Inquiry of Leaks Is Casting Chill Over Coverage

F.B.I. agents on a hunt for leakers have interviewed current and former high-level government officials from multiple agencies in recent weeks, casting a distinct chill over press coverage of national security issues as agencies decline routine interview requests and refuse to provide background briefings. The criminal investigation, which has reached into the White House, the Pentagon, the National Security Agency and the C.I.A., appears to be the most sweeping inquiry into intelligence disclosures in years. It coincides with Senate consideration of new legislation designed to curb intelligence officials' exchanges with reporters. The legislation approved last week by the Senate Intelligence Committee would reduce to a handful the number of people at each agency permitted to speak to reporters on "background," or condition of anonymity; require notice to the Senate and House intelligence committees of authorized disclosures of intelligence information; and permit the government to strip the pension of an intelligence officer who illegally discloses classified information. The Obama administration has set a record for prosecuting leaks of classified information to the news media, with six cases to date, more than under all previous presidents combined. The F.B.I. appears to be focused on recent media disclosures on American cyberattacks on Iran, a terrorist plot in Yemen that was foiled by a double agent and the so-called "kill list" of terrorist suspects approved for drone strikes.

Top official admits FBI had al-Awlaki in custody before letting him go in 2002

The FBI, for the first time, has admitted publicly that it knew the radical Muslim cleric Anwar al-Awlaki was returning to the U.S. in October 2002 and that an FBI agent discussed the American's return with a U.S. attorney before he was detained and then abruptly released from federal custody. Al-Awlaki, who would become the first American targeted for death by the CIA, eventually was killed last September in Yemen by a U.S. drone strike. Mark Giuliano, the FBI's assistant director for national security, testified [on August 1] that the FBI knew in advance that he was making his way back to the United States. Al-Awlaki was detained at New York City's JFK airport because a customs database flagged him based on an outstanding arrest warrant. Former FBI agents say there are only likely two explanations: The bureau let the cleric into the country to track him for intelligence, or the bureau wanted to work with him as a friendly contact. The FBI has never explained why it let al-Awlaki walk free at a time when dozens of young Muslim men were being held in detention centers on material witness warrants in the wake of the Sept. 11 terrorist attacks. Al-Awlaki was under a full FBI investigation by the Washington office when he was invited to lunch at an executive dining room at the Pentagon in February 2002.

Photo e-mailed from Mass. man led to vast global child pornography network

As soon as they saw the terrified boy's photo three years ago, federal agents Peter Manning and Gregory Squire had the same thought: we have to save him. Assigned to the US Immigration and Customs Enforcement's Homeland Security Investigations office in Boston, their job is to track down child pornographers and victims. That single image of the distraught boy with the toy bunny became a crucial piece of evidence for Manning and Squire. It had been e-mailed to them by a Milford man who thought he was sharing it with fellow child-pornography voyeurs. His miscalculation sparked an investigation that would spread around the world, thus far leading to 42 arrests and the discovery of 140 children who were violated. The youngest was 19 days old. Robert Diduca, who sent the first photo – which he labeled "cookie" in a reference to the boy – eventually pleaded guilty to the production, distribution, and possession of child pornography. In June, the 48-year-old father of three was sentenced in US District Court in Worcester to 18 years in prison. For Squire and Manning, however, Diduca's jail term did not mean case closed. They remain on the front line of a growing international effort to combat child pornography, which has exploded in volume because of faster and more potent technology that makes it easier to create and disseminate the material anonymously. Less than two weeks ago, their investigation prompted the arrest of a Florida puppeteer who allegedly discussed killing and eating children.

50 police officers arrested in child porn raids

Fifty police officers across the UK have been arrested as part of a crackdown on suspected paedophiles who pay to access child pornography websites, detectives revealed today. The officers were among 1,300 people arrested on suspicion of accessing or downloading indecent images of children - some as young as five - from US-based Internet sites. Thirty-five men were arrested in London this morning as part of the investigation - codenamed Operation Ore - following raids on 45 addresses across the capital. In addition, 40 children nationwide - 28 of them in London - had been identified as being at risk of being abused and appropriate steps had been taken with other agencies to ensure that all the youngsters were safe. Before today's arrests, the Metropolitan Police had executed 75 warrants across the capital with 65 arrests and more than 130 computers seized. The Met's Deputy Assistant Commissioner, Carole Howlett, said today's raids represented the single largest operation of its kind mounted so far by the force. Operation Ore is the UK wing of a huge FBI operation which traced 250,000 paedophiles worldwide last year through credit card details used to pay for downloading child porn. The names of British suspects were passed on by US investigators.

A Decade and $451M Later, FBI Computers Just Now Working Together

After years of frustration and hundreds of millions of dollars lost on a system that didn't work, the FBI has finally deployed a new $451 million computer system called Sentinel. The web-based interface allows agents to widely search all FBI case files and data as they work investigations and track down leads, effectively moving FBI agents and analysts away from paper based files to a streamlined computer program. The system allows agents to conduct searches of related case information to "connect the dots." The FBI was sharply criticized after the 9/11 attacks for failing to piece together information about suspected terrorists obtaining flight training in the United States. The FBI was first warned in July 2001 by FBI Agent Ken Williams, who was assigned to the Phoenix Field Office, that individuals associated with Osama Bin Laden were undertaking a coordinated effort to obtain flight training in Arizona. The memo he wrote recommending that the FBI have liaison with flight schools in their areas was not widely read or acted upon. In August 2001 officials at FBI headquarters did not realize the significance of the arrest of Zacarias Moussaoui who was seeking flight training in Minnesota and had financial connections to the 9/11 hijackers.

'Doomed from the beginning': $200M wasted on Iraqi police training, report says

U.S. auditors have concluded that more than $200 million was wasted on a program to train Iraqi police that Baghdad says is neither needed nor wanted. The Police Development Program -- which was drawn up to be the single largest State Department program in the world -- was envisioned as a five-year, multibillion-dollar push to train security forces after the U.S. military left last December. But Iraqi political leaders, anxious to keep their distance from the Americans, were unenthusiastic. A report by the Special Inspector General for Iraq Reconstruction, which was released [on July 30], found that the American Embassy in Baghdad never got a written commitment from Iraq to participate. Now, facing what the report called Baghdad's "disinterest" in the project, the embassy is gutting what was supposed to be the centerpiece of ongoing U.S. training efforts in Iraq. According to the report, the embassy plans to turn over the $108 million Baghdad Police College Annex to Iraqis by the end of the year and will stop training at a $98 million site at the U.S. consulate in the southern city of Basra. "A major lesson learned from Iraq is that host country buy-in to proposed programs is essential to the long-term success of relief and reconstruction activities. The (Police Development Program) experience powerfully underscores that point," auditors wrote in a 41-page summary of their inspection. An advance copy was provided to The Associated Press. "An overarching question is why expensive construction was initiated at both of these facilities without a formal programmatic agreement in place at the time construction began," the report stated.

Frackers Fund University Research That Proves Their Case

Pennsylvania remains the largest U.S. state without a tax on natural gas production, thanks in part to a study released under the banner of the Pennsylvania State University. The 2009 report predicted drillers would shun Pennsylvania if new taxes were imposed, and lawmakers cited it the following year when they rejected a 5 percent tax proposed by then-Governor Ed Rendell. What the study didn't do was note that it was sponsored by gas drillers and led by an economist with a history of producing industry-friendly research on economic and energy issues. As the U.S. enjoys a natural-gas boom from a process called hydraulic fracturing, or fracking, producers are taking a page from the tobacco industry playbook: funding research at established universities that arrives at conclusions that counter concerns raised by critics. Cary Nelson, president of the American Association of University Professors, who made the tobacco analogy, said companies and their trade associations are "buying the prestige" of universities that are sometimes not transparent about funding nor vigilant enough to prevent financial interests from shaping research findings. The Penn State report is not the only example. A professor at the University of Texas at Austin led a February study that found no evidence of ground-water contamination from fracking. He did not reveal that he is a member of the board of a gas producer. Company filings examined by Bloomberg indicate that in 2011, he received more than $400,000 in compensation from the company, which has fracking operations in Texas.

Up to $2.3 billion in California public funds hiding in plain sight

A week after uncovering a hidden-funds scandal at the state parks department, finance officials are now trying to piece together why the balance sheets for similar "special funds" are off by $2.3 billion -- money that appeared to be right under their noses amid California's financial meltdown. An analysis by this newspaper of California's little-known 500-plus special funds -- like the ones that included $54 million in parks money shielded from the Department of Finance -- shows tens of millions of dollars in discrepancies in numerous accounts. The fund that gives restitution to violent crime victims was off by $29 million. The one that provides children with low-cost health insurance was $30 million out of balance. The fund that rewards people for recycling bottles and cans was $113 million off. "Where are these dollars?" asked state Senate budget chairman Mark Leno, D-San Francisco, who said it was a "big problem" that the special funds "clearly have not been getting enough attention." The newspaper's review found at least 17 accounts that appeared to have significantly more reserve cash than what individual departments reported to the finance department, though it's unclear why. The problem could date back decades and is only now coming to light after discrepancies were discovered in the parks funds, costing longtime parks director Ruth Coleman and deputy director Michael Harris their jobs.

Mexico Files Drug Charges Against 3 Generals

Mexican prosecutors formally filed drug charges ... against four high-ranking army officers, including three generals and a lieutenant colonel. They are the highest-ranking Mexican army officials arrested in at least 15 years, and allegedly provided protection for the Beltran-Leyva drug cartel. The Attorney General's Office said charges of "organized crime to further drug trafficking" were lodged against retired generals Tomas Angeles Dauahare and Ricardo Escorcia, as well as active service Gen. Roberto Dawe Gonzalez. Retired Lt. Col. Silvio Hernandez Soto faces the same charge. The previous highest-ranking army official arrested was Gen. Jesus Gutierrez Rebollo, then head of Mexico's anti-drug agency, who was arrested in 1997 and later convicted of aiding deceased drug lord Amado Carrillo Fuentes. More than 47,000 people have been killed in drug violence ... according to government figures.

Twitter undermines free speech

In a welcome about-face Tuesday morning, Twitter restored the account of journalist Guy Adams, who posted a series of critical comments about NBC's handling of the Olympics. While it's encouraging to hear NBC backed away - even if it required an enormous online backlash - it remains disturbing that Twitter revoked the account in the first place. Let's be perfectly clear: Twitter suspended a user for committing an act of journalism. The mind-boggling move undermines the San Francisco startup's credibility as a supposed advocate of open communications, and whittles away the goodwill of professional and citizen journalists who are the lifeblood of the service. In a series of tweets in recent days, Adams colorfully assailed, among other things, NBC's ridiculous decision to force West Coast viewers to watch the Olympics on a time delay, presumably so the network could charge prime-time advertising rates. It's been an infuriating experience for fans who can't duck the spoilers blasting at them from all quarters of the Internet. Adams, a correspondent for London's Independent newspaper, simply supplied them an appropriate outlet for those frustrations in the tweet that supposedly got his account deactivated.

Gore Vidal, 1925-2012: Prolific, Elegant, Acerbic Writer

Gore Vidal, the elegant, acerbic all-around man of letters who presided with a certain relish over what he declared to be the end of American civilization, died on [July 31]. He was 86. The cause was complications of pneumonia, his nephew Burr Steers said. Few American writers have been more versatile or gotten more mileage from their talent. He published some 25 novels, two memoirs and several volumes of stylish, magisterial essays. He also wrote plays, television dramas and screenplays. For a while he was even a contract writer at MGM. And he could always be counted on for a spur-of-the-moment aphorism, putdown or sharply worded critique of American foreign policy. Perhaps more than any other American writer except Norman Mailer or Truman Capote, Mr. Vidal took great pleasure in being a public figure. He twice ran for office – in 1960, when he was the Democratic Congressional candidate for the 29th District in upstate New York, and in 1982, when he campaigned in California for a seat in the Senate. Some of his political positions were ... provocative. Mr. Vidal was an outspoken critic of Israel's treatment of the Palestinians. After the Sept. 11 terrorist attacks, he wrote an essay for Vanity Fair arguing that America had brought the attacks upon itself by maintaining imperialist foreign policies. In another essay, for The Independent, he compared the [9/11] attacks to the Japanese raid on Pearl Harbor, arguing that both Presidents Franklin D. Roosevelt and George W. Bush knew of them in advance and exploited them to advance their agendas.

Calorie-conscious consumers who opt for diet sodas may gain more weight than if they drank sugary drinks because of artificial sweeteners contained in the diet sodas, according to a new study. A Purdue University study ... in the journal Behavioral Neuroscience reported that rats on diets containing the artificial sweetener saccharin gained more weight than rats given sugary food, casting doubt on the benefits of low-calorie sweeteners. "There's something about diet foods that changes your metabolic limit, your brain chemistry," said ABC News' medical contributor Dr. Marie Savard. Savard said another recent study, which included more than 18,000 people, found healthy adults who consumed at least one diet drink a day could increase their chance for weight gain. In the Purdue study, the rats whose diets contained artificial sweeteners appeared to experience a physiological connection between sweet tastes and calories, which drove them to overeat. "The taste buds taste sweet, but there's no calorie load that comes with it. There's a mismatch here. It seems it changes your brain chemistry in some way," Savard said. The information may come as a surprise to the 59 percent of Americans who consume diet soft drinks, making them the the second-most-popular low-calorie, sugar-free products in the nation. Because so many foods today contain artificial sweeteners, the study results may go beyond diet drinks.

The Unscientific F.B.I. Lab

A new report from [FBI] inspector general, Michael Bromwich [says] that much of the vaunted laboratory's work was amateurish, and, worse, that lab officials who appeared at trials were overly eager to help the prosecution. It discovered, among other things, substandard performances by the laboratory's explosives, chemistry-toxicology and materials analysis units, forcing F.B.I. officials to review several hundred past and current cases -- including the Oklahoma City bombing case -- to determine how many might have been jeopardized by unprofessional work. The inquiry found numerous instances in which untrained F.B.I. agents had been allowed to take part in scientific work. In some cases lab reports were inadequately documented and exaggerated the evidence against defendants. Supervisors provided only the most cursory oversight, giving their subordinates freedom to reach unsupported findings, which then went unchallenged. Specifically, the F.B.I. apparently offered cooked testimony in at least two major cases. In the 1993 World Trade Center bombing case, an examiner in the explosives lab, David Williams, gave inaccurate testimony that ''exceeded his expertise, was unscientific and speculative, was based on improper nonscientific grounds and appeared to be tailored to correspond with his estimate of the amount of explosive used in the bombing.'' That should have been cause for Mr. Williams's dismissal. Instead he was assigned to the Oklahoma City bombing, where, the inspector general found, he committed ''many of the same errors.''
