The Pentagon made $35 trillion in accounting adjustments last year alone - a total that's larger than the entire U.S. economy and underscores the Defense Department's continuing difficulty in balancing its books. The latest estimate is up from $30.7 trillion in 2018 and $29 trillion in 2017, the first year adjustments were tracked in a concerted way. The figure dwarfs the $738 billion of defense-related funding in the latest U.S. budget. The Defense Department acknowledged that it failed its first-ever audit in 2018 and then again last year, when it reviewed $2.7 trillion in assets and $2.6 trillion in liabilities. While auditors found no evidence of fraud in the review of finances that Congress required, they flagged a laundry list of problems, including accounting adjustments. There were 546,433 adjustments in fiscal 2017 and 562,568 in 2018, according to figures provided by Representative Jackie Speier, who asked the Government Accountability Office to investigate. The GAO estimated based on a sample that at least 96% of 181,947 automatic adjustments made in the fourth quarter of fiscal 2018 "didn't have adequate supporting documentation." "In layman's terms, this means that the DoD made adjustments to accounting records without having documentation to support the need or amount for the adjustment," said Dwrena Allen, spokeswoman for the Pentagon's inspector general.

This past week, Washington Post reporting showed that the conflict in Afghanistan has been an operation of deception. But The Afghanistan Papers were not a revelation to me. I was one of the deceivers. From July 2009 to March 2010, I served as one of the U.S. Air Force’s designees for a nation-building mission, and I witnessed the disconnect between what happened on the ground and the messages the public heard about it. As my team’s information operations officer, I played a direct role in crafting those messages. But my job wasn’t only to mislead the American public: Our information campaign extended to the Afghan people and to higher-ups within the American military itself. I arrived in Paktia province in July 2009, as part of a provincial reconstruction team (PRT). I wrote broadcast news copy for the team’s interpreters to translate and thought of it as a persuasive tool. Local listeners were, in military lingo, the subjects of “non-lethal targeting.” As accusations of fraud, ballot tampering and voter intimidation circulated around the presidential election, I followed my supervisors’ directives to “aggressively pursue” interviews ... “highlighting the transparency and legitimacy of the election process.” Corruption littered our daily interactions, and a few months into our deployment, my PRT launched an investigation that ultimately uncovered a scheme that wound its way through upper-level government officials, including Paktia’s then-governor and chief of police.

There is a natural human bias toward bad news. The title of a 1998 article in the Journal of Personality and Social Psychology sums it up: “Negative Information Weighs More Heavily on the Brain.” Negative stimuli get our attention much more than positive stimuli — which makes evolutionary sense for survival. Meanwhile, starvation-level poverty has decreased by 80% since 1970, according to economists at Columbia University and the Massachusetts Institute of Technology. The truth is that while there is plenty to worry about on any given day, the world is generally getting better. NBC News President Noah Oppenheim and his boss NBC News Chairman Andy Lack are still running the show. They remain at the helm despite the explosive reporting in Ronan Farrow’s new book “Catch and Kill,” which reveals how Oppenheim and Lack not only shut down the investigation into Harvey Weinstein’s predatory and abusive treatment of women, but how NBC News silenced or ignored multiple allegations of sexual misconduct inside the company ― including overlooking the behavior of “Today” show host Matt Lauer for years before finally firing him in 2017. In an article for Vanity Fair in October, Rich McHugh, the NBC producer who worked with Farrow on the Weinstein investigation, called out Oppenheim and Lack’s handling of the story. “They not only personally intervened to shut down our investigation of Weinstein, they even refused to allow me to follow up on our work after Weinstein’s history of sexual assault became front-page news,” he writes. MSNBC hosts Rachel Maddow and Chris Hayes have criticized NBC management on-air. Current and former employees say they want a true independent investigation of what happened at NBC News regarding Lauer, the Weinstein story, and any other incidents of internal sexual misconduct. At least one camera in the hallway outside the cell where authorities say registered sex offender Jeffrey Epstein hanged himself earlier this month had footage that is unusable, although other, clearer footage was captured in the area. The incident is being investigated by the FBI and the Justice Department’s inspector general’s office, which are attempting to determine what happened and how to assess whether any policies were violated or crimes committed. The revelation of an unusable recording is yet another of the apparent failures inside the Metropolitan Correctional Center, the short-staffed Bureau of Prisons facility in downtown Manhattan that held Epstein. Meanwhile, there has been intense scrutiny of the federal facility where he was held, which did not follow its protocol in the handling of Epstein in several ways, officials have said. Epstein should have been checked on every 30 minutes. Investigators are exploring whether logs were falsified to indicate checks had occurred when they had not. Epstein also was supposed to have a roommate, following a July 23 incident in which he was found on the floor of his cell with marks on his neck. Authorities suspected he had attempted suicide; Epstein said he believed he had been attacked. He was placed on suicide watch for about a week after that. For a time, [he] had a new roommate. But that person was transferred ... and a new roommate was not assigned — despite the fact that at least eight jail officials knew Epstein was not to be left alone in cell.

The number of recommended vaccines was only 23 doses of seven vaccines in 1983. By 2017, the CDC’s recommended number skyrocketed to 69 doses of 16 vaccines – 50 doses given before age 6. Certain ingredients in vaccinations, including chemicals, human, animal, and insect DNA and RNA, are abhorrent to some for religious or ethical reasons. Mandated vaccination should not force someone to compromise their beliefs. The American Medical Association’s code of ethics affirms the right to both religious and philosophical exceptions for physicians themselves to not be vaccinated. Recently, secret documents have been unearthed detailing what the energy industry knew about the links between their products and global warming. In the 1980s, oil companies like Exxon and Shell carried out internal assessments of the carbon dioxide released by fossil fuels, and forecast the planetary consequences of these emissions. In 1982, for example, Exxon predicted that by about 2060, CO2 levels would reach around 560 parts per million – double the preindustrial level – and that this would push the planet’s average temperatures up by about 2°C over then-current levels. in 1988, an internal report by Shell projected similar effects but also found that CO2 could double even earlier, by 2030. Privately, these companies did not dispute the links between their products, global warming, and ecological calamity. On the contrary, their research confirmed the connections. The effect is all the more chilling in view of the oil giants’ refusal to warn the public about the damage that their own researchers predicted. Although the details of global warming were foreign to most people in the 1980s, among the few who had a better idea than most were the companies contributing the most to it. Despite scientific uncertainties, the bottom line was this: oil firms recognized that their products added CO2 to the atmosphere, understood that this would lead to warming, and calculated the likely consequences. And then they chose to accept those risks on our behalf, at our expense, and without our knowledge.
Global poverty is in decline. Jim Pethokoukis writes, “Over the past 30 years, the share of our fellow humans living in extreme poverty has decreased to 21% from 52%. That’s a billion fewer people in extreme poverty. An extraordinary achievement.” People are living longer. The World Health Organization reports, “Global average life expectancy increased by 5 years between 2000 and 2015, the fastest increase since the 1960s. Those gains reverse declines during the 1990s. The 2000-2015 increase was greatest in the WHO African Region, where life expectancy increased by 9.4 years to 60 years.” Americans are extraordinarily charitable. The National Center for Charitable Statistics found, “Giving by individuals makes up the vast majority of contributions received by nonprofit organizations. Individual giving amounted to $258.51 billion in 2014, an increase of 7.1 percent in current dollars from 2013. This accounts for 72 percent of all contributions received in 2014.” We are becoming less violent. You’d never know it from listening to politicians or the media, but it is provably true. Psychologist Steven Pinker, author of “The Better Angels of Our Nature,” in an interview this year explained: “I looked at homicide, looked at war, looked at genocide, looked at terrorism. And in all cases, the long-term historical trend, though there are ups and downs ... is absolutely downward. The rate of violent crime in United States has fallen by more than half in just a decade. The rate of death in war fell by a factor of 100 over a span of 25 years.”

It is estimated that there are 100,000 to 150,000 under-aged sex workers in the U.S. The average age of girls who enter into street prostitution is between 12 and 14 years old. This is America’s dirty little secret. According to the FBI, sex trafficking is the fastest growing business in organized crime, the second most-lucrative commodity traded illegally after drugs and guns. Young girls ... are sold to 50 men each day for $25 apiece, while their handlers make $150,000 to $200,000 per child each year. Some of these children are forcefully abducted, others are runaways, and still others are sold into the system by relatives. Finding girls is easy for pimps. They look on MySpace, Facebook, and other social networks. Foster homes and youth shelters have also become prime targets. Unfortunately, Americans have become good at turning away from things that make us uncomfortable. Very little time and money is being invested in the fight against sex trafficking except for the FBI’s annual sex trafficking sting, which inevitably makes national headlines for the numbers of missing girls recovered. For those trafficked, it’s a nightmare. Those being sold for sex have an average life expectancy of seven years, and those years are a living nightmare of endless rape, forced drugging, [and] humiliation. What can you do? Call on your city councils, elected officials and police departments to make the battle against sex trafficking a top priority. Educate yourselves and your children. The future of America is at stake.

For almost nine hours starting on Sept. 18, 1980, brave airmen sought to contain the damage precipitated by a dropped wrench socket that hit a Titan II missile -- which was tipped with a W-53 thermonuclear warhead -- in its silo [in Damascus, Arkansas]. A monkey virus that contaminated polio vaccine given to tens of millions of Americans in the 1950s and '60s may be causing rare human cancers. For four decades, government officials have insisted that there is no evidence the simian virus called SV40 is harmful to humans. But in recent years, dozens of scientific studies have found the virus in a steadily increasing number of rare brain, bone and lung-related tumors - the same malignant cancer SV40 causes in lab animals. Even more troubling, the virus has been detected in tumors removed from people never inoculated with the contaminated vaccine, leading some to worry that those infected by the vaccine might be spreading SV40. By the end of 1996, dozens of scientists reported finding SV40 in a variety of bone cancers and a wide range of brain cancers, which had risen 30 percent over the previous 20 years. Then, Italian researchers reported finding SV40 in 45 percent of the seminal fluid samples and 23 percent of the blood samples they had taken from healthy donors. That meant SV40 could have been spreading through sexual activity, from mother to child, or by other means, which could explain how those never inoculated with the contaminated vaccine ... were being infected. Dr. James Goedert, the chief of the NCI's Viral Epidemiology Branch ... acknowledged that research is needed to resolve the question of whether SV40 is prevalent in the human population and, if so, how it might be spreading. But Goedert said he has no plans for such studies.

In November 1934, federal investigators uncovered an amazing plot involving some two dozen senior businessmen, a good many of them Wall Street financiers, to topple the government of the United States and install a fascist dictatorship. An alert FDR shut it down but stopped short of retaliatory measures against the plotters. A key element of the plot involved [Smedley Butler], a retired prominent general who was to have raised a private army of 500,000 men from unemployed veterans and who blew the whistle when he learned more of what the plot entailed. The plot was heavily funded and well developed and had strong links with fascist forces abroad. A story in the New York Times and several other newspapers reported on it, and a special Congressional committee was created to conduct an investigation. The records of this committee were scrubbed and sealed away in the National Archives, where they have only recently been made available. The Congressional committee kept the names of many of the participants under wraps and no criminal action was ever brought against them. But a few names have leaked out. And one is Prescott Bush, the grandfather of the incumbent president. Prescott Bush was ... deep into the business of the Hamburg-America Lines, and had tight relations throughout this period with the new Government that had come to power in Germany a year earlier under Chancellor Adolph Hitler. It appears that Bush was to have formed a key liaison for the group with the new German government. The role of the most powerful political dynastic family in the nation's history in this whole affair is shocking.

The afternoon after Kelly Kerns' 2-month-old daughter Kaylee got several vaccines was "living hell," with the child screaming and arching her back, her mother said. The stories are remarkably similar: A seemingly normal child gets a shot and days, weeks or months later, withdraws from the world, stops speaking, becomes upset at random stimulation such as a doorbell, and adopts compulsive behaviors like head-banging.

Hundreds of articles in medical journals claiming to be written by academics or doctors have been penned by ghostwriters in the pay of drug companies, an Observer inquiry reveals. The journals, bibles of the profession, have huge influence on which drugs doctors prescribe and the treatment hospitals provide. But The Observer has uncovered evidence that many articles written by so-called independent academics may have been penned by writers working for agencies which receive huge sums from drug companies to plug their products. Estimates suggest that almost half of all articles published in journals are by ghostwriters. While doctors who have put their names to the papers can be paid handsomely for 'lending' their reputations, the ghostwriters remain hidden. In the United States a legal case brought against drug firm Pfizer turned up internal company documents showing that it employed a New York medical writing agency. One document analyses articles about the anti-depressant Zoloft. Some of the articles lacked only one thing: a doctor's name. In the margin the agency had put the initials TBD, which Healy assumes means 'to be determined'. Dr Richard Smith, editor of the British Journal of Medicine, admitted ghostwriting was a 'very big problem'. 'We are being hoodwinked by the drug companies. The articles come in with doctors' names on them and we often find some of them have little or no idea about what they have written,' he said.

It discovered, among other things, substandard performances by the laboratory's explosives, chemistry-toxicology and materials analysis units, forcing F.B.I. officials to review several hundred past and current cases -- including the Oklahoma City bombing case -- to determine how many might have been jeopardized by unprofessional work. The inquiry found numerous instances in which untrained F.B.I. agents had been allowed to take part in scientific work. In some cases lab reports were inadequately documented and exaggerated the evidence against defendants. Supervisors provided only the most cursory oversight, giving their subordinates freedom to reach unsupported findings, which then went unchallenged. Specifically, the F.B.I. apparently offered cooked testimony in at least two major cases. In the 1993 World Trade Center bombing case, an examiner in the explosives lab, David Williams, gave inaccurate testimony that ''exceeded his expertise, was unscientific and speculative, was based on improper nonscientific grounds and appeared to be tailored to correspond with his estimate of the amount of explosive used in the bombing.'' That should have been cause for Mr. Williams's dismissal. Instead he was assigned to the Oklahoma City bombing, where, the inspector general found, he committed ''many of the same errors.''

A former Central Intelligence Agency employee told a Senate subcommittee today that he and another C.I.A. employee were sent to San Francisco in 1959 to lure unsuspecting people to a party at which the two agents were to spray the air with LSD 25 as part of the agency's secret drug testing program. The test [was] part of a much larger drug testing program known by the cryptonym MK ULTRA,” David Rhodes told the Senate Subcommittee on Health and Scientific Research. Mr. Rhodes, two former C.I.A. employees, two former Bureau of Narcotics agents and Dr. Charles Geschickter, head of a foundation that channeled C.I.A. medical research funds to universities for nine or 10 years, were questioned this morning in the first of two days of hearings into C.I.A. testing of drugs on human beings. Today's testimony by Mr. Rhodes provided the first look the public has had at an LSD test inside a C.I.A. safehouse. The agency carried out other drug tests in both California and New York City from 1953 to 1966 in such safehouses, mainly apartments and motel rooms. These were secretly rented for the agency by George H. White, an official of the old Federal Bureau of Narcotics, which has since been supplanted by the Drug Enforcement Administration. Mr. Rhodes, a psychologist employed by the C.I.A. from 1957 to 1961, said he went to California in 1959 with Walter P. Pasternak. Mr. Pasternak, a former employee of the agency, was also an official with the Society for the Investigation of Human Ecology.

Someone wrote to Wright Field recently, saying he understood this country had got together quite a collection of enemy war secrets, that many were now on public sale, and could he, please, be sent everything on German jet engines. 'The Army Air Forces' answered: "Sorry – but that would be fifty tons." Moreover, that fifty tons was just a small portion. Wright Field is working from a documents "mother lode" of fifteen hundred tons. It is estimated that over a million separate items ... very likely contain practically all the scientific, industrial, and military secrets of Germany. What did we find? The head of the communications unit ... showed me then what had been two of the most closely-guarded technical secrets of the war: the infra-red device which the Germans invented for seeing at night, and the remarkable diminutive generator which operated it. The diminutive generator – five inches across – stepped up current from an ordinary flashlight battery to 15,000 volts. It had a walnut-sized motor which spun a rotor at 10,000 rpm. The generator then ran 3,000 hours! "As for medical secrets in this collection," one Army-surgeon has remarked, "some of them will save American medicine years of research; some of them are revolutionary – like, for instance, the German technique for treatment after prolonged and usually fatal exposure to cold." This discovery ... reversed everything medical science thought about the subject. And in aeronautics and guided missiles [the secrets] proved to be downright alarming. Army Air Force experts declare publicly that in rocket power and guided missiles the Nazis were ahead of us by at least ten years.
