How Operation Warp Speed's Big Vaccine Contracts Could Stay Secret

The Trump administration has compared Operation Warp Speed's crash program to develop a COVID-19 vaccine to the Manhattan Project. And like the notoriously secretive government project to make the first atomic bomb, the details of Operation Warp Speed's work may take a long time to unravel. One reason is that Operation Warp Speed is issuing billions of dollars' worth of coronavirus vaccine contracts to companies through a nongovernment intermediary, bypassing the regulatory oversight and transparency of traditional federal contracting mechanisms, NPR has learned. Instead of entering into contracts directly with vaccine makers, more than $6 billion in Operation Warp Speed funding has been routed through a defense contract management firm called Advanced Technologies International, Inc. ATI then awarded contracts to companies working on COVID-19 vaccines. As a result, the contracts between the pharmaceutical companies and ATI may not be available through public records requests, and additional documents are exempt from public disclosure for five years. [Robin] Feldman, of UC Hastings, says the administration's comparison of Operation Warp Speed to the Manhattan Project is troubling. "I think that's completely the wrong image," she says. "The right analogy, I think, for Operation Warp Speed is the penicillin effort in World War II. We can do a lot of good together, but we have to make sure pharma companies aren't taking advantage of the crisis."

‘Unlike anything we’ve seen in modern history’: Attacks against journalists soar during Black Lives Matter protests

At least 50 journalists in the US have been arrested during Black Lives Matter demonstrations across the US, while dozens of others have also been injured by rubber bullets, pepper spray and tear gas. The US Press Freedom Tracker has collected nearly 500 incidents from 382 reports, from the unrest in Minneapolis in the wake of George Floyd‘s killing by police in late May, to demonstrations in more than 70 cities across 35 states since. At least 46 journalists were arrested between the end of May and the beginning of June. Dozens of others reported injuries from law enforcement, firing “less lethal” projectiles, tear gas canisters and other weapons into crowds or directly at reporters during demonstrations, even when they had identified themselves and shown credentials. Two reporters have suffered permanent eye injuries. The latest reports mark a significant spike since the end of May, when nationwide protests started, at which point the organisation had recorded only five arrests and 26 attacks for the entire year. But by the end of the month, the number of attacks had increased nearly five times. “The conversations and reckoning that lie ahead of us as a country are taking shape right now,” Press Freedom Tracker managing editor Kristin McCudden said. “What’s happened in 70 cities in more than 30 states across the nation in one month is unlike anything we’ve seen in modern history and surpasses the Tracker’s entire ... history of documentation.”

It's Time to Repeal the President's License for Endless War

The United States is poised to continue spending more money on the Pentagon than the next 10 countries combined, with some 1 million troops deployed in about 175 countries. In other words, there's no end in sight for our forever wars. Monday marks the 19th anniversary of the vote to pass the post-9/11 Authorization for Use of Military Force, or AUMF, a blank check to deploy U.S. military personnel anywhere in the world in the name of going after terrorists. Our country's response to that attack has had unintended and tragic consequences: war profiteering by military contractors, traumatic impact to our soldiers, and massive numbers of refugees and civilian casualties around the world. Under the auspices of two laws that are now nearly 20 years old, the 2001 and 2002 AUMFs, the United States is militarily engaged in 80 countries, outside of the public eye and with little congressional oversight. The past four years have seen the Trump administration cite these laws as the legal justification to assassinate a foreign government official and take us to the brink of war with Iran, expand the U.S. military footprint in the African continent and indefinitely occupy eastern Syria. Yet the past four years have also seen a growing recognition in Congress that ... we must repeal these laws and reclaim the legislative branch's sole constitutional authority to declare war. For far too long, Congress has relied on the executive branch to tell us what does and does not constitute war.

Top intelligence office informs congressional committees it'll no longer brief in-person on election security

The Office of the Director of National Intelligence has informed the House and Senate Select Committees on Intelligence that it'll no longer be briefing in-person on election security issues, according to letters obtained by CNN. Instead, ODNI will primarily provide written updates to the congressional panels, a senior administration official said. The abrupt announcement is a change that runs counter to the pledge of transparency and regular briefings on election threats by the intelligence community. It also comes after the top intelligence official on election security issued a statement earlier this month saying China, Russia and Iran are seeking to interfere in the 2020 US election. US officials charged with protecting the 2020 election also said last week that they have "no information or intelligence" foreign countries, including Russia, are attempting to undermine any part of the mail-in voting process, contradicting President Donald Trump, who has repeatedly pushed false claims that foreign adversaries are targeting mail ballots as part of a "rigged" presidential race. Senate Intelligence Vice Chairman Mark Warner called the decision to stop in-person briefings an "unprecedented attempt to politicize an issue - protecting our democracy from foreign intervention - that should be non-partisan. Congress and the American public need to know more information about the election interference threat — not less," the Virginia Democrat said.

Texas Gov. Abbott restricts absentee ballot drop-off locations

Texas Gov. Greg Abbott, a Republican, ordered counties to stop accepting hand-delivered absentee ballots at more than one location, issuing a proclamation that could make it harder for residents to vote early. The proclamation, which goes into effect Friday, modifies part of Abbott's July 27 order that added six days of early absentee voting in the state in response to the Covid-19 pandemic. Fellow Republicans in Texas are challenging the additional early voting days in court. Abbott said he issued the new order to ensure the security of the ballots, which President Donald Trump has questioned as Americans have embraced early and absentee voting in response to the pandemic. Texas has 254 counties, the largest of which is rural Brewster, which covers 6,193 square miles. Harris County, which includes much of the sprawling city of Houston, has a population of more than 4.7 million people. The county is home to 25 percent of the state's Black residents and 18 percent of its Hispanic population. Before Abbott's proclamation, the county had created 11 ballot drop-off locations. Houston Mayor Sylvester Turner ... criticized the decision. "Growing up, I was bused over 20 miles as a student in the first integrated class at Klein High School," he said. "Because of the Governor's decision today, I would now have to go even farther to drop off an absentee ballot and make sure my vote is counted."

That multimillion figure — his total compensation in 2017 — was already 200 times the average income in the United States, the congresswoman pointed out. It got even larger, she said, after Celgene needlessly tripled the cost of a cancer medication, thus securing himself hefty bonuses in return. As of early Thursday, the rapid-fire interrogation had been viewed more than 15 million times on Twitter — the latest in a long list of her viral cross-examinations. These stunning exchanges at congressional hearings have themselves gained plenty of attention beyond Capitol Hill — especially when Porter pulls out what one person on Twitter dubbed “her mighty whiteboard of truth.” It is this kind of clear, insistent inquiry that has made Porter — a consumer protection lawyer ... who studied bankruptcy law under Sen. Facebook suspends environmental groups despite vow to fight misinformation

Facebook has suspended the accounts of several environmental organizations less than a week after launching an initiative it said would counter a tide of misinformation over climate science on the platform. Groups such as Greenpeace USA, Climate Hawks Vote and Rainforest Action Network were among those blocked from posting or sending messages on Facebook over the weekend. Activists say hundreds of other individual accounts linked to indigenous, climate and social justice groups were also suspended. The suspended people and groups were all involved in a Facebook event from May last year that targeted KKR & Co, a US investment firm that is backing the Coastal GasLink pipeline, a 670km-long gas development being built in northern British Columbia, Canada. The suspensions, the day before another online action aimed at KKR & Co, has enraged activists who oppose the pipeline for its climate impact and for cutting through the land of the Wetʼsuwetʼen, a First Nations people. “Videos of extreme violence, alt-right views and calls for violence by militias in Kenosha, Wisconsin, are allowed to persist on Facebook,” said Delee Nikal, a Wet’suwet’en community member. “Yet we are banned.” Many of the accounts have now been restored, but a handful are still blocked. The suspensions came just a few days after the social media giant said it was launching a “climate science information center” to counter ... posts that reject the established science of the climate crisis.

The basics of brain-machine interfaces are being developed—just watch the videos of patients moving prosthetic limbs with their minds. The Defense Department is examining newly scientific tools, like genetic engineering, brain chemistry, and shrinking robotics, for even more dramatic enhancements. But the real trick may not be granting superpowers, but rather making sure those effects are temporary. Last year, three Canadian defense researchers published a paper that explored the intersection of human enhancement and ethics. They found that the permanence of the enhancement could have impacts on troops in the field ... as well as a return to civilian life. They also note that “many soldier resilience human enhancement technologies raised health and safety questions.” The Canadian researchers wrote: “Are there unknown side effects or long term effects that could lead to unanticipated health problems during deployment or after discharge? Moreover, is it ethical to force a soldier to use the technology in question, or should he/she be allowed to consent to its use? Can consent be fully free from coercion in the military?”

As the 2018 elections approach, the American intelligence community is issuing increasingly dire warnings about potential interference from Russia and other countries. D.H.S. has now conducted remote-scanning and on-site assessments of state and county election systems. These [measures] don’t address core vulnerabilities in voting machines or the systems used to program them. And they ignore the fact that many voting machines that elections officials insist are disconnected from the internet — and therefore beyond the reach of hackers — are in fact accessible by way of the modems they use to transmit vote totals on election night. Add to this the fact that states don’t conduct robust postelection audits ... and there’s a good chance we simply won’t know if someone has altered the digital votes in the next election. How did our election system get so vulnerable, and why haven’t officials tried harder to fix it? The answer, ultimately, comes down to politics and money: The voting machines are made by well-connected private companies that wield immense control over their proprietary software, often fighting vigorously in court to prevent anyone from examining it when things go awry. The stakes are high. But the focus on Russia, or any would-be election manipulators, ignores the underlying issue — the myriad vulnerabilities that riddle the system and the ill-considered decisions that got us here.

‘Dramatic’ plunge in London air pollution since 2016, report finds

Air pollution in London has plunged since Sadiq Khan became mayor, with a 94% reduction in the number of people living in areas with illegal levels of nitrogen dioxide. The number of schools in such areas has fallen by 97%, from 455 in 2016 to 14 in 2019. Experts described the reductions as dramatic and said they showed the air pollution crisis was not intractable. More than 9,000 people in the capital were dying early each year due to dirty air in 2015. The report from the mayor of London, reviewed by scientists, shows that more than 2 million people in the capital lived with polluted air in 2016, but this fell to 119,000 in 2019. The report, which does not include the further falls in pollution seen after the Covid-19 lockdown began in March, shows levels of nitrogen dioxide (NO2) by roads in central London fell by 44% between early 2017 and early 2020. The pollution cuts have been achieved by charges that have deterred dirty vehicles from entering the city centre and have driven up the use of cleaner vehicles. Putting low-emission buses on the dirtiest routes, ending the licensing of new diesel taxis and extending the amount of protected space for cycling have also contributed. Prof Stephen Holgate, a special adviser on air quality to the Royal College of Physicians, said: “Air pollution is a scourge on society. What the mayor of London has shown in his first term is that major reductions in toxic pollutants can be achieved and that businesses and the public are willing to make the necessary changes to deliver this.”

California could start its own line of generic drugs to bring down prescription prices

Prescription drug prices in the U.S. are expensive. One vial of insulin can cost as much as $450, while the same amount goes for about $30 in Canada. Now, California could make its own generic insulin - and other prescription drugs - through a new law passed this week that aims to increase access to affordable medications. California governor Gavin Newsom signed legislation this week that allows the California Health and Human Services Agency to partner with drug manufacturers in order to make or distribute generic prescription drugs. The bill builds on a plan Newsom first announced in January to increase generic drug manufacturing, which would lower prescription drug costs through a state-sponsored prescription drug label called Cal Rx. Cal Rx wouldn’t be developing new drugs ... just attempting to make cheaper versions of generic drugs, or drugs that aren’t currently covered by a patent. The bill does not specify what prescription drugs the state’s health agency would create or distribute through such partnerships - officials are in the process of identifying potential medications - but it does require a partnership for “at least one form of insulin, provided that a viable pathway for manufacturing a more affordable form of insulin exists at a price that results in savings.” Current U.S. laws allow pharmaceutical manufacturers to set their own prices, which isn’t common practice in other countries. In Sweden, Trash Heats Homes, Powers Buses and Fuels Taxi Fleets

In a cavernous room filled with garbage, a giant mechanical claw reaches down and grabs five tons of trash. As a technician in a control room maneuvers the spiderlike crane, the claw drops its moldering harvest down a 10-story shaft into a boiler that is hotter than 1,500 degrees Fahrenheit. The process continues 24 hours a day to help fuel this power plant run by Tekniska Verken, a municipal government company in Linköping, a city 125 miles south of Stockholm. It is one of Sweden’s 34 “waste-to-energy” power plants. Instead of burning coal or gas, this power plant burns trash. Sweden is known for strikingly reducing the trash sent to its landfills. Less than 1 percent of household waste in this Scandinavian country finds it way to landfills, according to Avfall Sverige, the Swedish Waste Management and Recycling association. Trash accounts for a small portion of Sweden’s overall power supply; hydro and nuclear energy generate about 83 percent of Sweden’s electricity, and wind generates another 7 percent. But garbage supplies much of the heat during cold months for the country’s nearly 10 million residents. Energy from trash equals the heating demand of 1.25 million apartments and electricity for 680,000 homes, according to Avfall Sverige. Along with heat and electricity, Tekniska Verken produces methane biogas from 100,000 tons of food and organic waste each year. This biogas runs more than 200 city buses in the county, as well as fleets of garbage collection trucks, and some taxis and private cars.

Some world leaders live in palaces. Some enjoy perks like having a discreet butler, a fleet of yachts or a wine cellar with vintage Champagnes. Then there is José Mujica, the former guerrilla who is Uruguay’s president. He lives in a run-down house on Montevideo’s outskirts with no servants at all. His security detail: two plainclothes officers parked on a dirt road. In a deliberate statement to this cattle-exporting nation of 3.3 million people, Mr. Mujica, 77, shunned the opulent Suárez y Reyes presidential mansion, with its staff of 42, remaining instead in the home where he and his wife have lived for years, on a plot of land where they grow chrysanthemums for sale in local markets. His net worth upon taking office in 2010 amounted to about $1,800 — the value of the 1987 Volkswagen Beetle parked in his garage. He never wears a tie and donates about 90 percent of his salary, largely to a program for expanding housing for the poor. His current brand of low-key radicalism ... exemplifies Uruguay’s emergence as arguably Latin America’s most socially liberal country. Under Mr. Mujica, who took office in 2010, Uruguay has drawn attention for seeking to legalize marijuana and same-sex marriage, while also enacting one of the region’s most sweeping abortion rights laws and sharply boosting the use of renewable energy sources like wind and biomass. For democracy to function properly, [Mujica] argues, elected leaders should be taken down a notch. “We have done everything possible to make the presidency less venerated,” Mr. Mujica said in an interview one recent morning, after preparing a serving in his kitchen of mate.
