Getting audited by the IRS is increasingly less certain. An audit is about half as likely as it was five years ago. Even so, some groups face higher audit rates than others. The tax agency is auditing fewer individual taxpayers not because were more honest, but because the IRS is working with fewer employees. The agencys workforce has dropped from 94,000 workers in 2010 to roughly 78,000 in the most recent fiscal year, according to IRS data. With fewer agents available to perform audits, the agencys audit rate has been whittled to 0.45% of individual returns in fiscal 2019, the IRS said. That would be upper-middle-class households with an annual income of $100,000 to $200,000. The Trump administration announced Friday that it is adding six new countries to the existing travel ban, joining the seven already on the list. The administrations rationale for the ban is that conditions in those countries, especially the level of terrorism, raised the risk of allowing their citizens into the U.S. to an unacceptable level. But if the administration is correct about the risks posed from the countries on the newly expanded list, why does it continue to allow the U.S. government and companies to sell weapons to more than half of them? During the Trump administration alone, the U.S. has sold Libya, Yemen, Eritrea, Kyrgyzstan, Myanmar, Nigeria and Tanzania (the last five of which are new additions to the travel ban) everything from handguns and automatic weapons to light attack aircraft. Since 2002 the U.S. has sold roughly $409 million worth of these weapons to 10 of these 13 nations despite their troubled political systems, poor human rights records, high levels of corruption and their participation in a range of conflicts. In these places, U.S. arms have not brought stability, much less peace. Instead, in many cases they have led to increased homicide rates and fed state-sponsored violence, and may have exacerbated rather than ameliorated terrorism and civil conflicts. The Coronavirusoutbreak that started in China has spread concerns across the world. With more than 8,000 confirmed cases and at least 170 deaths, thevirusis aglobal public health emergency, the World Health Organization declared Thursday. But the vast majority of the cases and all of the deaths are in China. Despite repeated statements from the CDC declaring the general risk to the American public to be low, fear in the U.S. has spread across social media. After news that a plane carrying roughly 200 Americans out of China would land in the U.S., some questioned whether they should be let back into the country, regardless of repeated screenings from health officials. "There's a lot of hysteria right now about that," says Brandon Brown, an epidemiologist at the University of California, Riverside, school of medicine. Their concerns are better focused elsewhere, he says. More than 8,000 people in the U.S. have died from the flu this season, which peaks between December and February, according to CDCestimates. During the 2018-2019 season, the CDC estimates 16.5 million people went to a health care provider for the flu and more than 34,000 people died in the U.S. The prior season saw 61,000 deaths. President Donald Trump plans to expand the White House domestic policy office by appointing an individual to focus exclusively on combating human trafficking. Trump is expected to create the position by executive order. A candidate has yet to be identified for the new post on the Domestic Policy Council. A partner in the effort is Ivanka Trump, the presidents daughter and senior adviser. During a visit to Atlanta this month, she compared trafficking to modern-day slavery and said the White House is committed to ending it. Under the executive order, according to the White House official, the State Department will be tasked with creating a website to serve as a clearinghouse where law enforcement officials, victims, advocates and others can get information on government-wide efforts to combat human trafficking. Federal departments and agencies will also be asked to propose legislative and executive actions to help law enforcement officials track the sharing in real time of child sexual abuse material on the internet. The Justice and Homeland Security departments will also be directed to work with the Education Department to fund prevention education programs for the nations schools. Some groups criticized the summit. Other groups that have been invited said they will not attend. Eric Schwartz, president of Refugees International, said in a statement that the Trump administration has pursued policies that endanger trafficking victims by chipping away at their legal protections.

As a result, Donziger has been disbarred and his bank accounts have been frozen. He now has a lien on his apartment, faces exorbitant fines, and has been prohibited from earning money. As of August, a court has seized his passport and put him on house arrest. Despite Donzigers current predicament, the case against Chevron in Ecuador was a spectacular victory. An Ecuadorian court ruled against Chevron in 2011 and ordered the company to pay $18 billion in compensation, an amount that was later reduced to $9.5 billion. After years of struggling with the health and environmental consequences of oil extraction, the impoverished Amazonian plaintiffs had won a historic judgment from one of the biggest corporations in the world. The Duke of York has provided "zero co-operation" to an inquiry into late sex offender Jeffrey Epstein, the prosecutor in charge of the investigation has said. Prosecutors and the FBI have contacted his lawyers but have received no reply, said US attorney Geoffrey Berman. Julian Assange, the WikiLeaks founder, was charged last year by the Trump administration in connection with the publication of secret United States government documents. Drug company Hoffmann-La Roche ... bilked U.S. federal and state governments out of $1.5 billion by misrepresenting clinical studies and falsely claiming that its well-known influenza medicine Tamiflu was effective at containing potential pandemics, according to a recently unsealed whistleblower lawsuit. The lawsuit claims the drugmaker's scheme involved publishing misleading articles falsely stating that Tamiflu reduces complications, severity, hospitalizations, mortality and transmission of influenza. The company then used those articles to aggressively market the drug to the government for pandemic use. Relying on the supposed truthfulness of Roche's claims, federal and state governments spent about $1.5 billion to stockpile Tamiflu to combat influenza pandemics, according to the complaint. The lawsuit brings claims under the False Claims Act, which allows individuals to bring claims on behalf of the government. Whistleblower Dr. Thomas Jefferson, a physician and public health researcher affiliated with the respected global Cochrane Collaboration research network, has researched neuraminidase inhibitors like Tamiflu for more than two decades. He began questioning Tamiflu's efficacy in 2009 and spearheaded efforts to have the company release the underlying clinical study data. When he finally received the data in 2013, Dr. Jefferson analyzed it and concluded that the clinical data does not support Roche's claims about Tamiflu's effectiveness for use in an influenza pandemic.

Federal regulators have slapped former Wells Fargo CEO John Stumpf with a $17.5 million fine for his role in the banks sales practices scandal. Stumpf also accepted a lifetime ban from the banking industry. Along with its fine against Stumpf, the Office of the Comptroller of the Currency announced Thursday it is suing five other former Wells Fargo executives for a combined total of $37.5 million. This is the first time regulators have punitively punished individual executives for Wells Fargos wrongdoing. The San Francisco-based bank has paid hundreds of millions of dollars in fines and penalties for encouraging employees to open up millions of fake accounts in order to meet unrealistic sales goals. As part of their settlements and lawsuits against these Wells executives, regulators seek to ban all of them from ever working in the banking industry again. The root cause of the sales practices misconduct problem was the Community Banks business model, which imposed intentionally unreasonable sales goals and unreasonable pressure on its employees to meet those goals and fostered an atmosphere that perpetuated improper and illegal conduct, the OCC said in its complaint. Community Bank management intimidated and badgered employees to meet unattainable sales goals year after year, including by monitoring employees daily or hourly and reporting their sales performance to their managers, subjecting employees to hazing-like abuse, and ... terminating employees for failure to meet the goals.

While auditors found no evidence of fraud in the review of finances that Congress required, they flagged a laundry list of problems, including accounting adjustments. There were 546,433 adjustments in fiscal 2017 and 562,568 in 2018, according to figures provided by Representative Jackie Speier, who asked the Government Accountability Office to investigate. Ghislaine Maxwells private emails have been hacked by cyber criminals in a new twist in the scandal surrounding Prince Andrews friendship with a convicted paedophile. The British heiress was targeted after she was publicly accused of procuring young girls for Jeffrey Epstein, legal papers seen by The Telegraph reveal. The security breach raises the prospect that emails between Ms Maxwell and prominent individuals including the Duke of York could be made public, or sold to the highest bidder. Ms Maxwell has barely been seen in public since August, when the U.S. Court of Appeals for the Second Circuit unsealed allegations that she conspired with Epstein to recruit and groom underage girls. Her US lawyers are currently battling the release of around 8,600 further documents from the same civil case, said to contain damaging new sex claims about Epsteins vast network of celebrity friends. In December it was revealed that Ms Maxwell exchanged emails with Prince Andrew in 2015 about Virginia Giuffre, who accuses the Duke of having sex with her three times when she was aged 17. He has always emphatically denied the allegations. A US judge will decide in the coming weeks whether to unseal the new evidence about Epsteins alleged crimes. The documents include depositions from 29 people, including a number of new witnesses and reportedly Epstein himself. In 2019, an Army laboratory at Fort Detrick that studies deadly infectious material like Ebola and smallpox was shut down for a period of time after a CDC inspection, with many projects being temporarily halted. ABC7 has received documents from the CDC outlining violations they discovered during a series of inspections that year, some of which were labeled "serious." Earlier that year, the US Army Medical Research Institute had announced an experiment at the Fort Detrick laboratory that would involve infecting rhesus macaque monkeys with active Ebola virus to test a cure they were developing. Several of the laboratory violations the CDC noted in 2019 concerned "non-human primates" infected with a "select agent", the identity of which is unknown – it was redacted in all received documents, because disclosing the identity and location of the agent would endanger public health or safety, the agency says. In addition to Ebola, the lab works with other deadly agents like anthrax and smallpox. Select agents are defined by the CDC as "biological agents and toxins that have been determined to have the potential to pose a severe threat to public health and safety, to animal and plant health, or to animal or plant products." The CDC notes that the United States Army Medical Research Institute of Infectious Diseases had "systematically failed to ensure implementation of biosafety and containment procedures commensurate with the risks associated with working with select agents and toxins."

Jeffrey Epsteins name was uttered just once in the federal courtroom but his memory hovered like a cloud over Wednesdays hearing for an ex-cop who shared a cell with him on the day last July when the accused sex trafficker allegedly tried to kill himself. Nicholas Tartaglione faces a possible death penalty if convicted of the gangland-style killing of four men in a soured drug deal. He has become entangled in the Epstein saga because many found it curious that the most high-profile inmate in the nation would be kept in the same jail cell as an alleged quadruple killer. As Epsteins cellmate at the time of the July incident ... Tartaglione [is] requesting the surveillance video from outside the jail cell, to prove that he helped save Epstein during the financiers abortive suicide try. Defense lawyer Bruce Barket said video of the incident would back up Tartagliones story that he alerted guards to Epsteins plight. That fact could be used before a judge and jury. The problem is that the Bureau of Prisons says it no longer has the video. It was accidentally destroyed. The fact that the video is gone, which was reported earlier this month to great consternation, was yet another embarrassment for the Bureau of Prisons. Epstein died weeks later, on Aug. 10, in what was classified as a suicide by hanging, although some, including Epsteins brother, have suggested it could have been murder. By the time of his death, Epstein had no cellmate and was inexplicably no longer on suicide watch despite the earlier incident.

Facial recognition has become a security feature of choice for phones, laptops, passports, and payment apps. Yet it is also, increasingly, a tool of state oppression and corporate surveillance. Immigration and Customs Enforcement and the FBI have deployed the technology as a digital dragnet, searching for suspects among millions of faces in state driver’s license databases, sometimes without first seeking a court order. In early 1963, [Woody Bledsoe] proposed to conduct “a study to determine the feasibility of a simplified facial recognition machine.” A recently declassified history of the CIA’s Office of Research and Development mentions just such a project in 1965; that same year, Woody sent a letter on facial recognition to John W. Kuipers, the division’s chief of analysis. In 1967 ... Woody took on one last assignment that involved recognizing patterns in the human face. The purpose of the experiment was to help law enforcement agencies quickly sift through databases of mug shots and portraits, looking for matches. As before, funding for the project appears to have come from the US government. A 1967 document declassified by the CIA in 2005 mentions an “external contract” for a facial-recognition system that would reduce search time by a hundredfold. Woody’s work set an ethical tone for research on facial recognition that has been enduring and problematic. The potential abuses of facial-recognition technology were apparent almost from its birth.

The Pacific Gas and Electric Company (PG&E) has diverted over $100 million from safety and maintenance programs to executive compensation at the same time it has caused an average of more than one fire a day for the past six years killing over 100 people. PG&E is the largest privately held public utility in the United States. A new research report shows that 91% of PG&E stocks are held by huge international investment management firms, including BlackRock and Vanguard Group. PG&E is an ideal investment for global capital management firms with monopoly control over five million households paying $16 billion for gas and electric in California. Between 2006 and the end of 2017, PG&E made $13.5 billion in net profits. Over those years, they paid nearly $10 billion in dividends to shareholders, but found little money to maintain safety on their electricity lines. A 2013 Liberty Consulting report showed that 60% of PG&Es power lines were at risk of failure due to obsolete equipment and 75% of the lines lacked in-line grounding. Between 2008 and 2015, the CPUC found PG&E late on thousands of repair violations. A 2012 report further revealed that PG&E illegally diverted $100 million from safety to executive compensation and bonuses over a 15-year period. In November, 2018, the PG&E caused Camp fire burned 153,336 acres, killing 86 people, and destroying 18,804 homes, business, and structures. PG&E has caused some $50 billion in damages from massive fires started by their failed power lines.
