Vile sex abuse by UN peacekeepers is leaving the United Nations in tatters

Sexual violence in war is as destructive as any bomb or bullet, the United Nations Secretary-General Ban Ki-Moon said a couple of years ago. As he was uttering these words, the UNs own peacekeepers were themselves carrying out the most appalling abuse. In 2014, when Mr Ban was speaking out on behalf of the victims, three girls in the Central African Republic have alleged they were tied up and forced to have sex with a dog by a French military commander. There were no fewer than 99 allegations of sexual abuse and exploitation by the blue helmets as UN military personnel are nicknamed last year, and there have been 25 new claims this year. This isnt the first time such claims have surfaced about the conduct of UN peacekeepers. There was an alleged paedophile ring in the Democratic Republic of Congo, UN police officers in Bosnia were paying for prostitutes and trafficking young women from Eastern Europe, and Pakistani peacekeepers were found guilty of sexual abuse in Haiti. Theres a track record going back decades. In January, an independent review into the abuses accused the UN of failing to respond to allegations of child abuse against the peacekeepers. The UNs response? Last month, the Security Council passed its first ever resolution to tackle sexual abuse by its peacekeepers. Military or police units would be repatriated where there is credible evidence of widespread or systemic sexual exploitation and abuse. Is that really the best the UN can do?

A cybersecurity taskforce chief turned child pornography collector seems poised to dodge prison. Before agents arrived at his house across from Ballards West Woodland Elementary School ... Brian Haller led the Seattle chapter of an FBI/private-sector group tasked with fighting computer crime. Haller had access to a secure FBI online platform and email system, though he is not alleged to have used either to collect child porn. Haller was one of the smaller fish caught in an expansive FBI sting last year. Agents found the law enforcement insider used a dark web service a Tor network site to collect 600 files capturing the sexual abuse and exploitation of countless children. Usually, Hallers crimes could carry a five-year prison term. Instead, federal prosecutors have asked that Haller, 40, be spared even jail time when he is sentenced Friday for possession of child pornography. The standard sentencing range for a defendant like Haller is four to five years in federal prison. [Haller] was identified through a wide-ranging, controversial sting operation [that] has prompted charges against more than 130 others, including a Vancouver special education worker and a Fort Lewis soldier.

The Secret War Crime

Rape in war is as old as war itself. But the intimate nature of sexual assault means that the horrors often go undocumented, sanitized out of history books and glossed over in news accounts. Yet that mass rape is so common in wartime only makes it more corrosive. The U.N. reports that 200,000 Congolese women and children have been raped during Congos long-simmering conflict. Estimates for South Sudan are in the thousands. Both numbers are likely too low, says Pablo Castillo-Diaz, a specialist on sexual violence in conflict for U.N. Women. Rape is one of the most underreported war crimes that there are. Women, if they survive the attack, rarely tell anyone else. We only hear of the most brutal incidences or the public ones that the whole community sees. But thats begun to change. Rape may be a common war tactic, but it was only prosecuted as a crime against humanity in 1998, by the International Criminal Tribunal for the former Yugoslavia, following the discovery of the rape camps used by Serb soldiers during the Bosnian war. At the same time, Rwandan officials were also charged with rape as a war crime during that countrys 1994 genocidal conflict. Widespread media coverage of both trials drew international condemnation. Talking about rape in war became less taboo. Recently ... ISISs sale of Yezidi women as sexual slaves in Iraq and Syria, and Boko Harams abduction of hundreds of schoolgirls for forced marriages in Nigeria, have pushed survivors and activists to demand a real global response to a war crime with consequences so enduring it all but precludes peace.

Male prostitution ring allegations put Colombia's police at center of scandal

A sordid scandal involving a male prostitution ring within Colombias national police force has gripped the country in both fascination and disgust. The scandal so far has claimed the head of the police chief, a deputy minister and a prominent journalist and unveiled a web of corruption, sexual harassment and influence peddling that has eroded the public confidence in the police. At the centre of the affair is what has been described as a homosexual male prostitution network run by senior police officials, known as the Fellowship of the Ring, which allegedly operated within the police academy between 2004 and 2008. Officers and congressmen allegedly paid for sexual services from cadets with cars, gifts and large sums of money. The existence of the ring first came to light in 2014 when it was revealed that at least 10 former cadets had testified in an investigation into the suspicious death in 2006 of a female cadet at the academy, which was first labeled a suicide. The cadet, Maritza Zapata, had uncovered the existence of the ring and according to her family may have lost her life over it. Public interest in the case was renewed late last year when an influential radio journalist, Vicky Dvila, began airing testimonies from police cadets recounting incidents of sexual harassment by senior members of the National Police. After airing some of the testimonies, Dvila complained that her phones were being tapped and laid responsibility squarely on the police ... leading to Dvilas apparently forced resignation.

How 'Spotlight' missed the story

It is just a single line of dialogue from Spotlight. But it could be a movie in itself. It's an allusion to an entire unknown chapter in the history of the Catholic Church sex abuse scandals: the role of the National Catholic Reporter (NCR) in first uncovering the clerical conspiracy to shield abusing priests. Have you read Jason Berrys book? He wrote about the Gauthe case, an abuse survivor asks the team of investigative reporters featured in the film. The survivor ... holds up a copy of Berrys 1992 book, Lead Us Not Into Temptation: Catholic Priests and the Sexual Abuse of Children, which expanded on Berry's reporting for the Times of Acadiana in partnership with the NCR. The June 7, 1985, edition of the NCR was earth-shattering. Berry ... published a lengthy piece on Father Gilbert Gauthes sexual crimes and their concealment by the highest clerical authorities. In the same issue, reporter Arthur Jones detailed the concealment of pedophile priests throughout America, and NCR wrote an editorial accusing American Catholic bishops of systemic inaction and silence. The concealment of pedophiles reminded me of the Watergate coverup, Berry said in a recent essay. By the time The Boston Globe succeeded in bringing the scandal to the attention of the entire world, the NCR had been doggedly covering the story for 17 years, often alone. Secular publications, including The New York Times and The Nation, wouldnt go near the topic at all. Even the rest of the Catholic press stayed silent.

Lord Janner: Chances missed to prosecute, inquiry finds

Three chances were missed to prosecute late peer Lord Janner over sex abuse claims, an inquiry has found. The independent inquiry, commissioned by the director of public prosecutions, found police and prosecutors missed opportunities to charge Lord Janner in 1991, 2002 and 2007. Before he died in December, the ex-Labour MP ... was accused of 22 counts of sex offences against boys between the 1960s and 80s. The inquiry found the 1991 decision not to charge Lord Janner was "wrong" as there was enough evidence against him. Furthermore in 2002, allegations against Lord Janner were not supplied by the police to the Crown Prosecution Service, and as a result no prosecution was possible, the inquiry said. And in 2007 Lord Janner should have been arrested and his home searched. Since Lord Janner's death a "trial of the facts", which was due to take place in April, has now been shelved by prosecutors. A Leicestershire Police investigation in 1991 failed to cover basic steps such as checking details of whether a 14-year-old boy - known as complainant one - had shared hotel rooms with Lord Janner. A second alleged victim came forward in April 2000 when police in Leicester were investigating abuse in children's homes. He made a statement claiming he had been seriously sexually abused by Lord Janner, but this was not passed to the CPS in a file submitted in 2002, and no further action was taken. Then in 2007 problems with the credibility of a third complainant meant Lord Janner could not be prosecuted.

Broken system lets problem officers jump from job to job

A yearlong Associated Press investigation into sex abuse by cops, jail guards, deputies and other state law enforcement officials uncovered a broken system for policing bad officers, with significant flaws in how agencies deal with those suspected of sexual misconduct and glaring warning signs that go unreported or get overlooked. The AP examination found about 1,000 officers in six years who lost their licenses because of sex crimes that included rape, or sexual misconduct ranging from propositioning citizens to consensual but prohibited on-duty intercourse. That number fails to reflect the breadth of the problem, however, because it measures only officers who faced an official process called decertification and not all states have such a system or provided records. In states that do revoke law enforcement licenses, the process can take years, enabling problem officers to find other jobs. And while there is a national index of decertified officers [containing] the names of nearly 20,000 officers who have lost their licenses for problems that include sex abuse ... contributing is voluntary, and only 39 states do so. Michael Ragusa - now serving a 10-year prison sentence after being convicted of sexually assaulting three women - admitted during the hiring process with the Miami Police Department that he'd solicited a prostitute, committed theft, sold stolen property and abused a relative. The investigator in charge of his background check had himself been disciplined 26 times and was once arrested for falsifying documents.

Sir Edward Heath 'would have been questioned' over abuse claims

Sir Edward Heath would have been questioned over sex abuse claims if he was alive when they came to light, police have said. Wiltshire Police launched Operation Conifer in 2015 when the former PM was accused of historical child sex abuse. The Conservative politician would have been interviewed under caution over seven claims, including the alleged rape of an 11-year-old, they said. The allegations include one of rape of a male under 16, three of indecent assault on a male under 16, four of indecent assault on a male under 14, and two of indecent assault on a male over 16. The earliest, dating from 1961 when Sir Edward was Lord Privy Seal, alleged he had raped and indecently assaulted an 11-year-old boy in London "during a paid sexual encounter in private in a dwelling." Another two of the seven claims relate to "paid sexual encounters." Sir Edward ... died in 2005. Operation Conifer - which spanned 14 UK police forces - said a total of 42 claims related to 40 different individuals, with alleged offences from 1956 to 1992 - while Sir Edward was an elected MP. Child abuse in the past is extremely difficult to investigate. When those accused are famous or powerful ... it becomes even harder. Operation Conifer has gathered a vast amount of evidence - pursuing a total of 1,580 lines of inquiry and it has made public the most serious allegations against the former prime minister, but it can't tell us whether they are true. More than anything else, this report prompts more questions than it answers.

Kathleen Kane, Pennsylvania Attorney General, Is Suspended From Practicing Law

The ability of Pennsylvanias embattled attorney general to carry out her job was thrown into question Monday as the State Supreme Court issued a temporary suspension of her law license. Kathleen G. Kane ... was elected in 2012, after a campaign in which she accused her predecessor of moving too slowly to indict and arrest Jerry Sandusky, the Pennsylvania State University assistant football coach who was convicted that year on dozens of counts of child abuse. But she quickly became mired in vicious disputes with some former top prosecutors. As she re-examined the handling of the Sandusky case, her investigators also discovered that numerous officials in the attorney generals office and other state agencies had shared pornographic and racially offensive emails; a Supreme Court justice was forced to resign as a result. But in August, the Montgomery County district attorney charged Ms. Kane with illegally leaking information to the news media about grand jury proceedings. That case had involved former state prosecutors with whom she was feuding. In refusing to leave office, Ms. Kane has said she is the victim of a vendetta by an old boys network of political and legal rivals. The State Supreme Court ... said that its order should not be construed as removing Ms. Kane from elected office.

Seven members of 'terrifyingly depraved' paedophile gang jailed

Seven members of a paedophile gang involved in the rape and abuse of babies and young children have been jailed for a total of 78 years ... following an investigation led by the National Crime Agency (NCA). They were convicted of 29 child sex abuse offences, including conspiracy to rape and the multiple rape of a child aged under 13. The gang hid behind a veil of respectability, with careers and families, to habitually target children under the age of five. Police said an incredible amount of planning went into gaining access to victims. Ian Glover, senior investigating officer, said: Weve encountered grooming where the family have been groomed prior to birth of the baby. They go in that early with the sole intention of abusing that baby once its born. Extensive planning went into enabling the abuse to be screened over the internet to co-conspirators and other paedophiles around the world. Images of abuse relating to the case are believed to have been seen on every continent and police have circulated evidence about other suspected paedophiles to authorities in Europe, South America and Australia. There was no business element to the activities, with no evidence of any payment being received. The NCA said 26 people had been arrested so far in connection with the ongoing investigation. Of those, six were in positions of trust three teachers, two charity or fundraiser workers and one who was employed by a local authority. More arrests and charges are expected in the UK and abroad.

'An Open Secret' is flawed but unsettling nonetheless

"An Open Secret" is an unsettling look at pedophilia in Hollywood. The film's distillation of firsthand testimony and archival material has haunting implications. Amid the sickening recollections of victims and the even more sickening justifications of abusers, alleged and convicted, a picture emerges of a business devoid of oversight, where starry-eyed kids and trusting parents are easy prey. The [documentary by Amy Berg] advocates for transparency and an active watchdog apparatus, and it points to instances where convicted child molesters continue to work with children in the industry. Mainly, the film explores the shadows where managers, agents, producers and other power players take their predatory bonding with boys to criminal extremes. Five young men step forward to share their accusations of abuse. One of them, Michael Egan, filed headline-making allegations against Hollywood figures in 2014 claims that he later dropped, an outcome that changed the trajectory of the film. However, an ongoing dispute between Berg and performers' union SAG-AFTRA, which threatened legal action over references to it, doesn't appear to have affected the finished product. With a healthy sense of outrage, it illuminates a long-standing culture in which lines of moral responsibility are blurred and accountability is all but nil.

Todays conspiracy theory is tomorrows news headlines. The truth is not only out there, but its more outlandish than anything we could have made up. So, what are some of our biggest conspiracies? The Iraq War. America is attacked by terrorists and so, declares war on a country that had nothing whatsoever to do with the attacks, while ignoring an oil rich ally which had everything to do with them. The result is a disaster. And yet, we cant really bring ourselves to hold anyone accountable. Fifa [is] the conspiracy du jour. We always knew Fifa was shonky and bribey, but ... it now looks like every World Cup in the last three decades ... could have been fixed. For those who say "its only a stupid sport", well, recently weve heard accusations of arms deals for votes involving ... Saudi Arabia. The banking crisis [is a] nice financial counterpoint to Iraq. Virtually destroy the western financial system. Get bailed out by the taxpayers who youve been ripping off. Oh, and while were at it, the banks played a part in the Fifa scandal. Paedophiles. At first it was just a few rubbish light entertainers. Then we had people muttering about the political establishment and others counter-muttering dont be ridiculous, thats a conspiracy theory. But it wasnt. Now, its a slow-motion train crash and an endless series of glacial government inquiries.

Review: An Open Secret Spotlights Child Sexual Abuse in Hollywood

You may miss a few moments of An Open Secret, either while looking away during its unsettling stories or closing your eyes in frustration. The film centers on a handful of young men who say that as child actors they were sexually assaulted by older men in the entertainment industry. Manipulations, cover-ups and exploitations are recounted, and in several cases accountability was weak; some of the culprits, were told, still work in Hollywood. The victims and their parents defy the stereotype of hard-driving dream-seekers. They come across as merely trusting, which led them to rely on those who promised successful careers. Such faith was exploited by men who later turned out to be predators. He just told me its normal, like, this goes on all the time, this is what you have to do, one young man says he was told after being molested by his manager. Everybody does this. Shame and fear of reprisals initially led him to stay silent, and may be keeping more victims from speaking out. [Director Amy] Berg connects that manager, Martin Weiss, who pleaded no contest to two counts of child molestation in 2012, to a string of other men in Hollywood who have also been accused or convicted of similar crimes. Further aggressive reporting is needed. This topic deserves a tenacious call for answers. Still, An Open Secret is affecting, particularly when the victims recount their experiences in voices that crack with emotion or pause with pain. Even if you do look away, hearing them speak is enough.

Hastert's hush money was to cover up sexual misconduct with former student

Former Speaker of the House Dennis Hastert was paying a former student to keep quiet about allegations of sexual abuse from the time when Hastert was a teacher and wrestling coach in Illinois, two sources with knowledge of the federal government investigation told CNN on Friday afternoon. Hastert was a teacher and wrestling coach in Yorkville, Illinois between 1965 and 1981 before entering politics. Federal prosecutors indicted Hastert on Thursday for lying to the FBI about $3.5 million he agreed to pay to an undisclosed person to "cover up past misconduct." A federal law enforcement official confirmed to CNN early Friday evening that the former student was a male and a minor when the alleged abuse took place. Federal law enforcement officials also said that investigators decided not to pursue a possible extortion case in the matter. Much remains unclear in the seven-page indictment federal officials lodged against the former Republican House speaker. The indictment lists relevant facts as including Hastert's time working as a teacher and coach in Yorkville for 16 years. But Hastert was not approached by "Individual A" until 2010. From 2010 until 2014, Hastert first negotiated with and then made secret payments to the unknown subject. Charges were not filed against Hastert until Thursday, a half century after the first relevant date listed in the indictment.

Pope Francis last December appointed Mr Saunders, a British survivor of child sexual abuse in the Catholic Church, to the new Pontifical Commission for the Protection of Minors to ensure the Catholic Church acted with greater accountability and transparency in relation to child sexual abuse. Mr Saunders said that ... Cardinal Pell was "making a mockery of the Papal Commission, of the Pope himself, but most of all, of the victims and the survivors". "I think anybody who is a serious obstacle to the work of the commission and to the work of the Pope in trying to clean up the church's act over this matter, I think they need to be taken aside very, very quickly and removed from any kind of position of influence." Cardinal Pell was appointed to manage the Vatican's finances in February last year, making him one of the most powerful men in the Catholic Church. Questions have been raised over whether Cardinal Pell had supported notorious paedophile priests, including Gerald Ridsdale, instead of protecting victims and their families. Cardinal Pell has previously apologised to the commission for accompanying Ridsdale to court in 1993, but has denied he tried to bribe a victim to keep quiet as part of a cover-up and that he was dismissive of victims and their families.

Metropolitan Police Chief Sir Bernard Hogan-Howe is getting grilled by his own detectives over an alleged police cover-up connected to former Prime Minister Tony Blair's administration. Hogan-Howe was an Assistant Chief Constable for the Merseyside Police in 1998, when the department uncovered claims that one of Blairs ministers was a suspected pedophile. Hogan-Howe now says he does not recall details about the investigation or any suspects, according to a statement from the Metropolitan Police Service. But a source close to the investigation [said] it is inconceivable that Hogan-Howe and his cohorts werent aware of the accusations. "The senior investigating officer at the time would have been expected to have reported to his senior officers the fact a serving government minister had come under suspicion," the source said. Even as he is apparently being questioned within his own department, the MPS said in a statement that Hogan-Howe "absolutely refutes any suggestion he would have stopped or inhibited a criminal investigation of the nature suggested, including politicians. It would be wrong to suggest otherwise." MPS opened an investigation into the cover-up claims just two years ago. The minister was one of several men suspected of sexually abusing children at a Brixton home in the early '80s.

Child sex abuse is "woven, covertly, into the fabric" of British society, Theresa May has warned. Writing in the Daily Telegraph, the home secretary said the public were yet to grasp the full scale of the problem. Her comments come after a new panel was announced for the parliamentary inquiry into historical child abuse. Mrs May said the inquiry marked a "new beginning", but warned allegations made so far were only the "tip of the iceberg". The inquiry was set up in July 2014 to find out whether public bodies had covered up or neglected allegations of abuse, following claims that a paedophile ring had operated in Westminster in the 1980s. Mrs May said: "We already know the trail will lead into our schools and hospitals, our churches, our youth clubs and many other institutions that should have been places of safety but instead became the setting for the most appalling abuse. "However, what the country doesn't yet appreciate is the true scale of that abuse." The inquiry will have statutory powers to compel witnesses to appear to determine whether institutions took seriously their duty of care to protect children from sexual abuse in England and Wales. Mrs May said she felt it was a "once-in-a-generation" chance to uncover institutional abuse, which she called "the darkness in our midst".

Police investigating a historic sex abuse ring in Westminster are attempting to uncover whether a man was murdered in the Nineties because he planned to expose child abuse at a London council. An unpublished internal investigation into abuse by staff within Lambeth council ... reveals claims that a civil servant was planning to expose how council property was used to carry out sexual assaults. Bulic Forsythe was beaten to death at his flat in 1993 after he reportedly told a colleague that he knew about a sex ring operating at childrens homes. Police appealed for help in tracking down three smartly dressed men who left the flat the day after the murder, but the case remains unsolved. It was feared he was killed as a possible outcome for anyone who asked too many questions. Other shocking allegations detailed in the document include senior Lambeth civil servants using council premises to carry out rapes, with one female staff member claiming she was raped alongside children and animals by senior council staff. Although the report recommends a criminal investigation, its findings were not formally investigated by police at the time. The revelations come after Labour MP John Mann last year called on police to investigate the suspicious deaths of Forsythe and an unnamed whistleblower who was said to have obtained videos of child sex parties. In the late 80s and early 90s, [Liz Davies] was a social worker ... with an unusual problem: Teenage boys, usually so reluctant to seek help, would line up outside her office on Hornsey Road waiting to come inside. She would later discover that the international office of the Paedophile Information Exchange was just a few hundred yards from her desk, and her patch was home to a host of prolific child attackers linked into a network of powerful abuse rings that stretched from Westminster to Northern Ireland, Wales, and the island of Jersey in the Channel. [By 1991] she had amassed evidence of abuse perpetrated against 61 victims. Council officials [told] her to stop causing trouble. A year later she finally quit social services when she says she discovered that the boys she had been trying to save were being sent back into the Islington care home system only to suffer yet more sexual abuse. I was networking these children into another network which was running within the care homes. I was handing over the most vulnerable, sexually exploited children to more pedophiles, she said. Davies took a suitcase stuffed with evidence, including graphic photographs, to the Metropolitan Police. She said the well-intentioned superintendent looked at her haul and mournfully confessed that powerful figures still controlled what might be exposed. Jeremy Hunt, the Health Secretary, will apologise to dozens of hospital patients who were abused by Jimmy Savile amid new allegations about the "horrific" scale of abuse. An official report, published by barrister Kate Lampard on Thursday, will disclose allegations that Savile assaulted and raped at least 44 victims at Stoke Mandeville hospital. The victims, some of whom were as young as eight, say that their complaints about Savile's behaviour were ignored by the authorities. A former children's doctor has also been convicted of sexually assaulting young girls at the hospital in the 1970s and 1980s, raising fears that there may have been a paedophile ring operating at the hospital. The report will also examine allegations about Savile's activity at a further 43 hospitals across the country. One woman told the inquiry that she was abused when she was eight-years-old and recovering from cancer surgery. At the time she had 144 stitches across the lower part of her body as a result of an operation. She says that when she raised her complaint with a ward sister, she was met with the response: "Be quiet, you silly girl. Do you realise how much he has done for the hospital." Savile, the former Radio 1 DJ and television personality, began volunteering as a porter at Stoke Mandeville in the 1970s and had free use of a flat on site while he helped to raise 40 million for its spinal injuries centre. Many people say times have changed but it is still not illegal to cover-up claims of abuse to protect an organisations profitability and reputation.
