"Gentlemen! We have called you together to inform you that we are going to overthrow the United States government." So begins a statement being delivered by Gen. Carl W. Steiner. At least the voice sounds amazingly like him. But it is not Steiner. It is the result of voice "morphing" technology developed at the Los Alamos National Laboratory in New Mexico. Psychological operations ... PSYOPS, as the military calls it, seek to exploit human vulnerabilities in enemy governments, militaries and populations to pursue national and battlefield objectives. Covert operators kicked around the idea of creating a computer-faked videotape of Saddam Hussein crying or showing other such manly weaknesses, or in some sexually compromising situation. The nascent plan was for the tapes to be flooded into Iraq and the Arab world. The tape war never proceeded ... but the "strategic" PSYOPS scheming didn't die. What if the U.S. projected a holographic image of Allah floating over Baghdad urging the Iraqi people and Army to rise up against Saddam, a senior Air Force officer asked in 1990? According to a military physicist given the task of looking into the hologram idea, the feasibility had been established of projecting large, three-dimensional objects that appeared to float in the air. A super secret program was established in 1994 to pursue the very technology for PSYOPS application. The "Holographic Projector" is described in a classified Air Force document as a system to "project information power from space ... for special operations deception missions."

Woody Norris aims the silvery plate ... demonstrating something called HyperSonic Sound (HSS). I pace out a hundred yards. Norris pelts me with the Handel. The sound is inside my head. Imagine, he says, walking by a soda machine (say, one of the five million in Japan that will soon employ HSS) ... then hearing what you alone hear -- the plink of ice cubes and the invocation, ''Wouldn't a Coke taste great right about now?'' An HSS transmission can travel 450 feet - at practically the same volume all along its path. In past months, Norris and his staff have made a further, key improvement to HSS -- instead of sending out a column of sound, they can now project a single sphere of it, self-contained, like a bubble. [And] there are Defense Department applications. Norris [has] been busy honing something called High Intensity Directed Acoustics (HIDA). Although [it] has been routinely referred to as a "nonlethal weapon," ... in reality, HIDA is both warning and weapon. If used from a battleship, it can ward off stray crafts at 500 yards with a pinpointed verbal warning. Should the offending vessel continue ... the stern warnings are replaced by 120-decibel sounds that are as physically disabling as shrapnel. Certain noises, projected at the right pitch, can incapacitate even a stone-deaf terrorist; the bones in your head are brutalized by a tone's full effect whether you're clutching the sides of your skull in agony or not. "HIDA can instantaneously cause loss of equilibrium, vomiting, migraines - really, we can pretty much pick our ailment," he says brightly. Last month, [Norris' company] A.T.C. cut a five-year, multimillion-dollar licensing agreement with General Dynamics, one of the giants of the military-industrial complex.

A community of people who believe the government is beaming voices into their minds ... may be crazy, but the Pentagon has pursued a weapon that can do just that. An academic paper written for the Air Force in the mid-1990s mentions the idea of [such] a weapon. "The signal can be a 'message from God' that can warn the enemy of impending doom, or encourage the enemy to surrender." In 2002, the Air Force Research Laboratory patented precisely such a technology: using microwaves to send words into someone's head. The patent was based on human experimentation in October 1994 at the Air Force lab, where scientists were able to transmit phrases into the heads of human subjects, albeit with marginal intelligibility. The official U.S. Air Force position is that there are no non-thermal effects of microwaves. Yet ... the military's use of weapons that employ electromagnetic radiation to create pain is well-known. In 2001, the Pentagon declassified one element of this research: the Active Denial System, a weapon that uses electromagnetic radiation to heat skin and create an intense burning sensation. While its exact range is classified, Doug Beason, an expert in directed-energy weapons, puts it at about 700 meters, and the beam cannot penetrate a number of materials, such as aluminum. Given the history of America's clandestine research, it's reasonable to assume that if the defense establishment could develop mind-control or long-distance ray weapons, it almost certainly would. And, once developed, the possibility that they might be tested on innocent civilians could not be categorically dismissed.

119K people hurt by riot-control weapons since 2015

More than 119,000 people have been injured by tear gas and other chemical irritants around the world since 2015 and some 2,000 suffered injuries from “less lethal” impact projectiles, according to a report released Wednesday. Physicians for Human Rights and the International Network of Civil Liberties Organizations, which produced the report, called it “the most comprehensive study on crowd-control weapons to date.” The report on casualties from a largely unregulated industry cites an alarming evolution of crowd-control devices into more powerful and indiscriminate designs and deployment, including dropping tear gas from drones. Some of the injuries were fatal but it was impossible from the data to estimate the total number of deaths, said the report’s lead author, Rohini Haar. The vast majority of the data comes from cases in which a person came to an emergency room with injuries from crowd-control weapons and the attending doctor or hospital staff made the effort to document it, Haar said. Protesters have been blinded and suffered brain damage from beanbag rounds. In November, the city of Portland reached a $250,000 settlement with five demonstrators in a federal lawsuit over police use of tear gas and other crowd-control devices during racial justice protests. But last month, a federal judge threw out an excessive force claim against an unnamed federal agent who fired an impact munition at the forehead of protester Donavan La Bella, fracturing his skull.

Government Accidentally Releases Documents on "Psycho-Electric" Weapons

MuckRock, a news organization that specializes in filing Freedom of Information Act (FOIA) requests with state and federal government bodies, received mysterious documents about mind control, seemingly by accident. Journalist Curtis Waltman was writing to the Washington State Fusion Center (WSFC), a joint operation between Washington State law enforcement and the federal government to request information about Antifa and white supremacist groups. He got responses to the questions he asked, but also a file titled "EM effects on human body.zip." At least some of the images [in the file] appear to be part of an article in Nexus magazine describing a 1992 lawsuit brought by one John St. Clair Akewi against the NSA. Akewi claimed that the NSA had the "ability to assassinate US citizens covertly or run covert psychological control operations to cause subjects to be diagnosed with ill mental health" and was documenting their alleged methods. The federal government has absolutely experimented with mind control in a variety of methods, but the documents here do not appear to be official. Waltman had no idea why these documents were included in his request and isn't sure why the government is holding them. The WSFC did not respond to requests for more information.

RNC [Republican National Convention] to Feature Unusual Forms of Sound

Outside the convention hall, New York City police plan to control protesters using a device that directs sound for up to 1,500 feet in a spotlight-like beam. Meanwhile, a display of former Republican presidents inside the hall will feature campaign speeches that are funneled to listeners through highly focused audio beams. Both technologies feature unprecedented manipulation of sound, but for very different purposes. And while both technologies have unique, "gee-whiz" factors, some remain uneasy with the idea of using sound to control crowds. When in weapon mode, LRAD blasts a tightly controlled stream of caustic sound that can be turned up to high enough levels to trigger nausea or possibly fainting. LRAD ... has been used by the U.S. military in Iraq and at sea as a non-lethal force. In these settings, operators can use the device not only to convey orders, but also as a weapon. In tests, police have shown how they can convey orders in a normal voice to someone as far as four blocks away. The sound beam is even equipped with a viewfinder so the operator can precisely target the audio by finding a person in cross hairs. Rather than using pure volume to throw sound far, the LRAD reaches distant ears by focusing the audio beam. Wherever the beam makes contact with air, the air molecules interact in a way that isolates the original audible sound. So if you're standing in front of the ultrasonic sound wave, you can hear the sound. If you're a few inches away, you hear nothing. Already, some Coca-Cola machines in Japan are equipped with the technology so passers-by hear the enticing sound of soda being poured into a glass of ice.

For [many] years, sci-fi writers have imagined weapons that might use energy waves or pulses to knock out, knock down, or otherwise disable enemies--without necessarily killing them. And for a good 40 years the U.S. military has quietly been pursuing weapons of this sort. Much of this work is still secret. But now ... the search for weapons that could incapacitate people without inflicting lethal injuries has intensified. Police, too, are keenly interested. Scores of new contracts have been let, and scientists, aided by government research on the "bioeffects" of beamed energy, are searching the electromagnetic and sonic spectrums for wavelengths that can affect human behavior. Recent advancements in miniaturized electronics, power generation, and beam aiming may finally have put such pulse and beam weapons on the cusp of practicality. Scientists say they are natural successors to projects already underway--beams that disable the electronic systems of aircraft, computers, or missiles, for instance. "Once you are into these antimateriel weapons, it is a short jump to antipersonnel weapons," says Louis Slesin, editor of the trade journal Microwave News. That's because the human body is essentially an electrochemical system, and devices that disrupt the electrical impulses of the nervous system can affect behavior and body functions. But these programs--particularly those involving antipersonnel research--are so well guarded that details are scarce. "People [in the military] go silent on this issue," says Slesin, "more than any other issue. People just do not want to talk about this."

New details learned by the Associated Press indicate at least some of the incidents were confined to specific rooms or even parts of rooms with laser-like specificity, baffling US officials who say the facts and the physics dont add up. Suspicion initially focused on a sonic weapon. Yet the diagnosis of mild brain injury, considered unlikely to result from sound, has confounded the FBI, the state department and US intelligence agencies involved in the investigation. Some victims now have problems concentrating or recalling specific words, several officials said, the latest signs of more serious damage than the US government initially realized. The United States first acknowledged the attacks in August nine months after symptoms were first reported. The cases vary deeply: different symptoms, different recollections of what happened. In several episodes recounted by US officials, victims knew it was happening in real time, and there were strong indications of a sonic attack.

It's Not a "Military Death Beam" and It's Not Getting Any More Federal Funding

The worlds most advanced ionospheric research facility has in its lifetime faced allegations of being a 'military death beam', a weapon of weather control and even a top-secret mind-control project. Now, the US governments High Frequency Active Auroral Research Program (HAARP) is threatened with closure. HAARP, near Gakona, Alaska, comprises radio transmitters and antennas that are used to heat up the ionosphere the uppermost region of the atmosphere creating a laboratory in the sky for scientists.The facility has been used to produce an artificial aurora and to study how charged particles behave in the ionosphere, at a total cost of more than $250 million to build and operate. To justify HAARPs price, the Pentagon had to dream up exotic military applications, sparking conspiracy theories. The practical challenge for HAARP has been to balance its role as a Pentagon-operated site for developing military applications with its function as a basic science facility. Supporters have long tried to come up with potential military uses, such as testing deep-sea communications for submarines, detecting underground military bunkers and cleaning up satellite-disabling electrons in the event of a high-altitude nuclear detonation. Research into that last application had been supported by the US Defense Advanced Research Projects Agency (DARPA), but its chief says that the agency is now abandoning its work at HAARP. The final DARPA-sponsored experiment, called Basic Research on Ionospheric Characteristics and Effects (BRIOCHE), is scheduled to end in mid-June.

Talk about an Orwellian nightmare come true! 2. Vomit ray. This weapon ... uses radio frequency (RF) to affect a person's sense of hearing and equilibrium. Anyone hit by these waves (which, by the way, can pass through walls) is expected to throw up. 3. Pain ray. More formally known as the Active Denial System (ADS), the pain ray is a weapon developed by the U.S. military that can ... cause excruciating pain by emitting high-powered waves similar to those from a microwave oven. A smaller version of the pain ray called Silent Guardian was developed by defense technology company Raytheon and is currently available for use by law enforcement agencies. 4. Mind-control gun. Russian Prime Minister Vladimir Putin recently admitted that the country's government created a gun that can put people in a zombie-like state. Studies about the effects of electromagnetic radiation on the brain reveal that one of its possible effects is implanting thoughts and suggestions into a target's mind. 5. Self-guided bullet. The U.S. [has] developed a new kind of bullet that could turn anyone into a sharpshooter. As long as you shine a laser beam to what you want to hit, the sensor on the bullet's nose can follow it ... even if the target is up to a mile away. Are We Ready for the Russian Zombie Gun?

Strange, alarming, morbidly intriguing any or all of those would serve to describe the newly announced Zombie Gun that Russian president Vladimir Putin plans to use for achieving political and strategic goals (his words, as quoted from the UK Mail Online). The concept is not new. For some time now military technologists have been working on weapons to incapacitate the enemy by attacking the central nervous system or damaging internal organs. Extremely high doses of microwaves could stop someones heart from beating or disintegrate his eyeballs, for example. Actually introducing such weapons to the combat zone – or perhaps against dissidents – might be new. Lower dose microwave weapons have already been used in Russia for crowd control, and some claim theyve also tried them out in other venues. Quoting from the Mail Online: "Plans to introduce the super-weapons were announced quietly last week by Russian defence minister Anatoly Serdyukov. Mr Serdyukov said: The development of weaponry based on new physics principles – direct-energy weapons, geophysical weapons, wave-energy weapons, genetic weapons, psychotronic weapons, and so on – is part of the state arms procurement programme for 2011-2020." [One weapon] could theoretically render someone pliable or even drive them insane by directly attacking the brain. This is the weapon most appropriately described as a zombie gun. The Microwave Scream Inside Your Skull

The U.S. military bankrolled early development of a non-lethal microwave weapon that creates sound inside your head. The project is known as MEDUSA a contrived acronym for Mob Excess Deterrent Using Silent Audio. And it should not be confused with the Long Range Acoustic Device and similar gadgets which simply project sound. This one uses the so-called "microwave auditory effect": a beam of microwaves is turned into sound by the interaction with your head. Nobody else can hear it unless they are in the beam as well. The idea (dubbed "the telepathic ray gun") was mentioned in a 1998 US Army study, which turned up in a recent Freedom of Information Act document dump. Five years later, the Navy decided to put some R&D dollars into the project. Now ... Dr. Lev Sadovnik of the Sierra Nevada Corporation has provided more details. There are health risks, he notes. The biggest issue from the microwave weapon is ... the risk of brain damage from the high-intensity shockwave created by the microwave pulse. A device that delivered a lethal shockwave inside the target's skull might make an effective death ray. Dr. Sadovnik also makes the intriguing suggestion that ... it might be used at low power to produce a whisper that was too quiet to perceive consciously but might be able to subconsciously influence someone. Sadovnik even suggests subliminal advertising, beaming information that is not consciously heard (a notion also spotted on the US Army's voice-to-skull page).

Mother of U.S. diplomat hurt in 'health attack' speaks out

Laura Hughes, an Air Force veteran, says her daughter Catherine Werner is struggling with the effects of traumatic brain injury after experiencing strange sounds and sensations at her apartment in Guangzhou [China], where Werner was a foreign trade officer until being medevaced out earlier this year. She's calling on the State Department to do more to solve the mystery that has eluded investigators since U.S. diplomats and spies starting getting sick in Cuba in late 2016. Hughes is coming forward publicly because she says her daughter and the other government workers cannot. Werner is the only U.S. worker in either Cuba or China whose identity is publicly known. For Hughes, the saga started nearly a year ago when she said her daughter's health started declining: nausea, unbearable headaches, and problems with balance, vision and memory. [Then Hughes] started experiencing the sounds and sensations, too. She is concerned that the U.S. is downplaying what happened. She says rather than conducting a transparent investigation, some State Department officials have been "misinforming and they've been suppressing information. Our whole lives are uprooted. And instead of being helped by the State Department, it's an atrocity how they're taking care of this." U.S. officials [say] they're considering the possibility of an electromagnetic weapon, possibly involving microwave technology. Doctors have said many of the Havana diplomats have brain injuries that look like concussions, except with no known blow to the head. Both Hughes and her daughter remain in intensive rehabilitation.

Report Points to Microwave 'Attack' as Likely Source of Mystery Illnesses That Hit Diplomats and Spies

The most probable cause of a series of mysterious afflictions that sickened American spies and diplomats abroad in the past several years was radiofrequency energy, a type of radiation that includes microwaves, the National Academies of Sciences, Engineering, and Medicine has concluded in a report. The conclusion by a committee of 19 experts in medicine and other fields cited "directed, pulsed radiofrequency energy" as "the most plausible mechanism" to explain the illness, which came to be known as Havana syndrome. The report, which was commissioned by the State Department, provides the most definitive explanation yet of the illness that struck scores of government employees, first at the U.S. Embassy in Havana in 2016, and then in China and other countries. Many of the officers suffered from dizziness, fatigue, headaches, and loss of hearing, memory and balance, and some were forced into permanent retirement. C.I.A. officers visiting overseas stations also experienced similar symptoms. The new report reveals strong evidence that the incidents were the result of a malicious attack. It attributes the illnesses to "directed" and "pulsed" – rather than "continuous" – energy, implying that the victims' exposure was targeted and not the result of more common sources of microwave energy. People for the Ethical Treatment of Animals on Monday implored the U.S. military to reinstate a ban on the intentional wounding of animals in experiments and to stop radiation testing in an attempt to determine the cause of the mystery ailment popularly known as "Havana syndrome" that has afflicted U.S. government officials posted at diplomatic facilities in Washington, D.C. and several foreign countries. PETA argues that the military's decision to use live animals in testing related to Havana syndrome is "counterproductive" due to biological differences between humans and species subjected to the experiments, as well as the widespread availability of non-wounding research methods and the likelihood that radio frequency waves did not cause the mysterious ailment. The U.S. government has a long history of radiation experiments not only on animals but also on human beings. Scores of institutions, including some of North America's most prominent universities, laboratories, and hospitals hosted government and military experimentation on both volunteers and unwitting test subjects in the MK-ULTRA mind control experiments and other highly unethical and sometimes deadly programs. Chinese researchers are working on a new handheld laser weapon capable of burning skin and clothing from up to half a mile away. The new laser rifle will be used by anti-terrorism squads in the Chinese Armed Police, the South China Morning Post reports, with prototypes of the device already being tested ... at the Chinese Academy of Sciences. The ZKZM assault rifle causes "instant carbonisation" of human tissue, according to the researchers behind it, and will "burn through clothes in a split second. " The unnamed researcher from the Chinese Academy of Sciences added: "If the fabric is flammable, the whole person will be set on fire." While the gun is not powerful enough to kill someone, the researcher said: "The pain will be beyond endurance." Aerospace and defence giant Lockheed Martin has previously developed laser beam systems that can be attached to planes or ground-based vehicles. In May, the Pentagon made a formal complaint to the Chinese government over Chinese nationals allegedly pointing lasers at US planes in east Africa. While there has been no word on when China's new laser gun might see service, the US Navy recently announced its own $300 million research fund aimed at creating a family of laser weapons for its fleet. In 2016, the US military said it would be deploying laser weapons as early as 2023.

The US should put more emphasis on directed-energy weapons, including concentrating on developing a doctrine for their use, said Brig. Gen. William Whittenberger, assistant to the director of strategic plans at Air Force Special Operations on Command. Our entire integrated air defense can be dismantled through directed-energy efforts, he [said], including both laser and microwave energy. Radar [can be] overloaded, computers and terminals overheated, rendering command and control centers ineffective, guidance capability on missiles blinded or burned, satellites overloaded, cell phone towers destroyed, all by directed-energy systems, those are simple, effective, offensive actions ... with less risk, increased effectiveness, less cost, less collateral damage over todays capabilities, he said. The Senate Appropriations Subcommittee on Defense approved its version of the Fiscal 2019 funding bill ... which included a total of $317 million in directed energy programs. Whittenberger said the US must harden against these threats or become a victim to our own success as these technologies will be pirated by other peer nations, which will also make directed-energy weapon advances of their own. More emphasis also must be placed on doctrine. Currently, he said, work on military use of directed-energy technology is being done from the bottom up. Researchers are already using brain-computer interfaces to aid the disabled, treat diseases like Parkinson's and Alzheimer's, and provide therapy for depression and post-traumatic stress disorder. Work is under way on devices that may eventually let you communicate with friends telepathically, give you superhuman hearing and vision or even let you download data directly into your brain, a la "The Matrix." Researchers are practically giddy over the prospects. "We don't know what the limits are yet," says Melody Moore Jackson, director of Georgia Tech University's BrainLab. At the root of all this technology is the 3-pound generator we all carry in our head. It produces electricity at the microvolt level. But the signals are strong enough to move robots, wheelchairs and prosthetic limbs -- with the help of an external processor. One of the more controversial uses under development is telepathy. It would require at least two people to be implanted with electrodes that send and receive signals. DARPA, the Pentagon's technology research division, is currently working on an initiative called "Silent Talk," which would let soldiers on secret missions communicate with their thoughts alone. This stealth component is attractive, but naysayers fear that such soldiers could become manipulated for evil means.
