The Supreme Court on Monday shielded a police officer from being sued for shooting an Arizona woman in her front yard, once again making it harder to bring legal action against officers who use excessive force, even against an innocent person. Does cell phone radiation cause cancer? New studies show a correlation in lab rats, but the evidence may not resolve ongoing debates over causality. The ionizing radiation given off by sources such as x-ray machines and the sun boosts cancer risk by shredding molecules in the body. But the non-ionizing radio-frequency (RF) radiation that cell phones and other wireless devices emit has just one known biological effect: an ability to heat tissue by exciting its molecules. Still, evidence advanced by the studies shows prolonged exposure to even very low levels of RF radiation, perhaps by mechanisms other than heating that remain unknown, makes rats uniquely prone to a rare tumor called a schwannoma, which affects a type of neuron (or nerve cell) called a Schwann cell. The studies are notable for their sizes. Researchers at the National Toxicology Program, a federal interagency group under the National Institutes of Health, tested 3,000 rats and mice of both sexes for two years. Investigators at the Ramazzini Institute in Italy were similarly ambitious; in their recent study they investigated RF effects in nearly 2,500 rats. The studies evaluated radiation exposures in different ways. Yet they generated comparable results. The strongest finding connected RF with heart schwannomas in male rats, but the researchers also reported elevated rates of lymphoma as well as cancers affecting the prostate, skin, lung, liver and brain in the exposed animals. Rates for those cancers increased as the doses got higher.

Bird populations across the French countryside have fallen by a third over the last decade and a half, researchers have said. Dozens of species have seen their numbers decline, in some cases by two-thirds, the scientists said in a pair of studies one national in scope and the other covering a large agricultural region in central France. I was inside the CIAs Langley, Va., headquarters on Sept. 11, 2001. I headed counterterrorism operations in Pakistan from January to May 2002. My team captured dozens of al-Qaeda fighters, including senior training-camp commanders. One of the fighters whom I played an integral role in capturing was Abu Zubaida, mistakenly thought at the time to be the third-ranking person in the militant group. By that May, the CIA had decided to torture him. Up to 1,000 children could have been abused in Britain's biggest ever child abuse scandal, an investigation has revealed. Hundreds of children, some as young as 11, are estimated to have been drugged, beaten and raped over a 40-year period in the town of Telford. Lucy Allan, the Conservative MP for Telford, has called for an inquiry into child sexual exploitation. The investigation claims that allegations dating back to the 1980s were mishandled by authorities in Telford, who repeatedly failed to punish a network of abusers. Victims claimed that similar abuse, which has been linked to three murders and two other deaths, has continued in the area. The newspaper's probe alleges that social workers were aware of the abuse in the 1990s, but that it took police a decade to launch Operation Chalice, an inquiry into child prostitution in the Telford area in which seven men were jailed. It is also claimed that abused and trafficked children were considered "prostitutes" by council staff, that authorities did not keep details of abusers from Asian communities for fear of being accused of "racism" and that police failed to investigate one recent case five times until an MP intervened. The estimate of 1,000 potential victims was made with the help of Professor Liz Kelly, from the Child and Woman Abuse Studies Unit at London Metropolitan University. Twelve victims spoke to the newspaper and accused more than 70 abusers. Two other investigations were launched alongside Operation Chalice after two victims named dozens more abusers, yet victims have claimed that they were put off helping inquiries.

Facebook is under fire for publishing a stomach-churning survey that asked users whether pedophiles should be allowed to solicit “sexual pictures” from underage girls. The cringeworthy poll surfaced at the top of Facebook’s home page for an unspecified number of users this past weekend, according to a report. “In thinking about an ideal world where you could set Facebook’s policies, how would you handle the following: a private message in which an adult man asks a 14-year-old girl for sexual pictures,” one question in the survey reads. The disgusting multiple-choice poll gave users the option to condone the sick behavior, allowing them to vote that the “content should be allowed on Facebook, and I would not mind seeing it.” Another possible, nausea-inducing response was that “the content should be allowed on Facebook, but I don’t want to see it.” The twisted survey was spotted by an editor at the Guardian, who published screenshots. Yet another ... question asked users who should decide whether pedophilic content was allowed on Facebook — users, Facebook and users, just Facebook or an outside entity. On Monday, the social networking giant headed by Mark Zuckerberg admitted that it was a “mistake” to publish the survey, which appeared to suggest that Facebook execs were openly debating whether to allow pedophiles on the site. “We run surveys to understand how the community thinks about how we set policies,” Facebook vice president Guy Rosen said.

People tend to trust video evidence as an arbiter of truth. But that faith could soon become quaint, as machine learning is enabling ordinary users to create fabricated videos of just about anyone doing just about anything. Earlier this month, the popular online forum Reddit shut down r/deepfakes, a subreddit discussion board devoted to using open-source machine-learning tools to insert famous faces into pornographic videos. This episode represents just one of the many ways that the this technology could fuel social problems, particularly in an age of political polarization. Combating the negative effects of fabricated video will require a shift among both news outlets and news consumers. When you see something, or when you believe that youre seeing something and hearing something, it has a much more visceral impact ... than when its something that youre just reading about, says Henry Farrell, a professor of political science. New smart energy meters that the Government wants to be installed in millions of homes will leave householders vulnerable to cyber attacks. The intelligence agency GCHQ ... raised concerns over the security of the meters, which could enable hackers to steal personal details and defraud consumers by tampering with their bills. The Government wants every home in the country to have a smart meter, but only 8 million out of 27 million households have so far signed up to the 11 billion scheme. Cyber security experts say that making the meters universal will make them more attractive to hackers because the potential returns are so much greater if they can hack every meter using the same software. In some foreign countries hackers have already attacked smart meter networks to defraud customers. Criminals are able to artificially inflate meter readings, making bills higher. They then try to intercept payments, and if they simply skim off the difference between the real reading and the false reading, energy companies will think the bill has been paid normally. Another potential problem is the meters being used as a Trojan horse to access other computers and gadgets around the home if the meters are able to talk to the other devices. That would potentially give hackers the ability to steal personal information that could be sold on to other criminals.

Public relations consultants have been hired ... and documentary makers have been allowed into lodge meetings. The unspoken message has been that the wider public has nothing to fear. Freemasonry’s problem, however, is that there is a limit to its transparency. It remains a secret society, or “a society with secrets” as it prefers to put it. Clinically, we understand death to mean the state that takes hold after our hearts stop beating. Philosophically, though, our definition of death hinges on something else: the point past which were no longer able to return. Those two were more or less the same until about 50 years ago, when we saw the advent of CPR. Modern resuscitation ... blew apart our understanding of what it means to be dead. Without many people returning from the dead to show us otherwise, it was natural to assume, from a scientific perspective, that our consciousness dies at the same time as our bodies. Over the last few years, though, scientists have seen repeated evidence that once you die, your brain cells take days, potentially longer, to reach the point past which theyve degraded too far to ever be viable again. People who survive medical death frequently report experiences that share similar themes: bright lights; benevolent guiding figures; relief from physical pain and a deeply felt sensation of peace. Because those experiences are subjective, it's possible to chalk them up to hallucinations. Where that explanation fails, though, is among the patients who have died on an operating table or crash cart and reported watching ... as doctors tried to save them, accounts subsequently verified by the (very perplexed) doctors themselves. How these patients were able to describe objective events that took place while they were dead, we're not exactly sure. A vaccine injected into a tumor triggers the immune system to kill cancer, a new study in mice confirms. Stanford researchers have now begun seeking human patients who want to help test this approach. The research behind this potential new cancer treatment was published Wednesday in Science Translational Medicine. Cancer vaccines work a bit differently than a vaccine against the measles or the flu. Those shots are meant to train an immune system to target an infection before the virus or bacteria arrives. Cancer vaccines, however, are given after a person is diagnosed. This shot ... combines two components: a short piece of DNA molecules that can stimulate the immune system to create greater quantities of a receptor called OX40 and a protein that sticks to those receptors, prompting the immune cells to attack the tumor. [Study co-author Dr. Ronald Levy] and his colleagues tested their vaccine in more than 90 mice, some with a tumor transplanted into them and others that were genetically primed to develop cancer. However, the next step in this research will go well beyond mice. Levy and his colleagues have begun looking for about 15 people with lymphoma to test the vaccine in a clinical trial. If the trials are successful, he believes it could help people with a wide variety of cancers.
