United Nations (U.N.) peacekeeping personnel must lose their status as a privileged class, according to a former senior U.N. official, after fresh allegations of sexual abuse of minors by peacekeepers in Central African Republic (CAR) emerged. Navy SEALs stomped on ... bound Afghan detainees and dropped heavy stones on their chests. A few hours earlier, shortly after dawn on May 31, 2012, a bomb had exploded at a checkpoint manned by an Afghan Local Police unit that the SEALs were training. Angered by the death of one of their comrades in the blast, the police militiamen had rounded up half a dozen or more suspects from a market in the village of Kalach and forced them to a nearby American outpost. Along the way, they beat them. A United States Army medic standing guard at the base, Specialist David Walker, had expected the men from SEAL Team 2 to put a stop to the abuse. Instead, he said, one of them jump-kicked this guy kneeling on the ground. Two others joined in, [and] beat the detainees so badly that by dusk, one would die. Four American soldiers working with the SEALs reported the episode. The SEAL command, though, cleared the Team 2 members of wrongdoing in a closed disciplinary process that is typically used only for minor infractions. Two of the SEALs and their lieutenant have since been promoted. Despite his protests, Paween was transferred to southern Thailand, where he said "senior police" officials were linked to the human trafficking trade. It is unclear if the U.S. Humvee is one that the Islamic State might have captured from Iraqi security forces during its blitz across parts of northern Iraq last year, or if its from U.S.-supplied Iraqi militias who have since entered Syria to prop up President Bashar al-Assads fledging forces. The Navy is poised to promote the admiral in charge of its elite SEAL teams and other commando units even though Pentagon investigators determined that he illegally retaliated against staff members who he mistakenly suspected were whistleblowers. Rear Adm. Brian L. Losey was investigated five times by the Defense Departments inspector general after subordinates complained that he had wrongly fired, demoted or punished them during a vengeful but fruitless hunt for the person who had anonymously reported him for a minor travel-policy infraction. After conducting separate, years-long investigations that involved more than 100 witnesses and 300,000 pages of e-mails, the inspector general upheld complaints from three of the five staff members. In each of those cases, it recommended that the Navy take action against Losey for violating whistleblower-protection laws, the documents show. The Navy, however, dismissed the findings this month and decided not to discipline Losey. He now leads the Naval Special Warfare Command. The previously undisclosed investigations into one of the Navys top SEALs underscore the weakness of the militarys whistleblower-protection law and how rarely violators are punished. Of the 1,196 whistleblowercases closed by the Defense Department during the 12 months ending March 31, only 3 percent were upheld by investigators. In 1998, the Clinton administration targeted the Al Shifa [pharmaceutical] factory with 13 cruise missiles [claiming] the plant was associated with the bin Laden network and was involved in the production of materials for chemical weapons. The Clinton administration never produced any convincing evidence. The plant had produced 90 percent of Sudans major pharmaceutical products. At the beginning of the U.S-led invasion of Afghanistan, the U.S. attacked the complex housing the International Committee of the Red Cross in Kabul. Then the U.S. bombed the same complex again. The second attack destroyed warehouses containing tons of food and supplies for refugees. Yesterday afternoon, U.S. Ambassador to the United Nations Samantha Power marched to Twitter to proclaim: We call on Russia to immediately cease attacks on Syrian oppo[sition and] civilians. Along with that decree, she posted a statement from the U.S. and several of its closest authoritarian allies including Saudi Arabia, Qatar and the U.K. warning Russia that civilian casualties will only fuel more extremism and radicalization. U.S. special operations forces in Iraq developed an untraceable explosive device they nicknamed the Xbox to kill Iraqi Shiite militiamen smuggling roadside bombs from Iran to attack American troops, according to a new book. Starting in about 2007, Army Delta Force commandos in a special task force in the war to oust Saddam Hussein used the bombs against Iranian collaborators whose improvised explosive devices were powerful enough to destroy the most heavily armored U.S. vehicles, Sean Naylor wrote in Relentless Strike: The Secret History of Joint Special Operations Command. The Xbox bomb was designed to look and behave exactly like one made by Iraqi insurgents with a hodgepodge of Russian, Chinese and Pakistani-made parts, wrote Naylor, a contributing editor at Foreign Policy. The intent was that if the device were sent to the FBI for analysis, even its experts would mistakenly trace the bomb back to a particular terrorist bomb maker. American-trained Syrian fighters gave at least a quarter of their U.S.-provided equipment to al-Qaedas affiliate in Syria early this week, the U.S. Central Command said late Friday. The acknowledgment is the latest discouraging report regarding the $500 million train-and-equip program, which Gen. Lloyd J. Austin III, head of Central Command, said last week had only four or five trained Syrian fighters active in Syria. Since then, the military has said approximately 70 fighters have been added. In the toxic and chaotic Syrian mix, Jabhat al-Nusra and many Syrian rebels are fighting a separate war from the one being waged by the United States against the Islamic State. Their main goal is the overthrow of President Bashar al-Assad. U.S. military vetters have had a hard time finding approved Syrians to train who are also willing to pledge to direct their focus toward the Islamic State rather than Assad. The Pentagons admission of the arms turnover comes at an especially sensitive time for the White House. In light of the shortcomings of the train-and-equip program ... White House and Pentagon officials have been considering providing arms and ammunition to a wider array of rebel groups and relaxing some vetting standards. This year, US Special Operations forces have already deployed to 135 nations, according to Ken McGraw, a spokesman for Special Operations Command (SOCOM). Thats roughly 70 percent of the countries on the planet. Every day, in fact, Americas most elite troops are carrying out missions in 80 to 90 nations, practicing night raids or sometimes conducting them for real, engaging in sniper training or sometimes actually gunning down enemies from afar. As part of a global engagement strategy of endless hush-hush operations conducted on every continent but Antarctica, they have now eclipsed the number and range of special ops missions undertaken at the height of the conflicts in Iraq and Afghanistan. Testimony at a Senate hearing Tuesday demonstrated that [the Department of Veterans Affairs (VA)] remains a dangerous place for whistleblowers who report wrong doing. The VA has a culture problem with whistleblower retaliation, said Sen. Ron Johnson (R-Wis.), chairman of the Homeland Security and Governmental Affairs Committee. The culture of fear Johnson spoke of is evident in the number of VA cases handled by the Office of Special Counsel (OSC), an independent body that deals with whistleblower retaliation among other things. VA whistleblower reprisal cases received by OSC has been rising quickly, from 405 in fiscal 2013 to a projected 712 for fiscal 2015 a 75 percent jump. [Special Counsel Carolyn] Lerner expects approximately 35 percent of the possible 4,000 prohibited personnel practice cases filed from across government this year to be from VA employees. Lerner complained to Obama in a Sept. 17 letter about the lack of discipline for VA managers found to have done wrong. After listing cases where managers were not disciplined, or only lightly so, for infractions, Lerner wrote: The lack of accountability in these cases stands in stark contrast to disciplinary actions taken against VA whistleblowers. The VA has attempted to fire or suspend whistleblowers for minor indiscretions and, often, for activity directly related to the employees whistleblowing.

In his last phone call home, Lance Cpl. Gregory Buckley Jr. told his father: From his bunk in southern Afghanistan, he could hear Afghan police officers sexually abusing boys they had brought to the base. At night we can hear them screaming, but were not allowed to do anything about it, the Marines father ... recalled his son telling him before he was shot to death at the base in 2012. Dan Quinn, a former Special Forces captain who beat up an American-backed militia commander for keeping a boy chained to his bed as a sex slave, [said], We were putting people into power who would do things that were worse than the Taliban did that was something village elders voiced to me. The policy of instructing soldiers to ignore child sexual abuse by their Afghan allies is coming under new scrutiny, particularly as it emerges that service members like Captain Quinn have faced discipline, even career ruin, for disobeying it. After the beating, the Army relieved Captain Quinn of his command and pulled him from Afghanistan. He has since left the military.

There are no gray areas here, said John Sifton of Human Rights Watch. Fourteen long years of war and billions of dollars invested have proved that the United States cannot remake Afghanistan. But there should be no question that the American military cannot allow such practices on its bases. Nor should service members like Captain Quinn and Sergeant Martland be penalized for refusing to turn a blind eye when a boy is kept as a sex slave.
