Prosecutors subsequently downgraded the charges to more than 20 counts of sexual assault in the second- and third-degree, charges for which Rook says he is innocent. An Associated Press investigation finds that even as Hollywood moguls, elite journalists and politicians have been pushed out of their jobs or resigned amid allegations of sexual misconduct, the world of medicine is more forgiving. Even when doctors are disciplined, their punishment often consists of a short suspension paired with therapy that treats sexually abusive behavior as a symptom of an illness or addiction. The investigation finds that decades of complaints that the physician disciplinary system is too lenient have led to little change in the practices of state medical boards. The #MeToo campaign and the push to increase accountability for sexual misconduct in workplaces don't appear to have sparked a movement toward changing how medical boards deal with physicians who act out sexually against patients or staffers.

A new national investigation by The Atlanta Journal-Constitution has uncovered 450 cases of doctors who were brought before medical regulators or courts for sexual misconduct or sex crimes in 2016 and 2017. In nearly half of those cases, the AJC found, the doctors remain licensed to practice medicine, no matter whether the victims were patients or employees, adults or children. Even some doctors criminally convicted are back in practice, demonstrating that a system that forgives doctors first exposed by the AJC in 2016 has not changed. Dr. Richard Martin Roberts is still allowed to see patients in Texas even though a medical board disciplinary panel in November 2017 found he repeatedly conducted unwarranted genital exams on young girls. Only doctors get to do this, he told one, a 7-year-old he was supposed to be examining for a learning disability. Doctors benefit from a system where victims are often not believed [and] criminal charges for physician sex abuse are rare. At a time when powerful men in business and politics are losing careers over sexual misconduct, Americas doctors remain a baffling exception, impervious to the power of the #MeToo movement. The AJCs new investigation found that medical boards still routinely handle serious sexual misconduct as an illness or lapse in training that should be dealt with through therapy, education and watchful eyes in exam rooms. In 31 states, cases can be hidden from the public through private board actions.

As a women's health advocate and practicing OB-GYN for 25 years, I want to point out that some doctors, especially male gynecologists, pediatricians and anesthesiologists and psychiatrists, have raped, fondled and molested patients of all ages. Finally, the conversation is getting started because of Dr. Lawrence G. Nassar. He's the former team doctor for U.S.A. Gymnastics, and he was sentenced to 60 years in prison on child pornography (37,000 images!) charges. I've heard story upon story about sexual misconduct from my patients, including inappropriate touching and sexual misconduct during their gynecologic exams when they were young women. Experiences like these have a long-term negative effect on a woman and the way she takes care of her physical health during her lifetime. Trying to get any hard facts or statistics about doctor sexual misconduct is very difficult. According to the Atlanta-Journal Constitution, "half of the more than 2,400 doctors sanctioned since 1999 for sexual misconduct involving patients still have active medical licenses." A nationwide investigation by the AJC published in July 2016 found widespread sexual abuse by doctors from OB-GYNs committing rape and anesthesiologists taking advantage of sedated patients to pediatricians molesting children. We cannot tolerate business as usual. I would like to see a law passed where violating a patient would result in revoking his or her medical license, jail time and being forever identified as a sex offender on state registries.

No jail for Indiana fertility doctor who lied about using own sperm to inseminate patients

Former patients of a retired Indianapolis fertility doctor expressed anger that he avoided jail time Thursday for lying about using his own sperm to impregnate as many as dozens of women after telling them the donors were anonymous. Dr. Donald Cline was given a one-year suspended sentence after pleading guilty to two counts of obstruction of justice. No other charges were filed ... because Indiana law doesn't specifically prohibit fertility doctors from using their own sperm. The charges stemmed from two confirmed cases of paternity. Matt White and his mother, Liz White, said Cline deserved far greater punishment. He said DNA tests showed that Cline was his biological father even though Cline told his mother decades ago that he used anonymous sperm donations. "There's dozens of us," said Matt White. Some of the now-adult children of Cline's former patients filed a complaint with the Indiana Attorney General's Office in 2014, after they became suspicious while scouring online records to find biological relatives. Paternity tests performed the Marion County prosecutor's office determined Cline was likely the biological father of at least two of his patients' children. Cline, who retired in 2009, initially denied the allegations when he wrote to investigators, saying the women who filed the complaints were trying to slander him. On Thursday, he acknowledged that he had lied. Matt White said private DNA tests have identified 23 people as Cline's biological children with mothers who were his patients.

The American Medical Association will no longer tolerate sexual misconduct by physicians at least if their victims are other doctors, and if the abuse occurs at an AMA event. But the association is doing nothing to crack down on predators who violate other victims: their patients. Almost a year after The Atlanta Journal-Constitution revealed widespread sexual misconduct in the medical profession, the AMA has scheduled neither formal proposals nor public discussions on doctors who abuse their patients. The organizations silence forfeits an opportunity to address a problem that has stirred public interest. They seem more likely to address someone elses problems than their own, said Lisa McGiffert, manager of the Safe Patient Project. The newspaper identified more than 2,400 doctors who had been disciplined for sexual violations involving patients; half are still licensed to practice medicine. But the numbers fail to capture the scope of misconduct. Many state medical boards deal with sex cases in private and issue no public findings. Others use vague language or euphemisms to hide the true nature of disciplinary matters. By some estimates, 7 percent of American doctors have engaged in sexual misconduct meaning that tens of thousands may have engaged in harassment, molestation, even rape. The AMA plays no direct role in licensing or disciplining doctors, a function of state medical authorities. But the association is a powerful voice for the medical profession.

Medical regulators pledge that patient protection is their central mission. As part of that focus, their websites provide information to the public about doctors. But in most states, patients will have a difficult time finding out if their doctors have been disciplined for sexual abuse or other violations. No state provides complete and accurate information on every doctor. Some obstacles to that are intentional. They are the result of state laws that tie regulators hands, agreements negotiated with doctors attorneys, or concerns about harming a doctors practice. Maryland investigated Dr. Joshua R. Mitchell III in 2005 after a complaint that he had sexually violated a patient. The board learned that the Baltimore police sex-crimes unit had investigated a similar complaint from another patient. The medical board wrapped up its 2005 investigation with a private letter advising Mitchell to offer a chaperone during breast and pelvic exams. Then in January 2010, a patient reported Mitchell raped her. The boards website didnt provide any information to the public until May 2010. Illinois and Wyoming post only summaries of disciplinary actions, which may not detail violations. Arkansas and both of Oklahomas boards require the public to file requests for disciplinary orders, and Oklahoma requires a fee. For a 22-year-old Columbia University student, Joel Davis had built an impressive reputation as an activist for ending sexual violence. He was the founding executive director of the international organization Youth to End Sexual Violence [and] served as a youth ambassador for the United Nations special representative on sexual violence in conflict. Davis traveled around the world, worked alongside high-profile activists such as Angelina Jolie, delivered a TED talk and appeared on media panels. Yet behind this virtuous front, Davis was allegedly committing the same types of crimes he claimed to be fighting, federal prosecutors say. On Tuesday, authorities arrested Davis on charges of attempting to sexually exploit a child, enticing a child to engage in sexual activity and possessing child pornography. Over the course of several weeks ... prosecutors say, Davis exchanged text messages with undercover FBI agents, trying to arrange meetings with a 9-year-old girl, an 8-year-old girl and a 2-year-old boy. Davis allegedly sent the undercover agents sexually explicit photos and videos of children as young as infants and made clear that he wanted to have sex with children of any age, according to a federal criminal complaint. John Wedger said he was forced into early retirement from the Metropolitan Police. The former detective constable has begun a civil claim against Scotland Yard seeking damages for psychiatric injury arising from work-related stress. Mr Wedger, 47, was involved in an investigation into a well known prostitute in 2004 who was suspected of using children. She was linked to organised crime but intelligence from multiple sources suggested she also had connections within the local police. The prostitute would ply youngsters, including a 14-year-old girl, with drugs and alcohol and then pimp them out to men in budget hotels. During the course of the operation, Mr Wedger says he found that not only were the police aware the youngsters were being used for sex but he believed at least one officer was supplying the criminal gang with information about the investigation. After filing an intelligence report, he was brought in to see a senior officer at Scotland Yard headquarters. Mr Wedger said: He told me in a firm and formal manner that I had dug too deep. He then stated that if I mentioned a word of my findings outside of his office then he would make sure I was thrown to the wolves. On his last day with the unit he was called in by the same officer. He said, You must give your word that you will never look into child prostitution ever again. The experience left me traumatised and paranoid.

Maggie Oliver said her professional life was made torture after she told senior officers that police were not doing enough to protect girls from a predominantly Asian paedophile ring. The former detective constable resigned from Greater Manchester Police in late 2012 over failures that allowed the Rochdale perpetrators to escape justice for many years. However before she quit she alleges she was bullied for a year and a half while working on Operation Span, the investigation into Rochdale. She has now decided to speak out to support another detective John Wedger who the Sunday Express revealed last week is suing the Metropolitan Police for a psychiatric injury he suffered as a result of bullying. Ms Oliver was tasked with gaining the trust of vulnerable but hostile victims. However, when they began to identify Asian grooming gangs, she said the police cooled their interest in the investigation. She said: GMP had a specialist interview suite for vulnerable victims. Yet I remember one senior officer screaming down the phone at me telling me that I had to take vulnerable victims to a suspect interview suite where some of them had been taken previously when they were accused of something they hadnt actually done. Ms Oliver claimed the harassment stepped up when she was off work with stress. She said: Two senior colleagues turned up at my house one day and demanded that I surrender the police phone Id had for 15 years. It was ... another attempt to isolate me further and shut me up.

Terina Maldonado, a Mesa, Arizona writer for Macaroni Kid wrote a column, imploring parents to keep their kids far away from the movie. The column struck a nerve. Max the Rottweiler and [Frank], his human partner ... are undercover officers who must crack the case of a kidnapped panda by infiltrating a prestigious dog show. The first troubling scene comes when Frank (Will Arnett) tells the dog Max (Ludacris) he needs to get used to getting his privates touched - which is a part of any inspection in a dog show. "He was telling him he needs to go to his zen place, and I like right away was wait ... what? When it turns into this big pivotal scene in the end and he needs to be allowed to be touched to win the competition ... red flags were going up and around in my mommy head," Maldonado said. A second scene in the movie shows Max having his private parts handled during the finals of the dog show competition. Max goes to his zen place and pictures himself flying through the sky. Finding the stolen panda depends on his ability to let this happen. "If it has just been a casual part of the movie, it wouldn't have been inappropriate." Maldonado said. "But it turned into this pivotal moment and it was teaching him to disassociate from himself while they were touching his private parts." As a survivor of child abuse, Maldonado said that this type of disassociation is what child predators tell children to do when they're upset about being touched.

A national sex abuse inquiry will investigate claims in a police report that former British Prime Minister Sir Edward Heath was a paedophile. The Independent Inquiry into Child Sexual Abuse (IICSA), which was set up after reports surfaced of sex abuse cases in public institutions including the BBC and NHS, will review the outcome of Operation Conifer, the Wiltshire police probe into sex abuse allegations against Heath. Operation Conifer [is] led by Wiltshire Chief Constable Mike Veale. More than 30 people have come forward and accused the former prime minister, who died in 2005 at the age of 89, of sex abuse. Heath ... served as British Prime Minister from 1970 to 1974. One of the accusations is that Heath raped a 12-year-old boy in 1961. He has also been accused of abusing a prison officer in North Yorkshire. Veale is allegedly "120%" convinced that the allegations are true, according to a source close to the investigation. "There are very close similarities in the accounts given by those who have come forward. The ... same type of incidents keep coming up. What stands out is that the people giving these accounts are not connected but the stories and the details dovetail," the source [said]. Veale faced pressure to call off the investigation after the Metropolitan Police was forced to close its inquiry into the so-called Westminster VIP paedophile ring. Tory MP Andrew Bridgen urged Veale to continue with his probe and said there were "powerful voices who would like to silence Operation Conifer."

Across the United States, evangelical churches are failing to protect victims of sexual abuse among their members. While some church leaders have worked to prevent abuse and harassment, many have not. The causes are manifold: authoritarian leadership, twisted theology, institutional protection, obliviousness about the problem and, perhaps most shocking, a diminishment of the trauma sexual abuse creates especially surprising in a church culture that believes strongly in the sanctity of sex. Sexual abuse is the most underreported thing both in and outside the church that exists, says Boz Tchividjian, a grandson of Billy Graham and a former Florida assistant state attorney. As a prosecutor, Tchividjian saw dozens of sexual abuse victims harmed by a churchs response to them. In 2004, Tchividjian founded [a] nonprofit organization ... which trains Christian institutions in how to prevent sexual abuse and performs independent investigations. Tchividjian says sexual abuse in evangelicalism rivals the Catholic Church scandal of the early 2000s. NXIVM Doctor Accused of Conducting Illegal Human Experiments in 'Fright Study'

The resident physician of the NXIVM sex cult has been charged by a state oversight board of conducting illegal human experiments. The New York Post reported ... that Dr. Brandon Porter, 44, forced actress Jennifer Kobelt to watch dismemberment and rape videos for a fright study he was conducting. He continued to film my reaction for at least 10 minutes as I just sat there, dry heaving like I was going to puke and crying very hard, Kobelt, said in the complaint to the health department. He failed me, not only as a friend but as the medical practitioner I had trusted on numerous occasions with my health while I was in New York. The New York State Office of Professional Medical Conduct said in a letter to Kobelt in September 2017 that they were not going to investigate Porter because the issues you have described are not medical misconduct. The board is now accusing Porter of moral unfitness, gross negligence and gross incompetence. A New York Supreme Court justice signed an executive order asking Porter and Clare Bronfman of the nonprofit Ethical Science Foundation to hand over documents on the human studies that were conducted for research, the Albany Times Union reported in April. Actress Samia Shoaib spoke out against actress Allison Mack after she was arrested on sex trafficking charges in April. Shoaib said Mack attempted to recruit her into the cult that is known to be abusive by blackmailing and branding women.

They chased men into fields and detained the bride and groom, already covered in turmeric powder to prepare for the ceremony, for further questioning. Indias child marriage rate is one of the highest in the world. But as awareness has spread about the detriments associated with underage marriages ... the prevalence has dropped. Child marriage [in India] is finely threaded with other practices, including the exchange of a dowry from the brides family to the groom, and sometimes with sex trafficking, making it difficult to tackle any one issue without addressing others. Social workers said there are no easy solutions. Bihar, a poor, agrarian state in northern India, has one of the highest rates of underage marriages in the country. In 2005, 69 percent of surveyed women said they married when they were underage. Ten years later, the number fell to 42.5 percent. Last year, the Bihari government ... dispatched social workers to villages and cities across the state, and announced that priests who officiate weddings would be required to sign declarations affirming that both parties are of legal age to marry. The legal age for marriage for Indian women is 18 years old. For men, it is 21. With the 2006 Prohibition of Child Marriage Prevention Act, Indian lawmakers criminalized child marriage.

Smallville Actress Arrested for Role in Alleged Sex Cult that Branded and Enslaved Women

A television actress best known for playing a young Supermans close friend was charged with sex trafficking. Allison Mack was accused in an indictment unsealed Friday in federal court in Brooklyn. Mack, 35, starred in The CW networks Smallville, ending in 2015. Prosecutors said she helped recruit women for leader Keith Raniere and his cult-like organization called NXIVM. She told the women they were joining what was purported to be a female mentorship group. But the victims were then exploited, both sexually and for their labor, according to federal prosecutors. Prosecutors said she required women she recruited to engage in sexual activity with Raniere, who paid Mack in return. Raniere, 57, was arrested last month. The FBI has filed sex trafficking charges against him, saying that with the help of mostly female assistants, he blackmailed and coerced women into unwanted sex. Raniere sold himself as a self-improvement guru. NXIVM promoted Ranieres teachings as a kind of mystical, executive coaching. Women who were part of a NXIVM subgroup [came] forward to say that they had been physically branded with a surgical tool against their will. Prosecutors said in court papers that Raniere created a society within NXIVM called DOS - an acronym based on a Latin phrase that loosely translates to Lord/Master of obedient female companions. Women were required to provide damaging material about their friends and family, naked photos and even sign over their assets as a condition for joining, they said.

Tim Ballard's career with the CIA and Homeland Security may not be what you'd expect. With years of leading rescue efforts to free victims of human trafficking, especially those used as prostitutes, he founded Operation Underground Railroad to liberate captive slaves. Ballard explains the need for his work. "There are an estimated 27 million enslaved human beings in the world: more slaves than ever existed during the trans-Atlantic slave trade. Many are sex slaves, as sex trafficking represents the fastest growing criminal enterprise in the world. Many reputable organizations exist to disseminate information about this problem, and others function as aftercare organizations for victims. Very few, if any, dedicate themselves to the pro-active rescue and direct extraction of the victims, and to the capture and prosecution of their captors. Operation Underground Railroad fills this void." Operation Underground Railroad's work is already logging success. "In just our first two years, O.U.R. has already rescued over 350 victims of human trafficking," Ballard reports. "Foreign governments often seek out O.U.R. to assist in sting operations against child sex traffickers. We keep the respective U.S. Embassies informed of our activities, and have been fortunate to count on their support and participation in a number of our rescues.

Up to 1,000 children could have been abused in Britain's biggest ever child abuse scandal, an investigation has revealed. Hundreds of children, some as young as 11, are estimated to have been drugged, beaten and raped over a 40-year period in the town of Telford. Lucy Allan, the Conservative MP for Telford, has called for an inquiry into child sexual exploitation. The investigation claims that allegations dating back to the 1980s were mishandled by authorities in Telford, who repeatedly failed to punish a network of abusers. Victims claimed that similar abuse, which has been linked to three murders and two other deaths, has continued in the area. The newspaper's probe alleges that social workers were aware of the abuse in the 1990s, but that it took police a decade to launch Operation Chalice, an inquiry into child prostitution in the Telford area in which seven men were jailed. It is also claimed that abused and trafficked children were considered "prostitutes" by council staff, that authorities did not keep details of abusers from Asian communities for fear of being accused of "racism" and that police failed to investigate one recent case five times until an MP intervened. The estimate of 1,000 potential victims was made with the help of Professor Liz Kelly, from the Child and Woman Abuse Studies Unit at London Metropolitan University. Twelve victims spoke to the newspaper and accused more than 70 abusers. Two other investigations were launched alongside Operation Chalice after two victims named dozens more abusers, yet victims have claimed that they were put off helping inquiries.

Ex-House Speaker Dennis Hastert can't be alone with children, judge rules

Former US House Speaker Dennis Hastert is banned from having contact with anyone under 18 unless an adult is present who's aware that he pleaded guilty in a hush money case related to the sexual abuse of teen boys, according to new restrictions imposed by a federal judge. "You shall not have contact with any person under the age of 18, except in the presence of a responsible adult who is aware of the nature of his/her background and current offense, and who has been approved by the probation officer and treatment provider," the restrictions state. Hastert never faced sexual abuse charges because the statute of limitation had expired, but he pleaded guilty in October 2015 to structuring bank transactions in a way that evaded requirements that he report where the money was going. The money was part of a deal to keep a former student quiet about Hastert's prior sexual abuse of teenage boys when he was a teacher and coach. The former Republican congressman from Illinois was released from federal prison in July after serving 13 months of a 15-month sentence. Once one of the most powerful men in America, Hastert is now banned from having any pornographic material or using any "sex-related telephone numbers." The restrictions also ... forbid him from using the internet without prior approval from a probation officer. US District Judge Thomas Durkin placed those new conditions on Hastert late Tuesday, but it was not clear what spurred the action. The restrictions come a day after a sealed order in the case was filed.
