Military Plans To Test Brain Implants To Fight Mental Disorders

The Defense Advanced Research Projects Agency, or DARPA, is launching a $70 million program to help military personnel with psychiatric disorders using electronic devices implanted in the brain. The goal of the five-year program is to develop new ways of treating problems including depression, anxiety and post-traumatic stress disorder, all of which are common among service members who fought in Iraq or Afghanistan. The new program will fund development of high-tech implanted devices able to both monitor and electrically stimulate specific brain circuits. The effort will be led by scientists at the University of California, San Francisco and Massachusetts General Hospital. The UCSF team will begin its work by studying volunteers who already have probes in their brains as part of treatment for epilepsy or Parkinson's disease. That will allow researchers to "record directly from the brain at a level of resolution that's never [been] done before," says Eddie Chang, a neurosurgeon at UCSF. And because many of the volunteers also have depression, anxiety and other problems, it should be possible to figure out how these conditions have changed specific circuits in the brain, Chang says. The scientists ... hope to design tiny electronic implants that can stimulate the cells in faulty brain circuits. "We know that once you start putting stimulation into the brain, the brain will change in response," Chang says.

In the years after the end of WWII, CIA and US intelligence operatives tested LSD and other interrogation techniques on captured Soviet spiesall with the help of former Nazi doctors. It was 1946. The Joint Chiefs of Staff were preparing for total war with the Soviets. They even set an estimated start date of 1952. U.S. military officers had been capturing and then hiring Hitlers weapons makers in a Top Secret program that would become known as Operation Paperclip. Soon, more than 1,600 of these men and their families would be living the American dream, right here in the United States. In 1948, Operation Paperclips Brigadier General Charles E. Loucks ... was working with Hitlers former chemists when one of the scientists [shared] information about a drug with military potential ... LSD. Documents obtained through the Freedom of Information Act (FOIA) reveal that the U.S. developed its post-war enhanced interrogation techniques ... under the CIA code name Operation Bluebird. The CIA teamed up with the Army Chemical Corps at Camp Detrick, in Maryland, to conduct further research and development on the chemistry of mind-altering drugs. One [Detrick agent was] Dr. Frank Olson, a former army officer and bacteriologist turned agency operative whose sudden demiseby covert LSD poisoningin 1953 would nearly bring down the CIA. In one of the rare, surviving official documents from the program, Deputy Director of Central Intelligence Allen Dulles sent a secret memo to Richard Helms: In our conversation of 9 February 1951, I outlined to you the possibilities of augmenting the usual interrogation methods by the use of drugs, hypnosis, shock, etc., and emphasized the defensive aspects as well as the offensive opportunities.

Alleged Boston Marathon bomber Tamerlan Tsarnaev believed in 'majestic mind control'

Suspected Boston Marathon bomber Tamerlan Tsarnaev heard voices inside his head and had an alter-ego, a report published in The Boston Globe claimed yesterday. Donald Larking, 67, who attended the same Boston mosque as the suspected bomber, said Tsarnaev believed the voices were part of a majestic mind control, which was a way of breaking down a person and creating an alternative personality with which they must coexist." Larking also told the Globe that Tsarnaev was torn between himself and an alter-ego. You can give a signal, a phrase or a gesture, and bring out the alternate personality and make them do things, he said; Tamerlan thought someone might have done that to him. According to the report, the voices came to [Tsarnaev] at unexpected times, an internal rambling that he alone could hear. Alarmed, he confided to his mother that the voice 'felt like two people inside of me. As he got older, the voice became more authoritative, its bidding more insistent. Tamerlan confided in a close friend that the voice had begun to issue orders and to require him to perform certain acts, though he never told his friend specifically what those acts were. Tamerlan, 26, and his younger brother Dzhokhar, 20, are alleged to have planted the two pressure cooker bombs that killed three and injured more than 260 at the Boston Marathon in April. While Tamerlan was later killed in a shootout with police, his brother was captured and now potentially faces the death penalty under charges of terrorism.

The Soviet Union Spent $1 Billion On Mind-Control Experiments During The Cold War As Part Of Arms Race With The US: Report

The battle between the U.S. and the Soviet Union during the Cold War, for technological and scientific one-upmanship, included a costly effort that involved the two superpowers' attempts to develop mind-control weapons, according to a new study. A blog post at the Physics arXiv Blog, citing a new paper by researcher Serge Kernbach, said that both the U.S. and the Soviet Union experimented with parapsychology, mind control and remote influence. And, while some of the work conducted by the U.S. on these topics is now public, much less is known about the Soviet body of knowledge, which reportedly cost about a billion dollars to gather. The Soviets had a similar program. This included experiments in parapsychology, which the Soviets called psychotronics, the blogpost said. The work built on a long-standing idea in Soviet science that the human brain could receive and transmit a certain kind of high frequency electromagnetic radiation and that this could influence other objects too. Kernbach provided an overview of the Soviet Unions efforts in unconventional research between 1917 and 2003, [based] on publications in Russian technical journals and recently declassified documents. The U.S. developed a 20-year CIA program, called Project MKULTRA, which began in the early 1950s to study ways of manipulating peoples minds and altering their brain functions. The Soviets too focused on a similar program and developed a device called a "cerpan" that could generate and store high-frequency electromagnetic radiation produced by the human brain in hopes of influencing other objects.

CIA turned some Guantanamo Bay prisoners into double agents against al-Qaeda

In the early years after Sept. 11, 2001, the CIA turned some Guantanamo Bay prisoners into double agents, sending them home to help the United States kill terrorists, current and former U.S. officials said. The CIA promised the prisoners freedom, safety for their families and millions of dollars from the agencys secret accounts. It was a gamble. Officials knew there was a chance that some prisoners might quickly spurn their deal and kill Americans. Nearly a dozen current and former U.S. officials described aspects of the program to the Associated Press. Dozens of prisoners were evaluated, but only a handful, from a variety of countries, were turned into spies who signed agreements to work for the CIA. Prisoners agreed to cooperate for a variety of reasons, officials said. Some received assurances that the United States would resettle their families. Another agreed to cooperate after the agency insinuated that it would harm his children, a former official said, a threat similar to those interrogators made to self-proclaimed Sept. 11 mastermind Khalid Sheik Mohammed. All were promised money. Exactly how much each received remains unclear. But altogether, the government paid millions for their services, officials said. The money came from a secret CIA account, code-named Pledge, that is used to pay informants, officials said. Officials said the program ended in 2006 as the flow of detainees to Guantanamo Bay slowed to a trickle. The last prisoner arrived there in 2008.

Neuro-enhancement in the military: far-fetched or an inevitable future?

Brain stimulation research has moved far and fast. Different forms of neurostimulation in humans have now been shown to boost our ability to learn and perform motor actions, to pay attention to events in the environment, to recall information in memory, and to exercise self-control. [Brain stimulation] techniques and their applications hold great promise for understanding the machinery of human mental processes, with hope for treating patients suffering from brain injury and disease. Except that ... anything that can boost or rehabilitate human abilities could also be exploited for military or security purposes, as well as by questionable private enterprises. Predictably, some of the major innovations in brain stimulation research are being funded by the US military. What army wouldn't take advantage of a method that could make soldiers more alert, faster to react, faster to learn, less likely to binge-drink off duty, and more compliant with authority? What intelligence agency wouldn't embrace a technology that could help their operatives become better liars, or which limits the ability of prisoners to lie under interrogation? Applications like these, in turn, raise ethical questions. Would a soldier be able to refuse brain stimulation, and if not, wouldn't that violate the principle of consent underlying 'medical' interventions? Going deeper we might ask whether it is ethical for neuroscientists and psychologists to collaborate with organisations whose ultimate research objective is to develop more efficient ways of killing people.

There are many horrors that Elizabeth Reed recalls from her time at Londons Royal Waterloo Hospital. It was like being buried alive, she says. I was lying there in the dark, hour after hour, and couldnt move. I wasnt aware of my body, just my head in this darkness. You could hear people moving around and other people breathing and moaning. While Elizabeth is one of only a handful of women prepared to speak out, her story is not unique. Up to 500 women, suffering from conditions such as postnatal depression and anorexia, passed through the Royal Waterloos infamous Ward 5 before it shut 40 years ago. Heavily drugged and subjected to horrendous levels of electro-convulsive therapy (ECT) and even lobotomies, the unluckiest were taken to the 'Narcosis Room', where they were put to sleep for weeks at a time. Almost all teenage girls and women in their early 20s, they were treated as little more than guinea pigs by controversial psychiatrist William Sargant as he conducted a bizarre experiment to repattern their brains and cure them of depression. Sargant, a founding member of St Thomass department of psychological medicine, who advocated the use of drugs to treat mental illness, operated his sleep room for ten years until 1973. Four patients are known to have died there and yet no one stepped in to stop him. A Cambridge medical graduate, obsessed with making a name for himself, he used high doses of tranquillisers and administered ECT up to twice a week on Ward 5 and every other day in the Narcosis Room. At the heart of his treatment was his belief that the brain could be repatterned to erase bad memories.

How Smart Dust Could Be Used To Monitor Human Thought

Researchers from Brown University made headlines after they successfully demonstrated how a paralyzed woman who had lost the use of her arms and legs could control a robotic arm using her brainwaves. In a video, Cathy Hutchinson imagines drinking a cup of coffee, and the robotic arm brings the cup to her lips. Hutchinson is connected to the robotic arm through a rod-like pedestal driven into her skull. Researchers at UC Berkeley has been working on plans for a less invasive, wireless monitoring system. Earlier this month, they released a draft paper: Neural Dust: An Ultrasonic, Low Power Solution for Chronic Brain-Machine Interfaces. Dongjin Seo, a [UC Berkeley] graduate student ... authored the paper under the supervision of senior faculty members, including Michel Maharbiz who has famously created cyborg beetles for the US Defense Department. Seo said the researchers goal is to build an implantable system that is ultra-miniature, extremely compliant, and scalable to be viable for a lifetime, for brain-machine interfaces. The Berkeley researchers propose to sprinkle the brain with tiny, dust-sized, wireless sensors. This would reduce the risk of infection ... and limit the trauma to one initial operation. During that operation, the skull would be opened, and sensors would be inserted into the brain. At the same time a separate transceiver would be placed directly under the skull but above the brain. The transceiver would communicate with the sensors via ultrasound.

How Smart Dust Could Spy On Your Brain

The real time monitoring of brain function has advanced in leaps and bounds in recent years. Thats ... led to a new engineering discipline of brain-machine interfaces, which allows people to control machines by thought alone. Today, Dongjin Seo and pals at the University of California Berkeley reveal an entirely new way to study and interact with the brain. Their idea is to sprinkle electronic sensors the size of dust particles into the cortex and to interrogate them remotely using ultrasound. The ultrasound also powers this so-called neural dust. Each particle of neural dust consists of standard CMOS circuits and sensors that measure the electrical activity in neurons nearby. This is coupled to a piezoelectric material that converts ultra-high-frequency sound waves into electrical signals and vice versa. The neural dust is interrogated by another component placed beneath the scale but powered from outside the body. This generates the ultrasound that powers the neural dust and sensors that listen out for their response, rather like an RFID system. The system is also tetherless - the data is collected and stored outside the body for later analysis. [Seo and co say] implanting the neural dust particles in the cortex ... can probably be done by fabricating the dust particles on the tips of a fine wire array, held in place by surface tension, for example. This array would be dipped into the cortex where the dust particles become embedded.

CIA Accused of Coverup in Military Scientists 1953 Fatal Fall

Central Intelligence Agency employees murdered military scientist Frank Olson in 1953 after he raised concerns about testing chemical and biological weapons on human subjects without their consent, according to a lawsuit brought by his two sons. Eric and Nils Olson, in a complaint filed against the U.S. yesterday in Washington, said the agency has covered up the cause of their fathers death for 59 years. Frank Olson, who the CIA admitted was given LSD a few days before his death, didnt jump from a 13th floor window of the Statler Hotel in New York City, but rather was pushed, they claim. The circumstances surrounding the death mirrored those detailed in an assassination manual that, upon information and belief, the CIA had drafted that same year, Scott Gilbert, a lawyer for the Olsons, wrote in the complaint. Olsons family has tried to piece together how Frank Olson died and the circumstances surrounding his death ever since a 1975 government report on CIA activities in the U.S. said that he committed suicide after being given LSD without his knowledge. Preston Golson, a CIA spokesman, said ... that the agencys covert behavioral research program known as MK-ULTRA was investigated in 1975 by the Rockefeller Commission and the Church Committee, and in 1977 by the Senate Select Committee on Intelligence and the Senate Subcommittee on Health and Scientific Research. Olsons sons said in the suit they have asked repeatedly to be told the truth about their fathers death. Each time, the government has responded with falsehoods, they said.

Studying how brain responds to hypnosis

[Hypnosis] is the oldest Western conception of psychotherapy and, in mainstream medicine, it has been shown to help patients manage pain, stress and anxiety, and combat traumas and phobia. It is also associated with being used to retrieve "repressed" memories connected to mental disorders. Now, new scientific research, bolstered by technological advances, is shedding light on the neurological nuances of the brain's response to hypnosis. For instance, a recent study from the Stanford University School of Medicine helps explain why some people easily fall into a trance while others do not. David Spiegel, the study's senior author [and medical director of Stanford's Center for Integrative Medicine], defines hypnosis as a state of highly focused attention, achieved through deep breathing and muscle relaxation. When patients are fully hypnotized, they can, for instance, alter their minds to perceive pain as less painful. The ability to slip into this mentality varies among people, according to Spiegel's study. Published this month in Archives of General Psychiatry, it shows that the reason may have to do with the strength of connections between specific brain regions. This deeper proof of people's abilities to be hypnotized helps physicians explain to patients that hypnosis "is not just some carnival trick" but a helpful medical tool, said Donald Olson, director of the pediatric epilepsy program at Lucile Packard Children's Hospital at Stanford. He was not involved in Spiegel's study.

Researchers [have] found that we use two different ways -- suppression or substitution -- to avoid thinking of uncomfortable or unhappy memories. We assume that, in everyday life, healthy people will use a mixture of both mechanisms to prevent an unwanted memory from coming to mind, says Roland Benoit, a scientist at the Medical Research Council, Cognition and Brain Sciences Unit at University of Cambridge. While both processes cause forgetting, a different region of the brain controls each one. Even though people exploit both to forget those nagging, unwanted memories, actively overlooking unpleasant events can negatively impact how we remember. But Benoit notes that learning how people deal with unwanted memories helps them understand how people with traumatic memories, such as PTSD sufferers, cope with remembering.


Researcher to discuss military testing in St. Louis in the 1950s

At 11:05 on a February night in 1953, a worker employed by the U.S. Army opened a valve on a motorized blower and for five minutes dispersed a mysterious fluffy powder into downtown St. Louis. So began military-sponsored tests in St. Louis that remained secret for four decades and, to this day, raise questions about what the government was up to in the Cold War operation. St. Louis was among several cities where the aerosol testing took place in the 1950s and 1960s with zinc cadmium sulfide, a chemical powder mixed with fluorescent particles so that dispersal patterns could be traced. In 1953 alone, the military conducted 16 tests involving 35 separate releases of zinc cadmium sulfide in St. Louis, many in an area described at the time as "a densely populated slum district." The Army conceded later that the tests were part of a biological weapons program and that St. Louis was chosen because it roughly matched the population and terrain of Russian cities that the United States might attack. Relying heavily on documents obtained under the Freedom of Information Act, [Prof. Lisa] Martino-Taylor identifies connections between participants in the St. Louis testing and scientists who took part in wartime efforts to build the atomic bomb. Noting postwar efforts to test radioactive materials on Americans, she raises suspicions that the St. Louis testing involved not just materials called harmless by the Army but possibly radioactive isotopes. Martino-Taylor found in her research that the aerosol particles were milled so as to be easily absorbed into lungs.

Shooter Identified As Former US Military Member

The shooter behind the deadly massacre at the Sikh Temple of Wisconsin [on August 5, 2012] has been identified as 40-year-old Wade Michael Page. Page previously served in the U.S. military, but was no longer on active duty. Page enlisted in the Army in April 1992 and was given a less-than-honorable discharge in October 1998. He was last stationed in Fort Bragg, N.C., serving in the psychological operations unit. Authorities said Page strode into the temple carrying a 9mm handgun and multiple magazines of ammunition and opened fire without saying a word. When the shooting at the Sikh Temple of Wisconsin in suburban Milwaukee ended, six victims ranging in age from 39 to 84 years old lay dead. Three others were critically wounded. The suspect was shot and killed by police. Page joined the military in Milwaukee in 1992 and was a repairman for the Hawk missile system before switching jobs to become one of the Armys psychological operations specialists assigned to a battalion at Fort Bragg, N.C. As a psyops specialist, Page would have trained to host public meetings between locals and American forces, use leaflet campaigns in a conflict zone or use loudspeakers to communicate with enemy soldiers. He never deployed overseas while serving in that role, Pentagon spokesman George Wright said. The FBI was leading the investigation because the shooting was considered domestic terrorism, or an attack that originated inside the U.S. The agency said it had no reason to believe anyone other than Page was involved. The shooting also came two weeks after a gunman killed 12 people at movie theater in Colorado.

One thing you have to understand about ritual abuse is that it's done on purpose, to divide the mind. And the only person who's mind is vulnerable at that time is the child with a developing brain. It's called mind control. Our purpose is to expose ritual abuse. Children are being abused. We want to uncover and document the fact that the problem is real. It's going on all around us. Denial is the biggest problem. People don't believe it's going on. There are active covens, or groups of men, with one woman as their witch. The biggest problem of victims is that no one around them believes them. They've been tortured, seen children murdered, and know ritual abuse first-hand. Their biggest problem is society's denial.

This gun was designed by Japanese researchers to silence people by messing with their heads. It could ... be used to silence protesters [and] important political figures. Talk about an Orwellian nightmare come true! 2. Vomit ray. This weapon ... uses radio frequency (RF) to affect a person's sense of hearing and equilibrium. Anyone hit by these waves (which, by the way, can pass through walls) is expected to throw up. 3. Pain ray. More formally known as the Active Denial System (ADS), the pain ray is a weapon developed by the U.S. military that can ... cause excruciating pain by emitting high-powered waves similar to those from a microwave oven. A smaller version of the pain ray called Silent Guardian was developed by defense technology company Raytheon and is currently available for use by law enforcement agencies. 4. Mind-control gun. Strange, alarming, morbidly intriguing any or all of those would serve to describe the newly announced Zombie Gun that Russian president Vladimir Putin plans to use for achieving political and strategic goals (his words, as quoted from the UK Mail Online). The concept is not new. For some time now military technologists have been working on weapons to incapacitate the enemy by attacking the central nervous system or damaging internal organs. Extremely high doses of microwaves could stop someones heart from beating or disintegrate his eyeballs, for example. Actually introducing such weapons to the combat zone – or perhaps against dissidents – might be new. Lower dose microwave weapons have already been used in Russia for crowd control, and some claim theyve also tried them out in other venues. Quoting from the Mail Online: "Plans to introduce the super-weapons were announced quietly last week by Russian defence minister Anatoly Serdyukov. Mr Serdyukov said: The development of weaponry based on new physics principles – direct-energy weapons, geophysical weapons, wave-energy weapons, genetic weapons, psychotronic weapons, and so on – is part of the state arms procurement programme for 2011-2020." [One weapon] could theoretically render someone pliable or even drive them insane by directly attacking the brain. This is the weapon most appropriately described as a zombie gun. Advances in neuroscience are closer than ever to becoming a reality, but scientists are warning the military - along with their peers - that with great power comes great responsibility. A future of brain-controlled tanks, automated attack drones and mind-reading interrogation techniques may arrive sooner than later, but advances in neuroscience that will usher in a new era of combat come with tough ethical implications for both the military and scientists responsible for the technology, according to one of the country's leading bioethicists. "Nobody knows where that technology is going" ... says Jonathan Moreno, author of Mind Wars: Brain Science and the Military in the 21st Century. "The goals of national security and the goals of science may conflict." Moreno says there is a fine line between using neuroscience devices to allow an injured person to regain baseline functions and enhancing someone's body to perform better than their natural body ever could. The Brookings Institution's Peter Singer writes in his book, Wired for War ... that "the Pentagon's real-world record with things like the aboveground testing of atomic bombs, Agent Orange, and Gulf War syndrome certainly doesn't inspire the greatest confidence." The staggering possibilities are further along than many think. There is already development on automated drones that are programmed to make their own decisions about who to kill. Other ideas that are closer-than-you-think to becoming a military reality: Tanks controlled from half a world away, memory erasures that could prevent PTSD, and "brain fingerprinting" that could be used to extract secrets from enemies. Operation Midnight Climax: How the CIA Dosed S.F. Citizens with LSD

It's been over 50 years, but Wayne Ritchie says he can still remember how it felt to be dosed with acid. Ritchie may be among the last of the living victims of MK-ULTRA, a Central Intelligence Agency operation that covertly tested lysergic acid diethylamide (LSD) on unwitting Americans in San Francisco and New York City from 1953 to 1964. Seymour Hersh first exposed MK-ULTRA in a New York Times article in 1974 that documented CIA illegalities, including the use of its own citizens as guinea pigs. There were at least three CIA safe houses in the Bay Area where experiments went on. Chief among them was 225 Chestnut. Inside, prostitutes paid by the government to lure clients to the apartment served up acid-laced cocktails to unsuspecting johns, while martini-swilling secret agents observed their every move from behind a two-way mirror. The main man behind the mirror was ... George H. White, a Bureau of Narcotics maverick. He oversaw the San Francisco program, gleefully dubbing it Operation Midnight Climax. But, as a 1976 Senate Select Committee on Intelligence Activities noted, there was no medical pre-screening. White [wrote] in a 1971 letter to [Sidney] Gottlieb, "Of course I was a very minor missionary, actually a heretic, but I toiled wholeheartedly in the vineyards because it was fun, fun, fun. Where else could a red-blooded American boy lie, kill and cheat, steal, deceive, rape and pillage with the sanction and blessing of the All-Highest?"

Vets feel abandoned after secret drug experiments

The moment 18-year-old Army Pvt. Tim Josephs arrived at Edgewood Arsenal in 1968, he knew there was something different about the place. "It just did not look like a military base, more like a hospital," recalled Josephs, a Pittsburgh native. Josephs had volunteered for a two-month assignment at Edgewood, in Maryland, lured by three-day weekends closer to home. "It was like a plum assignment," Josephs said. "The idea was they would test new Army field jackets, clothing, weapons and things of that nature, but no mention of drugs or chemicals." But when he went to fill out paperwork the morning after his arrival, the base personnel were wearing white lab coats, and Josephs said he had second thoughts. An officer took him aside. "He said, 'You volunteered for this. You're going to do it. If you don't, you're going to jail. You're going to Vietnam either way -- before or after,'" Josephs said recently. From 1955 to 1975, military researchers at Edgewood were using not only animals but human subjects to test a witches' brew of drugs and chemicals. They ranged from potentially lethal nerve gases like VX and sarin to incapacitating agents like BZ. The military also tested tear gas, barbiturates, tranquilizers, narcotics and hallucinogens like LSD. Josephs, 63, believes the chemical agents he received during his two-month stint at Edgewood [harmed] him, triggering health problems that continue to plague him four decades later.
