Jose Charles was dazed, bleeding from his head and surrounded by police. His mother had gone to take one of the 15-year-old’s siblings to the bathroom at a Fourth of July celebration in Greensboro, N.C. - and returned to find an officer’s hand around Jose’s neck. Police charged Jose with four crimes, including attacking an officer. The teenager and his mother say police slammed and choked him without provocation. In a month, the court’s interpretation of the incident could determine Jose’s fate. Body camera footage from several officers who were at the scene of the encounter is sitting ... where almost no one can see it. Standing in the way of clarity and transparency, critics say, is a new North Carolina law that makes it more difficult than ever to view recordings of controversial interactions between police and members of the public. The law requires anyone who wants to see police body camera footage to pay a fee and plead their case to a Superior Court judge. The law gives an inordinate amount of power to prosecutors. Jose Charles’s mom, Tamara Figueroa ... said [her son] suffers from schizoaffective disorder. She said prosecutors have told her that if Jose doesn’t plead guilty to assault, they’ll ask a judge to send him to a [facility] which Figueroa calls “a kiddie jail,” unequipped to treat his mental illness. Former UK ambassador to Syria accuses Foreign Office of lying about the country's civil war

The ex-British Ambassador to Syria has accused the Foreign Office of lying over the country’s civil war and said British policy there has "made the situation worse". [Peter] Ford, who was Britain's ambassador to Syria from 1999 to 2003, claimed that the UK had misread and misrepresented the situation in the country since the start of the conflict. He said: "The British Foreign Office to which I used to belong, I’m sorry to say has gotten Syria wrong every step of the way. "They told us at the beginning that Assad’s demise was imminent. "But then they told us that the opposition was dominated by these so-called moderates. That proved not to be the case and now they're telling us another big lie – that Assad can’t control the rest of the country. Well I’ve got news for them – he’s well on the way to doing so." Mr Ford said that when the conflict started the UK should have either "put everything, including our own forces on to the battlefield, or if in our judgement – as it would have been my judgement – that was not realistic, refrain from encouraging the opposition to mount a doomed campaign." He claimed the UK’s tough talk on one hand, followed by little action to back rebels in Syria on the other had preceded a rebellion that had "only led to hundreds of thousands of civilians being maimed and killed". "We have made the situation worse." He added: "It was eminently foreseeable to anyone who was not intoxicated with wishful thinking." The government’s struggle to hold opioid manufacturers accountable

To combat an escalating opioid epidemic, the Drug Enforcement Administration trained its sights in 2011 on Mallinckrodt Pharmaceuticals, one of the nation’s largest manufacturers of the highly addictive generic painkiller oxycodone. It was the first time the DEA had targeted a manufacturer of opioids for alleged violations of laws designed to prevent diversion of legal narcotics to the black market. Ultimately, the DEA and federal prosecutors would contend that the company ignored its responsibility to report suspicious orders as 500 million of its pills ended up in Florida between 2008 and 2012. Investigators alleged in internal documents that the company’s lack of due diligence could have resulted in nearly 44,000 federal violations and exposed it to $2.3 billion in fines. But six years later ... the government has taken no legal action against Mallinckrodt. Instead, the company has reached a tentative settlement. Under the proposal, which remains confidential, Mallinckrodt would agree to pay a $35 million fine and admit no wrongdoing. “Mallinckrodt’s response was that ­‘everyone knew what was going on in Florida but they had no duty to report it,’” according to an internal summary of the case prepared by federal prosecutors. The Post reported in October that the DEA’s civil and administrative enforcement efforts against the mammoth wholesale distributors that deliver painkillers to pharmacies stalled in the face of a stepped-up lobbying campaign by the drug industry.

High doses of vitamin C injected into the blood stream could prove effective in treating cancer, according to new research. Scientists said vitamin C infusions, which were up to 1,000 times higher than recommended intake levels, selectively targeted tumour cells in cancer patients. This increased the rates of cell deaths and sensitised them to radiation and chemotherapy. The treatment also appeared to be safe, producing mild side effects such as frequent bathroom trips and a dry mouth. Eleven brain cancer patients were given three infusions of vitamin C a week for two months followed by a further two per week for seven months while receiving standard radiotherapy and chemotherapy. Tests showed that iron in their tumours reacted with the vitamin to form highly reactive and destructive “free radical” hydrogen peroxide molecules. The free radicals were thought to cause selective DNA damage in cancerous, but not healthy, cells. This in turn was expected to lead to enhanced cancer cell death as well as sensitisation to radiation and chemotherapy drugs. US researcher Dr Garry Buettner, from the University of Iowa, said: “This paper reveals a metabolic frailty in cancer cells that is based on their own production of oxidizing agents that allows us to utilise existing redox active compounds, like vitamin C, to sensitise cancer cells to radiation and chemotherapy.” The safety study sets the stage for larger Phase II trials investigating whether high-dose vitamin C injections can extend the lifespan of cancer patients.

Authorities say they’ve uncovered a massive international sex trafficking ring in Southern California. Prosecutors announced the arrest of four people connected to the Orange County-based enterprise that allegedly placed thousands of ads for sexual services in 29 states over the past two years. The ring was based locally in Irvine. Women and girls from China were forced to sell themselves for sex and sometimes forced to work 14 hours a day in homes purchased specifically for the purposes of prostitution. Investigators tracked the ring through thousands of ads selling sex on Backpage.com. “There’s a townhouse in Cottage Grove [Minnesota], that was bought and paid for with cash. And when police entered, they saw two beds. That’s it. But they also saw a line of guys waiting on a couch, waiting for their turn,” said Pete Orput, an attorney with Washington County. The actual bust took place in Minneapolis but ... two of the ring leaders live in Irvine. Advocate Jim Carson helps rehabilitate victims of human trafficking in Orange County, and says Irvine might be consistently named as one of the safest cities in the U.S., but not for the young women he helps. “I think the tip of the iceberg, we hear about [trafficking data], we go, ‘my God these numbers are so huge’, but I honestly think it’s much, much bigger than people realize,” said ... Carson. He says on just one day recently between 1-9 p.m., he saw 51 ads on Backpage.com for escorts in Irvine. “Every ad on that internet, they’re seeing five to twenty dates a night,” said Carson.

Child trafficking in UK hits record high, figures show

Child trafficking referrals in the UK have hit a record high after rising by 30 per cent in a year, statistics have revealed. The number of children referred to the UK Government’s National Referral Mechanism (NRM), which identifies victims of human trafficking, increased to 1,278 in 2016, the highest figure on record, according to the latest figures from the National Crime Agency. More than a third of all potential victims of trafficking were children aged 18 and under, with a majority of children drawn into exploitative labour, including forced criminality. Trafficking covers children moved within the UK, as well as move to the country from abroad. The largest increase was the number of UK national children reported to have been abused in sexual exploitation, which showed a staggering 104.8 per cent rise on the previous year - a rise that it is hoped reflects a growing awareness that child sexual exploitation often manifests in the form of trafficking. Also featuring highly in the figures were countries affected by conflicts ... indicating that children fleeing war and instability are also vulnerable to trafficking and exploitation. A large number of these cases are thought to have travelled ... in the back of lorries facilitated by traffickers or people smugglers - indicating that they can remain at risk of exploitation by the same networks after they have arrived in the UK. Alarmingly, while numbers of potential victims of trafficking increased, positive conclusive decisions - which enable victims to access support - decreased to the lowest point in NRM history.

Europe becomes 'hub' for child sexual abuse content

Europe is becoming the global hub for the hosting of child sexual abuse images and videos, suggests a report. The Internet Watch Foundation (IWF) found that 60% of worldwide abuse material was now in Europe - an increase of 19%. The Netherlands topped the list of European nations hosting the illegal content, said the IWF. Improved reporting and policing by net firms in North America are believed to have driven the shift. The IWF is the UK body that acts to find and remove abuse content from UK networks. In 2015, about 57% of the web pages containing abuse content could be found in North America. In 2016, this had dropped to 37% with the majority now in Europe. About 34,212 web pages were found to be displaying abuse content in Europe - which also includes Russia and Turkey. Arda Gerkens, a Dutch MP who helps to oversee the nation's anti-abuse hotline, said it too had seen an "overall" rise in the number of reports to ISPs about material both in 2016 and 2015. A spokeswoman for the UK's National Society for the Prevention of Cruelty to Children (NSPCC) said ... "We must never forget that there is a victim behind every child sexual abuse image. Every time these horrific pictures are viewed a child is re-abused. Anyone who wilfully seeks out this material is complicit in fuelling this appalling industry."

NYPD officers accessed Black Lives Matter activists' texts, documents show

Undercover officers in the New York police department infiltrated small groups of Black Lives Matter activists and gained access to their text messages, according to newly released NYPD documents obtained by the Guardian. The records, produced in response to a freedom of information lawsuit ... provide the most detailed picture yet of the sweeping scope of NYPD surveillance during mass protests over the death of Eric Garner in 2014 and 2015. Lawyers said the new documents raised questions about NYPD compliance with city rules. The documents, mostly emails between undercover officers and other NYPD officials, follow other disclosures that the NYPD regularly filmed Black Lives Matter activists and sent undercover personnel to protests. In one email, an official notes that an undercover officer is embedded within a group of seven protesters on their way to Grand Central Station. This intimate access appears to have helped police pass as trusted organizers and extract information about demonstrations. In other emails, officers share the locations of individual protesters at particular times. Throughout the emails, the NYPD’s undercover sources provide little indication of any unlawful activity. “The documents uniformly show no crime occurring, but NYPD had undercovers inside the protests for months on end as if they were al-Qaida,” said David Thompson, an attorney of Stecklow & Thompson, who helped sue for the records.

Former CBS News correspondent Sharyl Attkisson has sued the Justice Department over the hacking of her computers, officially accusing the Obama administration of illegal surveillance while she was reporting on administration scandals. In a series of legal filings that seek $35 million in damages, Attkisson alleges that three separate computer forensic exams showed that hackers used sophisticated methods to surreptitiously monitor her work between 2011 and 2013. The intruders installed and periodically refreshed software to steal data and obtain passwords on her home and work computers. She also charges that the hackers monitored her audio using a Skype account. The award-winning reporter says she and her attorneys have "pretty good evidence" that these efforts were "connected" to the Justice Department. She said she was caught in a "Catch-22," forcing her to use the lawsuit and an administrative complaint to discover more about the surveillance through the discovery process and to learn the identities of the "John Does" named in the complaints. Attkisson learned through a Freedom of Information request that the FBI opened an investigation of the hacking case in May 2013, but says the bureau never interviewed her or even notified her of the probe. Attkisson resigned from CBS last March after complaining that she was increasingly unable to get her investigative stories on the air. She has published a best-selling book, "Stonewalled," about her battles against the network and the administration.

New Study Shows U.S. Government Fails to Oversee Treatment of Foster Children With Mind-Altering Drugs

The federal government has not done enough to oversee the treatment of America's foster children with powerful mind-altering drugs, according to a Government Accountability Office (GAO) report. The GAO's report, based on a two-year-long investigation, looked at five states - Florida, Massachusetts, Michigan, Oregon and Texas. Thousands of foster children were being prescribed psychiatric medications at doses higher than the maximum levels approved by the Food and Drug Administration (FDA) in these five states alone. And hundreds of foster children received five or more psychiatric drugs at the same time despite absolutely no evidence supporting the simultaneous use or safety of this. Overall, the GAO ... found that more than one-fourth of foster children were prescribed at least one psychiatric drug, [and] were prescribed psychotropic drugs at rates up to nearly five times higher than non-foster children. The chances of a foster child compared to a non-foster child being given five or more psychiatric drugs at the same time were alarming. In Texas, foster children were 53 times more likely to be prescribed five or more psychiatric medications at the same time than non-foster children. Foster children were also more than nine times more likely than non-foster children to be prescribed drugs for which there was no FDA-recommended dose for their age. British conspiracy theorist who was found dead on a sofa in Poland was 'investigating an alleged US Army pedophilia ring' just before his death

A British man who traveled to Poland to give a lecture on conspiracy theories and was found dead in his Warsaw apartment was conducting an investigation into alleged pedophilia that took place in a US Army-run facility. Prior to his death, [Max] Spiers texted his mother to say 'If anything happens to me, investigate'. He was ruled to have died from natural causes despite no post-mortem examination being carried out on his body. Friends have claimed he died ... after he 'vomited a black liquid'. Now it has emerged that Spiers was inquiring about allegations of widespread sexual abuse against children that was committed at a military base in California by employees acting under the influence of a satanic cult. In 1987, the US Army demolished a child care center at its Presidio base in Northern California just one year after as many as 60 children were sexually abused there. One civilian employee of the center, Gary Willard Hambright, was indicted for molesting 10 children. Charges against him were ultimately dropped. One US Army officer at the base, Lt. Col. Michael Aquino, was alleged to have taken part in the abuse. Aquino was known as the self-confessed founder of a Satanic movement known as The Temple of Set. Despite rumors of his involvement and a police investigation, he was never charged. Spiers was looking into the Presidio affair and Aquino's role, which he believed to be part of a larger underground movement that entailed ritual sexual abuse of children in San Francisco in the late 1980s.

Army Will Close Child-Care Center

The Army announced it is closing and demolishing a child-care center at its base at the Presidio after allegations that as many as 60 youngsters were sexually abused there. Gary Willard Hambright, 34 years old, a former worker at the center and a former Southern Baptist minister, has been charged with abusing 10 boys and girls there. He worked at the center as a civilian employee for 18 months. A Federal grand jury in San Francisco spent 10 months investigating abuse allegations surrounding the Presidio center, and almost 100 children were examined for physical or psychological signs of sexual abuse. At least four children were discovered to have chlamydia, a sexually transmitted disease. An assistant United States attorney, Peter Robinson, said Mr. Hambright was charged with molesting only 10 children because other victims were so young they would not be allowed to testify in court. More than 70 children had been interviewed by Army therapists as potential abuse victims. Parents have said as many as 60 children were molested at the center. A 16-member Army review team recently inspected the Presidio center as part of an investigation of the almost 300 child-care centers run by the Army, which care for an estimated 94,000 youngsters daily. Allegations of sexual abuse have surfaced at more than 10 percent of those centers since 1984. Among them are the centers at Fort Dix in New Jersey and the United States Military Academy at West Point.

'We are all entrepreneurs': Muhammad Yunus on changing the world, one microloan at a time

Muhammad Yunus, the Bangladeshi economist, microfinancing pioneer and founder of the grassroots Grameen Bank, has not been resting on his laurels since wining the Nobel peace prize in 2006. The idea behind his multi award-winning idea of microcredit is that everyone is a natural entrepreneur. “Human beings are not born to work for anybody else,” he says. “For millions of years that we were on the planet, we never worked for anybody. We are go-getters. So this is our tradition. There are roughly 160 million people all over the world in microcredit, mostly women. And they have proven one very important thing: that we are all entrepreneurs. Illiterate rural women in the villages ... take tiny little loans - $30, $40 - and they turn themselves into successful entrepreneurs.” In the mid 70s, as a young economics professor, Yunus experimented with lending a mere $27 to 42 women in the village ... near his university. Banks would not lend to the poor ... and moneylenders charged extortionate rates. His experiment was a success, and he began to develop ... the Grameen Bank. The Grameen Bank today has nine million borrowers, 97% of them women. “They own the bank. It is a bank owned by poor women,” he says. “The repayment rate is 99.6%, and it has never fallen below that in our eight years of experience.” Part of his expansion into rich countries includes a program in the US: 19 branches in 11 cities, including eight in New York.

Sex trafficking wasn't a major concern in the early 1980s, when Beth Jacobs was a teenager. If you were a prostitute, the thinking went, it was your choice. Jacobs thought that too ... until [a] violent pimp forced [her] to work as a sex slave. The awareness of sex trafficking has changed a lot since then. Just last year, an old motor home parked at a truck stop caught the eye of trucker Kevin Kimmel. "I saw a guy go in it," Kimmel says. "And then I saw what I thought was a young girl peek out and be abruptly pulled back from the window." Kimmel called the police - and ended weeks of ... forced prostitution for the victim. Kylla Lanier says that Kimmel's actions "epitomizes the mission" of her group, Truckers Against Trafficking. She founded the group with her mother and three sisters a few years ago. "Trafficking happens everywhere," Lanier says. "It's happening in homes, in conference centers, at schools, casinos, truck stops, hotels, motels, everywhere. You know, it's an everywhere problem, but truckers happen to be everywhere." And these days TAT stickers, wallet cards and posters - showing a phone number for a sex trafficking hotline - are becoming ubiquitous in the trucking industry. TAT teaches drivers to try to spot sullen, hopeless-looking children, teens and young adults. Jacobs managed to escape her life of forced prostitution. Now she counsels other survivors and works with TAT. Calls to the hotline [promoted by TAT] have freed hundreds of trafficking victims.

Historic deal to protect Canada rainforest from logging

British Columbia on Monday unveiled a historic agreement to protect a massive swath of rainforest along its coastline, having reached a deal that marries the interests of First Nations, the logging industry and environmentalists after a decade of often-tense negotiations. Under the agreement, about 85 percent of forest within the Great Bear Rainforest would be protected. The Great Bear Rainforest is one of the world's largest temperate rainforests and the habitat of the Spirit Bear, a rare subspecies of the black bear with white fur and claws. It is also home to 26 Aboriginal groups, known as First Nations. The Great Bear rainforest ... covers 6.4 million hectares of the province's coast. Tony Robbins won't be jumping on the meditation craze any time soon. Instead, the energetic entrepreneur ... engages in a series of mindfulness and breathing exercises that he says "prime" him to be more grateful throughout the day. Simply put, "priming" is the concept that experiences, no matter how seemingly inconsequential, impact our perceptions of the world around us. If it's so easy to change the ways we see the world around us, Robbins wondered, why not prime ourselves to more readily experience gratitude? Robbins achieves this with a simple daily routine that he breaks into three three-minute segments: 1. He focuses on something very simple that makes him feel grateful, like the wind in his face or a child's smile. 2. He devotes three minutes to prayer. During this time he "sends energy" to his family, coworkers and others. 3. He completes "three to thrive," taking the final three minutes of his routine to identify three results he's committed to achieving. While he sometimes repeats a step or continues the routine for a longer period of time, the whole circuit takes less than 10 minutes - something, he says, that should be manageable for anyone in any phase of life or career. In addition to preparing him for the day, Robbins says setting aside a few minutes to focus on gratitude has long-term results as well. The two emotions that cause individuals to make poor investing or life choices are anger and fear. Gratitude can help alleviate the effects of both.
