The White House and the Centers for Disease Control and Prevention are asking Facebook, Google and other tech giants to give them greater access to Americans' smartphone location data in order to help them combat the spread of the coronavirus, according to four people at companies involved in the discussions who are not authorized to speak about them publicly. Federal health officials say they could use anonymous, aggregated user data collected by the tech companies to map the spread of the virus a practice known as "syndromic surveillance" and prevent further infections. They could also use the data to see whether people were practicing "social distancing." The federal effort [was] first reported by The Washington Post. The government officials have held at least two calls in recent days with representatives from the companies, the sources said. Those officials are "very serious" about making this happen, a person at one of the tech companies said. Among the 2,158 people to have been killed by the coronavirus pandemic in Italy as of Monday, the oldest was 95 and the two youngest were 39. Silvio Brusaferro, the president of Italys Higher Institute of Health, said on Friday that the average age of coronavirus victims was 80.3, with the majority having suffered underlying illnesses. President Donald Trump on Wednesday threatened to use a never-before-used power that allows the president to adjourn Congress if the House and Senate won't voluntarily adjourn, so he can appoint judges and other executive branch officials without the Senate's approval. Dr. Anthony Fauci, a leading health expert and member of President Donald Trump's coronavirus task force, predicted three years ago that the administration would have to deal with a surprise disease outbreak. A man from London has become the second person in the world to be cured of HIV, doctors say. Adam Castillejo is still free of the virus more than 30 months after stopping anti-retroviral therapy. He was not cured by the HIV drugs, however, but by a stem-cell treatment he received for a cancer he also had, the Lancet HIV journal reports. The donors of those stem cells have an uncommon gene that gives them, and now Mr Castillejo, protection against HIV. In 2011, Timothy Brown, the "Berlin Patient" became the first person reported as cured of HIV, three and half years after having similar treatment. Stem-cell transplants appear to stop the virus being able to replicate inside the body by replacing the patient's own immune cells with donor ones that resist HIV infection. Adam Castillejo - the now 40-year-old "London Patient" who has decided to go public with his identity - has no detectable active HIV infection in his blood, semen or tissues, his doctors say. It is now a year after they first announced he was clear of the virus and he still remains free of HIV. Lead researcher Prof Ravindra Kumar Gupta, from the University of Cambridge, told BBC News: "This represents HIV cure with almost certainty. "We have now had two and a half years with anti-retroviral-free remission. "Our findings show that the success of stem-cell transplantation as a cure for HIV, first reported nine years ago in the Berlin Patient, can be replicated."

Carbon emissions from the global electricity system fell by 2% last year, the biggest drop in almost 30 years, as countries began to turn their backs on coal-fired power plants. A new report on the worlds electricity generation revealed the steepest cut in carbon emissions since 1990 as the US and the EU turned to cleaner energy sources. Overall, power from coal plants fell by 3% last year, even as Chinas reliance on coal plants climbed for another year to make up half the worlds coal generation for the first time. Coal generation in the US and Europe has halved since 2007, and last year collapsed by almost a quarter in the EU and by 16% in the US. The report from climate thinktank Ember ... warned that the dent in the worlds coal-fired electricity generation relied on many one-off factors, including milder winters across many countries. Dave Jones, the lead author of the report, said governments must dramatically accelerate the electricity transition so that global coal generation collapses throughout the 2020s. The cheapest and quickest way to end coal generation is through a rapid rollout of wind and solar, he said. The report revealed that renewable wind and solar power rose by 15% in 2019 to make up 8% of the worlds electricity. In the EU, wind and solar power made up almost a fifth of the electricity generated last year, ahead of the US which relied on these renewable sources for 11% of its electricity. In China and India, renewable energy made up 8% and 9% of the electricity system, respectively.

The U.S. consumed more energy from renewable sources last year than from coal, the first time thats happened since the late 1800s when it replaced wood for powering steamships and trains. Coal accounted for 11.3 quadrillion British thermal units of energy in 2019, a 15% decline from the prior year, a drop driven mainly by utilities turning away from the dirtiest fossil fuel. Renewables recorded 11.5 quadrillion Btu, up 1.4%, according to a statement Thursday from the the U.S. Energy Information Administration. While coal has been gradually replaced in transportation and heating, it remained the biggest source of U.S. electricity until it was surpassed by natural gas in 2016. In a significant milestone, power generated by burning coal was expected to be overtaken by renewable electricity this year, but the consumption figures show that the green transition is already happening. Federal investigators on Thursday found a loaded gun that had been smuggled into the Manhattan jail where the financier Jeffrey Epstein hanged himself last summer while awaiting trial on sex-trafficking charges, officials said. The discovery of the gun at the jail, the Metropolitan Correctional Center, came amid a weeklong lockdown that began with a tip that a firearm might have been introduced into the building, according to a statement from the federal Bureau of Prisons. The gun was found in one of the jails housing units, the bureau said. Judith Heumann, who had polio as a baby and uses a wheelchair, started her activism early. After graduating from college, she applied for a teaching license but was rejected by the New York City board of education, which called her a fire hazard. Heumann sued for discrimination and won in a landmark case, becoming the first wheelchair user to teach in the citys schools. That victory put Heumann in the spotlight. She founded her own disability-rights group in 1970 and became an advocate for the independent-living movement. Humans and rodents have similar brain structures that regulate empathy, suggesting the behavior is deeply rooted in mammal evolution. Now, a new study builds on this evidence of empathy, revealing that domestic rats will avoid harming other rats. Harm aversion, as it's known, is a well-known human trait regulated by a part of the brain called the anterior cingulate cortex (ACC). Further experiments showed the ACC controls this behavior in rats, too. This is the first time scientists have found the ACC is necessary for harm aversion in a non-human species. The finding could have a real impact on people suffering from psychiatric disorders such as psychopathy and sociopathy, whose anterior cingulate cortexes are impaired. We currently have no effective drugs to reduce violence in antisocial populations, [study co-author Christian] Keysers says, and figuring out how to increase such patients aversion to hurting others could be a powerful tool. Berlin’s city hall deliberately placed troubled children in the care of paedophiles. From 1969 to 2003 the authorities put at least nine boys in the hands of convicted sex offenders on the advice of a disgraced social scientist. The idea behind the Kentler experiment — named after Helmut Kentler, an academic who argued that paedophilia could have “positive consequences” — was that unruly and “feeble-minded” children would benefit from adult sexual attention. In the late 1960s Kentler persuaded West Berlin’s ruling Senate that the homeless boys would jump at the opportunity to be fostered by paedophiles. One of the boys, referred to in legal proceedings as Marco, had been taken into care after suffering physical abuse at the hands of his father. In 1989, aged six, he was placed with a convicted child abuser. A year later this foster father, Fritz H, began going into Marco’s room for a “cuddle”. For ten years he was repeatedly beaten and raped by Fritz H. It is not known how many children were subjected to the Kentler experiment. Four years ago the Berlin Senate commissioned an inquiry into the scandal from experts at Göttingen University. Their final report has yet to be published. At the beginning of the experiment, Kentler, who died in 2008, was regarded as one of Germany’s foremost sexologists and often appeared as an expert witness in court cases. He boasted of having secured the acquittal of several alleged paedophiles. In 1970 he urged the Bundestag to decriminalise sex between adults and children in West Germany.
