The F.B.I. has significantly increased its use of stings in terrorism cases, employing agents and informants to pose as jihadists, bomb makers, gun dealers or online “friends” in hundreds of investigations. Undercover operations, once seen as a last resort, are now used in about two of every three prosecutions involving people suspected of supporting the Islamic State, a sharp rise in the span of just two years. F.B.I. operatives coax suspects into saying and doing things that they might not otherwise do - the essence of entrapment. “They’re manufacturing terrorism cases,” said Michael German, a former undercover agent with the F.B.I.. Despite dozens of challenges to undercover terrorism cases brought since the Sept. 11, 2001, attacks, a judge has yet to throw one out on the grounds of entrapment. Not that some judges have not considered it. “I believe beyond a shadow of a doubt that there would have been no crime here, except the government instigated it, planned it and brought it to fruition,” Judge Colleen McMahon of the United States District Court ... said in 2011 in a case involving four Muslim men in Newburgh, N.Y. The F.B.I. planted an undercover informant inside a mosque in Newburgh as part of what became an elaborate, nearly yearlong plot. The F.B.I. even built a fake Stinger missile and had it delivered to the men. Judge McMahon said she was troubled by the F.B.I.’s conduct, but she upheld the charges.

Perfect End to Democratic Primary: Anonymous Superdelegates Declare Winner Through Media

The Associated Press - on a day when nobody voted - surprised everyone by abruptly declaring the Democratic Party primary over and Hillary Clinton the victor. The decree, issued the night before the California primary in which polls show Clinton and Bernie Sanders in a very close race, was based on the media organization’s survey of “superdelegates”: the Democratic Party’s 720 insiders, corporate donors, and officials whose votes for the presidential nominee count the same as the actually elected delegates. AP claims that superdelegates who had not previously announced their intentions privately told AP reporters that they intend to vote for Clinton, bringing her over the threshold. AP is concealing the identity of the decisive superdelegates who said this. Although the Sanders campaign rejected the validity of AP’s declaration - on the ground that the superdelegates do not vote until the convention and he intends to try to persuade them to vote for him - most major media outlets ... declared Clinton the winner. This is the perfect symbolic ending to the Democratic Party primary: The nomination is consecrated by a media organization, on a day when nobody voted, based on secret discussions with anonymous establishment insiders and donors whose identities the media organization - incredibly - conceals. For a party run by insiders and funded by corporate interests, it’s only fitting that its nomination process ends with such an ignominious, awkward, and undemocratic sputter.

The Army Chaplain Who Quit Over 'Unaccountable Killing' of Obama’s Secretive Drone Program

As a witness to the removal of fallen U.S. troops from Afghanistan, Army Chaplain Christopher John Antal can’t recall a time when that solemn ceremony wasn’t conducted without the presence of drones passing along the horizon. On April 12, Antal resigned his commission as an officer in the Army because of his conscientious objection to the United States’ drone policy. In a letter addressed to ... Barack Obama, Antal wrote, “The executive branch continues to claim the right to kill anyone, anywhere on Earth, at any time, for secret reasons, based on secret evidence, in a secret process, undertaken by unidentified officials. I refuse to support this policy of unaccountable killing.” In doing so, he joined other previous members of the armed forces who have addressed Obama to criticize his drone strike policy, including four former members of the Air Force who penned a letter in November of 2015 warning the president that the strikes “served as a recruitment tool similar to Guantanamo Bay.” Antal’s resignation concluded nearly eight years of service as an Army chaplain. He publicly voiced [his concerns about the targeted killings] in a Veterans Day sermon Nov. 11, 2012, when he gave a lyrical sermon criticizing drones on his base in Afghanistan and posted it online. Antal ... was called into the office of a general who told him to take down the sermon. “He told me that my message did not support the mission,” Antal said. He worried that his views about drones could land him in a military prison if did not leave his post.

New York Catholic Church Spent $2M Lobbying Against Child Sex Abuse Accountability Laws

The Roman Catholic Church in New York has spent millions of dollars in recent years to stop a law that would make it easier for victims of child sex abuse to sue their attackers. The state’s Catholic Conference has hired some of New York’s most influential lobbying firms. They spent more than $2.1 million from 2007 through 2015 lobbying against the Child Victims Act and for or against other bills, according to state records. The Child Victims Act, introduced by Democratic Assemblywoman Margaret Markey, would eliminate the statute of limitations that currently requires victims to file civil lawsuits by age 23. The bill has been gaining bipartisan support in the New York Legislature, but it does not yet have enough votes, and time is running out as the legislative session is set to end June 16. The Catholic Church in the U.S. and around the world has been dealing with accusations of sexual abuse for years, and other archdioceses around the country have also spent money lobbying against child sexual abuse accountability laws, the Guardian reported. “They are willing to spend limitless money in order to basically keep bad guys from being accountable for their actions,” Melanie Blow, chief operations officer of the Stop Abuse Campaign, told the Daily News.

A shocking number of college men surveyed admit coercing a partner into sex

Campus sexual assault scandals have practically become routine. A new study ... suggests that sexual assault by college men is an even more widespread problem than the scandals imply. In an online survey about sexual activity and attitudes, more than half the men who played an intramural or intercollegiate sport reported coercing a partner into sex. Of the sexually coercive behaviors listed on the survey, including "I used threats to make my partner have oral or anal sex," almost all met the legal definition of rape. The scientists also found an association between admitting to coercive sex acts and endorsing two distinct attitudes: the belief in rape myths, such as "If a woman doesn't fight back, it isn't rape," and traditional views of gender roles, such as "Women should worry less about their rights and more about becoming good wives and mothers." "It was the attitudes toward women and acceptance of the rape myth that explained the difference between athletes and non-athletes," said Sarah Desmarais, a forensic psychologist at North Carolina State University. Advocating for change and educating for prevention, however, takes research into the problem, which can be hard to come by, [lead author Belinda-Rose] Young said. She suspects that colleges and universities simply don't want to expose their students, and athletes in particular, to research that could potentially have legal consequences if they admit to criminal acts.

A technique that allows particular genes to spread rapidly through populations is not ready to be set loose in the wild, warns a committee convened by the US National Academies of Sciences, Engineering, and Medicine. In a [new] report ... the committee argued that such ‘gene drives’ pose complex ecological risks that are not yet fully understood. “We are not ready for any kind of release,” says Elizabeth Heitman, co-chair of the committee. Gene drives ... have long been postulated as a way to eradicate mosquito-borne diseases such as malaria. But the field was hampered by technical challenges until the recent advent of sophisticated - and easy-to-use - tools for engineering genomes. In the past two years, researchers have used a popular gene-editing technique called CRISPR–Cas9 to develop gene drives that spread a given gene through a population almost exponentially faster than normal. But as molecular biology research on gene drives has surged forward, it has outpaced our understanding of their ecological consequences, says Heitman. Even a small, accidental release from a laboratory holds the potential to spread around the globe: “After release into the environment, a gene drive knows no political boundaries,” the committee wrote. Given this risk, the report also stressed the importance of layering multiple methods of containment to prevent accidental release of engineered species, and of consulting with the public even before gene drive experiments are undertaken in the laboratory.

Leaked police files contain guarantees disciplinary records will be kept secret

Contracts between police and city authorities, leaked after hackers breached the website of the country’s biggest law enforcement union, contain guarantees that disciplinary records and complaints made against officers are kept secret or even destroyed. A Guardian analysis of dozens of contracts obtained from the servers of the Fraternal Order of Police (FOP) found that more than a third featured clauses allowing – and often mandating – the destruction of records of civilian complaints, departmental investigations, or disciplinary actions. 30% of the 67 leaked police contracts, which were struck between cities and police unions, included provisions barring public access to records of past civilian complaints, departmental investigations, and disciplinary actions. The leaked contracts became publicly accessible ... when hackers breached the Fraternal Order of Police’s website and put around 2.5GB worth of its files online. These provide a glimpse into the influence of police unions, which Black Lives Matter activists have accused of impeding misconduct investigations. The documents date back almost two decades. Many contain numerous recurring clauses that slow down misconduct investigations. [Many] substantiated use-of-force allegations fail even to garner penalties as high as a reprimand with suspension. In cases between 2010 and 2015 in which the NYPD’s office of the inspector general confirmed that officers had used unwarranted excessive force, officers were given no discipline 35.6% of the time.

When Frank Serpico, the most famous police whistleblower of his generation, reflected on years of law-enforcement corruption in the New York Police Department, he assigned substantial blame to a commissioner who failed to hold rank-and-file cops accountable. That's the classic template for police abuse: misbehaving cops are spared punishment by colleagues and bosses who cover for them. There are, of course, police officers who are fired for egregious misbehavior. Yet all over the U.S., police unions help many of those cops to get their jobs back, often via secretive appeals geared to protect labor rights rather than public safety. In practice, too many cops who needlessly kill people, use excessive force, or otherwise abuse their authority are getting reprieves from termination. "In Philadelphia, an inquiry was recently completed on 26 cases where police officers were fired from charges ranging from domestic violence, to retail theft, to excessive force, to on duty intoxication," Adam Ozimek writes in a Forbes article on reforms to policing. Civilian drivers say they are up in arms over what they see as a double standard: cops ignoring the speed limit, at times with lethal results. Justin Hopson, a former New Jersey state trooper and author of "Breaking the Blue Wall," said police officers ... "[don't] think of it as a hypocrisy. It's more of a mentality of 'Hey, I have a badge and the ability to go fast." And it's a problem that police departments seem reluctant to acknowledge. In June 2009, a Milford, Conn., police cruiser going 94 mph in a 40 mph zone rammed into a passenger car. Ashlie Krakowski and David Servin, 19-year-old sweethearts ... were killed in the crash. The Krakowski and Servin families sued the police to uncover the scale of the problem, demanding to see dashcam video from the previous two years. "We wanted to know: Was there a culture of speeding?" Susan Servin said. "Was this an isolated incident that you could forgive a little more easily?" The families received 500 dashcam clips, including footage of an officer on a call racing at 113 mph in a 45 mph zone. But then the Milford Police Department said that it had accidentally deleted 2,000 other clips. Hopson said it was almost unheard of for cops to call each other out over speeding. Florida State Trooper Donna Watts said she received threatening phone calls and spotted strange police vehicles in front of her home after she pulled over a Miami-Dade police officer flying up Interstate 95 at speeds up to 120 mph. Watts is suing, claiming the harassment prompted her to leave road patrol and even her home.

Cops among Florida's worst speeders, Sun Sentinel investigation finds

Police officers sworn to uphold our traffic laws are among the worst speeders on South Florida roads. A three-month Sun Sentinel investigation found almost 800 cops from a dozen agencies driving 90 to 130 mph on our highways. Many weren't even on duty. The extent of the problem uncovered by the newspaper shocked South Florida's police brass. All the agencies started internal investigations. "Excessive speed," Margate Police Chief Jerry Blough warned his officers, is a "blatant violation of public trust." The evidence came from police SunPass toll records. The Sun Sentinel obtained a year's worth, hit the highways with a GPS device and figured out how fast the cops were driving based on the distance and time it took to go from one toll plaza to the next. Speeding cops can kill. Since 2004, Florida officers exceeding the speed limit have caused at least 320 crashes and 19 deaths. Only one officer went to jail - for 60 days. A cop with a history of on-the-job wrecks smashed into South Florida college student Erskin Bell Jr. as he waited at a red light in Central Florida three years ago, hitting him at 104 mph. Bell is now severely brain-damaged. "Every day, you pray for a miracle,'' said his father, Erskin Bell Sr. "Had this officer's behavior been dealt with, maybe he would not have run into our son." Law enforcement officers have been notoriously reluctant to stop their own for speeding, and the criminal justice system has proven no tougher at punishing lead-foot cops, records show.

The struggle against terrorism cannot be won by military means

I have rarely seen the Commons so full and so silent as when it met yesterday to hear of the London bombings. Perhaps the loss is hardest to bear because it is so difficult to answer the question why it should have happened. We may be offered a website entry or a video message attempting to justify the impossible, but there is no language that can supply a rational basis for such arbitrary slaughter. In the absence of anyone else owning up to yesterday's crimes, we will be subjected to a spate of articles analysing the threat of militant Islam. Osama bin Laden is [not] a true representative of Islam. Bin Laden was, though, a product of a monumental miscalculation by western security agencies. Throughout the 80s he was armed by the CIA and funded by the Saudis to wage jihad against the Russian occupation of Afghanistan. Al-Qaida ... was originally the computer file of the thousands of mujahideen who were recruited and trained with help from the CIA to defeat the Russians. Inexplicably, and with disastrous consequences, it never appears to have occurred to Washington that once Russia was out of the way, Bin Laden's organisation would turn its attention to the west. The danger now is that the west's current response to the terrorist threat compounds that original error. So long as the struggle against terrorism is conceived as a war that can be won by military means, it is doomed to fail. Whatever else can be said in defence of the war in Iraq today, it cannot be claimed that it has protected us from terrorism on our soil.

John Oliver Buys and Forgives $15 Million in Debt

Some 9,000 people stuck with delinquent medical bills had their debts forgiven courtesy of HBO host John Oliver. Oliver, on his "Last Week Tonight" program Sunday, took the action to illustrate a story about the practices of companies that purchase the records of debtors and attempt to collect on them. The show set up its own company to acquire $15 million worth of debt owed to hospitals in Texas, paying $60,000. Oliver said it was "disturbingly easy" for his show to set up a company, which it called Central Asset Recovery Professionals, and incorporate it in Mississippi to make the purchase. Oliver's show engages in a form of investigative comedy, this week examining [how] institutions often sell their debt for pennies on the dollar to companies who then attempt to collect on the bills. These companies operate with little regulation, and sometimes employ shady and abusive collectors who try to intimidate people into paying, he said. RIPMedicaldebt.org, a nonprofit that raises money to buy debt and forgive the bills owed by people who can least afford to pay them, welcomed the attention. "It's absolutely fabulous," said Craig Antico, CEO of RIPMedicaldebt.org. "It puts a light on a problem that few people know exists. If people paid attention to (Oliver's show) and it got them upset, they should realize that we can eradicate much of this debt if we all banded together to help each other," Antico said. "People can make a donation of $50 and wipe out a $10,000 debt."

NICU Nurse Gets Emotional Surprise From The Families She’s Helped

In honor of National Neonatal Nurses Day on Sept. 15, Kleenex put together this heartwarming video and arranged a special surprise to recognize the beloved nurse and let the families whose lives she touched say thank you. The surprise culminates in a emotional gathering of families Hendrix has aided throughout her time at the hospital. “We don’t realize what an impact we have on families until we see something like that. It was very rewarding,” the NICU nurse told The Huffington Post. “I love those babies like they were my own. I was so honored that people would stop what they were doing and come to be there for me. “It was great to see all of the kids big and healthy and thriving,” she continued. “I definitely felt appreciated and loved. I was just so proud of them. To know I had a part in that was very overwhelming and gratifying.” Hendrix said she was “shocked,” by the surprise, but she was quick to add that her impactful work is par for the course when it comes to nurses. “I do what every other nurse does,” she noted. “I just was the lucky one to get picked. It was a big honor. There are so many nurses that do the same thing.”

Number Of Teens With Marijuana-Related Problems Declines, Study Shows

As more states legalize the use of marijuana, the number of teens with cannabis-related problems is declining, new research suggests. Published in the Journal of the American Academy of Child & Adolescent Psychiatry, the study revealed a 24% decline in marijuana-related problems—such as becoming dependent on the drug or having trouble in school and in relationships—among teenagers. The researchers additionally found an association between drops in problems related to cannabis and reductions in behavioral issues, such as fighting, property crimes and selling drugs. The report also showed that marijuana use rates in young people have been dropping over the years. When asked whether they had used marijuana in the previous 12 months, study participants reported fewer instances of pot use in 2013 than their peers had reported in 2002, a 10% decline overall. Additional research on how the decrease in rates of conduct problems relates to other behaviors is needed. “For example, adolescent crime rates have been declining for about 20 years. Teen pregnancies fell again last year, to another historic low, a government report shows. “The continued decline is really quite amazing,” said Brady Hamilton, the lead author of the new report released Thursday from the Centers for Disease Control and Prevention. Last year, the birth rate for U.S. teens dropped 8 percent. Rates have been falling since 1991, and this marks yet another new low. Experts cite a range of factors, including less sex, positive peer influence, and more consistent use of birth control. “The credit here goes to the teens themselves,” said Bill Albert, spokesman for the National Campaign to Prevent Teen and Unplanned Pregnancy. The new report is based on a review of most of the birth certificates filed last year. There were nearly 4 million births. That’s down slightly from the 2014 total, by about 4,300. Other key figures from the CDC report [include that] the birth rate was 22 live births per 1,000 females ages 15 through 19, [whereas] the rate was 24 per 1,000 the year before. Unmarried moms accounted for about 40 percent of births.
