In December, the Defense Department declassified two videos documenting encounters between U.S. Navy F-18 fighters and unidentified aircraft. The first video captures multiple pilots observing and discussing a strange, hovering, egg-shaped craft, apparently one of a “fleet” of such objects, according to cockpit audio. The second shows a similar incident involving an F-18 attached to the USS Nimitz carrier battle group in 2004. The videos, along with observations by pilots and radar operators, appear to provide evidence of the existence of aircraft far superior to anything possessed by the United States or its allies. Defense Department officials who analyze the relevant intelligence confirm more than a dozen such incidents off the East Coast alone since 2015. Military departments and agencies treat such incidents as isolated events rather than as part of a pattern requiring serious attention and investigation. Reports from different services and agencies remain largely ignored and unevaluated inside their respective bureaucratic stovepipes. There is no Pentagon process for synthesizing all the observations the military is making. The current approach is equivalent to having the Army conduct a submarine search without the Navy. It is also reminiscent of the counterterrorism efforts of the CIA and the FBI before Sept. 11, 2001, when each had information on the hijackers that they kept to themselves. In this instance, the truth may ultimately prove benign, but why leave it to chance?

Monsanto demands Avaaz hands over all of its campaign data

A US court will today hear a request from Monsanto for access to a huge batch of internal communications by Avaaz, in a move that the campaign group says could have grave repercussions for online activism and data privacy. Monsanto is seeking the release of all lobby documents ... where the firm or its herbicide ingredient glyphosate have been mentioned. Avaaz says this would include personal information about its employees, as well as the email addresses of more than four million signatories to petitions against Monsanto’s GM and glyphosate policies. A victory for Monsanto in today’s hearing would cost the online advocacy group thousands of person-hours of work time, and hundreds of thousands of dollars, according to Avaaz’s lawyers. It could even raise the prospect of a migration out of online activism by campaigners concerned about corporate surveillance. The Economic Growth, Regulatory Relief and Consumer Protection Act, which pro-regulation groups have called the "Bank Lobbyist Act," advanced in the Senate this week. The ... Congressional Budget Office stated [that the] legislation would increase the risk of another [financial crisis] happening. The bill ... rolls back key pieces of the Dodd-Frank Act and includes giveaways to large institutions of the same size and scope as the ones that crashed the economy in 2008. The most important measure in the legislation raises the threshold for enhanced regulatory supervision by the Federal Reserve from $50 billion to $250 billion. The beneficiaries, 25 of the top 38 banks in America, could be called "stadium banks:" not big enough to count as Wall Street mega-banks, but big enough to have a sports stadium named after them. Nearly all giant foreign banks with operations in the U.S. could enjoy the same weaker rules. But extensive interviews with Saudi officials, members of the royal family, and relatives, advisers and associates of the detainees revealed a murkier, coercive operation, marked by cases of physical abuse, which transferred billions of dollars in private wealth to the crown prince’s control. Decades of sexual abuse reported in choir once led by retired pope Benedict's brother

At least 547 members of a prestigious Catholic boys' choir in Germany were physically or sexually abused between 1945 and 1992, according to a report released Tuesday. Allegations involving the Domspatzen choir in Regensburg that was run for 30 years by pope emeritus Benedict XVI's elder brother, Rev. Georg Ratzinger, were among a spate of revelations of abuse by Roman Catholic clergy in Germany that emerged in 2010. In 2015, lawyer Ulrich Weber was tasked with producing a report on what happened. The report said 547 boys at the Domspatzen's school "with a high degree of plausibility" were victims of physical or sexual abuse, or both. It counted 500 cases of physical violence and 67 of sexual violence, committed by a total of 49 people. At the choir's preschool, "violence, fear and helplessness dominated" and "violence was an everyday method," it said. "Alongside individual motives, institutional motives — namely, breaking the will of the children with the aim of maximum discipline and dedication - formed the basis for violence." Ratzinger, who is now 93, has acknowledged slapping pupils after he took over the choir, though such punishments were commonplace in Germany at that time. He also said he was aware of allegations of physical abuse at the elementary school and did nothing about it, but he was not aware of sexual abuse. The report faulted Ratzinger "in particular for 'looking away' or for failing to intervene."

As an undercover C.I.A. officer, Ms. Haspel played a direct role in the agency’s “extraordinary rendition program,” under which suspected militants were ... were tortured by agency personnel. Ms. Haspel ran the first detention site in Thailand and oversaw the brutal interrogation of the Abd al-Rahim al-Nashiri. The sessions were videotaped and the recordings stored in a safe at the C.I.A. station in Thailand until they were ordered destroyed in 2005. Ms. Haspel’s name was on the cable with the destruction orders. The memo obtained by CBS News cited eight specific examples. Among them: allegations that a State Department security official in Beirut "engaged in sexual assaults" on foreign nationals hired as embassy guards. The memo also reveals details about an "underground drug ring" was operating near the U.S. Embassy in Baghdad and supplied State Department security contractors with drugs. Aurelia Fedenisn, a former investigator with the State Department's internal watchdog agency, the Inspector General, told Miller, "We also uncovered several allegations of criminal wrongdoing in cases, some of which never became cases." In such cases, DSS agents told the Inspector General's investigators that senior State Department officials told them to back off. A State Department security official in Beirut allegedly "engaged in sexual assaults" against foreign nationals working as embassy guards. An inspector general's investigator who went to Beirut to try to conduct an investigation was not given enough time to complete the job. U.S. Rep. Ed Royce, R-California, chairman of the House Foreign Affairs Committee, said he has asked his staff to begin an investigation into the allegations, and sent a letter to Secretary of State John Kerry demanding an explanation. "The notion that any or all of these cases would not be investigated thoroughly by the Department is unacceptable," Royce wrote in his letter to Kerry.

High out-of-pocket costs and gaps in coverage “undermine efforts in the U.S. to improve care coordination,” the report summarized. “Disparities in access to services signal the need to expand insurance to cover the uninsured and to ensure that all Americans have an accessible medical home,” it said. Psilocybin - or magic mushrooms - have been used in traditional healing rituals for thousands of years. However, for more than 40 years it has been illegal in the U.S. But recent findings are tearing down the barriers surrounding psychedelic research, as it has been clinically shown that they have the ability to ease depression and soothe anxiety in patients dealing with serious illness and impending death. Two separate studies discovered that a single, moderate-to-large dose of psilocybin was able to help alleviate profound distress among cancer patients. Researchers know “how,” but they do not know “why,” psilocybin has worked in these settings. One theory is that psilocybin interrupts the circuitry of self-absorbed thinking that is so pronounced in depressed people, making way for a mystical experience. Neuro-imaging studies ... suggest that the positive effects of psychedelic-assisted psychotherapy are explained by changes in something in the brain called “the default mode network.” It turns out that this network is hyperactive in depression. Interestingly, in both meditation and also with psilocybin this network becomes quiescent.

San Diego pays homeless people to pick up trash in new program

San Diego officials are putting homeless people back on the street - but this time to pay them to pick up trash as part of a new program that launched Monday. The homeless people, who are staying at the city’s tented shelters, will be cleaning up trash and clearing brush in downtown San Diego for five hours a day. The program, called Alpha’s Project’s “Wheels of Change,” will pay participants $11.50 an hour. [They are] expected to hold cleaning shifts three days a week. “This is all about creating more opportunities for homeless individuals to lift themselves out of extreme poverty,” Mayor Kevin Faulconer said. “‘Wheels for Change’ will help restore dignity by allowing people to earn a paycheck and begin to get back on their feet. For many, this may be just the chance they need to begin turning their lives around.” Program participants will also receive access to housing resources. Homeless people [said] they liked the work. “It’s better than sitting in a tent all day,” Edwin Fisk ... said. “It gives us something to do, you know? And you make money. Meet Sam Tsemberis. He's all but solved chronic homelessness. His research, which commands the support of most scholars, has inspired policies across the nation. The results have been staggering. Late last month, Utah, the latest laboratory for Tsemberis's models, reported it has nearly eradicated chronic homelessness. Phoenix, an earlier test case, eliminated chronic homelessness among veterans. Then New Orleans housed every homeless veteran. Homelessness has long seemed one of the most intractable of social problems. For decades, the number of homeless from New York City to San Francisco surged – and so did the costs. At one point around the turn of the millennium, New York was spending an annual $40,500 on every homeless person with mental issues. Tsemberis ...unfurled a model so simple children could grasp it, so cost-effective fiscal hawks loved it, so socially progressive liberals praised it. Give homes for the homeless, and you will solve chronic homelessness. Success begat success. The federal government tested the model on 734 homeless across 11 cities, finding the model dramatically reduced levels of addiction as well as shrank health related costs by half. "Adults who have experienced chronic homelessness may be successfully housed and can maintain their housing," the report declared. Utah's Gordon Walker, explain[s] how his state succeeded at eliminating homelessness – and saved millions, "It was costing us in state services, health-care costs, jail time, police time, about $20,000 per person.
