When a detainee at a federal prison facility in Atlanta, Georgia, was found hanging from a ligature in his cell in November 2018, prison staff had to borrow a razor blade from another detainee in order to cut them down. The scene was one of several alarming accounts of conditions at U.S. Penitentiary Atlanta detailed Tuesday during a Senate subcommittee hearing. Public reporting has described several years’ worth of security and health issues at the facility, including deaths, escapes, corruption, and a smuggling ring. A new wave of anger swept through Uvalde on Tuesday over surveillance footage of police officers in body armor milling in the hallway of Robb Elementary School while a gunman carried out a massacre inside a fourth-grade classroom where 19 children and two teachers were killed. The video published Tuesday by the Austin American-Statesman is a disturbing 80-minute recording of what has been known for weeks now about one of the deadliest school shootings in U.S. history: that heavily armed police officers, some armed with rifles and bulletproof shields, massed in the hallway and waited more than an hour before going inside and stopping the May 24 slayings. But the footage, which until now had not surfaced publicly, anguished Uvalde residents anew and redoubled calls in the small South Texas city for accountability and explanations. The footage from a hallway camera inside the school shows the gunman entering the building with an AR-15 style rifle and includes 911 tape of a teacher screaming, “Get down! Get in your rooms! Get in your rooms!” Two officers approach the classrooms minutes after the gunman enters, then run back amid the sounds of gunfire. John Bolton, a former U.S. ambassador to the United Nations and former White House national security adviser, said on Tuesday that he had helped plan attempted coups in foreign countries. The 13th amendment of the US constitution abolished slavery or involuntary servitude, but included an exception for prisoners; critics have called prison work modern-day slavery. [Susan] Dokken’s pay started at 12 cents an hour and prisoners have the ability after positive reviews to increase their pay to 24 cents an hour, while they’re charged full price when they buy basic necessities through the commissary. Dokken explained that if prisoners refused to work, they would have privileges revoked and possibly get written up, which would follow them on their record to parole and probation. According to a June 2022 report published by the American Civil Liberties Union, prison labor generates more than $11bn annually, with more than $2bn generated from the production of goods, and more than $9bn generated through prison maintenance services. Wages range on average from 13 cents to 52 cents per hour, but many prisoners are paid nothing at all, and their low wages are subject to various deductions. The ACLU report said 76% of workers surveyed reported they were forced to work or faced additional punishment, 70% said they could not afford basic necessities on their prison labor wages, 70% reported receiving no formal job training and 64% reported concerns for their safety on the job. By virtue of geopolitics and economics, Saudi Arabia’s cooperation with the United States is consequential when it comes to Washington’s efforts to counter Iran, end the war in Yemen and normalize Israel’s relations with the Arab world, as well as limit Russia’s and China’s influence in the region. All of this was true before Russia’s invasion of Ukraine upended global oil markets and sent gasoline prices skyrocketing in the United States and Europe. Mayor Eric Adams defended New York City's newest PSA on Tuesday, saying a nuclear attack preparedness spot from the Office of Emergency Management was a "great idea" born out of the ongoing Russian war in Ukraine. The campaign launched Monday and features a short PSA outlining three steps that New Yorkers can take "as the threat landscape continues to evolve." There are no imminent nuclear threats to New York City, Adams emphasized, but there will be a series of emergency management ads highlighting preparedness efforts. Emergency management officials say it's important to know the steps to stay safe even if the likelihood of a nuclear attack in NYC in the immediate future is quite low. A police officer armed with a rifle watched the gunman in the Uvalde elementary school massacre walk toward the campus but did not fire while waiting for permission from a supervisor to shoot, according to a sweeping critique ... on the tactical response to the May tragedy. Some of the 21 victims at Robb Elementary School, including 19 children, possibly "could have been saved" on May 24 had they received medical attention sooner while police waited more than an hour before breaching the fourth-grade classroom, a review by a training center at Texas State University for active shooter situations found. The report is yet another damning assessment of how police failed to act on opportunities that might have saved lives in what became the deadliest school shooting in the U.S. since the slaughter at Sandy Hook Elementary School in 2012. On June 18, the U.S. Centers for Disease Control and Prevention (CDC) officially recommended Pfizer and Moderna COVID-19 vaccines for all children between the ages of 6 months and 5 years. Over the past decades, regulatory agencies have seen large proportions of their budgets funded by the industry they are sworn to regulate. The police are creating some of the largest DNA databases in the world. And the authorities are building upon facial recognition technology to collect voice prints from the general public. The Times’ Visual Investigations team and reporters in Asia spent over a year analyzing more than a hundred thousand government bidding documents. The Chinese government’s goal is clear: designing a system to maximize what the state can find out about a person’s identity, activities and social connections. In a number of the bidding documents, the police said that they wanted to place cameras where people go to fulfill their common needs — like eating, traveling, shopping and entertainment. The police also wanted to install facial recognition cameras inside private spaces, like residential buildings, karaoke lounges and hotels. Authorities are using phone trackers to link people’s digital lives to their physical movements. Devices known as WiFi sniffers and IMSI catchers can glean information from phones in their vicinity. DNA, iris scan samples and voice prints are being collected indiscriminately from people with no connection to crime.
