Department of Defense personnel spent more than $1 million at casinos and strip clubs on government credit cards in one year, a Pentagon audit by the DOD Inspector General has revealed. Civilian and military employees racked up the vast majority of those charges - about $950,000 - at casinos from July 2013 to June 2014. They charged roughly $96,000 at strip clubs. Using the cards did not violate laws because the cardholders paid their "personal" expenses, DOD officials told NBC News. Taxpayer dollars were not spent in the transactions, officials said. However, the charges did run foul of some standards for the agency. Administrative action has been taken against 364 cardholders, and most have gone through "counseling" for card use. Officials could not confirm to NBC if any of the cardholders lost their jobs.

Late last month, Utah, the latest laboratory for Tsemberis's models, reported it has nearly eradicated chronic homelessness. Chicago's leaders took a step Wednesday typically reserved for nations trying to make amends for slavery or genocide, agreeing to pay $5.5 million in reparations to the mostly African-American victims of the city's notorious police torture scandal and to teach schoolchildren about one of the most shameful chapters of Chicago's history. An appeal tribunal has ordered the United Nations to immediately lift the suspension of a whistleblower who disclosed the alleged sexual abuse of children by peacekeeping troops in Africa to the French authorities. A judge said on Wednesday the decision to suspend Anders Kompass, the director of field operations for the Office of the High Commissioner for Human Rights, was prima facie unlawful. He ordered his employers in the UN to lift his suspension immediately to prevent further damage to his reputation. Kompass leaked an internal UN report on the alleged sexual abuse of children by French troops in Central African Republic to French prosecutors last summer. Senior members of South Yorkshire police were warned twice of the serious child abuse being carried out in Rotherham around a decade before it was discovered 1,400 children had been raped, trafficked and groomed over a period of 16 years but no action was taken at the time. The Sheffield Star has obtained reports from 2003 and 2006 detailing the organised child sexual exploitation being carried out in Rotherham and Sheffield. Dr Angie Heal, the author of the reports, stated at the time it was very evident that significant abuse was taking place in Sheffield and Rotherham, in 2003, and in 2006 found that that the perpetrators of sexual abuse had been able to carry on with impunity. Nearly two-thirds of women in the military who filed sexual assault complaints last year said they faced retaliation, according to a Pentagon report released on Friday. The study found that the number of sexual assaults in the military declined last year, echoing the conclusion of a Defense Department report released in December. Even as sexual assaults were reported to have declined, the Pentagon said that more service members filed assault complaints, and that about a third of attacks were now being reported. Despite our efforts to date, the fight against sexual assault is far from over, [Defense Secretary Ashton B.] Carter wrote in a memo that was released with the new study. I am concerned that far too many of those who report the crime perceive some kind of retaliation. Germany has been spying and eavesdropping on its closest partners in the EU and passing the information to the US for more than a decade, a parliamentary inquiry in Berlin has found, triggering allegations of lying and coverups reaching to the very top of Angela Merkels administration. Under a 2002 pact between German intelligence (BND) and the NSA, Berlin used its largest electronic eavesdropping facility in Bavaria to monitor email and telephone traffic at the lyse Palace, the offices of the French president, and of key EU institutions in Brussels including the European commission. According to the Sddeutsche, the Americans supplied search terms on a weekly basis to the Germans totalling 690,000 phone numbers and 7.8m IP addresses up until 2013.

The New York Times reported on Sunday that many of those in charge of the CIAs torture program the same people whose names were explicitly redacted from the Senates torture report in order to avert accountability have ascended to the agencys powerful senior ranks and now run the CIA drone program. Rather than being fired and prosecuted, they have been rewarded with promotions. The longtime Counterterrorism Center chief who just stepped down, Michael DAndrea, was previously in charge of the notorious CIA prison known as the Salt Pit, where prisoners were regularly tortured and some died. His replacement, Chris Wood, was also central to the interrogation program, according to the Times. The only reason we know DAndrea and Woods names is because the New York Times executive editor Dean Baquet commendably decided to publish them. The CIA asked them not to. Adding to the disturbing nature of the CIAs ability to kill people in complete secrecy, the agency apparently now has a carte blanche to conduct drone strikes on its own. President Obama doesnt individually approve them anymore he lets the CIA unilaterally decide to kill people. The Obama administration has promised more transparency around drone strikes, yet at the same time, wont even acknowledge that the controversial drone strike its apologizing for even happened - just because such admission might force courts to hold the government accountable for its actions.

A senior United Nations aid worker has been suspended for disclosing to prosecutors an internal report on the sexual abuse of children by French peacekeeping troops in the Central African Republic. Anders Kompass passed the document to the French authorities because of the UNs failure to take action to stop the abuse. The report documented the sexual exploitation of children as young as nine by French troops stationed in the country as part of international peacekeeping efforts. The abuses took place in 2014 when the UN mission in the country, Minusca, was in the process of being set up. The Guardian has been passed the internal report. It was commissioned by the UN office of the high commissioner for human rights after reports on the ground that children, who are among the tens of thousands displaced by the fighting, were being sexually abused. Trust in what can emerge above and beyond your current understanding. Welcome all that is arising. Resist being constrained by the limitations of normative values or other's expectations. Recognize the power of synchronicity and meaningful coincidence to shape choices and inspire awe and action.

Several industries have become notorious for the millions they spend on influencing legislation. But one has managed to quickly build influence with comparatively little scrutiny: Private prisons. The two largest for-profit prison companies in the United States GEO and Corrections Corporation of America and their associates have funneled more than $10 million to candidates since 1989 and have spent nearly $25 million on lobbying efforts. Meanwhile, these private companies have seen their revenue and market share soar. They now rake in a combined $3.3 billion in annual revenue and the private federal prison population more than doubled between 2000 and 2010. A report by the Justice Policy Institute ... identified the private-prison industrys three-pronged approach to increase profits through political influence: lobbying, direct campaign contributions, and building relationships and networks. Private-prison companies have indirectly supported policies that put more Americans and immigrants behind bars ... by donating to politicians who support them. With the growing influence of the prison lobby, the nation is, in effect, commoditizing human bodies for an industry in militant pursuit of profit. For instance, privatization created the atmosphere that made the Kids For Cash scandal possible, in which two Pennsylvania judges received $2.6 million in kickbacks from for-profit juvenile detention centers for sending more kids to the facilities and with unusually long sentences.

Tyson Foods, one of the countrys largest meat producers, said on Tuesday that it planned to eliminate the use of human antibiotics in its chicken production by 2017. The company had been working toward that goal for some time, ceasing the use of antibiotics in its hatcheries last year and adopting feed free of antibiotics this year. Then McDonalds, the sprawling restaurant chain that is one of Tysons biggest customers, said in March that it planned over the next two years to rid its supply chains of chicken treated with antibiotics important to human medicine. At that time, health advocates and investment analysts predicted Tyson would take the final steps to eliminate the drugs from its chicken production. The company said in a news release that it would begin meeting with groups of farmers who produce pork, turkey and beef for Tyson under contract to come up with a plan for eliminating antibiotic use in their programs. Antibiotic-resistant infections are a global health concern, said Donnie Smith, president and chief executive of Tyson Foods, in a statement. Perdue, another large chicken producer, said last fall that it had eliminated human antibiotics from its hatcheries, the last step in a long process to reduce its reliance on such drugs. It still uses antibiotics that are not used in human medicine, as will Tyson.

German car manufacturer Audi says it has created the "fuel of the future" made solely from water, carbon dioxide and renewable sources. The synthetic "e-diesel" was made following a commissioning phase of just four months at a plant in Dresden, Germany. Unlike regular diesel, the clear fuel does not contain any sulphur or fossil oil, while it has an overall energy efficiency of around 70%. Creation of the fuel, which Audi and Sunfire are calling blue crude, first requires heating water to 800C (1,472F) to trigger a high temperature electrolysis to break down the steam to hydrogen and oxygen. The hydrogen then reacts with the CO2 in synthesis reactors, again under pressure and at a high temperature. The reaction product is a ... synthetic fuel, which is free from sulphur and aromatic hydrocarbons, [that] is suitable for mixing with fossil diesel or being used as a fuel in its own right. Reiner Mangold, head of sustainable product development at Audi, said: "In developing Audi e-diesel we are promoting another fuel based on CO2 that will allow long-distance mobility with virtually no impact on the climate."

A Vermont law that could make the state the first in the country to require labeling of genetically modified food has been allowed by a federal judge to stand for now despite opposition by food industry groups. U.S. District Court Judge Christina Reiss in Burlington on Monday ruled against the Grocery Manufacturers' Association and other industry groups in their request for a preliminary order to block the law from going into effect as scheduled on July 1, 2016. The case is likely to go to trial. The ruling comes nearly a year after Democratic Gov. Peter Shumlin signed the law, under which Vermont is expected to become the first state to require genetically modified organism, or GMO, food labeling. The Grocery Manufacturers Association was joined by the Snack Foods Association, the International Dairy Foods Association and the National Association of Manufacturers as plaintiffs in the lawsuit, seeking to have Vermont's law declared unconstitutional. Supporters of the law have included consumer and environmental groups. The judge found that the concerns embedded in Vermont's law were well within the state's purview. "The safety of food products, the protection of the environment, and the accommodation of religious beliefs and practices are all quintessential governmental interests, as is the State's desire 'to promote informed consumer decision-making,'" she wrote, quoting from the state's court filings.
