Father Brian Lucas ... put everything he had this week into convincing the royal commission into institutional responses to child sexual abuse that his handling of the case of Father John Farrell who was abusing children from the moment he was ordained in 1981 was absolutely proper. Lucas was the go-to man when paedophiles had to be persuaded to leave the church. Rules set in Rome made it essentially impossible to dismiss these men. They could be suspended from duties, given no work, forbidden to celebrate mass but they had to consent to their own sacking. Lucas was not alone when he met Farrell in September 1992. With him were two senior churchmen: Monsignor John Usher, director of the Catholic charity Centacare, and the judicial vicar of the Armidale diocese, Father Wayne Peters. Peters made a document. Lucas had a policy then of not encouraging victims to go to the police: not dissuading, but not encouraging. Medical regulators pledge that patient protection is their central mission. As part of that focus, their websites provide information to the public about doctors. But in most states, patients will have a difficult time finding out if their doctors have been disciplined for sexual abuse or other violations. No state provides complete and accurate information on every doctor. Some obstacles to that are intentional. They are the result of state laws that tie regulators hands, agreements negotiated with doctors attorneys, or concerns about harming a doctors practice. Maryland investigated Dr. Joshua R. When physicians barge through the sacred boundaries of the doctor-patient relationship, the damage to patients can last for years if not forever. Frequently, patients who are abused start to avoid doctors altogether. Some resort to seeing only female doctors. Many cant get help because they cant get comfortable with a therapist. The Oakland, California, police department has fired four officers and suspended seven in a major sexual misconduct case, but critics have questioned why officers havent faced criminal charges and why an exploitation victim at the center of the case remains behind bars. The disciplinary actions ... stem from a case involving a teenage girl who was sexually exploited by more than a dozen officers across the northern California region. In 2015, officer Brendan OBrien reportedly killed himself and left a note that launched an investigation into widespread misconduct allegations. The Oakland newspaper East Bay Express uncovered that three officers had allegedly had sexual relations with a teenage girl when she was underage. The girl ... said she was a sex worker at the time. A former Jehovah's Witness has offered a rare insight into the religious group, describing it as a cult that "tries to control emotions, thought, information and behavior of a person". The man ... shared his experience of growing up as a Jehovah's Witness in Poland in an Ask Me Anything post on Reddit. Former Fox News host Andrea Tantaros claims in an explosive new lawsuit that disgraced ex-network chairman Roger Ailes sexually harassed her and that high-ranking executives fostered a newsroom culture in which abusive behavior flourished. Fox News masquerades as defender of traditional family values, but behind the scenes, it operates like a sex-fueled, Playboy Mansion-like cult, steeped in intimidation, indecency and misogyny, the suit reads. Ailes was the primary culprit, according to the suit, but his actions were condoned by his most senior lieutenants who engaged in a concerted effort to silence Tantaros by threats, humiliation, and retaliation. The Merchant Marine Academy has the highest rate of sexual assault and harassment of any U.S. military school. While the school received just one report of sexual assault in the 2014-2015 academic year, student surveys taken by the government reveal that 63 percent of women and 11 percent of men experienced unwanted advances or other sexual harassment. And 17 percent of women and 2 percent of men endured some kind of sexual assault, defined as unwanted contact, from groping to rape. Those numbers exceed the combined rates at the U.S. Military Academy at West Point and the Naval, Air Force and Coast Guard academies, where 48 percent of women and 10 percent of men described sexual harassment in similar surveys. Under pressure from Congress, Kings Point hired its first sexual assault coordinator four years ago and beefed up online and face-to-face prevention training. But officials were shocked to find so few victims reporting when surveys told them otherwise. The Middle States Commission on Higher Education - which does 10-year accreditation reviews for the U.S. Education Department - placed the Merchant Marine Academy on warning in June. The commission described a campus climate and incidence of sexual harassment and sexual assault that have been a serious and recognized problem for over 10 years. America has been enmeshed in a wrenching discussion about how the police treat young black men. But this weeks blistering report from the Justice Department on police bias in Baltimore also exposed a different, though related, concern: how the police in that majority-black city treat women, especially victims of sexual assault. In six pages of the 163-page report documenting how Baltimore police officers have systematically violated the rights of African-Americans, the Justice Department also painted a picture of a police culture deeply dismissive of sexual assault victims and hostile toward prostitutes and transgender people. It branded the Baltimore Police Departments response to sexual assault cases grossly inadequate. Baltimore officers sometimes humiliated women who tried to report sexual assault, often failed to gather basic evidence, and disregarded some complaints filed by prostitutes. Some officers blamed victims or discouraged them from identifying their assailants. And the culture seemed to extend to prosecutors, investigators found. In one email exchange, a prosecutor referred to a woman who had reported a sexual assault as a conniving little whore. The devastating trauma and abuse inflicted on children held by Australia in offshore detention has been laid bare in the largest cache of leaked documents released from inside its immigration regime. More than 2,000 leaked incident reports from Australias detention camp for asylum seekers on the remote Pacific island of Nauru totalling more than 8,000 pages are published by the Guardian today. The Nauru files set out as never before the assaults, sexual abuse, self-harm attempts, child abuse and living conditions endured by asylum seekers held by the Australian government, painting a picture of routine dysfunction and cruelty. Children are vastly over-represented in the reports. More than half of the 2,116 reports a total of 1,086 incidents, or 51.3% involve children, although children made up only about 18% of those in detention on Nauru during the time covered by the reports, May 2013 to October 2015. The findings come just weeks after the brutal treatment of young people in juvenile detention in the Northern Territory was exposed. One of the most senior police officers in the UK has called for greater debate about treating paedophiles rather than sending them to prison, amid concerns there is not enough space in prisons to jail them all. Currently, there are close to 45,000 names on the sex offenders register. The list contains details of people convicted of sexual offences and is used to monitor offenders following their release from prison. It has been steadily increasing since it was established in 1997. Chief Superintendent Gavin Thomas, president of the Police Superintendents Association of England and Wales ... said: One of the major concerns from our members is managing the register already, and its growing. He added that there is not enough room in prisons to jail all child sex offenders and called for discussion of alternatives: Should we be going down the criminal justice route or, based on a proper assessment, should we be going down the health route? At the moment I am not seeing alternative thinking on how we deal with this issue as it grows and grows and grows. The number of people being convicted of sexual offences has soared in recent times, partly due to high profile cases such as Jimmy Savile encouraging other abuse survivors to come forward. A stunning, detailed investigation published Thursday by the Indianapolis Star found that USA Gymnastics, the sports governing body in this country, did little to investigate numerous claims of sexual abuse levied against gymnastics coaches across the country, routinely dismissing the allegations as hearsay. This approach runs counter to best practices when dealing with reports of sexual abuse against minors and is possibly illegal, as every state in the country has a law requiring people to report suspected sexual abuse of a minor to authorities. But instead of investigating or reporting the allegations, USA Gymnastics ... compiled complaint dossiers on more than 50 coaches and filed them in a drawer in its executive office in Indianapolis. The most damning incident involves a coach named William Bill McCabe. USA Gymnastics received at least four complaints about him starting in 1998. USA Gymnastics never reported the allegations to police and, according to federal authorities, he began molesting an underage girl in 1999. McCabe continued to coach children for nearly seven more years, until Lisa Ganser went to the FBI with concerns about emails to her then-11-year-old daughter. McCabe was charged with molesting gymnasts, secretly videotaping girls changing clothes and posting their naked pictures on the internet. He pleaded guilty in 2006 in Savannah, Georgia, to federal charges of sexual exploitation of children and making false statements. He is serving a 30-year sentence.

Police are investigating multiple child abuse allegations levelled directly against Australia's most senior Catholic cleric Cardinal George Pell, the ABC's 7.30 program has revealed. Victoria Police's Taskforce SANO, which investigates complaints coming out of the Royal Commission into Institutional Responses to Child Sexual Abuse, has been examining the allegations by complainants from Ballarat, Torquay and Melbourne for more than a year. They include allegations about incidents which allegedly happened during Cardinal Pell's time as Archbishop of Melbourne in the 1990s. A further complaint about George Pell ... relates to the period in the 1990s when George Pell was setting up the Melbourne Response - the Australian Catholic Church's first attempt to seriously address child abuse. It involves two teenage choirboys who asked their parents to leave the choir soon after the alleged abuse had occurred. One of the boys died in tragic circumstances two years ago and the other is working with Taskforce SANO detectives. 7.30 has met that young man and the family of his former friend who died. The royal commission advises that these sorts of allegations are outside its terms of reference, because it only investigates institutional responses to child abuse, and it refers any new complaints of clergy abuse to police. Dozens of people who were child patients at a psychiatric hospital in the 1960s and 70s claim they were experimented on with a so-called truth serum. "I was your typical 60s teenager," says Marianne. At the age of 14, she [was] sent to Aston Hall, a "mental deficiency hospital". Many claim they were experimented on by the hospital's medical superintendent Dr Kenneth Milner using a drug called sodium amytal. It is known as a "truth serum" for its supposed ability to retrieve ... memories. Former patients ... remember being locked in a small treatment room with a mattress on the floor. Some say their hands were tied with bandages before they were injected. Marianne says she had an internal examination in the room, which was embarrassing and unnecessary, and other patients have alleged sexual abuse by Dr Milner. [She] recalls a session with the doctor where she was stripped, made to wear a stiff white gown and told she would be asked some questions. Then he injected her with a drug that heavily sedated her. "I can remember equating it to being drunk." Her account is similar to those of other former patients at the time, who remember being locked in a small treatment room with a mattress on the floor. Some say their hands were tied with bandages before they were injected. Nearly all the patients we spoke to agreed Dr Milner asked very personal sexual questions during treatment. While former patients search for answers about what really happened to them, they may have to live with the harmful effects of the treatment for the rest of their lives.

"Trafficking happens everywhere," Lanier says. "It's happening in homes, in conference centers, at schools, casinos, truck stops, hotels, motels, everywhere. You know, it's an everywhere problem, but truckers happen to be everywhere." And these days TAT stickers, wallet cards and posters - showing a phone number for a sex trafficking hotline - are becoming ubiquitous in the trucking industry. TAT teaches drivers to try to spot sullen, hopeless-looking children, teens and young adults. Jacobs managed to escape her life of forced prostitution. Now she counsels other survivors and works with TAT. Calls to the hotline [promoted by TAT] have freed hundreds of trafficking victims.

In 2014, a man testified that Penn State football coach Joe Paterno ignored his complaints of a sexual assault committed by assistant coach Jerry Sandusky in 1976 when the man was a 14-year-old boy, according to court documents unsealed Tuesday. Four other former assistant football coaches at the school also were aware of Sandusky acting inappropriately with boys before law enforcement was first notified in 1998, according to testimony contained in the documents. The allegations suggest that Paterno may have been made aware of Sanduskys actions far earlier than has previously been reported, and that knowledge of Sanduskys behavior may have been far more widespread among the Penn State football staff than previously known. The trove of documents unsealed Tuesday came from a legal dispute between the university and an insurance company over the responsibility for nearly $93 million the school paid in settlements with victims. Additionally, the Paterno family is suing the NCAA for defamation and commercial disparagement; the NCAA is considering using some of the information released Tuesday in its defense. In the Penn State community, an alumni group is pushing for a bronze statue of Paterno to be restored on campus, and for the university to repudiate a 2012 report by former FBI director Louis Freeh that blamed Paterno, other university leaders and a culture of reverence for the football program for Sanduskys rampant sexual abuse.
