170-Page Child Molestation Instruction Manual Surfaces

Orange County sheriff deputies say a 170-page manual is circulating around Central Florida. It shows people, step-by-step, how to molest children. It also includes where to find potential victims. I've never seen anything like it. It was pretty amazing when I first saw it just because how detailed it was, said Detective Philip Graves with the Orange County Sheriffs Office. Deputies with the sheriffs sexual offender surveillance squad have been aware of the manual for the past six months. The sheriff's office received it through an email listserve. Graves told WFTV that sending the manual by email or possessing it is not a crime in Orange County. However, federal investigators are trying to track down where the manual initially came from. "I was more amazed that someone would be as bold as to create an actual 170-page document that would detail how to do it," he said. The author uses an alias in the manual. He calls himself "the mule." Deputies believe whoever is responsible may have committed crimes against children.

Pont-Saint-Esprit poisoning: Did the CIA spread LSD?

Nearly 60 years ago, a French town was hit by a sudden outbreak of hallucinations, which left five people dead and many seriously ill. On 16 August 1951, postman Leon Armunier was doing his rounds in the southern French town of Pont-Saint-Esprit when he was suddenly overwhelmed by nausea and wild hallucinations. "It was terrible. I had the sensation of shrinking and shrinking, and the fire and the serpents coiling around my arms," he remembers. Leon, now 87, fell off his bike and was taken to the hospital in Avignon. Over the coming days, dozens of other people in the town fell prey to similar symptoms. Doctors at the time concluded that bread at one of the town's bakeries had become contaminated by ergot, a poisonous fungus that occurs naturally on rye. That view remained largely unchallenged until 2009, when an American investigative journalist, Hank Albarelli, revealed a CIA document labelled: "Re: Pont-Saint-Esprit and F.Olson Files. SO Span/France Operation file, inclusive Olson. Intel files. Hand carry to Belin - tell him to see to it that these are buried." F. Olson is Frank Olson, a CIA scientist who, at the time of the Pont St Esprit incident, led research for the agency into the drug LSD. David Belin, meanwhile, was executive director of the Rockefeller Commission created by the White House in 1975 to investigate abuses carried out worldwide by the CIA. Albarelli believes the Pont-Saint-Esprit and F. Olson Files, mentioned in the document, would show - if they had not been "buried" - that the CIA was experimenting on the townspeople, by dosing them with LSD.

Note: Frank Olson later had his drink spiked with LSD and allegedly committed suicide shortly thereafter. Yet many believe he was "suicided" as he was having misgivings about his involvement in this program and considering spilling the beans, as reported in this news article. Army Drops 'Psy Ops' Name For Influence Operations

The Army has dropped the Vietnam-era name "psychological operations" for its branch in charge of trying to change minds behind enemy lines, acknowledging the term can sound ominous. The Defense Department picked a more neutral moniker: "Military Information Support Operations," or MISO. Fort Bragg is home to the 4th Psychological Operations Group, the Army's only active duty psychological operations unit. Psychological operations soldiers are trained at the post. The change was driven from the top, by Pentagon policymakers working for Defense Secretary Robert Gates. It reflects unease with the Cold War echoes of the old terminology, and the implication that the work involved subterfuge. Psychological operations have been cast as spooky in movies and books over the years portraying the soldiers as master manipulators. The 2009 movie "The Men Who Stare at Goats," staring George Clooney, was about an army unit that trains psychic spies, based on Jon Ronson's nonfiction account of the U.S. military's hush-hush research into psychic warfare and espionage.

A dark history revealed

During the reign of Quebec Premier Maurice Duplessis in the 1940s and 1950s, an alarming number of healthy children living in sanctuaries were hastily diagnosed as mentally incompetent, psychotic patients. The diagnoses were always swift the children went to bed orphans and woke up psychiatric patients. The reason? Shrewd fiscal planning; federal subsidies paid out more to hospitals than to orphanages. Some children allegedly endured lobotomies, electroshock, straitjackets and abuse. For the rest of their lives they would struggle to bring attention to their story and demand compensation. They called themselves the Duplessis Orphans. Born out of wedlock and deemed "children of sin," [these] thousands of Quebec children were cut off from society and sent to orphanages during the 1940s and 1950s. Many were improperly diagnosed as mentally incompetent. The diagnosis would be a lifelong sentence; the orphans endured a difficult and sometimes abusive childhood. Fifty years later, the orphans who are now in their 40s and 50s have organized and are seeking compensation.

Trials: Sirhan through the Looking Glass

A mirror. Two flickering candles. And Sirhan Sirhan. Focusing his mind power on the looking glass, Sirhan soon convinced himself that he could order an inanimate object to move. He rigged a pendulum from a fisherman's weight, and on command, he said, it began to sway. Yet telekinesisthe ability to cause objects at a distance to move through the exercise of willwas a frightening power, and Sirhan feared that he might lose his mind. The candles swayed and changed color. Sirhan insisted that it was no trick of imagination, reported Dr. Bernard L. Diamond. The noted psychoanalyst, who combines professorships in law, psychiatry and criminology at the University of California at Berkeley, was the star witness for Sirhan's defense. His testimony buttressed the diagnoses of five other experts that Sirhan was afflicted with paranoia and schizophrenia. Sirhan professes that he has no recollection of shooting Kennedy. Prosecutor David Fitts peppered the diminutive professor with hostile questions, but he could not blunt the thrust of Diamond's testimony about murder in a trance. After two more psychologists declared that Sirhan suffers from grave mental disorders, avuncular Attorney Grant Cooper rested for the defense. The prosecution faces an uphill struggle to refute contentions that Sirhan was either insane or suffering from diminished mental responsibility.

A Magnetic Field Applied to the Brain Can Alter People's Sense of Morality

MIT scientists have shown that they can alter our moral judgments simply by magnetically interfering with a certain part of the brain. Studies have shown that the right temporo-parietal junction (TPJ) lights up with activity when we engage in moral judgments like evaluating the intentions of another person, indicating the region is important to making moral decisions. But while we like to think we're very consistent in our morality, the MIT team showed that an electromagnetic field applied to the scalp impairs our ability to evaluate the intentions of others, leaving us with little by which to hand down a moral judgment. The study relied on non-invasive transcranial magnetic stimulation (TMS) to interfere with the right TPJ, temporarily impeding the normal firing of neurons in that region. Control subjects were able to evaluate the harmfulness and morality of characters' intentions, whereas those exposed to TMS made judgments based purely on outcome. For example, one common question asked whether or not it was morally permissible for a man to allow his girlfriend to cross a bridge he knows is unsafe, even if in the end she makes it across safely. Control subjects found the intention to do harm morally impermissible, but those exposed to TMS largely based their judgment solely on the outcome.

Millions were in germ war tests

The Ministry of Defence turned large parts of the country into a giant laboratory to conduct a series of secret germ warfare tests on the public. A government report just released provides for the first time a comprehensive official history of Britain's biological weapons trials between 1940 and 1979. Many of these tests involved releasing potentially dangerous chemicals and micro-organisms over vast swaths of the population without the public being told. While details of some secret trials have emerged in recent years, the 60-page report reveals new information about more than 100 covert experiments. The report reveals that military personnel were briefed to tell any 'inquisitive inquirer' the trials were part of research projects into weather and air pollution. The tests [were] carried out by government scientists at Porton Down. In most cases, the trials did not use biological weapons but alternatives which scientists believed would mimic germ warfare and which the MoD claimed were harmless. But families in certain areas of the country who have children with birth defects are demanding a public inquiry.

The Pope, Eichmann and the Nazi 'Ratlines'

Germany is fighting to keep sealed the Adolf Eichmann files detailing the years the Holocaust chief logistical organiser spent on the run before he was captured by Mossad agents. The role of Pope Pius XII during World War II, his relationship with Nazism and his efforts (or lack of them) to save Jews from the gas chambers are hotly disputed. Even within the Jewish community there are strong opinions on both sides of the debate. In fact historys most savage mass murderers Adolf Eichmann, Dr Josef Mengele, better known as Auschwitzs Angel of Death, Franz Stangl, commandant of the Treblinka extermination camp escaped justice down the ratline that ran straight through the Vatican state in Rome. Senior members of the Roman Catholic hierarchy marinaded in virulent Judeophobia and obsessed by Bolshevism organised the escape of thousands of the most debauched, cruel monsters to a peaceful, prosperous retirement in Catholic South America.

On Nov. 28, 1953, Frank Olson, a ... 42-year-old government scientist, plunged to his death from room 1018A in New York's Statler Hotel. [Twenty-two] years later, the Rockefeller Commission report was released, detailing a litany of domestic abuses committed by the CIA. The ugly truth emerged: Olson's death was the result of his having been surreptitiously dosed with LSD days earlier by his colleagues. The belated 1975 [admission] ... generated more interest into a series of wildly implausible "mind control" experiments on an unsuspecting populace over three decades. Much of this plot unfolded here, in New York, according to H.P. Albarelli Jr., author of A Terrible Mistake: The Murder of Frank Olson and the CIA's Secret Cold War Experiments. Albarelli spent more than a decade sifting through more than 100,000 pages of government documents and his most startling chestnut might be his claim that the intelligence community conducted aerosol tests of LSD inside the New York City subway system. "The experiment was pretty shocking shocking that the CIA and the Army would release LSD like that, among innocent unwitting folks," Albarelli told The Post. An Olson colleague, Dr. Henry Eigelsbach, confirmed to Albarelli that the LSD subway test did, in fact, occur in November 1950, albeit on a smaller scale than first planned. A 50-year mystery over the 'cursed bread' of Pont-Saint-Esprit, which left residents suffering hallucinations, has been solved after a writer discovered the US had spiked the bread with LSD as part of an experiment. In 1951, a quiet, picturesque village in southern France was suddenly and mysteriously struck down with mass insanity and hallucinations. At least five people died, dozens were interned in asylums and hundreds afflicted. For decades it was assumed that the local bread had been unwittingly poisoned with a psychedelic mould. Now, however, an American investigative journalist has uncovered evidence suggesting the CIA peppered local food with the hallucinogenic drug LSD as part of a mind control experiment at the height of the Cold War. One man tried to drown himself, screaming that his belly was being eaten by snakes. An 11-year-old tried to strangle his grandmother. Another man shouted: "I am a plane", before jumping out of a second-floor window, breaking his legs. He then got up and carried on for 50 yards. Many were taken to the local asylum in strait jackets.

Contestants turn torturers in French TV experiment

"The Game of Death" has all the trappings of a traditional television quiz show, with a roaring crowd and a glamorous and well-known hostess urging the players on under gaudy studio lights. But the contestants did not know they were taking part in an experiment to find out whether television could push them to outrageous lengths, and which has prompted comparisons with the atrocities of Nazi Germany. "We were amazed to find that 81 percent of the participants obeyed" the sadistic orders of the television presenter, said Christophe Nick, the maker of the documentary for the state-owned France 2 channel. "They are not equipped to disobey," he added. The game: posing questions to another "player" and punishing him with up to 460 volts of electricity when he gets them wrong -- even until his cries of "Let me go!" fall silent and he appears to have died. Not knowing that the screaming victim is really an actor, the apparently reluctant contestants yield to the orders of the presenter and chants of "Punishment!" from a studio audience who also believed the game was real. Nick said 80 percent of the contestants went all the way, zapping the victim with the maximum 460 volts until he appeared to die. Out of 80 players, just 16 walked out. "When it decides to abuse its power, television can do anything to anybody," said Nick. "It has an absolutely terrifying power."

Ventura Turns Investigator for 'Conspiracy Theory'

Jesse Ventura is back for another stab at TV stardom, this time hosting a program that digs into conspiracy theories, including alternate views of what was behind the attacks of Sept. 11, 2001, and the purpose of a sprawling research center in remote Alaska. The former Minnesota governor, professional wrestler and Navy SEAL stars in "Conspiracy Theory With Jesse Ventura," ... on truTV. The cable network, part of Turner Broadcasting System Inc., has ordered seven episodes of the hourlong weekly series. Marc Juris, executive vide president and general manager of truTV, said Ventura is passionate about the show and brings "knowledge from the inside" of government. "He's not doing this as an act or a gimmick. It's true to his heart. He's really looking for the answers," Juris told the AP. The premiere episode deals with the High Frequency Active Auroral Research Program, or HAARP, a 35-acre compound of 180 antennas near Gakona, Alaska, that is used to study the Earth's ionosphere. Ventura and those he interviews question whether the government is using the site to manipulate the weather or to bombard people with mind-controlling radio waves. Future "Conspiracy Theory" shows explore alleged cover-ups surrounding the Sept. 11 attacks and whether there are real "Manchurian Candidate" assassins who are programmed to kill, said Juris.

Tinker, tailor, soldier... illusionist?

At the height of the Cold War - in the era of nuclear missiles and submarines, amid the tangled cloak-and-dagger maneuverings of espionage and counterespionage - the [CIA] was also secretly doing something else. It was trying to learn to do magic. The CIA hired [magician John] Mulholland to explain techniques of sleight-of-hand and surreptitious signaling so that agents could use them in the field. His text, which was originally supposed to have been destroyed, has now been recovered, declassified, and reprinted as The Official CIA Manual of Trickery and Deception. It deals mostly with basic stagecraft, minus the stage. Former CIA deputy director John McLaughlin writes in a [foreword] to the manual that [a]s best we know, the drink-spiking techniques were never actually used. The assurance would be more reassuring if the authors who had recovered the manual, H. Keith Melton and Robert Wallace, had not included their own historical overview of CIA trickery. In it, they explain that Mulhollands writing was part of the secret MKULTRA program, whereby the CIA sought methods and materials capable of employment in clandestine operations to control human behavior. And part of MKULTRA did involve dosing unsuspecting subjects with LSD and other drugs. Techniques of stage magic ... were transferred to the realm of nonconsensual secrecy, to be used on people who were not asking to be fooled.

CIA Brainwashing Suit Settled

Eight elderly Canadians who were victims of CIA-funded brainwashing experiments in the 1950s reached a tentative out-of-court settlement Tuesday in their multimillion-dollar damage suit against the U.S. spy agency. The Canadian plaintiffs, who say they suffered permanent mental and physical damage as a result of the bizarre experiments performed on them at a Montreal psychiatric hospital, will divide a $750,000 payment among them, according to their attorney, James Turner. The Canadians, all patients of the late Dr. Ewen Cameron at Montreal's Allan Memorial Institute in the late 1950s, were injected with repeated doses of mind-altering LSD, deprived of sleep, subjected to massive electroshock treatments and forced to listen to thousands of repetitions of taped messages taken from the most sensitive moments of their therapy sessions.

Competing mind-over-matter toys from Mattel and Uncle Milton Industries are coming this fall to a store near you. They are the first "brain-computer interfaces" to enter the consumer mainstream. NeuroSky is in the forefront of turning brain-computer interfaces into cheap, ubiquitous consumer items. It's selling brain-reading hardware and software headsets to all comers -- including Christmas competitors like Mattel's $80 Mindflex and Uncle Milton's $130 Force Trainer, both of which involve levitating a ping-pong-like ball. NeuroSky has its sights set on providing brain-wave sensors for the automotive, health-care and education industries. The prospect for mind controlling matter dates to 1875, when Richard Caton discovered that you could peer into the workings of the brain by detecting its electrical impulses. In 1929 came the first electroencephalograph -- the EEG machine. But hospital EEG machines are expensive, enormous and not good at fine control; plus you have to smear conductive goop on your head -- not a great selling point. Thus, NeuroSky's adaptation is no small thing. They get a single dry sensor to read your bare forehead, no goop, no holes drilled through the skull. They get the device to focus on the correct signals from that extremely noisy brain area, filtering out everything else -- that's their big trick. "It's like being at a crowded party, and picking out one quiet conversation," says Liu. Then they make it small, light and cheap, and deliver it to market.

As a novice CIA case officer in the Middle East, Andrew Warren quickly learned the value of sex in recruiting spies. Colleagues say that he made an early habit of taking informants to strip clubs, and that he later began arranging out-of-town visits to brothels for his best recruits. Often Warren would travel with them, according to two colleagues who worked with him for years. His methods earned him promotions and notoriety over a lengthy career, until Warren, 41, became ensnared in a sex scandal. Two Algerian women have accused the Virginia native of drugging and sexually assaulting them, and, in one instance, videotaping the encounter. The episode -- one of three sex-related scandals to shake the CIA this year -- has drawn harsh questions from Congress about whether the agency adequately polices its far-flung workforce or takes sufficient steps to root out corrupt behavior. Former officers say the cases underscore a perennial challenge: guarding against scandal in a workforce -- the size of which is classified but is generally estimated to be 20,000 -- that prides itself on secrecy and deception. "You have an organization of professional liars," said Tyler Drumheller, who oversaw hundreds of officers as chief of the agency's European division. Experienced field managers are needed, he said, because inevitably "some people will try to take advantage of the system . . . and it's a system that can be taken advantage of." The recent string of embarrassing revelations started with the CIA's former No. 3 officer, Kyle "Dusty" Foggo, who was indicted on corruption charges two years ago.

People 'still willing to torture'

Decades after a notorious experiment, scientists have found test subjects are still willing to inflict pain on others - if told to by an authority figure. US researchers repeated the famous "Milgram test", with volunteers told to deliver electrical shocks to another volunteer - played by an actor. Even after faked screams of pain, 70% were prepared to increase the voltage, the American Psychologist study found. Both may help explain why apparently ordinary people can commit atrocities. Dr Jerry Burger, of Santa Clara University, used a [format similar to Milgram's], although he did not allow the volunteers to carry on beyond 150 volts after they had shown their willingness to do so, suggesting that the distress caused to the original volunteers had been too great. Again, however, the vast majority of the 29 men and 41 women taking part were willing to push the button knowing it would cause pain to another human. Even when another actor entered the room and questioned what was happening, most were still prepared to continue. He told Reuters: "What we found is validation of the same argument - if you put people in certain situations, they will act in surprising and maybe often even disturbing ways." He said that it was not that there was "something wrong" with the volunteers, but that when placed under pressure, people will often do "unsettling" things. Even though it was difficult to translate laboratory work to the real world, he said, it might partly explain why, in times of conflict, people could take part in genocide.

"Primetime" wanted to know if ordinary people today would still follow orders, even if they believed their actions were causing someone else pain. Would as many follow the seemingly dangerous and painful orders as in the original experiment [conducted by Stanley Milgram at Yale in 1963]? After contacting respected psychologist Jerry Burger at Santa Clara University in California, ABC News was able to replicate Milgram's study in a modified way. Burger said, "People have often asked the question, 'Would we find these kinds of results today?' and some people try to dismiss the Milgram findings by saying, 'That's something that happened back in the '60s. People aren't like that anymore.'" In ABC News' version of the Milgram experiment, we tested 18 men, and found that 65 percent of them agreed to administer increasingly painful electric shocks when ordered by an authority figure. 22 women signed up for our experiment. Even though most people said that women would be less likely to inflict pain on the learner, a surprising 73 percent yielded to the orders of the experimenter. Out of the 30 people we tested with an additional accomplice acting as a moral guide, 63 percent still inflicted electric shocks, even though the accomplice refused to go on. Our subjects had an unusually high level of education. 22.9 percent had some college, 40 percent had bachelor's degrees and 20 percent had master's degrees.

US veterans sue CIA for alleged drug and mind control experiments

It was 1968, and Frank Rochelle was 20 years old and fresh out of Army boot camp when he saw notices posted around his base in Virginia asking for volunteers to test uniforms and equipment. That might be a good break after the harsh weeks of boot camp, he thought, and signed up. Instead of equipment testing, though, the Onslow county, North Carolina, native found himself in a bizarre, CIA-funded drug testing and mind-control programme, according to a lawsuit that he and five other veterans and Vietnam Veterans of America filed last week. The suit was filed in federal court in San Francisco against the US department of defence and the CIA. The plaintiffs seek to force the government to contact all the subjects of the experiments and give them proper healthcare. In 2003 the US department of veterans affairs released a pamphlet that said nearly 7,000 soldiers had been involved and more than 250 chemicals used on them, including hallucinogens such as LSD and PCP as well as biological and chemical agents. Lasting from 1950 to 1975, the experiments took place at Edgewood Arsenal in Maryland. According to the lawsuit, some of the volunteers were even implanted with electrical devices in an effort to control their behaviour. Rochelle, 60, [said] there were about two dozen volunteers when he was taken to Edgewood. Once there, they were asked to volunteer a second time, for drug testing. They were told that the experiments were harmless.
