Nearly two-thirds of women in the military who filed sexual assault complaints last year said they faced retaliation, according to a Pentagon report released on Friday. The study found that the number of sexual assaults in the military declined last year, echoing the conclusion of a Defense Department report released in December. Even as sexual assaults were reported to have declined, the Pentagon said that more service members filed assault complaints, and that about a third of attacks were now being reported. Despite our efforts to date, the fight against sexual assault is far from over, [Defense Secretary Ashton B.] Carter wrote in a memo that was released with the new study. I am concerned that far too many of those who report the crime perceive some kind of retaliation. Using the standard of unwanted sexual contact, the Pentagon estimated that just under 19,000 service members were assaulted last year, a drop of about 27 percent from 2012. Germany has been spying and eavesdropping on its closest partners in the EU and passing the information to the US for more than a decade, a parliamentary inquiry in Berlin has found, triggering allegations of lying and coverups reaching to the very top of Angela Merkels administration. Under a 2002 pact between German intelligence (BND) and the NSA, Berlin used its largest electronic eavesdropping facility in Bavaria to monitor email and telephone traffic at the lyse Palace, the offices of the French president, and of key EU institutions in Brussels including the European commission. The New York Times reported on Sunday that many of those in charge of the CIAs torture program the same people whose names were explicitly redacted from the Senates torture report in order to avert accountability have ascended to the agencys powerful senior ranks and now run the CIA drone program. Rather than being fired and prosecuted, they have been rewarded with promotions. The longtime Counterterrorism Center chief who just stepped down, Michael DAndrea, was previously in charge of the notorious CIA prison known as the Salt Pit, where prisoners were regularly tortured and some died. His replacement, Chris Wood, was also central to the interrogation program, according to the Times. The only reason we know DAndrea and Woods names is because the New York Times executive editor Dean Baquet commendably decided to publish them. The CIA asked them not to. Adding to the disturbing nature of the CIAs ability to kill people in complete secrecy, the agency apparently now has a carte blanche to conduct drone strikes on its own. President Obama doesnt individually approve them anymore he lets the CIA unilaterally decide to kill people. The Obama administration has promised more transparency around drone strikes, yet at the same time, wont even acknowledge that the controversial drone strike its apologizing for even happened - just because such admission might force courts to hold the government accountable for its actions.

A senior United Nations aid worker has been suspended for disclosing to prosecutors an internal report on the sexual abuse of children by French peacekeeping troops in the Central African Republic. Anders Kompass passed the document to the French authorities because of the UNs failure to take action to stop the abuse. The report documented the sexual exploitation of children as young as nine by French troops stationed in the country as part of international peacekeeping efforts. The abuses took place in 2014 when the UN mission in the country, Minusca, was in the process of being set up. The Guardian has been passed the internal report. It was commissioned by the UN office of the high commissioner for human rights after reports on the ground that children, who are among the tens of thousands displaced by the fighting, were being sexually abused. Several industries have become notorious for the millions they spend on influencing legislation. But one has managed to quickly build influence with comparatively little scrutiny: Private prisons. The two largest for-profit prison companies in the United States GEO and Corrections Corporation of America and their associates have funneled more than $10 million to candidates since 1989 and have spent nearly $25 million on lobbying efforts. Meanwhile, these private companies have seen their revenue and market share soar. They now rake in a combined $3.3 billion in annual revenue and the private federal prison population more than doubled between 2000 and 2010. Tyson Foods, one of the countrys largest meat producers, said on Tuesday that it planned to eliminate the use of human antibiotics in its chicken production by 2017. The company had been working toward that goal for some time, ceasing the use of antibiotics in its hatcheries last year and adopting feed free of antibiotics this year. Then McDonalds, the sprawling restaurant chain that is one of Tysons biggest customers, said in March that it planned over the next two years to rid its supply chains of chicken treated with antibiotics important to human medicine. At that time, health advocates and investment analysts predicted Tyson would take the final steps to eliminate the drugs from its chicken production. The company said in a news release that it would begin meeting with groups of farmers who produce pork, turkey and beef for Tyson under contract to come up with a plan for eliminating antibiotic use in their programs. Antibiotic-resistant infections are a global health concern, said Donnie Smith, president and chief executive of Tyson Foods, in a statement. Perdue, another large chicken producer, said last fall that it had eliminated human antibiotics from its hatcheries, the last step in a long process to reduce its reliance on such drugs. It still uses antibiotics that are not used in human medicine, as will Tyson.

German car manufacturer Audi says it has created the "fuel of the future" made solely from water, carbon dioxide and renewable sources. The synthetic "e-diesel" was made following a commissioning phase of just four months at a plant in Dresden, Germany. Unlike regular diesel, the clear fuel does not contain any sulphur or fossil oil, while it has an overall energy efficiency of around 70%. Creation of the fuel, which Audi and Sunfire are calling blue crude, first requires heating water to 800C (1,472F) to trigger a high temperature electrolysis to break down the steam to hydrogen and oxygen. The hydrogen then reacts with the CO2 in synthesis reactors, again under pressure and at a high temperature. The reaction product is a ... synthetic fuel, which is free from sulphur and aromatic hydrocarbons, [that] is suitable for mixing with fossil diesel or being used as a fuel in its own right. A Vermont law that could make the state the first in the country to require labeling of genetically modified food has been allowed by a federal judge to stand for now despite opposition by food industry groups. U.S. District Court Judge Christina Reiss in Burlington on Monday ruled against the Grocery Manufacturers' Association and other industry groups in their request for a preliminary order to block the law from going into effect as scheduled on July 1, 2016. The case is likely to go to trial. The ruling comes nearly a year after Democratic Gov. Peter Shumlin signed the law, under which Vermont is expected to become the first state to require genetically modified organism, or GMO, food labeling. The Grocery Manufacturers Association was joined by the Snack Foods Association, the International Dairy Foods Association and the National Association of Manufacturers as plaintiffs in the lawsuit, seeking to have Vermont's law declared unconstitutional. Supporters of the law have included consumer and environmental groups. The judge found that the concerns embedded in Vermont's law were well within the state's purview. "The safety of food products, the protection of the environment, and the accommodation of religious beliefs and practices are all quintessential governmental interests, as is the State's desire 'to promote informed consumer decision-making,'" she wrote, quoting from the state's court filings.

The targets of the deadly drone strikes that killed two hostages and two suspected American members of al-Qaida were al-Qaida compounds rather than specific terrorist suspects, the White House disclosed on Thursday. Earnest [confirmed that] the two US civilians killed, longtime English-language propagandist Adam Gadahn and Ahmed Farouq of al-Qaida in the Indian subcontinent, were not high-value targets marked for death. In a May 2013 speech, Obama indicated that drone strikes were only permissible when the administration possessed near certainty that no civilians will be killed or injured, the highest standard we can set. Human-rights observers see little indication, two years after Obamas speech, that the US meets its own stated standards. More than a dozen areas in the U.S. have been shaken in recent years by small earthquakes triggered by oil and gas drilling, a government report released Thursday found. The man-made quakes jolted once stable regions in eight states, including parts of Alabama, Arkansas, Colorado, Kansas, New Mexico, Ohio, Oklahoma and Texas, according to researchers at the U.S. Geological Survey. Experts said the spike in seismic activity is mainly caused by the oil and gas industry injecting wastewater deep underground, which can activate dormant faults. A few instances stem from hydraulic fracturing, in which water, sand and chemicals are pumped into rock formations to free oil or gas. Many studies have linked the rise in small quakes to the injection of wastewater into disposal wells, but the Geological Surveys report takes the first comprehensive look at where the man-made quakes are occurring. Oklahoma lately has been rocked by more magnitude 3 quakes than California, the most seismically active of the Lower 48 states, Petersen said. Oklahoma was not on scientists radar until recently, when the state experienced a spate of quakes, the largest registering a magnitude 5.6 in 2011. This week, the Oklahoma Geological Survey acknowledged that it is very likely most of the recent shaking is from wastewater disposal. Many faults awakened by drilling have not moved in millions of years, Geological Survey geophysicist William Ellsworth said.

Scientists in China have genetically modified human embryos in a world first. The Chinese group used a genome editing procedure called Crispr to modify an aberrant gene that causes beta-thalassaemia, a life-threatening blood disorder, in faulty IVF embryos obtained from local fertility clinics. The team, led by Junjiu Huang at Sun Yat-sen University in Guangzhou, is the first to publish such work, confirming rumours that have been circulating for months that human embryos had been modified in China. The work is described in the journal Protein and Cell. Two prominent journals, Nature and Science, rejected the paper citing ethical objections, Huang said. Last month, researchers writing in Nature called for a global moratorium on the genetic modification of human embryos, citing grave concerns over the ethics and safety. They added that any therapeutic benefits were tenuous. Genetic modification of the DNA in human embryos would not only affect the individual but their children and their childrens children and so on down the generations. That could halt the inheritance of genetic diseases that run in families, but it could also pass on unforeseen medical problems that the procedures may cause. One of the main safety concerns with genome editing is the risk of changes being made to healthy genes by accident. These so-called off-target edits happened far more than expected in Huangs study, suggesting that the procedure they used is far from safe.

Currently, about 9 percent or $270 billion of Americas $3 trillion public pension fund assets are invested in private equity firms. With the financial industrys standard 2 percent management fee, that quarter-trillion dollars generates roughly $5.4 billion in annual management fees for the private equity industry and thats not including additional performance fees paid on investment returns. With billions of public worker and taxpayer dollars put at risk in the highest-cost, most opaque investment schemes ever devised by Wall Street for a decade now, investigations that hold Wall Street profiteers accountable are long, long overdue, said former Securities and Exchange Commission attorney Ted Siedle. In a 2014 speech, the SECs top examiner, Andrew Bowden, sounded the alarm about undisclosed fees in the private equity industry, saying the agency had discovered violations of law or material weaknesses in controls over 50 percent of the time at firms it had evaluated. To date, however, the SEC has taken few actions to crack down on the practices, but some states are starting to step up their oversight.
