Odette and her sisters Rosemary and Lucy (pseudonyms they chose) are among the victims of what a new international survey conducted by the Canadian Centre for Child Protection suggests is a widespread tragedy child exploitation rings led by parents of the abused. Responses from 128 child abuse survivors across North America and Europe found 52 per cent were victimized by a network of abusers, overwhelmingly involving their own parents, who shared images and even their children themselves with others. In most cases nearly 70 per cent images were then shared with millions more strangers online. About 90 per cent said their abuse affected both their education and professional success. About 30 per cent said they had been recognized by someone who saw their images online. Of those, 64 per cent said they were targeted either blackmailed or propositioned. We were definitely most shocked about the extent of organized child sexual abuse in our survey, says executive director Lianna McDonald. We learned that often those closest and most trusted by children were responsible for not only abusing their children, but sadly, also orchestrating and facilitating the abuse by many others. The survey defines organized sexual abuse as involving multiple offenders, primarily parents and relatives, creating and sharing child sexual abuse images, exchanging children for sexual purposes or engaging in sadistic, torture-related and ritualistic abuse.

Over the course of about six decades, more than 1,000 members of the Jehovahs Witnesses were accused of sexually abusing Australian children, according to a new report. Victims were ordered to keep quiet. Not one of the alleged perpetrators were reported to the police. Now, a royal commission in Australia has found the church demonstrated a serious failure to protect children from the risk of sexual abuse. A 107-page-long report released Monday detailed a number of ancient policies that exhibited what the Royal Commission into Institutional Responses to Child Sexual Abuse referred to as a serious lack of understanding of the nature of child sexual abuse. The churchs responses to sexual abuse allegations, and its desire to handle them internally, often mirror those of the Catholic church or of some Orthodox Jewish communities. But unlike the priests of the Catholic Church, the Jehovahs Witnesses have no paid clergy. Alleged perpetrators are mostly regular congregants, who are shielded from official prosecution by the churchs code of moral conduct. The churchs rules, which are based on a strict interpretation of the Bible, call for separation from other members of society. The Jehovahs Witnesses responses to abuse allegations are not limited to Australia. Cruel and charismatic, Anne Hamilton-Byrne was the Australian leader of a doomsday cult who thought she was the Messiah. As leader of The Family, ... she claimed to be Jesus reborn as a woman. One of the few female cult leaders in history - and apparently one of the cruellest - Hamilton-Byrne operated in almost total secrecy over two decades. The police, acting on information from two child escapees, raided the cult in 1987. Over the years Hamilton-Byrne had collected 28 children through bogus adoptions and gifts from followers. She subjected them to vicious beatings, starvation and emotional torture. Anne wasnt giving love, says [a parent] whose young son was one of Hamilton-Byrnes victims. She was offering it and then taking it back. She broke peoples spirit. The glamorous guru used the same tactic on her adult followers, handpicking them from Melbournes wealthy professional elite. Preaching a mishmash of Christianity, eastern mysticism and apocalyptic prophecy, she allegedly forced followers, including children, to take dangerous amounts of LSD and other hallucinogenics as part of prolonged initiation rites. Once they had submitted, shed dictate every aspect of their lives. The cult leader amassed an estimated AU$150m (90m) through property, land and cash donated by followers. She hid overseas and was eventually arrested in 1993 on relatively minor fraud charges. She received an AU$5,000 fine, but no jail time.

In every state, patient protection is supposed to be the prime directive when it comes to licensing and disciplining doctors. But a 50-state examination by The Atlanta Journal-Constitution found that only a few states have anything close to a comprehensive set of laws that put patients first. Instead of looking out for victims or possible victims or protecting our society, were protecting doctors, said Rep. Kimberly Williams, a member of the Delaware General Assembly, who sponsored a patient-protection bill last year that was blocked with a veto. The AJC studied five categories of laws in every state in the nation to determine which states are the best - and the worst - at shielding patients from sexually abusive doctors. The statutes examined covered everything from the duty to report bad doctors and the power to revoke the licenses of the worst, to the laws that decide who gets to serve on medical licensing boards and how much information consumers can know about doctors who have gotten into trouble. Not a single state met the highest bar in every category. The AJCs findings explain how its possible for a doctor who has served time on felony charges, molested patients or demanded sex in exchange for prescription drugs to continue seeing patients: In most states, theres no law against it. Nearly two decades ago, [Andrew] Dekle was sentenced to four years in federal prison after a jury found him guilty of writing more than 120 illegal prescriptions for women who testified that the drugs were in exchange for sexual favors. The pimp with a prescription pad is what one prosecutor called him during a trial in which it was revealed that more than 400 sexually explicit photos of female patients and other women had been discovered in his office. In some states, where legislatures have enacted laws prohibiting doctors who commit certain crimes from practicing, Dekles career would be over. But in Georgia, where the law gives the medical board the discretion to license anyone it sees fit, he was back in practice two years after leaving prison. The [Atlanta Journal-Constitution] found more than 450 cases in which doctors had sexual contact with patients while also prescribing controlled and addictive substances for them. In more than half, the physicians were allowed to continue practicing. Although its rare for medical regulators to allow doctors convicted in drugs-for-sex cases to keep their licenses, the AJC found instances in Texas, Virginia, West Virginia and Kentucky where physicians with convictions similar to Dekles were allowed to remain in practice.

In 2005, the world was introduced to reclusive billionaire Jeffrey Epstein, friend to princes and an American president. He was also a pedophile, accused of recruiting dozens of underage girls into a sex-slave network, buying their silence and moving along, although he has been convicted of only one count of soliciting prostitution from a minor. Flight logs show that from 2001 to 2003, Bill Clinton flew on Epsteins private plane, dubbed The Lolita Express by the press, 26 times. After Epsteins arrest in July 2006, federal tax records show Epstein donated $25,000 to the Clinton Foundation that year. Epstein was also a regular visitor to Donald Trumps Mar-a-Lago, and the two were friends. In 2003, New York magazine reported that Trump also attended a dinner party at Epsteins honoring Bill Clinton. In a 2006 court filing, Palm Beach police noted that a search of Epsteins home uncovered two hidden cameras. The Mirror reported that in 2015, a 6-year-old civil lawsuit filed by Jane Doe No. 3 ... alleged that Epstein wired his mansion with hidden cameras, secretly recording orgies involving his prominent friends and underage girls. The scale of sexual harassment and gender violence by UK university staff has been likened to the scandals involving the Catholic church and Jimmy Savile in accounts shared by more than 100 women with the Guardian. Their stories including those of verbal bullying, serial harassment, assault, sexual assault and rape expose an alarming pattern of abuse and harassment in British universities which remains largely hidden. Many women said they had not pursued complaints for fear of jeopardising their academic careers. Those who did complain said they felt isolated and unprotected, while the more powerful men they accused appeared to be untouchable. A stunning, detailed investigation published Thursday by the Indianapolis Star found that USA Gymnastics, the sports governing body in this country, did little to investigate numerous claims of sexual abuse levied against gymnastics coaches across the country, routinely dismissing the allegations as hearsay. This approach runs counter to best practices when dealing with reports of sexual abuse against minors and is possibly illegal, as every state in the country has a law requiring people to report suspected sexual abuse of a minor to authorities. But instead of investigating or reporting the allegations, USA Gymnastics ... compiled complaint dossiers on more than 50 coaches and filed them in a drawer in its executive office in Indianapolis. The most damning incident involves a coach named William Bill McCabe. USA Gymnastics received at least four complaints about him starting in 1998. USA Gymnastics never reported the allegations to police and, according to federal authorities, he began molesting an underage girl in 1999. McCabe continued to coach children for nearly seven more years, until Lisa Ganser went to the FBI with concerns about emails to her then-11-year-old daughter. McCabe was charged with molesting gymnasts, secretly videotaping girls changing clothes and posting their naked pictures on the internet. He pleaded guilty in 2006 in Savannah, Georgia, to federal charges of sexual exploitation of children and making false statements. He is serving a 30-year sentence.

Sex trafficking wasn't a major concern in the early 1980s, when Beth Jacobs was a teenager. If you were a prostitute, the thinking went, it was your choice. Jacobs thought that too ... until [a] violent pimp forced [her] to work as a sex slave. The awareness of sex trafficking has changed a lot since then. Just last year, an old motor home parked at a truck stop caught the eye of trucker Kevin Kimmel. "I saw a guy go in it," Kimmel says. "And then I saw what I thought was a young girl peek out and be abruptly pulled back from the window." Kimmel called the police - and ended weeks of ... forced prostitution for the victim. Kylla Lanier says that Kimmel's actions "epitomizes the mission" of her group, Truckers Against Trafficking. She founded the group with her mother and three sisters a few years ago. "Trafficking happens everywhere," Lanier says. "It's happening in homes, in conference centers, at schools, casinos, truck stops, hotels, motels, everywhere. You know, it's an everywhere problem, but truckers happen to be everywhere." And these days TAT stickers, wallet cards and posters - showing a phone number for a sex trafficking hotline - are becoming ubiquitous in the trucking industry. TAT teaches drivers to try to spot sullen, hopeless-looking children, teens and young adults. Jacobs managed to escape her life of forced prostitution. Now she counsels other survivors and works with TAT. Calls to the hotline [promoted by TAT] have freed hundreds of trafficking victims.

Dawn Marie Basham answers the phone in tears. Less than a week earlier, prosecutors had dropped charges against the Delray Beach doctor she said sexually assaulted her during an office visit. Basham feels alone, but she is far from it. Other women say they are sexually victimized by their physician. And while some South Florida doctors eventually lose or give up their licenses, others continue to practice even after they admit to sexual misconduct on a patient, a Palm Beach Post investigation led by its sister newspaper, the Atlanta Journal-Constitution, found. A convoluted complaint system in Florida can end up protecting these doctors, giving them every opportunity to mitigate discipline. I feel I failed somehow. I didnt get any justice, Basham says of her criminal sexual battery case against Dr. Manuel Abreu. The case fell apart when Palm Beach County Circuit Judge Charles Burton barred other alleged victims from testifying. Now she waits ... to see whether the Florida Department of Health acts on her complaint against Abreu, hoping, she says, he loses his ability to practice. Potential patients researching Abreu on the state Board of Medicines website would see his license listed as clear and active. They would have no idea whether the state acted when Abreu was arrested on sexual battery charges in March 2015 after Basham and eight other women sued the doctor for sexual battery. It can be years before an administrative complaint shows up on an accused doctors disciplinary record.

Sexual abuse scandals at American institutions like the Boy Scouts and the military have made headlines, and forced reforms. Now, with the publication of a year-long investigation by reporters at The Atlanta Journal-Constitution, the medical community is facing similar scrutiny. But perhaps no such scandal has drawn as much attention as the one that rocked the Catholic Church, after the Boston Globe uncovered the true extent of the Church leadership's long cover-up of its problem. As AJC reporters looked into sexual abuse within the medical community, they saw parallels with the church scandal. More significantly, the two cultures have one chief issue in common: secrecy. Secrecy underlies almost all of the proceedings surrounding complaints of sexual misconduct by physicians. The justice system is geared to let the public know when a potentially dangerous problem arises in their community. If the accused is later cleared, then that gets reported, too. In contrast, the medical disciplinary system, like church procedure before it, is usually geared to protecting the identities of everyone concerned. In Colorado, for example, even a patient may not come back to the medical board after filing a complaint and request information about his or her own complaint. The nations largest medical society says it has zero tolerance for doctors who sexually abuse patients. But ... the association does not favor the automatic revocation of the medical license of every doctor who commits sexual abuse of a patient. It does not expel every offender from its membership rolls. It has never independently researched the prevalence of sexual abuse in clinical settings. Twenty-six years ago it declared sexual misconduct a breach of medical ethics, but since then it has remained all but mute on the issue. It has, however, fought to keep confidential a federal database of physicians disciplined for sexual misconduct and other transgressions. When a proposal to open the database emerged in Congress, a former House staff member said, the AMA crushed it like a bug. Patient advocates say the AMA and other medical organizations have shown reluctance to confront the scope and impact of sexual misconduct, further exacerbating the problem. At some point the profession has to take responsibility to accept that there are things that need to be done in regard to protecting patients, said Lisa McGiffert, manager of the Safe Patient Project for the advocacy group Consumers Union. During a career spanning nearly 30 years in Georgia, Dr. William Almon has reinvented himself in numerous ways in numerous places. What hasnt changed is his ability to practice medicine. In three different settings, Almon faced allegations that he sexually violated extremely vulnerable female patients a suicidal soldier, jail inmates, a mentally ill woman and a child of 14 and every time was effectively given a pass. Of the thousands of cases reviewed by The Atlanta Journal-Constitution in its investigation of physician sexual misconduct, few show the forces that protect offending doctors more dramatically. At Fort Gordon outside Augusta ... he admitted that he had sex with a hospitalized patient. The patient, a private, was found immediately afterward on the floor of her hospital room, curled up and crying. The Army ... allowed him to resign in lieu of facing a court-martial. At the Augusta jail ... he was charged with sexually abusing three inmates. prosecutors ultimately dropped the charges. And at WellStars East Paulding Primary Care Center, where Almon was hired even though corporate officials knew of his background, he was accused of molesting two patients. One was a woman who is schizophrenic. The other was a 14-year-old girl. The charges could have brought a prison sentence, but prosecutors allowed the doctor to plead no contest to misdemeanor counts of battery and sexual battery and receive probation. Then the Georgia Composite Medical Board negotiated an agreement that let him continue practicing.

Corey Feldman, who has opened up in the past about being molested by multiple Hollywood bigwigs, said he believes the problem of producer pedophiles is bigger today in age of social media. Hes also said one of his abusers is still prominently in the business today. Gabe Hoffman is the executive producer of An Open Secret, a 2015 documentary that investigated child molesters in Hollywood, and he echoed Feldmans sentiments. "Young people, both boys and girls looking to work in Hollywood are at great risk from sexual predators, he [said]. Psychologist Dr. Judith Zackson concurred. The Internet is becoming an increasingly dangerous place for young, vulnerable stars, she said. Internet profiles provide an anonymous platform for pedophiles to study their victims personal information and patterns to assist in their grooming process - pedophiles develop a relationship with their victims through enticing dialogue filled with promises that promote the young stars dream. Pop culture expert Cate Meighan said the Internet lets abusers reach out to victims more easily. Back in the 80s it really was quite different in that these people had to wait until child stars were brought into their circle to have access to them, she said. Now, they have the ability to hand pick potential targets and probably at a much younger age too. Feldman has been vocal in the past regarding pedophilia in Hollywood. Elijah Wood called out child exploitation in Hollywood earlier this week. He later made it clear that he was not speaking from personal experience. But Corey Feldman wants people to know that he knows about Hollywood's child abuse problem firsthand. In an interview with the Hollywood Reporter, Feldman said he was molested as a child actor, and that his best friend Corey Haim was raped at the age of 11. He said that he has had to go through "a lot of therapy" to cope with his traumatic childhood; the actor said his molestations came "from several hands." "Ask anybody in our group of kids at that time: They were passing us back and forth to each other," said Feldman, adding that grown men in Hollywood would host parties and invite mostly kids aged 10 to 16 with just a few adults in the mix. "[Alison Arngrim] from 'Little House on the Prairie' said [in an interview], 'Everybody knew that the two Coreys were just being passed around.' Like it was something people joked about on studio lots." Feldman added that he still can't imagine what it was like for Haim to have been raped. "My son is 11 now, and I can't even begin to fathom the idea of something like that happening to him," he said. Feldman said that while he would love to name names, he was afraid to do so because of the legal conundrum it would inflict on him, but he said he has bumped into one of his molesters several times and has never confronted him.

The scariest part of Emily Vorlands relatively uneventful 2009 deployment to Iraq was that the enemy wore Army green. When a higher-ranking male officer sexually harassed her, her commander told Vorland to file a formal complaint. So she did. The investigation ... concluded she had acted inappropriately, engaged in consensual sex and was lying about it. A lesbian, she was concerned that her best defense was one that would end her military career. The Army [discharged her] for unacceptable conduct. Even as the military scrambles under congressional pressure to prevent future cases of sexual abuse, past victims are suffering for having stood up for themselves. Thousands of victims have been pushed out of the service with less-than-honorable discharges, which can leave them with no or reduced benefits, poor job prospects and a lifetime of stigma. Worse, when they try to rectify their situation, as Vorland did, fewer than 10% of them succeed, the advocacy group Human Rights Watch estimates. Military personnel who report a sexual assault frequently find that their military career is the biggest casualty, the group says in a new report. 163 veterans [were] ousted from the military between 1966 and 2015 after complaining about sexual abuse, ranging from harassment to rape. Our interviews suggest that all too often superior officers choose to expeditiously discharge sexual-assault victims rather than support their recovery and help them keep their position, the study says.

Sexual violence in war is as destructive as any bomb or bullet, the United Nations Secretary-General Ban Ki-Moon said a couple of years ago. As he was uttering these words, the UNs own peacekeepers were themselves carrying out the most appalling abuse. In 2014, when Mr Ban was speaking out on behalf of the victims, three girls in the Central African Republic have alleged they were tied up and forced to have sex with a dog by a French military commander. There were no fewer than 99 allegations of sexual abuse and exploitation by the blue helmets as UN military personnel are nicknamed last year, and there have been 25 new claims this year. This isnt the first time such claims have surfaced about the conduct of UN peacekeepers. There was an alleged paedophile ring in the Democratic Republic of Congo, UN police officers in Bosnia were paying for prostitutes and trafficking young women from Eastern Europe, and Pakistani peacekeepers were found guilty of sexual abuse in Haiti. Theres a track record going back decades. In January, an independent review into the abuses accused the UN of failing to respond to allegations of child abuse against the peacekeepers. The UNs response? Last month, the Security Council passed its first ever resolution to tackle sexual abuse by its peacekeepers. Military or police units would be repatriated where there is credible evidence of widespread or systemic sexual exploitation and abuse. Is that really the best the UN can do?

A cybersecurity taskforce chief turned child pornography collector seems poised to dodge prison. Before agents arrived at his house across from Ballards West Woodland Elementary School ... Brian Haller led the Seattle chapter of an FBI/private-sector group tasked with fighting computer crime. Haller had access to a secure FBI online platform and email system, though he is not alleged to have used either to collect child porn. Haller was one of the smaller fish caught in an expansive FBI sting last year. Agents found the law enforcement insider used a dark web service a Tor network site to collect 600 files capturing the sexual abuse and exploitation of countless children. Usually, Hallers crimes could carry a five-year prison term. Instead, federal prosecutors have asked that Haller, 40, be spared even jail time when he is sentenced Friday for possession of child pornography. The standard sentencing range for a defendant like Haller is four to five years in federal prison. [Haller] was identified through a wide-ranging, controversial sting operation [that] has prompted charges against more than 130 others, including a Vancouver special education worker and a Fort Lewis soldier.

Rape in war is as old as war itself. But the intimate nature of sexual assault means that the horrors often go undocumented, sanitized out of history books and glossed over in news accounts. Yet that mass rape is so common in wartime only makes it more corrosive. The U.N. reports that 200,000 Congolese women and children have been raped during Congos long-simmering conflict. Estimates for South Sudan are in the thousands. Both numbers are likely too low, says Pablo Castillo-Diaz, a specialist on sexual violence in conflict for U.N. Women. Rape is one of the most underreported war crimes that there are. Women, if they survive the attack, rarely tell anyone else. We only hear of the most brutal incidences or the public ones that the whole community sees. But thats begun to change. Rape may be a common war tactic, but it was only prosecuted as a crime against humanity in 1998, by the International Criminal Tribunal for the former Yugoslavia, following the discovery of the rape camps used by Serb soldiers during the Bosnian war. At the same time, Rwandan officials were also charged with rape as a war crime during that countrys 1994 genocidal conflict. Widespread media coverage of both trials drew international condemnation.
