The US should put more emphasis on directed-energy weapons, including concentrating on developing a doctrine for their use, said Brig. Gen. William Whittenberger, assistant to the director of strategic plans at Air Force Special Operations on Command. “Our entire integrated air defense can be dismantled through directed-energy efforts,” he [said], including both laser and microwave energy. “Radar [can be] overloaded, computers and terminals overheated, rendering command and control centers ineffective, guidance capability on missiles blinded or burned, satellites overloaded, cell phone towers destroyed, all by directed-energy systems, those are simple, effective, offensive actions ... with less risk, increased effectiveness, less cost, less collateral damage over today’s capabilities,” he said. The Senate Appropriations Subcommittee on Defense approved its version of the Fiscal 2019 funding bill ... which included a total of $317 million in directed energy programs. Whittenberger said the US must “harden against these threats or become a victim to our own success as these technologies will be pirated by other peer nations,” which will also make directed-energy weapon advances of their own. More emphasis also must be placed on doctrine. Currently, he said, work on military use of directed-energy technology is being done “from the bottom up.” However, he noted, “We need to flip that to working doctrinally down and making sure that we have the right requirements in place."

Certain noises, projected at the right pitch, can incapacitate even a stone-deaf terrorist; the bones in your head are brutalized by a tone's full effect whether you're clutching the sides of your skull in agony or not. "HIDA can instantaneously cause loss of equilibrium, vomiting, migraines - really, we can pretty much pick our ailment," he says brightly. Several U.S victims of alleged "health attacks" in Cuba have hired a lawyer out of concern over how the U.S. government will handle their long-term medical treatment. "That's not at all clear," said lawyer Mark Zaid, who represents eight of the at least 24 U.S. diplomats, intelligence officers and relatives affected by the incidents in Havana. "Some already had to spend their own money" on treatment. "Are they being treated or are they being studied? It's not entirely clear what is happening," the lawyer said, adding that some of the victims had problems accessing their medical records at the UPenn treatment center because the records are government property. Zaid added that ... the cases have placed the government in a predicament because of the mystery not just on the so-called attacks but the injuries experienced. For example, federal employees who have been injured by incidents such as explosions, "the wounds have been specific and concrete, not strange brain and neurological damages. It's much more complicated." In a separate case, another Zaid client - Mike Beck, a retired National Security Agency counterintelligence officer - suffered a "potentially similar attack" in the 1990s when he traveled to an unidentified country. Years later, Beck and a companion on the trip were found to be suffering from Parkinson's disease. Mike Beck, a National Security Agency counterintelligence officer, could always bang out 60 words a minute. But in early 2006, Beck struggled to move his fingers at their usual typing speed. Soon after, a brain scan showed why: Beck had Parkinson's disease, the second-most-common neurodegenerative disorder in the United States. He was only 46 - unusually young for Parkinson's. No one in his family had ever had it. Then, in an unsettling coincidence, he learned that an NSA colleague — a man he'd spent a pivotal week in 1996 with in a hostile country — had also just been diagnosed with Parkinson's. Eventually, Beck read a classified intelligence report that convinced him that he and his co-worker on the trip were likely the victims of a covert attack that led to their illnesses - and that has prompted a highly unusual workers' compensation claim. Beck believes that while he and his colleague were sleeping in their hotel rooms, the hostile country, which he cannot name for security reasons, deployed a high-powered microwave weapon against them, damaging their nervous systems. For the last four years, Beck, 57, has been trying to persuade the Labor Department to award him 75 percent of his salary, or about $110,000 a year. But the Labor Department won't approve Beck's request without solid evidence that he was targeted. In Beck's case — short of obtaining proof from the hostile nation's spy service — he'd need the endorsement of the NSA, which has refused to provide it.

China Builds Laser Rifle That Can Remotely Set Fire to People's Skin

Chinese researchers are working on a new handheld laser weapon capable of burning skin and clothing from up to half a mile away. Boasts about the ... laser rifle's capabilities come amid a diplomatic row between the US and China over the use of blinding lasers on military aircraft. The new laser rifle will be used by anti-terrorism squads in the Chinese Armed Police, the South China Morning Post reports, with prototypes of the device already being tested ... at the Chinese Academy of Sciences. The ZKZM assault rifle causes "instant carbonisation" of human tissue, according to the researchers behind it, and will "burn through clothes in a split second. " The unnamed researcher from the Chinese Academy of Sciences added: "If the fabric is flammable, the whole person will be set on fire." While the gun is not powerful enough to kill someone, the researcher said: "The pain will be beyond endurance." Aerospace and defence giant Lockheed Martin has previously developed laser beam systems that can be attached to planes or ground-based vehicles. In May, the Pentagon made a formal complaint to the Chinese government over Chinese nationals allegedly pointing lasers at US planes in east Africa. While there has been no word on when China's new laser gun might see service, the US Navy recently announced its own $300 million research fund aimed at creating a family of laser weapons for its fleet. In 2016, the US military said it would be deploying laser weapons as early as 2023.

Inmate deaths reveal “torturous” use of Tasers

Tasers have been misused or linked to accusations of torture or corporal punishment in U.S. prisons and jails. Reuters identified 104 deaths involving Tasers behind bars, nearly all since 2000 – 10 percent of a larger universe of more than 1,000 fatal law enforcement encounters in which the weapons were used. Of the 104 inmates who died, just two were armed. A third were in handcuffs or other restraints when stunned. In more than two-thirds of the 70 cases in which Reuters was able to gather full details, the inmate already was immobilized when shocked. Tasers have “high potential for abuse” behind bars, said U.S. Justice Department consultant Steve Martin, a former general counsel for the Texas Department of Corrections who has inspected more than 500 U.S. prisons and jails. “When you inflict pain, serious pain, for the singular purpose of inflicting pain ... it meets the definition of the legal standard of excessive force, but it’s also torturous.” San Bernardino County paid $2.8 million this year to nearly 40 current and former inmates to settle a series of lawsuits that included allegations Tasers were regularly used for torture at the county’s West Valley Detention Center. The suits alleged an array of abuses at the 3,347-bed jail ... including guards stunning inmates in the genitals. Inmate John Hanson testified he was shocked nearly five times a day from February to March 2014 in “surprise attacks” as he delivered meals to inmates. Deputies were “truly enjoying the control and affliction of pain,” he said.

The Microwave Scream Inside Your Skull

The U.S. military bankrolled early development of a non-lethal microwave weapon that creates sound inside your head. The project is known as MEDUSA – a contrived acronym for Mob Excess Deterrent Using Silent Audio. And it should not be confused with the Long Range Acoustic Device and similar gadgets which simply project sound. This one uses the so-called "microwave auditory effect": a beam of microwaves is turned into sound by the interaction with your head. Nobody else can hear it unless they are in the beam as well. The idea (dubbed "the telepathic ray gun") was mentioned in a 1998 US Army study, which turned up in a recent Freedom of Information Act document dump. Five years later, the Navy decided to put some R&D dollars into the project. Now ... Dr. Lev Sadovnik of the Sierra Nevada Corporation has provided more details. There are health risks, he notes. The biggest issue from the microwave weapon is ... the risk of brain damage from the high-intensity shockwave created by the microwave pulse. A device that delivered a lethal shockwave inside the target's skull might make an effective death ray. Dr. Sadovnik also makes the intriguing suggestion that ... it might be used at low power to produce a whisper that was too quiet to perceive consciously but might be able to subconsciously influence someone. An American citizen working at the U.S. consulate in the southern Chinese city of Guangzhou has reported suffering from “abnormal” sounds and pressure leading to a mild brain injury, the U.S. embassy said on Wednesday. China said it was investigating the incident. U.S. Secretary of State Mike Pompeo said the United States was concerned about the “serious medical incident” and raised it with China’s visiting State Councillor Wang Yi. Pompeo told a news conference with Wang, “We’re working together to resolve [this] ... I hope we can figure it out.” The unnamed American citizen ... had reported a variety of “physical symptoms” dating from late 2017. “The clinical findings of this evaluation matched mild traumatic brain injury (MTBI),” the embassy said. “We cannot at this time connect it with what happened in Havana, but we are investigating all possibilities,” a U.S. embassy official [said]. The U.S. government ... issued a health alert to Americans in China. “If you experience any unusual acute auditory or sensory phenomena accompanied by unusual sounds or piercing noises, do not attempt to locate their source. Instead, move to a location where the sounds are not present,” the emailed alert said. The U.S. government in October expelled 15 Cuban diplomats ... for what it said was Cuba’s failure to protect staff at the U.S. embassy in Havana from mysterious health incidents at one point thought to possibly have been acoustic “attacks”. Diplomats in Cuba Suffered Brain Injuries. Experts Still Don’t Know Why.

A group of American diplomats stationed in Havana appear to have symptoms of concussion without ever having received blows to their heads, medical experts have found. The diplomats originally were said to have been victims of a “sonic attack,” a possibility that the Federal Bureau of Investigation reportedly ruled out. The experts’ report, published late Wednesday in the journal JAMA, does not solve the mystery, instead raising even more questions about what could have caused the brain injuries. The incidents occurred in 2016, when 18 of the 21 affected diplomats reported they heard strange sounds in their homes or hotel rooms. All but one reported immediate symptoms: headache, pain in one ear, loss of hearing. Days or weeks later, other symptoms emerged. The State Department asked researchers at the University of Pennsylvania to investigate. Their report confirmed neurological problems in the diplomats, including signs of what appear to be concussions. The study’s lead author, Dr. Douglas H. Smith [said], “This is ... concussion without blunt head trauma.” Like concussion patients, some of the diplomats improved on their own, while others recovered only after therapy. Dr. Smith and his colleagues do not think audible sound caused the injuries. Perhaps, they speculated, a device that produced another sort of harmful energy also produced an audible sound. Low-frequency infrasound, high-frequency ultrasound and microwaves have all been shown to damage the brain, the researchers noted.

The two-year-old U.S. diplomatic relationship with Cuba was roiled Wednesday by what U.S. officials say was a string of bizarre incidents that left a group of American diplomats in Havana with severe hearing loss attributed to a covert sonic device. In the fall of 2016, a series of U.S. diplomats began suffering unexplained losses of hearing. Some of the diplomats' symptoms were so severe that they were forced to cancel their tours early. U.S. officials concluded that the diplomats had been exposed to an advanced device that operated outside the range of audible sound and had been deployed either inside or outside their residences. It was not immediately clear if the device was a weapon used in a deliberate attack, or had some other purpose. State Department spokeswoman Heather Nauert said the U.S. retaliated by expelling two Cuban diplomats from their embassy in Washington on May 23. The Cuban Foreign Ministry said it had been informed of the incidents on Feb. 17 and had launched an "exhaustive, high-priority, urgent investigation." U.S. officials told The Associated Press that about five diplomats, several with spouses, had been affected and that no children had been involved. Cuba employs a state security apparatus that keeps many people under surveillance and U.S. diplomats are among the most closely monitored people on the island. As Taser warns of more and more risks, cities bear a burden in court

At least 442 wrongful death suits have been filed over fatalities that followed the use of a Taser, almost all since the stun guns began gaining widespread popularity with police in the early 2000s, Reuters found in a nationwide review of legal filings. Police departments and the municipalities they represent have faced 435 of these suits. The manufacturer was a defendant in 128 of them. In all, wrongful death lawsuits were filed in at least 44 percent of the 1,000-plus incidents Reuters identified in which someone died after being stunned with a Taser by police. In more than 60 percent of the resolved cases against municipalities, government defendants paid settlements or judgments. Reuters documented at least $172 million in publicly funded payouts to resolve the litigation. Yet one party is increasingly absent from the courtroom: Taser International. From 2004 through 2009, the company was named as a defendant in more than 40 percent of the wrongful death suits filed against local governments. Typically, those suits alleged the company failed to warn adequately of the risks posed by its weapons. Late in 2009, as evidence of cardiac risks mounted, Taser made a crucial change: It warned police to avoid firing its stun gun’s electrified darts at a person’s chest. The manufacturer’s warnings have made it far more difficult to successfully sue the company. So now ... plaintiffs are suing governments, not the manufacturer. Behind these legal battles is a troubling truth: Many officers aren’t aware Tasers have the potential to kill.

Soon came the hearing loss, and the speech problems, symptoms both similar and altogether different from others among at least 21 US victims in an astonishing international mystery still unfolding in Cuba. New details learned by the Associated Press indicate at least some of the incidents were confined to specific rooms or even parts of rooms with laser-like specificity, baffling US officials who say the facts and the physics don’t add up. Suspicion initially focused on a sonic weapon. Yet the diagnosis of mild brain injury, considered unlikely to result from sound, has confounded the FBI, the state department and US intelligence agencies involved in the investigation. Some victims now have problems concentrating or recalling specific words, several officials said, the latest signs of more serious damage than the US government initially realized. The United States first acknowledged the attacks in August – nine months after symptoms were first reported. The cases vary deeply: different symptoms, different recollections of what happened. Many who die are among society’s vulnerable – unarmed, in psychological distress and seeking help. As her husband stalked around the back yard, upending chairs and screaming about demons, Nancy Schrock ... dialed the police. “He needs to be in the hospital,” she told a 911 dispatcher. Tom Schrock had struggled with depression ... throughout their 35-year marriage. Police had visited the family’s [house] more than a dozen times. Typically, Tom was taken to the hospital, medicated and sent home after 72 hours. Not this time. Three officers answered the call, categorized by the dispatcher as a disturbance involving an unarmed man with mental health issues. Nancy took them through the house to the back; Santiago Mota, a veteran cop, drew his Taser. As officers came out the back door, Tom strode toward them. Mota fired the Taser. Tom buckled, then retreated. Mota followed, pressed the electric stun gun to Tom’s chest and fired again. The 57-year-old collapsed [and] never regained consciousness. “I called for help,” Nancy said. “I didn’t call for them to come and kill him.” Reuters documented 1,005 incidents in the United States in which people died after police stunned them with Tasers. In nine of every 10 incidents, the deceased was unarmed. More than 100 of the fatal encounters began with a 911 call for help during a medical emergency.

First State Legalizes Taser Drones for Cops

It is now legal for law enforcement in North Dakota to fly drones armed with everything from Tasers to tear gas thanks to a last-minute push by a pro-police lobbyist. House Bill 1328 wasn’t drafted that way. The bill’s stated intent was to require police to obtain a search warrant from a judge in order to use a drone to search for criminal evidence. In fact, the original draft of Representative Rick Becker’s bill would have banned all weapons on police drones. Even “less than lethal” weapons can kill though. At least 39 people have been killed by police Tasers in 2015 so far. The Grand Forks County Sheriff’s Department ... is hiding a full accounting of how many drone missions they’ve flown since 2012. The FAA notes 401 drone “operations” performed by the Grand Forks County Sheriff’s Department from 2012 to September 2014, while [County Sheriff Bob] Rost and [drone pilot Al] Frazier maintain just 21 missions have taken place. “We don’t make a practice of snooping on people,” Rost said recently. However, Rost’s statement was followed by an admission that the sheriff expects drones to be used in criminal investigations in the near future. Few noticed when HB 1328 passed with a clause allowing them to be armed.

The world’s most advanced ionospheric research facility has in its lifetime faced allegations of being a 'military death beam', a weapon of weather control and even a top-secret mind-control project. Now, the US government’s High Frequency Active Auroral Research Program (HAARP) is threatened with closure. HAARP, near Gakona, Alaska, comprises radio transmitters and antennas that are used to heat up the ionosphere — the uppermost region of the atmosphere — creating a laboratory in the sky for scientists.The facility has been used to produce an artificial aurora and to study how charged particles behave in the ionosphere, at a total cost of more than $250 million to build and operate. To justify HAARP’s price, the Pentagon had to dream up exotic military applications, sparking conspiracy theories. The practical challenge for HAARP has been to balance its role as a Pentagon-operated site for developing military applications with its function as a basic science facility. Supporters have long tried to come up with potential military uses, such as testing deep-sea communications for submarines, detecting underground military bunkers and cleaning up satellite-disabling electrons in the event of a high-altitude nuclear detonation. Research into that last application had been supported by the US Defense Advanced Research Projects Agency (DARPA), but its chief says that the agency is now abandoning its work at HAARP. The final DARPA-sponsored experiment, called Basic Research on Ionospheric Characteristics and Effects (BRIOCHE), is scheduled to end in mid-June.

With all the intense secrecy around this for reasons of "national security," it's hard to know what's really happening.

The U.S. Air Force gave official notice to Congress [on May 14] that it intends to dismantle the $300 million High Frequency Active Auroral Research Program in Gakona this summer. The shutdown of HAARP ... will start after a final research experiment takes place in mid-June, the Air Force said in a letter to Congress. David Walker, deputy assistant secretary of the Air Force for science, technology and engineering, said this is "not an area that we have any need for in the future" and it would not be a good use of Air Force research funds to keep HAARP going. "We're moving on to other ways of managing the ionosphere, which the HAARP was really designed to do," he said. "To inject energy into the ionosphere to be able to actually control it. But that work has been completed." Comments of that sort have given rise to endless conspiracy theories, portraying HAARP as a superweapon capable of mind control or weather control, with enough juice to trigger hurricanes, tornadoes and earthquakes. Scientists say all of that is nonsense, and that the degree of ionosphere control possible through HAARP is akin to controlling the Pacific Ocean by tossing a rock into it. Built at a cost of more than $290 million, the site has 180 antennas on 30 acres that are used to direct energy into the ionosphere, which is 55 miles to 370 miles above the Earth, and monitor changes in the flow of charged particles. Stevens was the godfather of HAARP, which he helped start two decades ago with annual earmarks slipped into the defense budget.

Are We Ready for the Russian Zombie Gun?

Strange, alarming, morbidly intriguing — any or all of those would serve to describe the newly announced “Zombie Gun” that Russian president Vladimir Putin plans to use “for achieving political and strategic goals” (his words, as quoted from the UK Mail Online). The concept is not new. For some time now military technologists have been working on weapons to incapacitate the enemy by attacking the central nervous system or damaging internal organs. Extremely high doses of microwaves could stop someone’s heart from beating or disintegrate his eyeballs, for example. Actually introducing such weapons to the combat zone – or perhaps against dissidents – might be new. Lower dose microwave weapons have already been used in Russia for crowd control, and some claim they’ve also tried them out in other venues. Quoting from the Mail Online: "Plans to introduce the super-weapons were announced quietly last week by Russian defence minister Anatoly Serdyukov. Mr Serdyukov said: ‘The development of weaponry based on new physics principles – direct-energy weapons, geophysical weapons, wave-energy weapons, genetic weapons, psychotronic weapons, and so on – is part of the state arms procurement programme for 2011-2020.’" [One weapon] could theoretically render someone pliable or even drive them insane by directly attacking the brain. This is the weapon most appropriately described as a “zombie gun.” Similar weapons have already been used on a trial basis.

Scientists Warn of Ethical Battle Concerning Military Mind Control

Advances in neuroscience are closer than ever to becoming a reality, but scientists are warning the military - along with their peers - that with great power comes great responsibility. A future of brain-controlled tanks, automated attack drones and mind-reading interrogation techniques may arrive sooner than later, but advances in neuroscience that will usher in a new era of combat come with tough ethical implications for both the military and scientists responsible for the technology, according to one of the country's leading bioethicists. "Nobody knows where that technology is going" ... says Jonathan Moreno, author of Mind Wars: Brain Science and the Military in the 21st Century. "The goals of national security and the goals of science may conflict." Moreno says there is a fine line between using neuroscience devices to allow an injured person to regain baseline functions and enhancing someone's body to perform better than their natural body ever could. The Brookings Institution's Peter Singer writes in his book, Wired for War ... that "the Pentagon's real-world record with things like the aboveground testing of atomic bombs, Agent Orange, and Gulf War syndrome certainly doesn't inspire the greatest confidence." The staggering possibilities are further along than many think. There is already development on automated drones that are programmed to make their own decisions about who to kill. Other ideas that are closer-than-you-think to becoming a military reality: Tanks controlled from half a world away, memory erasures that could prevent PTSD, and "brain fingerprinting" that could be used to extract secrets from enemies. Should soldiers have the right to refuse "experimental" brain implants?
