Judge sentences 'serial child molester' Hastert to 15 months

Former House speaker Dennis Hastert, who less than a decade ago stood second in line to the presidency, was sentenced to 15 months in federal prison Wednesday for a bank fraud case linked to allegations he sexually abused teen boys more than 30 years ago. Federal Judge Thomas Durkin called Hastert, 74, a "serial child molester" and rejected a prosecutor's recommendation of six months in prison on a banking charge that carries a maximum five-year sentence. The court also fined Hastert $250,000 and sentenced him to two years of supervised release after leaving prison. Hastert must register as a sex offender. "Nothing is more disturbing than having 'serial child molester' and 'Speaker of the House' in the same sentence," Durkin said, [acknowledging] he could not sentence Hastert "for being a child molester" and that his sentence would "pale in comparison" to what the former lawmaker would have faced had he been convicted of state charges for sexual abuse of a child. Under current Illinois law, Hastert would have faced between three and seven years in state prison if convicted of a single count of sexual misconduct with a minor. The sentencing completes the spectacular fall of a former small-town high school coach who rose to lead Congress.

The secret tax-dodging strategies of the global elite in China, Russia, Brazil, the U.K., and beyond were exposed in speculator fashion by the recent Panama Papers investigation, fueling a worldwide demand for a crackdown on tax avoidance. But there is little appetite in Congress for taking on powerful tax dodgers in the U.S., where the practice has become commonplace ... especially given that some of the largest companies paying little to no federal taxes are among the biggest campaign contributors in the country. But there’s another reason to remain skeptical that Congress will move aggressively on tax avoidance: Former tax lobbyists now run the tax-writing committees. Many have stints in and out of government and the lobbying profession, a phenomenon known as the “reverse revolving door.” In other words, the lobbyists that help special interest groups and wealthy individuals minimize their tax bills are not only everywhere on K Street, they’re literally managing the bodies that create tax law. Report: America's Aging Voting Machines Could Present Election Problems

Voting machines around the United States are coming to the end of their useful lives. That could be a serious problem for next year's presidential elections. According to a new report by the Brennan Center for Justice ... 43 states will use some voting equipment next year that's at least 10 years old. "We're not saying that all the systems are going to fail on Election Day. But the closer you get to this end of projected lifespan, the more likely you're going to see problems," said Larry Norden, one of the report's authors. Problems such as vote flipping - that's when a voter presses one candidate's name only to have the opponent's name light up. It happens when the glue on touch-screen machines gets old and erodes. Norden said everything's coming to a head at once because almost every state bought new computerized voting equipment right after the disputed 2000 election, using $2 billion in federal aid. But he says now there's neither the money nor the same sense of urgency. "More than one official has said to me [that] legislators [and] county funders are waiting for a disaster, which I think is crazy," he said. Disaster does seem increasingly possible. Earlier this year, the state of Virginia realized that machines used in 20 percent of the state were vulnerable to hackers and immediately ordered them replaced. The Brennan Center found a similar pattern in other states. Wealthier counties are getting new equipment, while poorer ones are not.

Vulnerable Voting Machine Raises Questions About Election Security

Computer security experts have warned for years that some voting machines are vulnerable to attack. And this week, in Virginia, the state Board of Elections decided to impose an immediate ban on touchscreen voting machines used in 20 percent of the state's precincts, because of newly discovered security concerns. The problems emerged on Election Day last November. "One machine would go and crash. They'd bring it back up. Another one would crash," said Edgardo Cortes, the state's elections commissioner. State auditors investigated. While using their smartphones, they were able to connect to the voting machines' wireless network, which is used to tally votes. Investigators easily guessed the system's passwords - in one case, it was "abcde" - and were then able to change the vote counts remotely without detection. Jeremy Epstein is co-founder of Virginia Verified Voting and one of many computer experts who had warned about the security flaws. He's not at all surprised by the state's findings. Epstein said the vulnerabilities could be used to create a lot of mischief, "to change the list of races, change the list of candidates, change the votes that have been recorded, change the totals recorded, things like that."

The battle for truth over Saudi Arabia's ties to 9/11

Of the 19 hijackers who carried out the Sept. 11 attacks, 15 were citizens of Saudi Arabia. What does that fact signify? According to senior U.S. officials, little or nothing. From the outset, they treated the national identity of the terrorists as incidental, connoting nothing of importance. Imagine if 15 Iraqis had perpetrated the attacks... In its final report, the 9/11 Commission said it “found no evidence that the Saudi government as an institution or senior Saudi officials individually” had funded Al Qaeda. This artfully crafted passage was ... designed to preserve the existing U.S.-Saudi relationship from critical scrutiny. The effort never fully succeeded, skeptics suspecting that there might be more to the story. Today those doubts find expression in demands to declassify 28 pages of a congressional investigation said to detail Saudi relations with and support for the Al Qaeda terrorist network before September 2001. Whether the 28 pages sustain or refute suspicions of Saudi involvement in the Sept. 11 attacks will remain impossible to say absent ... executive action. Yet implicit in this dispute is an issue of even greater moment: Who ultimately exercises jurisdiction over truth? The foreign policy establishment insists that the 28 pages remain secret; not only might the document challenge the state's preferred Sept. 11 narrative, but the demands for its declassification also call into question the establishment's very authority to control that narrative.

Today, Reuters reported that “Murilo Portugal, the head of Brazil’s most powerful banking industry lobby” - and a long-time IMF official - “has emerged as a strong candidate to become finance minister if Temer takes power.” Temer also vowed that he would embrace austerity for Brazil’s already-suffering population. Brazilian financial and media elites are pretending that corruption is the reason for removing the twice-elected president of the country as they conspire to ... literally [hand] control over the Brazilian economy (the world’s seventh largest) to Goldman Sachs and bank industry lobbyists.

Have you heard about TTIP? If your answer is no, don’t get too worried; you’re not meant to have. The Transatlantic Trade and Investment Partnership is a series of trade negotiations being carried out mostly in secret between the EU and US. As a bi-lateral trade agreement, TTIP is about reducing the regulatory barriers to trade for big business, things like food safety law, environmental legislation, banking regulations and the sovereign powers of individual nations. It is, as John Hilary, Executive Director of campaign group War on Want, said: “An assault on European and US societies by transnational corporations.” Since before TTIP negotiations began last February, the process has been secretive and undemocratic. But ... the covert nature of the talks may well be the least of our problems. TTIP’s biggest threat to society is its inherent assault on democracy. One of the main aims of TTIP is the introduction of Investor-State Dispute Settlements (ISDS), which allow companies to sue governments if those governments’ policies cause a loss of profits. In effect it means unelected transnational corporations can dictate the policies of democratically elected governments. There are around 500 ... cases of businesses versus nations going on around the world at the moment. They are all taking place before ‘arbitration tribunals’ made up of corporate lawyers appointed on an ad hoc basis, which according to War on Want’s John Hilary, are “little more than kangaroo courts” with “a vested interest in ruling in favour of business.”

Coaxing Police To Share Data On Officers' Conduct

There are no good national numbers on police conduct. Even the government's most basic statistic - the number of people killed by police - [is] way off. The White House says it wants to change that with the Police Data Initiative ... whose final report called for greater data transparency as a means to build trust between police and communities. The Police Data Initiative encourages departments to anticipate the kind of numbers their communities want to see, and provide them, preferably in database format. As an example, the White House cites the online data portal on police shootings set up by the Dallas Police Department. But there's a caveat, here: This is all voluntary. The White House says 53 jurisdictions so far have pledged to share this kind of data. But an additional 17,000 or so law enforcement agencies have not yet signed on, and they account for about 85 percent of the country's population. Openness to providing data seems to be most prevalent in police departments that are already in cooperative relationships with the federal government. Many of them receive federal grants, observes David L. Carter, a professor in the School of Criminal Justice at Michigan State University. "In many cases, progressive police executives feel it's 'the right thing to do,' and will volunteer," says Carter in an email. But he thinks others may take a pass. The result? There may be good stats on places like LA and Dallas, while thousands of smaller communities ... will continue to be white spaces on the statistical map.

Both women ... were FBI honeypots, and one of the recorded conversations with Rayyan entered into ongoing court proceedings provides a rare glimpse into how federal informants work. The U.S. government now alleges that Rayyan, who has been indicted on federal gun charges, is an Islamic State sympathizer who talked of attacking a church. Federal prosecutors ... are handling Rayyan’s indictment with the secrecy of a national security investigation. The first FBI informant to enter Rayyan’s life was “Ghaada.” They struck up an intense relationship online, and even talked about marriage, children, and a life together. When Ghaada called off the relationship, Rayyan was heartbroken. The FBI then introduced “Jannah Bride.” To impress his new romantic interest, who appeared preoccupied with jihad, Rayyan claimed to have an AK-47 (he didn’t), and to have attempted travel to Syria (there’s no evidence he even bought a ticket). An FBI recording of a conversation between Rayyan and Bride ... shows how the FBI used Rayyan’s suicidal thoughts to manipulate him. After the phone call, FBI agents searched Rayyan’s home and business, [and] found no trace of the assault rifle [he had mentioned to Bride]. Rayyan appears to have made up the story entirely to impress Bride.

Belarus ignoring risks of farming near Chernobyl?

On the edge of Belarus' Chernobyl exclusion zone, down the road from the signs warning "Stop! Radiation," a dairy farmer offers his visitors a glass of freshly drawn milk. Associated Press reporters politely decline the drink but pass on a bottled sample to a laboratory, which confirms it contains levels of a radioactive isotope at levels 10 times higher than the nation's food safety limits. Fallout from the April 26, 1986, explosion at the Chernobyl plant in neighboring Ukraine continues to taint life in Belarus. The authoritarian government of this agriculture-dependent nation appears determined to restore long-idle land to farm use - and in a country where dissent is quashed, any objection to the policy is thin. One of the most prominent medical critics of the government's approach to safeguarding the public from Chernobyl fallout, Dr. Yuri Bandazhevsky, was removed as director of a Belarusian research institute and imprisoned in 2001 on corruption charges that international rights groups branded politically motivated. Since his 2005 parole he has resumed his research into Chernobyl-related cancers with European Union sponsorship. "In Belarus, there is no protection of the population from radiation exposure. On the contrary, the government is trying to persuade people not to pay attention to radiation, and food is grown in contaminated areas and sent to all points in the country," [Bandazhevsky said]. Meet the doctor who treats the homeless

Dr. Jim Withers used to dress like a homeless person. On purpose. Two to three nights a week, he rubbed dirt in his hair and muddied up his jeans and shirt before walking the dark streets of Pittsburgh. Withers wanted to connect with those who had been excluded from his care. "I was actually really shocked how ill people were on the street," he said. "Young, old, people with mental illness, runaway kids, women (who) fled domestic violence, veterans. And they all have their own story." Homelessness costs the medical system a lot of money. Individuals often end up in emergency rooms, and stay there longer, because their illnesses go untreated and can lead to complications. For 23 years, Withers has been treating the homeless - under bridges, in alleys and along riverbanks. "We realized that ... we could make 'house calls,'" he said. It's something that Withers' father, a rural doctor, often did. Withers' one-man mission became a citywide program called Operation Safety Net. Since 1992, the group has reached more than 10,000 individuals and helped more than 1,200 of them transition into housing. In addition to street rounds, the program has a mobile van, drop-in centers and a primary health clinic, all where the homeless can access medical care. In the way I'd like to see things, every person who is still on the streets will have medical care that comes directly to them and says, "You matter." Having street medicine in [the] community transforms us. We begin to see that we're all in this together.

What is happiness inequality? It’s the psychological parallel to income inequality: how much individuals in a society differ in their self-reported happiness levels. Since 2012, the World Happiness Report has championed the idea that happiness is a better measure of human welfare than standard indicators like wealth, education, health, or good government. And if that’s the case, it has implications for our conversations about equality, privilege, and fairness in the world. We know that income inequality can be detrimental to happiness: According to a 2011 study, for example, the American population as a whole was less happy over the past several decades in years with greater inequality. The authors of a companion study to the World Happiness Report ... found that countries with greater inequality of well-being also tend to have lower average well-being, even after controlling for factors like GDP per capita, life expectancy, and individuals’ reports of social support and freedom to make decisions. In other words, the more happiness equality a country has, the happier it tends to be as a whole. On an individual level, the same link exists; in fact, individuals’ happiness levels were more closely tied to the level of happiness equality in their country than to its income equality. Happiness equality was also a stronger predictor of social trust than income equality - and social trust, a belief in the integrity of other people and institutions, is crucial to personal and societal well-being.

She patiently waited outside her home until Dopson pulled onto their street. When Andracke motioned for Dopson to stop the garbage truck, Brooklyn presented him with one of her birthday cupcakes. Dopson was “instantly speechless,” Andracke said. “I explained to him that he makes our day every Thursday,” she added. “After he left ... Brooklyn was unusually quiet. This Tiny Turbine Could Be the Next Big Thing in Power

Power plant turbines might be getting smaller. The tech is still in its early stages but GE Global Research is developing a turbine that - though only the size of the average desk - could someday power entire towns. The principle behind it could have a big effect on the future of turbine power. Instead of being pushed by steam, like most power plant turbines, the "minirotor" as [steam turbine specialist at GE Global Research Doug] Hofer calls it is pushed by CO2. Not gaseous CO2, or liquid CO2, but CO2 so hot and pressurized that it forms what is called a supercritical fluid, a state of heat and pressure so extreme that the distinctions between liquid and gas basically cease to exist. The tiny turbine's design is intended to harness the power of this specific (and weird) state of matter which could make the turbines as much as 50 percent efficient at turning heat to electricity, a significant improvement over ~45 percent efficient steam turbines. On top of that, these turbines should be relatively easy to spin up or down as demand shifts allowing power plants to more accurately tweak supply on the fly. The prototype design is a 10 MW turbine, though GE hopes to be able to scale the tech to enough to power a city, somewhere in the 500 megawatt range.
