said that despite his misgivings about the program, his superiors used punitive measures and mockery to keep him in line. He has said the US military is worse than the Nazis because we should know better. Mr Bryant said he and his family have been threatened for speaking out against the drone program and that he has lost friends and been estranged from other members of his family over his whistle-blowing. Ultimately Mr Bryant wants the public to understand the dehumanizing effect of the drone program on the operators and the individuals targeted. I would want people to know, beyond its existence, the consequences it has on us as a species to delineate our power into something so easily destructive, Mr Bryant said.

Military preparing quarantine centers for coronavirus patients in US, Pentagon says

Eleven military bases near major airports in the United States are setting up quarantine centers for possible coronavirus patients, the Department of Defense said. The Department of Health and Human Services asked the Pentagon for quarantine space in case beds fill up at other coronavirus centers around the country, according to a DOD statement. The Pentagon already agreed to house up to 1,000 people for quarantine after they returned to the United States from areas with the virus, the Associated Press reports. As of Friday, more than 31,400 people have been infected with the 2019 coronavirus worldwide, with most in mainland China, according to the AP. More than 630 people have died from the virus, almost all in China, the AP reports. These are tertiary locations, and HHS already has primary and secondary locations identified that are not DOD facilities, the Pentagon said. Each base will be able to house up to 20 patients along with public health personnel and equipment. The agreement lasts until Feb. 22, the DOD said. DOD personnel will not be in direct contact with the evacuees and will minimize contact with personnel supporting the evacuees, the Pentagon said. If anyone tests positive for the virus, public health officials with DHHS will move them to a civilian hospital, according to the statement.

U.S. Taxpayers Each Spent More Than $8,000 on Iraq War, for $2 Trillion Total

The War in Iraq cost nearly $2 trillion, roughly $8,000 per U.S. taxpayer, representing 9 percent of the national debt. The current cost to the federal government for conflict zone operations in Iraq is an estimated $1.922 billion ... according to an analysis and a January report from The Cost of Wars project. Without a war tax and few war bonds, direct war spending on post-9/11 wars by the Pentagon resulted in interest payments of about $444 billion, the report estimated. The author warns even if the fighting stopped today, and the Trump Administration pulled out of all ongoing fights in the "Global War on Terror," those cumulative interest payments would continue to rise. If all war spending stopped today the existing war debt would "rise ... to $6.5 trillion by 2050," according to the report's estimates. Over the last 18 years of engagements in South Asia and the Middle East, the American "government has financed this war by borrowing funds," writes Heidi Peltier, the author of the report. War is more costly than just boots on the ground and equipment brought to the theaters of conflict. The physical and emotional trauma incurred by soldiers and those living in war zones is oftentimes incalculable. 4.1 million veterans who served in wars post-9/11 are receiving medical benefits, among other compensation nearing $199 billion, according to reports from the Department of Veterans Affairs.

Why the land mine, a persistent killer of civilians, is coming back under Trump

The Trump administrations decision this week to expand the use of land mines has baffled and angered humans rights and arms control groups, which say the decision further imperils anyone who may encounter the weapons. In 2018, nearly 20 civilians were killed or injured every day by land mines and other unexploded ordnance remnants, such as cluster munitions. Children represented 40 percent of the casualties. Land mine use and production are banned by 164 countries. The United States is not one of them, but Obama-era restrictions only allowed anti-personnel land mines to be used in defense of the Korean Peninsula. The new Trump policy reverses those regulations. Most land mines that menace civilians are dumb or persistent. They can remain dangerous indefinitely until someone commonly a child or farmer encounters one. The United States does not have any of these land mines in its inventory, defense officials said. In recent decades, the United States has produced smart or nonpersistent mines that can be set to self-destruct in a certain number of minutes, hours or days after they are deployed. Nearly 120,000 smart, nonpersistent mines were used in the Gulf War. Even though the Pentagon suggested a low dud rate, anti-personnel and antitank weapons that failed to self-detonate littered Kuwait, a 2002 Government Accountability Office report said. Nearly 2,000 duds were uncovered by contractors working in one sector alone out of seven, the GAO report concluded.

Trump extends travel ban to 6 countries but is OK with selling arms to those same places

The Trump administration announced Friday that it is adding six new countries to the existing travel ban, joining the seven already on the list. The administrations rationale for the ban is that conditions in those countries, especially the level of terrorism, raised the risk of allowing their citizens into the U.S. to an unacceptable level. But if the administration is correct about the risks posed from the countries on the newly expanded list, why does it continue to allow the U.S. government and companies to sell weapons to more than half of them? During the Trump administration alone, the U.S. has sold Libya, Yemen, Eritrea, Kyrgyzstan, Myanmar, Nigeria and Tanzania (the last five of which are new additions to the travel ban) everything from handguns and automatic weapons to light attack aircraft. Since 2002 the U.S. has sold roughly $409 million worth of these weapons to 10 of these 13 nations despite their troubled political systems, poor human rights records, high levels of corruption and their participation in a range of conflicts. In these places, U.S. arms have not brought stability, much less peace. Instead, in many cases they have led to increased homicide rates and fed state-sponsored violence, and may have exacerbated rather than ameliorated terrorism and civil conflicts. In 2019, an Army laboratory at Fort Detrick that studies deadly infectious material like Ebola and smallpox was shut down for a period of time after a CDC inspection, with many projects being temporarily halted. ABC7 has received documents from the CDC outlining violations they discovered during a series of inspections that year, some of which were labeled "serious." Earlier that year, the US Army Medical Research Institute had announced an experiment at the Fort Detrick laboratory that would involve infecting rhesus macaque monkeys with active Ebola virus to test a cure they were developing. Several of the laboratory violations the CDC noted in 2019 concerned "non-human primates" infected with a "select agent", the identity of which is unknown – it was redacted in all received documents, because disclosing the identity and location of the agent would endanger public health or safety, the agency says. In addition to Ebola, the lab works with other deadly agents like anthrax and smallpox. Select agents are defined by the CDC as "biological agents and toxins that have been determined to have the potential to pose a severe threat to public health and safety, to animal and plant health, or to animal or plant products." The CDC notes that the United States Army Medical Research Institute of Infectious Diseases had "systematically failed to ensure implementation of biosafety and containment procedures commensurate with the risks associated with working with select agents and toxins."

As part of the incendiary and escalating crisis surrounding the assassination of Qassem Soleimani, there has come an explanation of why the Iranian commander was actually in Baghdad. The commander is said to have been in Iraq to discuss moves to ease tensions between Tehran and Saudi Arabia. Iraqs prime minister revealed that he was due to be meeting the Iranian commander to discuss moves being made to ease the confrontation between Shia Iran and Sunni Saudi Arabia. Adil Abdul-Mahdi was quite clear: I was supposed to meet him in the morning the day he was killed. The prime minister also disclosed that Donald Trump had called him to ask him to mediate following the attack on the US embassy in Baghdad. According to Iraqi officials ... the siege of the embassy was lifted and the US president personally thanked Abdul-Mahdi for his help. There was nothing to suggest to the Iraqis that it was unsafe for Soleimani to travel to Baghdad. This suggests that Trump helped lure the Iranian commander to a place where he could be killed. It is possible that the president was unaware of the crucial role that Soleimani was playing in the attempted rapprochement with the Saudis. Or that he knew but did not care. One may even say that it is not in the interest of a president ... whose first official trip after coming to office was a weapons-selling trip to Saudi Arabia ... to have peace break out between the Iranians and the kingdom. The Trump administration continues to insist that Soleimani was killed because he was about to launch an imminent terror campaign, without providing any evidence for the assertion.
