An American citizen working at the U.S. consulate in the southern Chinese city of Guangzhou has reported suffering from abnormal sounds and pressure leading to a mild brain injury, the U.S. embassy said on Wednesday. China said it was investigating the incident. U.S. Secretary of State Mike Pompeo said the United States was concerned about the serious medical incident and raised it with Chinas visiting State Councillor Wang Yi. Pompeo told a news conference with Wang, Were working together to resolve [this] ... I hope we can figure it out. The unnamed American citizen ... had reported a variety of physical symptoms dating from late 2017. The clinical findings of this evaluation matched mild traumatic brain injury (MTBI), the embassy said. We cannot at this time connect it with what happened in Havana, but we are investigating all possibilities, a U.S. embassy official [said]. The U.S. government ... issued a health alert to Americans in China. If you experience any unusual acute auditory or sensory phenomena accompanied by unusual sounds or piercing noises, do not attempt to locate their source. Instead, move to a location where the sounds are not present, the emailed alert said. The U.S. government in October expelled 15 Cuban diplomats ... for what it said was Cubas failure to protect staff at the U.S. embassy in Havana from mysterious health incidents at one point thought to possibly have been acoustic attacks. The cause of those incidents remains unresolved.

MuckRock, a news organization that specializes in filing Freedom of Information Act (FOIA) requests with state and federal government bodies, received mysterious documents about mind control, seemingly by accident. Journalist Curtis Waltman was writing to the Washington State Fusion Center (WSFC), a joint operation between Washington State law enforcement and the federal government to request information about Antifa and white supremacist groups. He got responses to the questions he asked, but also a file titled "EM effects on human body.zip." At least some of the images [in the file] appear to be part of an article in Nexus magazine describing a 1992 lawsuit brought by one John St. Clair Akewi against the NSA. Akewi claimed that the NSA had the "ability to assassinate US citizens covertly or run covert psychological control operations to cause subjects to be diagnosed with ill mental health" and was documenting their alleged methods. The federal government has absolutely experimented with mind control in a variety of methods, but the documents here do not appear to be official. Waltman had no idea why these documents were included in his request and isn't sure why the government is holding them. The WSFC did not respond to requests for more information.

A group of American diplomats stationed in Havana appear to have symptoms of concussion without ever having received blows to their heads, medical experts have found. The diplomats originally were said to have been victims of a sonic attack, a possibility that the Federal Bureau of Investigation reportedly ruled out. The experts report, published late Wednesday in the journal JAMA, does not solve the mystery, instead raising even more questions about what could have caused the brain injuries. The incidents occurred in 2016, when 18 of the 21 affected diplomats reported they heard strange sounds in their homes or hotel rooms. All but one reported immediate symptoms: headache, pain in one ear, loss of hearing. Days or weeks later, other symptoms emerged. The State Department asked researchers at the University of Pennsylvania to investigate. Their report confirmed neurological problems in the diplomats, including signs of what appear to be concussions. The studys lead author, Dr. Douglas H. Smith [said], This is ... concussion without blunt head trauma. Like concussion patients, some of the diplomats improved on their own, while others recovered only after therapy. Dr. Smith and his colleagues do not think audible sound caused the injuries. Perhaps, they speculated, a device that produced another sort of harmful energy also produced an audible sound. Low-frequency infrasound, high-frequency ultrasound and microwaves have all been shown to damage the brain, the researchers noted.

The two-year-old U.S. diplomatic relationship with Cuba was roiled Wednesday by what U.S. officials say was a string of bizarre incidents that left a group of American diplomats in Havana with severe hearing loss attributed to a covert sonic device. In the fall of 2016, a series of U.S. diplomats began suffering unexplained losses of hearing. Some of the diplomats' symptoms were so severe that they were forced to cancel their tours early. U.S. officials concluded that the diplomats had been exposed to an advanced device that operated outside the range of audible sound and had been deployed either inside or outside their residences. It was not immediately clear if the device was a weapon used in a deliberate attack, or had some other purpose. State Department spokeswoman Heather Nauert said the U.S. retaliated by expelling two Cuban diplomats from their embassy in Washington on May 23. The Cuban Foreign Ministry said it had been informed of the incidents on Feb. 17 and had launched an "exhaustive, high-priority, urgent investigation." U.S. officials told The Associated Press that about five diplomats, several with spouses, had been affected and that no children had been involved. Cuba employs a state security apparatus that keeps many people under surveillance and U.S. diplomats are among the most closely monitored people on the island. The use of sonic devices to intentionally harm diplomats would be unprecedented.

At least 442 wrongful death suits have been filed over fatalities that followed the use of a Taser, almost all since the stun guns began gaining widespread popularity with police in the early 2000s, Reuters found in a nationwide review of legal filings. Police departments and the municipalities they represent have faced 435 of these suits. The manufacturer was a defendant in 128 of them. In all, wrongful death lawsuits were filed in at least 44 percent of the 1,000-plus incidents Reuters identified in which someone died after being stunned with a Taser by police. In more than 60 percent of the resolved cases against municipalities, government defendants paid settlements or judgments. Reuters documented at least $172 million in publicly funded payouts to resolve the litigation. Yet one party is increasingly absent from the courtroom: Taser International. From 2004 through 2009, the company was named as a defendant in more than 40 percent of the wrongful death suits filed against local governments. Typically, those suits alleged the company failed to warn adequately of the risks posed by its weapons. Late in 2009, as evidence of cardiac risks mounted, Taser made a crucial change: It warned police to avoid firing its stun guns electrified darts at a persons chest. The manufacturers warnings have made it far more difficult to successfully sue the company. So now ... plaintiffs are suing governments, not the manufacturer. Behind these legal battles is a troubling truth: Many officers arent aware Tasers have the potential to kill.

The blaring, grinding noise jolted the American diplomat from his bed. He moved just a few feet, and there was silence. He climbed back into bed. The agonizing sound hit him again. It was as if hed walked through some invisible wall cutting straight through his room. Soon came the hearing loss, and the speech problems, symptoms both similar and altogether different from others among at least 21 US victims in an astonishing international mystery still unfolding in Cuba. New details learned by the Associated Press indicate at least some of the incidents were confined to specific rooms or even parts of rooms with laser-like specificity, baffling US officials who say the facts and the physics dont add up. Suspicion initially focused on a sonic weapon. Yet the diagnosis of mild brain injury, considered unlikely to result from sound, has confounded the FBI, the state department and US intelligence agencies involved in the investigation. Some victims now have problems concentrating or recalling specific words, several officials said, the latest signs of more serious damage than the US government initially realized. The United States first acknowledged the attacks in August nine months after symptoms were first reported. The cases vary deeply: different symptoms, different recollections of what happened. In the most detailed study ever of fatalities and litigation involving police use of stun guns, Reuters finds more than 150 autopsy reports citing Tasers as a cause or contributor to deaths. Many who die are among societys vulnerable unarmed, in psychological distress and seeking help. As her husband stalked around the back yard, upending chairs and screaming about demons, Nancy Schrock ... dialed the police. He needs to be in the hospital, she told a 911 dispatcher. Tom Schrock had struggled with depression ... throughout their 35-year marriage. Police had visited the familys [house] more than a dozen times. Typically, Tom was taken to the hospital, medicated and sent home after 72 hours. Not this time. Three officers answered the call, categorized by the dispatcher as a disturbance involving an unarmed man with mental health issues. Nancy took them through the house to the back; Santiago Mota, a veteran cop, drew his Taser. As officers came out the back door, Tom strode toward them. Mota fired the Taser. Tom buckled, then retreated. Mota followed, pressed the electric stun gun to Toms chest and fired again. The 57-year-old collapsed [and] never regained consciousness. I called for help, Nancy said. I didnt call for them to come and kill him. Reuters documented 1,005 incidents in the United States in which people died after police stunned them with Tasers. In nine of every 10 incidents, the deceased was unarmed. More than 100 of the fatal encounters began with a 911 call for help during a medical emergency.

It is now legal for law enforcement in North Dakota to fly drones armed with everything from Tasers to tear gas thanks to a last-minute push by a pro-police lobbyist. House Bill 1328 wasnt drafted that way. The bills stated intent was to require police to obtain a search warrant from a judge in order to use a drone to search for criminal evidence. In fact, the original draft of Representative Rick Beckers bill would have banned all weapons on police drones. Then Bruce Burkett of the North Dakota Peace Officers Association was allowed ... to amend HB 1328 and limit the prohibition only to lethal weapons. Less than lethal weapons like rubber bullets, pepper spray, tear gas, sound cannons, and Tasers are therefore permitted on police drones. Even less than lethal weapons can kill though. At least 39 people have been killed by police Tasers in 2015 so far. The Grand Forks County Sheriffs Department ... is hiding a full accounting of how many drone missions theyve flown since 2012. The FAA notes 401 drone operations performed by the Grand Forks County Sheriffs Department from 2012 to September 2014, while [County Sheriff Bob] Rost and [drone pilot Al] Frazier maintain just 21 missions have taken place. We dont make a practice of snooping on people, Rost said recently. However, Rosts statement was followed by an admission that the sheriff expects drones to be used in criminal investigations in the near future. The worlds most advanced ionospheric research facility has in its lifetime faced allegations of being a 'military death beam', a weapon of weather control and even a top-secret mind-control project. Now, the US governments High Frequency Active Auroral Research Program (HAARP) is threatened with closure. HAARP, near Gakona, Alaska, comprises radio transmitters and antennas that are used to heat up the ionosphere the uppermost region of the atmosphere creating a laboratory in the sky for scientists.The facility has been used to produce an artificial aurora and to study how charged particles behave in the ionosphere, at a total cost of more than $250 million to build and operate. To justify HAARPs price, the Pentagon had to dream up exotic military applications, sparking conspiracy theories. The practical challenge for HAARP has been to balance its role as a Pentagon-operated site for developing military applications with its function as a basic science facility. Supporters have long tried to come up with potential military uses, such as testing deep-sea communications for submarines, detecting underground military bunkers and cleaning up satellite-disabling electrons in the event of a high-altitude nuclear detonation. Research into that last application had been supported by the US Defense Advanced Research Projects Agency (DARPA), but its chief says that the agency is now abandoning its work at HAARP. The final DARPA-sponsored experiment, called Basic Research on Ionospheric Characteristics and Effects (BRIOCHE), is scheduled to end in mid-June.

The U.S. Air Force gave official notice to Congress [on May 14] that it intends to dismantle the $300 million High Frequency Active Auroral Research Program in Gakona this summer. The shutdown of HAARP ... will start after a final research experiment takes place in mid-June, the Air Force said in a letter to Congress. David Walker, deputy assistant secretary of the Air Force for science, technology and engineering, said this is "not an area that we have any need for in the future" and it would not be a good use of Air Force research funds to keep HAARP going. "We're moving on to other ways of managing the ionosphere, which the HAARP was really designed to do," he said. "To inject energy into the ionosphere to be able to actually control it. But that work has been completed." Comments of that sort have given rise to endless conspiracy theories, portraying HAARP as a superweapon capable of mind control or weather control, with enough juice to trigger hurricanes, tornadoes and earthquakes. Scientists say all of that is nonsense, and that the degree of ionosphere control possible through HAARP is akin to controlling the Pacific Ocean by tossing a rock into it. Built at a cost of more than $290 million, the site has 180 antennas on 30 acres that are used to direct energy into the ionosphere, which is 55 miles to 370 miles above the Earth, and monitor changes in the flow of charged particles. Stevens was the godfather of HAARP, which he helped start two decades ago with annual earmarks slipped into the defense budget.

Strange, alarming, morbidly intriguing any or all of those would serve to describe the newly announced Zombie Gun that Russian president Vladimir Putin plans to use for achieving political and strategic goals (his words, as quoted from the UK Mail Online). The concept is not new. For some time now military technologists have been working on weapons to incapacitate the enemy by attacking the central nervous system or damaging internal organs. Extremely high doses of microwaves could stop someones heart from beating or disintegrate his eyeballs, for example. Actually introducing such weapons to the combat zone – or perhaps against dissidents – might be new. Lower dose microwave weapons have already been used in Russia for crowd control, and some claim theyve also tried them out in other venues. Quoting from the Mail Online: "Plans to introduce the super-weapons were announced quietly last week by Russian defence minister Anatoly Serdyukov. Mr Serdyukov said: The development of weaponry based on new physics principles – direct-energy weapons, geophysical weapons, wave-energy weapons, genetic weapons, psychotronic weapons, and so on – is part of the state arms procurement programme for 2011-2020." [One weapon] could theoretically render someone pliable or even drive them insane by directly attacking the brain. This is the weapon most appropriately described as a zombie gun. Advances in neuroscience are closer than ever to becoming a reality, but scientists are warning the military - along with their peers - that with great power comes great responsibility. A future of brain-controlled tanks, automated attack drones and mind-reading interrogation techniques may arrive sooner than later, but advances in neuroscience that will usher in a new era of combat come with tough ethical implications for both the military and scientists responsible for the technology, according to one of the country's leading bioethicists. "Nobody knows where that technology is going" ... says Jonathan Moreno, author of Mind Wars: Brain Science and the Military in the 21st Century. "The goals of national security and the goals of science may conflict." Moreno says there is a fine line between using neuroscience devices to allow an injured person to regain baseline functions and enhancing someone's body to perform better than their natural body ever could. The Brookings Institution's Peter Singer writes in his book, Wired for War ... that "the Pentagon's real-world record with things like the aboveground testing of atomic bombs, Agent Orange, and Gulf War syndrome certainly doesn't inspire the greatest confidence." The staggering possibilities are further along than many think. There is already development on automated drones that are programmed to make their own decisions about who to kill. If terrorists ever target Fargo, N.D., the local police will be ready. In recent years, they have bought bomb-detection robots, digital communications equipment and Kevlar helmets, like those used by soldiers in foreign wars. For local siege situations requiring real firepower, police there can use a new $256,643 armored truck, complete with a rotating turret. Until that day, however, the menacing truck is mostly used for training runs and appearances at the annual Fargo picnic, where its been displayed near a childrens bounce house. Fargo, like thousands of other communities in every state, has been on a gear-buying spree with the aid of more than $34 billion in federal government grants since the Sept. 11, 2001, terrorist attacks on New York and the Pentagon. The federal grant spending, awarded with little oversight from Washington, has fueled a rapid, broad transformation of police operations in Fargo and in departments across the country. More than ever before, police rely on quasi-military tactics and equipment. A review of records from 41 states obtained through open-government requests, and interviews with more than two-dozen current and former police officials and terrorism experts, shows police departments around the U.S. have transformed into small army-like forces. Many police, including beat cops, now routinely carry assault rifles.

Rather than batons or rubber bullets, some police departments have started using an intense beam of sound to manage protesters, but the annoying tone has drawn criticism from some who say it can cause permanent damage. More U.S. police and emergency-response agencies are using the so-called Long-Range Acoustic Devices ... for crowd control. The leading manufacturer, LRAD Corp. of San Diego, said the product was developed as a nonlethal option for military use. Some people who have been on the receiving end call the devices "sound cannons." A woman is suing the city of Pittsburgh claiming the piercing tone from a police blaster during the 2009 G-20 summit permanently damaged her hearing. There were reports that New York City police used the punishing tone on protesters. The devices were developed for the U.S. Navy. They have also been used to deter pirates from attacking cruise ships. The products range from a 15-pound, battery-operated, hand-held unit to a 320-pound device with a range of nearly 2 miles. Even the smallest unit, the LRAD 100X, emits as much as 137 decibels at 1 meter, which is louder than a jet takeoff at 100 meters.

A highly sophisticated computer worm which has many of the same characteristics of the virus used to attack Iran's nuclear programme has been discovered targeting companies in Europe. Experts say its code is so similar to the Stuxnet worm that attacked Iran, that it may have been engineered by the same people. The US and Israel were widely thought to be behind Stuxnet, which sent many of the centrifigues at Tehran's nuclear facilities spinning out of control. It took this kind of cyberwarfare to a new level. The new virus was discovered by Symantec, a leading cybersecurity firm, and has been called Duqu. Symantec would not disclose which firms had been targeted. "The majority of the code is consistent with the Stuxnet code," said a spokesman for Symantec. "So this new worm either came from the authors of Stuxnet, or someone was given access to the Stuxnet source codes." Symantec suspects that Duqu may have been the first in a wave of new Stuxnet-style viruses, and that further sophisticated versions of it with a more aggressive purpose may emerge in the coming months. Stuxnet showed that cyberwarfare is developing fast, and is increasingly being thought of by states as a means of inflicting maximum damage with minimum risk. A bizarre spate of television presenters dissolving into on-air gibberish has sparked claims that the U.S. military could be to blame. In four high-profile cases, the latest involving fast-talking Judge Judy, the presenters have started off speaking properly but have then descended into undecipherable nonsense - looking confused and unstable. The frequency of the 'attacks' - and the fact that recorded examples of the mental meltdowns have been popular on websites - has led to conspiracy theorists pointing the finger at shadowy government experiments. A popular theory being circulated online blames the U.S. Militarys supposed research into using microwaves as a mind control weapon. America has never admitted conducting such research but proponents say the effects - produced by microwave signals stimulating the brain with fake images and voices - exactly mimic those displayed in the recent on-air breakdowns. Serene Branson's garbled Grammys report became an internet sensation, while WISCTV's Sarah Carlson suffered a similar meltdown in January. Judith Sheindlin, the fast-talking judge on Judge Judy, was taken to hospital ... after she began speaking a nonsensical string of words during a live recording of her courtroom TV show.

A pocket-size drone dubbed the Nano Hummingbird for the way it flaps its tiny robotic wings has been developed for the Pentagon by a Monrovia company as a mini-spy plane capable of maneuvering on the battlefield and in urban areas. The battery-powered drone was built by AeroVironment Inc. for [DARPA, the Defense Advanced Research Projects Agency,] the Pentagon's research arm, as part of a series of experiments in nanotechnology. The little flying machine is built to look like a bird for potential use in spy missions. Equipped with a camera, the drone can fly at speeds of up to 11 miles per hour. It can hover and fly sideways, backward and forward, as well as go clockwise and counterclockwise. It also demonstrates the promise of fielding mini-spy planes. Industry insiders see the technology eventually being capable of flying through open windows or sitting on power lines, capturing audio and video while enemies would be none the wiser. With a wingspan of 6.5 inches, the mini-drone weighs 19 grams, or less than a AA battery. The Hummingbird's guts are made up of motors, communications systems and a video camera. It is slightly larger than the average hummingbird.

A virus has killed millions of crickets raised to feed pet reptiles and those kept in zoos. The cricket paralysis virus has disrupted supplies to pet shops across North America as a handful of operators have seen millions of their insects killed. Some operations have gone bankrupt and others have closed indefinitely until they can rid their facilities of the virus. Cricket farms started in the 1940s as a source of fish bait, but the bulk of sales now are to pet supply companies, reptile owners and zoos, although people also eat some. Most U.S. farms are in the South, but suppliers from Pennsylvania to California also raise crickets. The virus had swept through European cricket farms in 2002. It was first noticed in 2009 in the U.S. and Canada. The virus marks the latest in a recent series of mass animal deaths. Blackbirds fell out of the sky on New Year's Eve in Arkansas. In the days that followed, 2 million fish died in the Chesapeake Bay, 150 tons of red tilapia in Vietnam, 40,000 crabs in Britain and other places across the world. In the past eight months, the U.S. Geological Survey's National Wildlife Health Center has logged 95 mass wildlife die-offs in North America and that's probably a dramatic undercount, officials say.
