Tens of thousands of troops were used in testing conducted by the U.S. military between 1922 and 1975. "And also we were sure that we would be taken care of afterwards if anything happened. Instead we were left to hang out to dry."

No one knows what the Air Forces top-secret new bomber will look like. But the service keeps saying it knows how much its going to cost. Thats what makes the Air Forces $25 billion price tag error so disconcerting. The problem began last year, when the service told Congress the yet-to-be-built Long-Range Strike Bomber would cost $33.1 billion between 2015 and 2025. It recently updated the estimate (from 2016 to 2026) to $58.4 billion - a hike of $25.3 billion, or 76%. But, the Air Force acknowledged last week, the latest cost estimate to develop and buy the aircraft over the coming decade is pegged at $41.7 billion. The pair of multi-billion-dollar snafus - $9 billion too low last year, $17 billion too high this year - is head-spinning. It leads to a simple question: is anyone minding the store? So what happened? It occurred in part because of human error, Air Force Secretary Deborah Lee James said Monday. And in part because of process error, meaning a couple of our people got the figures wrong and the process of coordination was not fully carried out in this case. The worlds largest defense contractor has agreed to pay $4.7 million to settle charges that it illegally used government money. Top executives for Lockheed Martin who were being paid by the federal government to run Sandia National Laboratories ran a fierce campaign to lobby [government] officials for a seven-year extension of their contract, [and] urged them to close the bidding to competition. To clinch the contract extension, Sandia labs officials hired high-priced consultants including Heather A. Wilson, the former New Mexico congresswoman, who allegedly was paid $226,000. Wilson was not just on Lockheeds payroll. From 2009 through 2011, she had consulting jobs for Lockheed and three other contractors managing the Energy Departments national lab, charging taxpayers a total of $450,000. But the contractors could not document her work, said [Energy Department Inspector General Gregory] Friedman, whose staff found that the justification for the billing did not meet even minimum standards for federal payments. Wilson ... left Congress in 2009. The Defense Department earlier this summer released a comprehensive manual outlining its interpretation of the law of war. The 1,176-page document, the first of its kind, includes guidelines on the treatment of journalists covering armed conflicts that would make their work more dangerous, cumbersome and subject to censorship. Journalists, the manual says, are generally regarded as civilians, but may in some instances be deemed unprivileged belligerents, a legal term that applies to fighters that are afforded fewer protections than the declared combatants in a war. The manual warns that Reporting on military operations can be very similar to collecting intelligence or even spying. It says that governments may need to censor journalists work or take other security measures so that journalists do not reveal sensitive information to the enemy. Allowing this document to stand as guidance for commanders, government lawyers and officials of other nations would do severe damage to press freedoms. Asked how many other non-combatants have died, officials demurred: We arent going to speculate on this subject, one senior CENTCOM spokesman recently told me. People who lived near the site of the first atomic bomb test in the New Mexico desert and later developed cancer and other health problems need to be compensated, a U.S. senator said Thursday. The federal government neglected residents of the historic Hispanic village of Tularosa near the Trinity Site, where the weapon was detonated on July 16, 1945, Sen. Tom Udall, D-N.M., said in a speech on the Senate floor on the 70th anniversary of the test. "The rest of the world didn't know about the tragedies that happened in the Tularosa Basin. For a long time, the government denied that anything happened at all," Udall said. "Attention ... must be paid now." Udall met with residents and family members who lived near the test site. He believes they should be included in the federal Radiation Exposure Compensation Act program, which could provide a $50,000 payout. Many of those living near the Trinity Site were not told about the dangers and later suffered rare forms of cancer. Researchers from the National Cancer Institute are studying past and present cancer cases in New Mexico that might be related to the test, [which] took place in southern New Mexico as part of the Manhattan Project, the secretive World War II program that provided enriched uranium for the atomic bomb.

Jade Helm 15, the controversial Special Operations exercise that spawned a wave of conspiracy theories about a government takeover, will open next week without any media allowed to observe it, a military spokesman said. Embedded reporters wont be permitted at any point during the exercise, in which military officials say that secretive Special Operations troops will maneuver through private and publicly owned land in several southern states. The exercise is scheduled for July 15 through September 15 and is expected to include more than 1,200 troops. Army Special Operations Command announced the exercise in March, saying its size and scope would set it apart from most training exercises. For months, some protesters have said Jade Helm is setting the stage for future martial law. Texas Gov. Greg Abbott, a Republican, called in April for the Texas State Guard to monitor the exercise [to] improve communication between Special Operations forces and civilians in Texas. The Washington Post has several times requested access to observe the exercise, making the case to the military that first-hand media coverage would help explain the mission. [Army spokesman Lt. Col. Mark] Lastoria said it is not possible to allow a journalist to travel with Special Operations forces in the field. The military has granted access to Special Operations in the past, however. The Obama administration is again allowing the CIA to use drone strikes to secretly kill people that the spy agency does not know the identities of in multiple countries - despite repeated statements to the contrary. Apparently the drone operators didn't even know at the time who they were aiming at - only that they thought the target was possibly a terrorist hideout. It's what's known as a "signature" strike. Signature strikes has led to scores of civilians being killed over the past decade, including two completely innocent hostages ... one of whom was a US citizen ... less than two months ago. It's a way of killing that's been roundly condemned by human rights organizations and that some members of Congress have tried to outlaw. Here's how the New York Times described it: "The joke was that when the CIA sees "three guys doing jumping jacks," the agency thinks it is a terrorist training camp, said one senior official. Men loading a truck with fertilizer could be bombmakers but they might also be farmers." It has become increasingly clear that the "rules" are virtually meaningless. As is typical with the US government's extrajudicial killing policy, there was no public debate about any of the changes to the supposed rules, or even announcement that they ever changed - only an unofficial leak to a journalist after the latest killing. Beyond the enormous human rights consequences related to such a dangerous policy, these types of strikes backfire on the United States, sowing hatred in the populations of bombed countries and breeding sympathy for al-Qaida where there was none before.

As a young U.S. Army soldier during World War II, Rollins Edwards knew better than to refuse an assignment. When officers led him and a dozen others into a wooden gas chamber and locked the door, he didn't complain. None of them did. Then, a mixture of mustard gas and a similar agent called lewisite was piped inside. "It felt like you were on fire," recalls Edwards, now 93 years old. "Guys started screaming and hollering and trying to break out." Edwards was one of 60,000 enlisted men enrolled in a once-secret government program – formally declassified in 1993 – to test mustard gas and other chemical agents on American troops. But there was a specific reason he was chosen: Edwards is African-American. While the Pentagon admitted decades ago that it used American troops as test subjects in experiments with mustard gas, until now, officials have never spoken about the tests that grouped subjects by race. All of the World War II experiments with mustard gas were done in secret. [Subjects] received no follow-up health care or monitoring of any kind. They were sworn to secrecy about the tests under threat of dishonorable discharge and military prison time. In 1991, federal officials for the first time admitted that the military conducted mustard gas experiments on enlisted men during World War II. However the race-based experiments remained largely a secret until ... 2008. Despite months of federal records requests, NPR still hasn't been given access to hundreds of pages of documents related to the experiments, which could provide confirmation of the motivations behind them.

Iraqi security forces lost 2,300 Humvee armored vehicles when Islamic State overran the northern city of Mosul in June 2014. Coupled with previous losses of American weapons, the conclusion is simple: The United States is effectively supplying Islamic State with tools of war the militant group cannot otherwise hope to acquire. Losses to Islamic State include at least 40 M1A1 main battle tanks ... 74,000 machine guns, and as many as 52 M198 howitzer mobile gun systems. To help replenish Iraq's motor pool, the U.S. State Department last year approved a sale to Iraq of 1,000 Humvees, along with their armor upgrades, machine guns and grenade launchers. The United States previously donated 250 Mine Resistant Armored Personnel carriers (MRAPs) to Iraq, plus unaccountable amounts of material left behind when American forces departed in 2011. The United States is currently in the process of moving to Iraq 175 M1A1 Abrams main battle tanks, 55,000 rounds of main tank-gun ammunition, $600 million in howitzers and trucks, $700 million worth of Hellfire missiles and 2,000 AT-4 rockets. The Hellfires and AT-4's, anti-tank weapons, are presumably going to be used to help destroy the American armor in the hands of Islamic State. It's a surreal state of affairs in which American weaponry is being sent into Iraq to destroy American weaponry previously sent into Iraq.

The Navys SEAL Team 6 ... best known for killing Osama bin Laden, has been transformed by more than a decade of combat into a global manhunting machine. That role reflects Americas new way of war, in which conflict is distinguished ... by the relentless killing of suspected militants. While fighting grinding wars of attrition in Afghanistan and Iraq, Team 6 ... joined Central Intelligence Agency operatives in an initiative called the Omega Program, which offered greater latitude in hunting adversaries. When suspicions have been raised about misconduct, outside oversight has been limited. For months, the U.N.'s top human rights officials knew about allegations of child sexual abuse by French soldiers in Central African Republic. But they didn't follow up because they assumed French authorities were handling it ... even as France pressed the U.N. for more information about the case. The deputy high commissioner for human rights also says that her colleague who first informed French authorities last July did it because he didn't think the recently created U.N. peacekeeping mission in Central African Republic would act on the allegations. A year after the U.N. first heard allegations from children as young as 9 that French soldiers had sexually abused them, sometimes in exchange for food, it seems that the only person who has been punished is the U.N. staffer who told French authorities. The Paris prosecutor's office this month, however, blamed the U.N. "hierarchy" for taking more than six months to supply answers to its questions. The U.N. finally handed over written answers on April 29, the Paris prosecutor's office said the same day that the Guardian newspaper first made the French and U.N. inquiries public. French soldiers had been tasked with protecting civilians in Central African Republic from vicious violence between Christians and Muslims. Thousands of scared people had crammed into a camp for displaced people. Residents have told the AP that soldiers offered cookies, other food or bottles of water in exchange for sodomy or oral sex. It is still not clear where the accused soldiers are now.

Four years after the death of Al Qaeda leader Osama bin Laden at the hands of US Navy Seals in Abottabad, Pakistan, a new report ... by journalist Seymour Hersh questions the Obama administrations account of the killing of Osama bin Laden. The report claims that, among the lies, the biggest was the idea that the raid in May 2011 that killed bin Laden was an all-American event. "The most blatant lie was that Pakistans two most senior military leaders General Ashfaq Parvez Kayani, chief of the army staff, and General Ahmed Shuja Pasha, director general of the ISI were never informed of the US mission," the report says. The report also says that Pakistans Inter-Services Intelligence agency had been holding bin Laden as a prisoner since 2006, and that the US learned about the Al Qaeda leaders location through a former senior Pakistani intelligence officer, who gave the information in return for the reward being offered by American officials. The White House has said bin Laden was found through tracking his couriers. Hershs primary US source for his story is "a retired senior intelligence official who was knowledgeable about the initial intelligence about bin Ladens presence in Abbottabad." White House spokesman Josh Earnest ... dismissed the Hersh piece, saying it was "riddled with inaccuracies." Hersh, a longtime contributor to The New Yorker, is an award-winning journalist who has won numerous prizes for his investigative reporting, including the Pulitzer Prize.

The families of Navy SEAL Team 6 members killed in a disastrous August 2011 helicopter crash in Afghanistan blamed the government for the tragedy, during an emotional press conference. Speaking at the National Press Club, [they] claimed President Obama turned the SEALs group into a Taliban target after the administration revealed they had conducted the bin Laden raid. Doug Hamburger, whose son Patrick was killed, called the incident an ambush that could have been prevented. Were very concerned that the administration had disclosed that the Navy SEALs had carried out a successful attack on bin Ladens compound resulting in his death. Never before in the history of our county (had) a sitting president released that type of information to the public, Hamburger said. In all, 38 people died that night after the chopper was shot down by a Taliban-owned rocket-propelled grenade or RPG over the Wardak Province on Aug. 6, 2011. Charles Strange, whose son Michael, 25, died in the attack said Obama personally promised him a thorough investigation of what happened but has failed to deliver. Strange also blamed top military brass for sending the troops into a situation they were allegedly ill-equipped and unprepared to handle. Karen Vaughn says she wants to know why her son Aaron and his team were not using special operations aircraft. The night her son Aaron died, he was in a helicopter that was built in the 1960s and last retrofitted in 1985.

Former House Intelligence Committee Chairman Mike Rogers has formed a new pressure group ... to serve as the premiere national security and foreign policy organization during the 2016 debate and to help elect a president who supports American engagement and a strong foreign policy. Rogers group, Americans for Peace, Prosperity, and Security, is hosting candidate events and intends to host a candidate forum later this year. A look at the business executives helping APPS steer presidential candidates towards more hawkish positions reveals that many are defense contractors who stand to gain financially from continued militarism. Rogers may have a conflict of interest as well. Explaining the goals of his group to a news outlet in Indiana, Rogers lamented the lack of surveillance capabilities and warned of increasing threat of cyberwarfare. Its not unusual for the arms industry to use front groups to press for a more aggressive foreign policy, says William Hartung, director of the Arms & Security Project at the Center for International Policy. It sounds a lot more credible when a group called Americans for Peace, Prosperity and Security calls for a policy shift than if the same argument comes out of the mouth of an arms executive or lobbyist whose livelihood is tied to the spread of tension and conflict, Hartung said.

Nearly two-thirds of women in the military who filed sexual assault complaints last year said they faced retaliation, according to a Pentagon report released on Friday. The study found that the number of sexual assaults in the military declined last year, echoing the conclusion of a Defense Department report released in December. Even as sexual assaults were reported to have declined, the Pentagon said that more service members filed assault complaints, and that about a third of attacks were now being reported. Despite our efforts to date, the fight against sexual assault is far from over, [Defense Secretary Ashton B.] Carter wrote in a memo that was released with the new study. I am concerned that far too many of those who report the crime perceive some kind of retaliation. Using the standard of unwanted sexual contact, the Pentagon estimated that just under 19,000 service members were assaulted last year, a drop of about 27 percent from 2012. The number of attacks actually reported last year was 6,131, an 11 percent increase over the previous year and a 70 percent jump over 2012.

In a scathing critique of the Defense Department's efforts to curb sexual assaults, a U.S. senator warned Monday that the true scope of sex-related violence in the military communities is "vastly underreported" and that victims continue to struggle for justice.
