Dodd-Frank rollback is money in the banks

The House’s bipartisan vote Tuesday to weaken Dodd-Frank, the banking and consumer reform legislation passed in the wake of the 2008 financial collapse and recession ... dramatically shrinks the number of institutions deemed important to the financial system and therefore subject to strict oversight. It raises the threshold automatically triggering such measures from $50 billion to $250 billion in assets. Small banks, defined as under $10 billion in assets, would also be exempt from the Volcker Rule, which prohibits certain risky investments of customers’ money. And an estimated 85 percent of banks would also be excused from reporting requirements meant to detect discrimination in home mortgage lending. Supporters of the regulatory retreat would have the public believe that Dodd-Frank constitutes a crushing burden on a struggling financial industry. Meanwhile, on the very day that the House approved the rollback, the Federal Deposit Insurance Corp. reported that the commercial banks and savings institutions it covers made $56 billion in the first quarter of the year, a 27.5 percent increase from a year earlier. Congress’ ... likely motivation is another figure: the $1.1 billion in contributions to federal campaigns attributed to financial institutions in the last two-year election cycle, according to the Center for Responsive Politics, more than any other sector spent. Purdue Pharma hired Rudolph Giuliani, the former New York mayor and now Donald Trump’s lawyer, to head off a federal investigation in the mid-2000s into the company’s marketing of the powerful prescription painkiller at the centre of an epidemic estimated to have claimed at least 300,000 lives. While Giuliani was not able to prevent the criminal conviction over Purdue’s fraudulent claims for OxyContin’s safety and effectiveness, he was able to reach a deal to avoid a bar on Purdue doing business with the federal government which would have killed a large part of the multibillion-dollar market for the drug. The former New York mayor also secured an agreement that greatly restricted further prosecution of the pharmaceutical company and kept its senior executives out of prison. We brought together a panel of more than 100 cybersecurity leaders from across government, the private sector, academia and the research community for a new feature called The Network — an ongoing, informal survey. Our first survey revealed deep concerns that states aren’t prepared to defend themselves against the types of cyberattacks that disrupted the 2016 presidential election. Several experts said that state voter registration databases are particularly vulnerable — and make an appealing target for attackers who want to sow confusion and undermine confidence in the voting process. “The voting machines themselves are only part of the story,” said Matt Blaze, a cryptographer and computer science professor. “The ‘back end’ systems, used by states and counties for voter registration and counting ballots, are equally critical to election security, and these systems are often connected, directly or indirectly, to the Internet.” Jay Kaplan, co-founder of the cybersecurity firm Synack, notes a bright spot: The Election Assistance Commission has a national voting system certification program to independently verify that a voting system meets security requirements. “However, testing for this certification is completely optional,” said Kaplan. “States can set their own standards for voting systems. As such, some states are significantly more buttoned up than others. The reality is states are understaffed, underfunded, and are too heavily reliant on election-system vendors securing their own systems.”

Victims of alleged LSD brainwashing experiments in Montreal plan to file lawsuit

Survivors and families of those who allegedly underwent brainwashing experiments at McGill University in Montreal are planning a class-action lawsuit against the Quebec and federal governments because of what they claim had been done to them decades ago. Dr. Ewen Cameron, a former psychiatrist at McGill University’s Alan Memorial Institute, conducted CIA-funded experiments in the 1950s and 1960s involving sleeping drugs, electroshock therapy and the powerful hallucinogenic LSD to see if the brain could be reprogrammed. Patients entered the program - known as Project MKUltra - with relatively minor mental health issues, such as anxiety. “These were innocent people that went in for mild depression… They came out completely ravaged and their life was ruined,” Marlene Levenson, whose aunt was admitted to the facility, told CTV Montreal. Many victims of these experiments have since passed away, but some family members have documents that share first-hand accounts of what allegedly transpired at the facility. Angela Bardosh’s mother Nancy Layton showed CTV Montreal a letter from her mother that read in part: "They destroyed many parts of me. I'm lucky to be alive." Bardosh said Layton was admitted to the facility at age 18 due to depression. Within six months of Cameron’s treatment, her mother developed acute schizophrenia. The victims and their families have now banded together in the hopes of filing a class-action lawsuit against the Quebec and federal governments, and maybe even McGill too, seeking damages and an apology for what they had to endure.

Four decades ago, [CIA operative Stefan] Halper was responsible for a long-forgotten spying scandal involving the 1980 election. The Reagan campaign – using CIA officials managed by Halper, reportedly under the direction of former CIA Director and then-Vice-Presidential candidate George H.W. Bush – got caught running a spying operation from inside the Carter administration. The plot involved CIA operatives passing classified information about Carter’s foreign policy to Reagan campaign officials. Over the past several weeks, House Republicans have been claiming that the FBI during the 2016 election used an operative to spy on the Trump campaign, and they triggered outrage within the FBI by trying to learn his identity. On May 8, the Washington Post described the informant as “a top-secret intelligence source” and cited DOJ officials as arguing that disclosure of his name “could risk lives by potentially exposing the source, a U.S. citizen who has provided intelligence to the CIA and FBI.” But now ... everyone knows the name of the FBI’s informant: Stefan Halper. His punishment was solitary confinement for 10 days. Stewart is operated by the largest prison corporation in the US, CoreCivic (formerly Corrections Corporation of America), under a contract with Immigration and Customs Enforcement (Ice). A growing number of detained immigrants ... are subjected to forced labor. In April, we filed a lawsuit ... against CoreCivic, alleging that the prison corporation violates human trafficking laws and employs a deprivation scheme to force immigrants detained at Stewart to work for sub-minimum wages, and then threatens to punish them for refusing to work through solitary confinement or loss of access to necessities. A lawsuit against Geo Group, another prison corporation, is moving forward for using similar practices. The solicitation came during a period when Cohen was bragging to others that he could make millions from consulting on Trump and that foreign governments would be interested in having his expertise. Its objective is “to turn the enormous volume of data available to DoD into actionable intelligence”. More than 3,000 Google staffers signed a petition in April in protest at the company's focus on warfare. “We believe that Google should not be in the business of war,” it read. “Therefore we ask that Project Maven be cancelled.” The ICRAC warned this week the project could potentially be mixed with general user data and exploited to aid “targeted killing.” Currently, its letter has nearly 500 signatures. It stated: “We are ... deeply concerned about the possible integration of Google’s data on people’s everyday lives with military surveillance data, and its combined application to targeted killing ... Google has moved into military work without subjecting itself to public debate or deliberation. Google employees quit over controversial Pentagon work

There’s something eating at Google employees. Roughly one dozen employees of the search giant have resigned in the wake of reports that the ... company is providing artificial intelligence to the Pentagon. The employees resigned because of ethical concerns over the company’s work with the Defense Department that includes helping the military speed up analysis of drone footage by automatically classifying images of objects and people, Gizmodo reported. Many of the employees who quit have written accounts of their decisions to leave the company. Their stories have been gathered and shared in an internal document. Google is helping the DoD’s Project Maven “implement machine learning to classify images gathered by drones,” according to the report. “Some employees believe humans, not algorithms, should be responsible for this sensitive and potentially lethal work - and that Google shouldn’t be involved in military work at all.” The 12 resignations are the first known mass resignations at Google in protest against one of the company’s business decisions - and they speak to the strongly felt ethical concerns of the employees who are departing. In addition to the resignations, nearly 4,000 Google employees have voiced their opposition to Project Maven in an internal petition that asks Google to immediately cancel the contract and institute a policy against taking on future military work.

Israeli soldiers and snipers used barrages of tear gas as well as live gunfire to keep protesters from entering Israeli territory. The protest nearest to Gaza City ... turned into a pitched battle. Emergency workers with stretchers carried off a stream of injured protesters, many with leg wounds but some having been shot in the abdomen. Even as Palestinians’ anger erupted, American and Israeli officials celebrated President Trump’s move of the embassy to Jerusalem. The Newborn Genetic Screening test is required in all 50 states. Nearly every baby born in the United States gets a heel prick shortly after birth. Their newborn blood fills six spots on a special filter paper card. It is used to test baby for dozens of congenital disorders. Some states destroy the blood spots after a year, 12 states store them for at least 21 years. California, however, is one of a handful of states that stores the remaining blood spots for research indefinitely in a state-run biobank. The child's leftover blood spots become property of the state and may be sold to outside researchers without the parent's knowledge or consent. "I just didn't realize there was a repository of every baby born in the state. It's like fingerprints," new mom Soniya Sapre responded. In California ... you do have the right to ask the biobank to destroy the leftovers after the fact, though the agency's website states it "may not be able to comply with your request." You also have the right to find out if your child's blood spots have been used for research, but you would have to know they were being used in the first place and we've discovered that most parents don't. But researchers with the California Genetic Disease Screening Program aren't the only ones with access to samples stored in the biobank. Blood spots are given to outside researchers for $20 to $40 per spot. According to biobank records, the program sold about 16,000 blood spots over the past five years, totaling a little more than $700,000.

China's state-owned Aerospace Science and Technology Corporation is implementing a plan to send thousands of rain-inducing machines across the Tibetan Plateau to increase rainfall along the region. The Tibetan Plateau is the source of much of China's water. The practice of artificially inducing rainfall in China is not new, the country manipulated the weather over Beijing just before and during the 2008 Beijing Olympics to ensure a rain-free event. The practice has only grown in scale as part of the Sky River Project aimed at increasing China's water resources. Tens of thousands of ... machines will produce very fine silver iodide particles that are then lifted into the atmosphere. By artificially "seeding" the Tibetan Plateau with silver iodide particles the Chinese government is inducing the formation of clouds where there weren't any before. Once the clouds become unstable, this leads to artificially induced rainfall. Each rain machine (chamber) is expected to create a 3-mile long strip of billowing clouds. When multiplied by the thousands of chambers China is installing along the Tibetan Plateau, it is estimated that China will be artificially controlling the weather over an area similar to the size of Alaska. China plans to monitor the system through weather satellites and supplement with silver iodide particles deployed from planes and shot out of ground artillery.

In 1956, Velma Orlikow checked herself into a renowned Canadian psychiatric hospital, the Allan Memorial Institute in Montreal. Instead of improving, her condition deteriorated – and her personality underwent jarring changes. More than two decades passed before ... her family had an explanation, and it was much stranger than any of them could imagine: in 1977 it emerged that the CIA had been funding experiments in mind-control brainwashing at the institute as part of a North America-wide project known as MK Ultra. Orlikow was one of several hundred patients who became unwitting subjects of these experiments in Montreal in the late 1950s and early 60s. “It’s almost impossible to believe,” said her granddaughter, Sarah Anne Johnson. “Some of the things [psychiatrist Ewen Cameron] did to his patients are so horrible and unbelievable that it sounds like the stuff of nightmares.” Patients were subjected to high-voltage electroshock therapy several times a day, forced into drug-induced sleeps that could last months and injected with megadoses of LSD. After reducing them to a childlike state ... Cameron would attempt to reprogram them by bombarding them with recorded messages for up to 16 hours at a time. Years later, Johnson found out that the experiments had wreaked havoc on Orlikow’s brain; it could take her three weeks to read a newspaper, months to write a letter, and years to read a book. Similar scenes played out across Canada as former patients of the institute attempted to return to their lives. “It tainted our whole family,” said Alison Steel, whose mother was admitted to the institute in 1957.

Interior agency blocks group of archaeologists from attending scientific conference

But officials at BLM’s headquarters in Washington only authorized the attendance of three archaeologists, citing “the potential travel and other costs” of the trips. The archaeologists from BLM were scheduled to give a presentation at a symposium titled “Tough Issues in Land Management Archaeology,” which ultimately had to be cancelled due to the lack of participation of government scientists.
