According to a study led by Michigan State University professor Mark Skidmore, some $21 trillion in Pentagon accounting transactions, made over a 17-year period, lack supporting data. Heart attack prevention and outcomes have dramatically improved for American adults in the past two decades, according to a Yale study in JAMA Network Open. Compared to the mid-1990s, Americans today are less likely to have heart attacks and also less likely to die from them, said the researchers. Tracking more than four million Medicare patients between 1995 and 2014, this is the largest and most comprehensive study of heart attacks in the United States to date. Its two key findings are that hospitalizations for heart attacks have declined by 38%, and the 30-day mortality rate for heart attacks is at an all-time low of 12%, down by more than a third since 1995. In the words of Dr. Harlan Krumholz, lead author and Yale cardiologist, these gains are remarkable. The Yale cardiologist also believes these gains are no accident. Krumholz explained that the last 20 years have been marked by national efforts to prevent heart attacks and improve care for those who suffer them. A memo written by FBI director J. Edgar Hoover, released among 2,800 declassified records relating to the assassination of President John F. Kennedy, has shown how in the days after Lee Harvey Oswald was shot, the FBI planned to convince the public that he was the real assassin as soon as possible. In the document, dictated shortly after Oswald was shot by Dallas nightclub owner Jack Ruby, Hoover explains. The thing I am concerned about, and so is [Attorney General Nicholas] Katzenbach, is having something issued so we can convince the public that Oswald is the real assassin, Hoover said in the 1963 memo. The former FBI director went on to explain that establishing which facts could and could not be made public was important because of the possible foreign policy implications. There are several aspects which would complicate our foreign relations, Hoover says in the memo. These were namely that the FBI was aware Oswald had contacted both the Cuban embassy in Mexico City and the Soviet Embassy in Washington. Hoover explained that having the interception of these messages - one of them to the man in the Soviet Embassy in charge of assassinations and similar activities on the part of the Soviet government - made public would have muddied the waters internationally. The number of girls undergoing female genital mutilation has fallen dramatically in east Africa over the past two decades, according to a study published in BMJ Global Health. The study, which looked at rates of FGM among girls aged 14 and under, suggests that prevalence in east Africa has dropped from 71.4% in 1995, to 8% in 2016. The reported falls in the rates of FGM are far greater than previous studies have suggested. The rates of FGM practised on children have fallen in north Africa, from 57.7% in 1990 to 14.1% in 2015. In west Africa, prevalence is also reported to have decreased from 73.6% in 1996 to 25.4% in 2017. The study aimed to assess if FGM awareness campaigns targeted at mothers had been successful. Unlike many other studies, older teenagers and adult women who tend to have higher rates of FGM were not included. The research developed estimates by pooling and comparing FGM data by proportion across countries and regions. The report did not examine the reasons why FGM rates had fallen, but said it was likely to have been driven by policy changes, national and international investment. National laws banning FGM have been introduced in 22 out of 28 practising African countries, according to the campaign group 28 Too Many. The report concluded that if the goal of eliminating FGM was to be reached, further efforts were urgently needed, including working with religious and community leaders, youth and health workers.

Why was their trust betrayed? Why did those who know cover it up? While we cant be so vain to pretend to answers, we must be so humble to fall before those who were forsaken and beg to them our apology. Nothing we can do now will right the wrongs inflicted on our nations children. The steady compassionate hand of the commissioners and staff resulted in 17,000 survivors coming forward and nearly 8,000 of them recounting their abuse. We are all grateful to the survivors who gave evidence to the commission. It is because of your strength and your courage that we are gathered here today. Even after a comprehensive royal commission, which finally enabled the voices to be heard and the silence to be broken, we will all continue to struggle. We honour every survivor in this country, we love you, we hear you and we honour you. Elsewhere in this building and around Australia, there are others who are silently watching and listening to these proceedings, men and women who have never told a soul what has happened to them. To these men and women I say this apology is for you too. The crimes of ritual sexual abuse happened in schools, churches, youth groups, scout troops, orphanages, foster homes, sporting clubs, group homes, charities, and in family homes as well. As a nation, we failed them, we forsook them. That will always be our shame.

The global obesity epidemic continues, and a new report shows that about two billion people worldwide are overweight or obese. Thats about 30% of the worlds population. The new study, published in the New England Journal of Medicine, found that about a third of the global populationincluding adults and childrenexceed a healthy weight. About 10% of people in the world are obese, according to the findings. Studies have linked overweight and obesity to a higher risk for health complications like type 2 diabetes, heart disease, depression, respiratory problems, major cancers and more. The study authors looked at data from people in 195 countries and territories from 1980 through 2015. They found that in 2015, there were 107 million children and 603 million adults with obesity. Having a high body mass index accounted for 4 million deaths in 2015, and more than two thirds of these deaths were from heart disease. Since 1980, obesity rates in 70 countries have doubled, the study found, and the rate of childhood obesity has increased faster in many countries than the adult obesity rate. Several factors have contributed to the growing obesity epidemic, including greater access to fast food, larger portion sizes and ubiquitous processed food. Two weeks before Devani's second birthday, she was taken away from her parents in Tucson by a state child-welfare caseworker. The little curly-haired girl seemed to be well-fed and cared for, but the caseworker cited drugs in the home and alleged domestic violence in deciding that Devani would be safer, at least temporarily, in foster care. Instead, over the next four years — as her mother fought to get her back — Devani suffered an odyssey of mistreatment in a succession of foster homes. She was physically abused. She was placed with David Frodsham, a man subsequently convicted of child molestation, who investigators suspect repeatedly sexually assaulted her and other foster children while he ran a pedophilia ring. And that would not be the worst that Devani would face. Foster parents who harm children the state leaves in their care are tracked in only the broadest terms. The state handles verified allegations of neglect or abuse in foster families much as it does those in other families. But officials admit they don't really analyze the data for patterns of foster-care problems that could be prevented. And data shows caseworkers often don't talk privately with children to identify what happens to them in foster care. Those children's families say the problem is real. Of 42 families interviewed for this story who had children removed, 11 alleged that their children were physically or sexually abused, exposed to drugs or harmed in some other way while in foster care.

The Food and Drug Administration is under pressure from the Trump administration to approve drugs faster, but researchers at the Yale School of Medicine found that nearly a third of those approved from 2001 through 2010 had major safety issues years after the medications were made widely available to patients. Seventy-one of the 222 drugs approved in the first decade of the millennium were withdrawn, required a "black box" warning on side effects or warranted a safety announcement about new risks, Dr. Joseph Ross ... and colleagues reported in JAMA. It took a median of 4.2 years after the drugs were approved for these safety concerns to come to light, the study found, and issues were more common among psychiatric drugs, biologic drugs, drugs that were granted "accelerated approval" and drugs that were approved near the regulatory deadline for approval. "All too often, patients and clinicians mistakenly view FDA approval as [an] indication that a product is fully safe and effective," [Dr. Caleb Alexander] says. "Nothing could be further from the truth. We learn tremendous amounts about a product only once it's on the market and only after use among a broad population."

Samsung is warning customers about discussing personal information in front of their smart television set. The warning applies to TV viewers who control their Samsung Smart TV using its voice activation feature. When the feature is active, such TV sets "listen" to what is said and may share what they hear with Samsung or third parties, it said. Privacy campaigners said the technology smacked of the telescreens, in George Orwell's 1984, which spied on citizens. The warning came to light via a story in ... the Daily Beast which published an excerpt of a section of Samsung's privacy policy for its net-connected Smart TV sets. These record what is said when a button on a remote control is pressed. The policy explains that the TV set will be listening to people in the same room to try to spot when commands or queries are issued via the remote. It goes on to say: "If your spoken words include personal or other sensitive information, that information will be among the data captured and transmitted to a third party." Corynne McSherry, an intellectual property lawyer for the Electronic Frontier Foundation, [said] that the third party was probably the company providing speech-to-text conversion for Samsung. She added: "If I were the customer, I might like to know who that third party was, and I'd definitely like to know whether my words were being transmitted in a secure form." The third party handling the translation from speech to text is a firm called Nuance, which specialises in voice recognition, Samsung has confirmed to the BBC.

More than six years after the FBI crime laboratory was rocked by controversy, the Justice Department has identified about 3,000 criminal cases that could have been affected by flawed science and skewed testimony. Government officials told The Associated Press they are aware of between 100 and 150 cases in which prosecutors have alerted defendants of problems they concluded were material to verdicts. None has resulted in overturned convictions, they said. The identification of cases and prosecutorial reviews are the final stages of a scandal that shook the FBI during the mid-1990s when a senior chemist at the famed crime lab went public with allegations of shoddy work, tainted evidence and skewed testimony. A Justice Department internal investigation concluded in 1997 that 13 lab technicians made scientific errors in cases or slanted testimony to help prosecutors. Several were reprimanded, but none was fired or prosecuted. Some criminal defense lawyers are concerned by the Justice Department's decision to let federal, state and local prosecutors decide whether to notify defendants of problems. "That's like asking the fox to guard the hen house," said former federal prosecutor Neal Sonnett. He is past president of the National Association of Criminal Defense Lawyers. "If there is a possibility that evidence has been tainted, then the Department of Justice or prosecutors should not be the arbiter of whether it's material," Sonnett said.

The nations health experts are unable to gauge the effect of many potentially toxic chemicals on humans because the federal government has failed to study such exposure and has a long way to go before remedying the situation, according to a report released Tuesday. The study by the General Accounting Office was begun nearly two years ago. The study reviewed more than 1,400 chemicals that pose potential threats to human health and found that only 6% are being tracked by HHS and the EPA. And only a small percentage of the chemicals known or thought to be carcinogenic are being tracked by the government. In some situations where medical experts wanted to collect human exposure data - from blood, hair or urine, for example - and examine it for chemicals, they were constrained by financial resources. Such situations included suspected cancer clusters or contact with toxic chemicals. State and federal environmental health officials said that current budgets allow them to collect or use such data in less than half the cases where they thought it to be necessary. Even when laboratories have the capacity to collect the data, no laboratory method has been developed for assessing exposure levels in human tissue for many of the 1,400 chemicals known to pose a threat to human health.
