Innocent women tortured in Mexico to boost arrest figures, report says

Tailyn Wang was two months pregnant when federal police officers broke into her house in Mexico City, ripped off her nightgown and threw her to the ground. They groped her breasts while punching and kicking her in front of her terrified children, before taking her blindfolded to a police base without an arrest warrant. Wang is one of scores of innocent women illegally arrested and tortured by Mexican security services looking to boost arrest figures to justify the war on drugs, according to damning new research by Amnesty International. Of the 100 women interviewed for the report, 72 said they were sexually abused during or soon after the arrest. Ten of the women were pregnant when arrested; eight subsequently suffered a miscarriage. The vast majority were young, poor, single mothers. Most spend years in prison awaiting trial, without access to adequate healthcare or legal advice. Wang, who has reported the torture to judges, prosecutors, doctors, and the National Commission for Human Rights, was falsely accused by an acquaintance, a local police officer, after he was also tortured. Reports of torture have increased exponentially in Mexico since former President Felipe Caldern first deployed tens of thousands of armed forces on the streets to combat warring drug cartels and organised crime. The navy, which has been deployed in some of the most violent states ... appears to have a particularly serious torture problem. Among the women interviewed by Amnesty, eight out of the ten arrested by the navy were raped.

Pennsylvanias Attorney General Kathleen Kane is used to going up against criminals, not her own colleagues. But after she helped expose an email scandal in the state government, her career has been in jeopardy. In 2014, Kanes office released close to 400 pages of emails between state government employees, including some high-ranking state officials, exchanged on the states email server that were full of racism, sexism and pornography. The scandal was dubbed Porngate, and Kane said it involved a number of judges, prosecutors and law enforcement officials. I couldnt believe there was violence involved, and I couldnt believe this wasnt just some Playboy photos ... 398 pages, much of it hard-core porn, Kane told Nightline. When she exposed the state email scandal ...Pennsylvanias political good old boys club was furious [with Kane] and came after her. Amid calls for her resignation from Gov. Tom Wolf, the Montgomery County prosecutor charged Kane in August 2015 with perjury, obstruction of justice and criminal conspiracy. The state Supreme Court has suspended her law license over these charges, and she could face jail time. Kane said its revenge from those good old boys in the email scandal.

Catholic church accused of using 'mafia-like' tactics to fight sex abuse bill

The Catholic church in Pennsylvania has been accused of employing mafia-like tactics in a campaign to put pressure on individual Catholic lawmakers who support state legislation that would give victims of sexual abuse more time to sue their abusers. The lobbying campaign ... is being led by Philadelphia archbishop Charles Chaput, a staunch conservative who recently created a stir after inadvertently sending an email to a state representative Jamie Santora, in which he accused the lawmaker of betraying the church and said Santora would suffer consequences for his support of the legislation. The email has infuriated some Catholic lawmakers, who say they voted their conscience in support of the legislation on behalf of sexual abuse victims. At stake ... is a state bill that would allow victims of sexual abuse to file civil claims against their abusers, and those who knew of abuse, until they are 50 years old. Critics of Chaputs strategy say the archbishop used the same tactics to successfully derail similar legislation in Colorado, where he previously served as archbishop. Joan Fitz-Gerald, the former Democratic head of the state senate in Colorado who had introduced the bill, recalled it was the most vicious and difficult experience of her life, with Chaput allegedly telling one of his lobbyists that he did not believe Fitz-Gerald would be going to heaven. He is the most vehement supporter of the secrecy of the Catholic church over pedophiles, Fitz-Gerald said.

Pentagon misled Congress about militarys handling of sexual assault cases, report says

Since 2013, lawmakers have tried to pass a bill that would reform key parts of how the military justice system deals with sexual assault, but during key stages of the legislative debate, the Pentagon misled Congress by cherry picking information, later disproved, about a hundred cases, according to a report released by a watchdog group Monday and provided to the Associated Press. At issue is the Military Justice Improvement Act, or MIJA, [which] aimed to change how the military treated sexual-assault cases by basically removing unit commands from the judicial process that decided whether cases should move forward. During testimony to Congress, Navy Adm. James Winnefeld, then the vice chairman of the Joint Chiefs of Staff, said that if the bill passed, fewer sexual-assault cases in the military would go to trial. He claimed that between 2010 and 2013 there were 93 instances of civilian prosecutors refusing to take certain sexual-assault cases, prompting military commanders to insist on taking them to court-martial. Winnefelds claims, echoed by at least four senators, were largely untrue. Out of 81 of the 93 cases, there was not one example of a commander insisting a case be prosecuted, the report says. In each case, military investigators or military attorneys requested the case from civilian authorities. The report goes on to say that in two-thirds of the 93 cases, there was no sexual-assault allegation, civilian prosecutors never declined the case, or the military failed to prosecute for sexual assault.

Pornographic email scandal roils Pennsylvania politics

Over the past 15 months, beleaguered Pennsylvania Attorney General Kathleen Kane has released a steady stream of messages retrieved from a state email server that show state officials and employees trading pornographic, racist and misogynistic messages. There are jokes about rape and sexual assault, photos mocking African Americans and other minorities, and insults leveled at people because of their weight, their sexual orientation or their religion. The scandal that has been dubbed "Porngate" ... is a disaster for the states justice system. Kane, the first woman and first Democrat elected to that office, faces a criminal indictment for felony perjury and multiple misdemeanors in an unrelated case. [Her] office ... has long maintained shes innocent of the charges. She has cast herself as a victim of a powerful, political old boys network, angry that shes shared their darkest emails. About 10,000 messages have been shared at this point. There could be as many as 100,000. Thus far, the scandal has resulted in the firing of at least six state employees and the resignation of a state Supreme Court judge. Another justice will go before a judicial ethics board later this month on charges of misconduct. If found guilty, he too could be removed from the bench. At least 60 people working for the attorney generals office were reprimanded because of sexually explicit content found on their state computers.

In the war against sexual assault, the Army keeps shooting itself in the foot

For the past two years, the Pentagon has acknowledged having a severe problem with sexual assault in the ranks. Soldiers entrusted with key roles in the campaign against sexual assault and harassment have ... been accused of committing those very offenses. The Army Reserves 80th Training Command summoned about 350 personnel to an Orlando hotel in 2013 for a four-day conference on sexual-assault prevention. One session highlighted how excessive drinking is often at the root of sex crimes committed by those in uniform. Soon after the conference began, sheriffs deputies were called to the hotel to investigate a report that a female guest had been raped by one of the participants - an inebriated soldier she had met at the hotel pool. Overall, the Defense Department received 6,131 reports of sexual assault last year, a figure that has more than doubled since 2007. In March, a sexual-assault-prevention officer for an Army battalion at Fort Hood, Tex., pleaded guilty to acting as a pimp by luring cash-strapped young female soldiers into a prostitution ring. Last year, the Army disciplined its former top sex-crimes prosecutor after receiving a complaint that he had kissed and groped a female officer - while attending a conference on sexual assault. The system shows that the military doesnt really take sexual assault seriously.

The United Nations' "gross institutional failure" to act on allegations that French and other peacekeepers sexually abused children in the Central African Republic led to even more assaults, according to a new report. One young boy who initially reported an attack on his friends more than a year ago now says he has been raped, too. [An] independent panel found that the accounts by children as young as 9 of trading oral sex and other acts in exchange for food in the middle of a war zone in early 2014 were "passed from desk to desk, inbox to inbox, across multiple U.N. offices, with no one willing to take responsibility." Among those said to have looked the other way were the U.N. children's agency, UNICEF, as well as human rights staffers. The panel, led by Canadian judge Marie Deschamps, found that U.N. staffers failed or hesitated to pass the children's allegations to more senior officials, sometimes because of political concerns with France involved; showed "unconscionable delays" in protecting and supporting the children; failed to further investigate the allegations; failed to properly vet peacekeepers for past abuses; and, overall, appeared more concerned with whether one U.N. staffer had improperly alerted French authorities. "The welfare of the victims and the accountability of the perpetrators appeared to be an afterthought, if considered at all," the report says. As of now, more than a year and a half after U.N. staffers first heard the children's allegations of sexual abuse, no one has been arrested.

Not long ago, Tuesday mornings revelations at the royal commission into institutional responses to child abuse would have made headlines round the world. Priest after priest in the Melbourne archdiocese of the Catholic church was caught abusing children. And for decades bishop after bishop ignored these crimes. But Melbourne fits the now familiar pattern of the Catholic world. In Melbourne over the past 35 years, 454 people made claims or substantiated complaints about child sexual abuse by priests, religious employees or volunteers. Of those, 335 made claims against priests. Seven accused priests accounted for 54% of all claims. What sets the city apart from cities in Europe and America is how little the church has had to pay. Absent but everywhere was George Pell. Though other bishops living and dead will have their reputations raked over by the commission, the hearings over the next month will essentially assess the record of the man who now sits in Rome as the treasurer of the Catholic church. Father Peter Searson [abused] children in the poor parish of Doveton. Parents, parishioners and teachers all wanted the priest gone. Pell appears to have done little.

Hundreds of officers lose licenses over sex misconduct

In a yearlong investigation of sexual misconduct by U.S. law enforcement, The Associated Press uncovered about 1,000 officers who lost their badges in a six-year period for rape, sodomy and other sexual assault; sex crimes that included possession of child pornography; or sexual misconduct such as propositioning citizens. The number is unquestionably an undercount because it represents only those officers whose licenses to work in law enforcement were revoked, and not all states take such action. California and New York ... offered no records because they have no statewide system to decertify officers for misconduct. And even among states that provided records, some reported no officers removed for sexual misdeeds even though cases were identified via news stories or court records. Victims of sexual violence at the hands of officers know the power their attackers have, and so the trauma can carry an especially crippling fear. Jackie Simmons said she found it too daunting to bring her accusation to another police officer after being raped by a cop in 1998 while visiting Kansas for a wedding. So, like most victims of rape, she never filed a report. Diane Wetendorf, a retired counselor who started a support group in Chicago for victims of officers, said most of the women she counseled never reported their crimes - and many who did regretted it. She saw women whose homes came under surveillance and whose children were intimidated by police. Fellow officers, she said, refused to turn on one another when questioned.

U.S. Soldiers Told to Ignore Sexual Abuse of Boys by Afghan Allies

In his last phone call home, Lance Cpl. Gregory Buckley Jr. told his father: From his bunk in southern Afghanistan, he could hear Afghan police officers sexually abusing boys they had brought to the base. At night we can hear them screaming, but were not allowed to do anything about it, the Marines father ... recalled his son telling him before he was shot to death at the base in 2012. Rampant sexual abuse of children has long been a problem in Afghanistan, particularly among armed commanders who dominate much of the rural landscape. American soldiers and Marines have been instructed not to intervene. The policy has endured as American forces have recruited and organized Afghan militias. Instead of weeding out pedophiles, the American military was arming them in some cases and placing them as the commanders of villages. Dan Quinn, a former Special Forces captain who beat up an American-backed militia commander for keeping a boy chained to his bed as a sex slave, [said], We were putting people into power who would do things that were worse than the Taliban did that was something village elders voiced to me. The policy of instructing soldiers to ignore child sexual abuse by their Afghan allies is coming under new scrutiny, particularly as it emerges that service members like Captain Quinn have faced discipline, even career ruin, for disobeying it. After the beating, the Army relieved Captain Quinn of his command and pulled him from Afghanistan. He has since left the military.

Ex-MP to be interviewed by police over paedophile ring claims

A former MP is to be interviewed under caution by police over claims that he was part of a paedophile ring who repeatedly sexually assaulted a young girl in the 1980s and 1990s. The man has been in communication with Staffordshire police, who are investigating. The alleged victim, Esther Baker, waived her right to anonymity to make the claims public in May. She has said her abusers possibly included a peer and a judge, and that the abuse went on for four years from the age of six, in the woodland and at other locations, often while police officers stood guard. Baker has also alleged that she was sexually abused at a flat in London, which she now believes to be Dolphin Square the location at the centre of the Metropolitan polices Operation Midland inquiry into the alleged murders of three children by high-profile individuals in a paedophile ring. The former politician, who has not been named ... is one of 1,400 high-profile individuals who have been or are under police investigation across the country for child abuse dating back decades. They include 76 politicians, alive and dead, 135 celebrities and 43 people from the music industry. The case has been referred to Operation Hydrant, a national team coordinating the investigations taking place across the country, which was set up in the wake of the Jimmy Savile revelations and the increase in reporting of child sexual abuse which followed.

Former prep school student cleared of rape, but convicted of misdemeanors

A graduate of an exclusive New England prep school was cleared of felony rape but convicted of misdemeanor sex offenses Friday against a 15-year-old freshman girl in a case that exposed a campus tradition in which seniors competed to see how many younger students they could have sex with. A jury of nine men and three women took eight hours to reach its verdict in the case against 19-year-old Owen Labrie, of Tunbridge, Vt., who was accused of forcing himself on the girl in a dark and noisy mechanical room at St. Paul's School in Concord, N.H., two days before he graduated in 2014. Labrie ... was acquitted of the most serious charges against him - three counts of felony rape, each punishable by 10 to 20 years in prison - but was found guilty of three counts of misdemeanor sexual assault and other offenses. Each count carries up to a year behind bars. The 159-year-old boarding school ... has long been a training ground for politicians, Nobel laureates, corporate executives and other members of the country's elite. British police investigating allegations of historical child sex abuse said more than 1,400 people had been named as suspects including 261 described as "people of public prominence" including dozens of politicians and TV stars. Child abuse scandals over the last few years have prompted the government to launch a major public inquiry. Chief Constable Simon Bailey, the officer leading that inquiry named "Operation Hydrant", said 1,433 people were being investigated of whom 216 were now dead. The suspects included 135 figures from TV, film or radio, 76 politicians involved in both local and national politics, 43 from the music industry and seven from the sporting world. "This investigation is massive and a testimony to how the attitude to victims is changing," said Sheila Taylor, chief executive of the National Working Group Network, a charity which tackles child sexual exploitation. The issue of child abuse came to widespread prominence in 2012 when the late BBC TV presenter Jimmy Savile was shown to have abused hundreds of victims for decades. Since then, other household names have been convicted, allegations have been made against a number of former or deceased politicians, while detectives are also looking into claims powerful figures forced police to drop inquiries into paedophile rings involving high-profile people. Bailey said that 666 of the offenders being investigated were alleged to have carried out abuse at institutions including schools, children's homes and religious institutions.

More than 1,400 suspects, including politicians and celebrities, have been investigated by police probing historical child sex abuse allegations. The figures were revealed by Operation Hydrant, set up by the National Police Chiefs' Council (NPCC). It explores ... child sex abuse by "prominent public persons". Of the 1,433 suspects identified, 216 are now dead and 261 are classified as people of public prominence, with 135 coming from TV, film or radio. The figures are taken from police forces in England, Wales, Scotland and Northern Ireland. They relate to reports of abuse, or investigations of abuse, which police forces were dealing with in the summer of 2014. Norfolk Police Chief Constable Simon Bailey, the NPCC's lead on child protection, said the referrals were increasing "on an almost daily basis". He also said police were projected to receive about 116,000 reports of historical child sex abuse by the end of 2015 - an increase of 71% from 2012. He added: "There is no doubt [Jimmy] Savile has had an effect on us. We are dealing with more and more allegations." Ex-DJ Jimmy Savile was revealed after his death to be one of the UK's most prolific sexual predators. Jon Brown, head of the NSPCC's programme to tackle sexual abuse, described the figures as "astonishing" and said they showed abuse "permeates all parts of society". He added: "What we're beginning to see is a much more realistic picture now of the scale of the problem."

The Metropolitan Police is being investigated over further allegations of corruption in relation to child sex offences dating back to the 1970s, including the claim that evidence gathered against MPs, judges, media entertainers, police, clergy and actors was dropped due to police intervention. The fresh allegations are in addition to the 14 cases being investigated by the Independent Police Complaints Commission (IPCC), revealed earlier this month, dating from the 1970s to the 2000s. The three new investigations relate to allegations about police suppressing evidence, hindering or halting investigations, and covering up offences due to the involvement of members of parliament and police officers. One case addressed the allegation that a child abuse investigation in central London, which gathered evidence against MPs, judges, media entertainers, police, actors, clergy, and others, was dropped. It has been claimed that two months after the file had been submitted to start proceedings against those identified, an officer was called in by a senior Met officer and told to drop the case. The two further allegations relate to a child abuse investigation conducted in the 1980s, with one relating directly to police actions in the case. The IPCC said it was also assessing a further six referrals it had received from the Met relating to similar matters.

UK Police Watchdog to Investigate Westminster Child Abuse Cover-Up

The UK police watchdog has announced that it is investigating the Metropolitan Police following allegations that the force was involved in a cover-up over child abuse offenses. The Independent Police Complaints Commission (IPCC) has launched the investigation after the Met referred themselves over 16 separate allegations - 14 of which are to be investigated. The IPCC will look into claims of corruption within the force and whether they purposefully ignored evidence and halted investigations due to the involvement of MPs and other members of the establishment. This most recent development comes as a result of Operation Fairbank, first launched by Scotland Yard in 2012, to probe suggestions that high profile figures were involved in historic Westminster paedophile rings. More than 300 young people have been groomed and sexually exploited by gangs of men in Oxfordshire in the past 15 years, a damning report into the failures of police and social services to stop years of sexual torture, trafficking and rape will reveal, the Guardian has learned. The victims, mostly girls, come predominantly from the city of Oxford. A serious case review by the Oxfordshire safeguarding childrens board, to be published on Tuesday, will condemn Thames Valley police for not believing the young girls, for treating them as if they had chosen to adopt the lifestyle, and for failing to act on repeated calls for help. Oxfordshire social services which had responsibility for the girls safety will be equally damned for knowing they were being groomed and for failing to protect them despite compelling evidence they were in danger. One social worker told a trial that nine out of 10 of those responsible for the girls [were] aware of what was going on. The case echoes the child exploitation scandals in Rotherham, Rochdale and Derby. In Oxford, however, the grooming, sexual torture and trafficking took place on the streets of the Cowley area of the city, in churchyards, parks, a guesthouse and empty flats procured for the purpose of drugging the girls and handing them around to be gang raped and brutalised. Police officers and social workers did not listen to the girls when they spoke of the abuse they were suffering, did not believe them and dismissed them.

Rotherham abuse: Researcher's warning 'ignored in 2002'

A former Home Office researcher says a bullying culture at Rotherham Council led to her warnings of child sexual exploitation being suppressed in 2002, years before action was finally taken. A report this month by government official Louise Casey concluded the council was not "fit for purpose". The council says it is investigating researcher Adele Gladman's claims. Previously, she has only spoken anonymously. "What I didn't realise was just how many whistle-blowers there had been over the years and how many opportunities to change poor practice," she said. "That has cost young people their health, their happiness and in some cases their lives." Ms Gladman was based at Rotherham Council when she carried out the work for the Home Office. She describes being subjected to bullying and intimidation after her research found a small number of men, mainly of Pakistani heritage, were sexually exploiting a significant number of young people. She says the council sent her on race awareness training and effectively suppressed her report. "I had every aspect of my professionalism questioned," she said. "I had every aspect of my work questioned. I had data removed over a weekend so that I couldn't substantiate my findings." She says the bullying she faced went beyond the local authority and remembers a police officer approaching her outside her office. "He and a colleague said words along the lines of 'Wouldn't it be a shame if these perpetrators found out where you and your family lived'. "And I took that as a direct threat to my personal safety. The message was very clear."

Thatcher stopped officials publicly naming Sir Peter Hayman as suspected paedophile

Margaret Thatcher told officials not to publicly name a senior diplomat connected to a paedophile scandal despite being fully briefed on allegations made against him, a newly revealed secret file has shown. The file was prepared for the late Conservative Prime Minister in the early Eighties, and details allegations of unnatural sexual activity by Sir Peter Hayman in 1966, when he returned from ... West Berlin to the Foreign Office. It also notified Mrs Thatcher that the senior diplomat had been subject to a police investigation, after a parcel containing "obscene materials" was found on a London bus in 1978. Sir Peter was not prosecuted following an investigation into his activities. The diplomat, who died in 1992, was accused of being a paedophile by MP Geoffrey Dickens under the cloak of parliamentary privilege in 1983, before the file was prepared for the then Prime Minister. Compiled between October 1980 and March 1981, the 37-page file is now available for public view, and features Mrs Thatchers handwritten annotations and notes. It confirms that Sir Peter was a member of the Paedophile Information Exchange (PIE) group, and claims he intended to make "contact with adults with whom he could exchange obscene material." The revelations come as Home Secretary Theresa May announced she would be launching an inquiry into historical child abuse, during which Sir Peters activities will be investigated.
