North of the border, the .50-caliber sniper rifle is the stuff of YouTube celebrity. It is among the most destructive weapons legally available in the United States. But every week, those rifles are trafficked across the border to Mexico. After years of failed U.S. and Mexican efforts to curb arms trafficking, groups such as the Jalisco New Generation and Sinaloa cartels are showcasing the military-grade weapons in slick propaganda videos and using them to defeat security forces in battle. Roughly 2.5 million illicit American guns have poured across the border in the past decade, according to a new Mexican government study. The cartels are using trafficked weapons to kill record numbers of police officers — 464 in the first nine months of 2020 alone — and smaller armed groups are fueling historically high homicide rates. Mexican officials, in rare public criticism, are now venting their frustration at what they say is the U.S. failure to stop the flow of .50-caliber rifles. At a time when the United States is pushing Mexico to target cartels more aggressively, U.S. laws that make .50-calibers and other destructive weapons easy to buy ... are enabling those groups to expand their influence and activities in the country. Part Robot, Part Frog: Xenobots Are the First Robots Made From Living Cells

The African clawed frog, Xenopus laevis, typically lives in the streams and ponds of sub-Saharan Africa. In January, researchers at the University of Vermont and Tufts University published a report that gave the amphibian a different lot in life. They harvested its embryonic skin and heart cells and reassembled the living matter into robotic devices — transforming Xenopus into xenobot. Xenobots are the first robots made completely of living materials. They’re designed on a supercomputer running software that emulates natural selection: Algorithms determine possible effective tissue configurations for a xenobot to perform a specified task, such as moving through fluids or carrying a payload. The most promising designs are sculpted with tiny forceps and cauterizing irons, then set free in petri dishes, where the specks of amphibian flesh live for about a week before decomposing. There are no electronics involved. Behaviors are programmed entirely through the structural arrangement of the pulsating heart cells held in a matrix of rigid skin cells. Although xenobots can’t yet do much more than crawl or swim, the researchers see great potential for them to aid in fields like medicine and environmental remediation. In the future, xenobots could be engineered to deliver drugs through the human body or to gather up microplastics in oceans, politely biodegrading when the job is done.

LA nursing home 'dumped' residents to bring in lucrative COVID-19 patients, authorities say

A nursing home accused of illegally “dumping” patients onto city streets and into ill-equipped homes in order to take in more lucrative COVID-19 patients will nearly double its nursing staff, allow increased oversight and pay $275,000 in penalties and costs to settle a lawsuit brought by the Los Angeles city attorney’s office. City Attorney Mike Feuer on Monday announced the legal agreement with the Lakeview Terrace skilled nursing facility, which he had accused of “sustained” and “intentional” misconduct in failing to adequately tend to some patients, while pushing others out of the 99-bed home. The city alleged in its lawsuit that the facility west of downtown had an incentive to discharge long-term residents in order to make room for COVID-19 patients, who brought Lakeview Terrace much higher reimbursement payments from Medicare. In one instance, the lawsuit said, an 88-year-old man with dementia was transferred from the nursing home in the Westlake neighborhood to a boarding house in Van Nuys, only to be found a day later wandering the streets, profoundly confused. Health care experts have warned that the money skilled nursing facilities are paid under a plan by the federal government to care for people stricken by the coronavirus would lead to patient-dumping by unscrupulous operators. The reimbursement plan pays more than four times more for COVID-19 patients than homes can charge for long-term residents with relatively mild conditions.

How a Neighbors' Feud in Paradise Launched an International Rape Case

The lawsuit claims that Mr. Nygard used his company, Nygard International, and employees to procure young victims and ply them with alcohol and drugs. He also paid Bahamian police officers to quash reports, shared women with local politicians and groomed victims to recruit “fresh meat,” the lawsuit says. Over months of interviews with The New York Times, dozens of women and former employees described how alleged victims were lured to Mr. Nygard’s Bahamian home by the prospect of modeling jobs or a taste of luxury. “He preys on poor people’s little girls,” said Natasha Taylor, who worked there for five years. Mr. Nygard ... had employees sign confidentiality agreements and sued those he suspected of talking. Multiple women said he had handed them cash after sex, helping to buy silence.

While another released document alleges that “ample evidence in this case establishes that not only did Defendant [Maxwell] recruit underage girls for massage and sexual activities with Epstein, but that she participated in calling the girls; getting other people to bring girls; talking to the girls; taking massages from and leaving messages about the girls; and scheduling the girls to come over”.

Carlos is a Mexican businessman. Two associates accompanied him as he travelled [to] India. There, [he] met Manu Gupta, a businessman active in a variety of sectors. On 25 September 2018 he was arrested in the city of Indore, Madhya Pradesh, along with a Mexican associate and an Indian chemist. The three men were wearing masks and gloves – and were in possession of more than 10kg of fentanyl — an ultra-potent synthetic opioid. The case sheds light on the international networks which Mexican cartels have built up – and the business methods they employ to dominate the lucrative fentanyl market. Fentanyl increasingly displaced heroin on the underground market, causing record numbers of overdoses around the world. In 2018, fentanyl and similar synthetic drugs accounted for nearly half of the 67,367 drug overdose deaths in the US. This year, overdoses have rocketed during the coronavirus pandemic, with more than 40 US states reporting an increase in drug mortality rates – particularly from synthetic opioids like fentanyl. In theory, sales of precursors are highly regulated. In reality, the extent of the problem is revealed with a simple Google search. Entering keywords for fentanyl precursors quickly leads you to the social network Pinterest, where – nestled between wedding moodboards and home decor inspiration – are posts from Chinese companies offering fentanyl precursors for export – many directed towards Mexico.

The Justice Department has been building a national database to track in real time the movement of vehicles around the U.S., a secret domestic intelligence-gathering program that scans and stores hundreds of millions of records about motorists. The primary goal of the license-plate tracking program, run by the Drug Enforcement Administration, is to seize cars, cash and other assets to combat drug trafficking, according to one government document. But the database’s use has expanded to hunt for vehicles associated with numerous other potential crimes, from kidnappings to killings to rape suspects. Officials have publicly said that they track vehicles near the border with Mexico to help fight drug cartels. What hasn’t been previously disclosed is that the DEA has spent years working to expand the database “throughout the United States,’’ according to one email reviewed by The Wall Street Journal. Many state and local law-enforcement agencies are accessing the database for a variety of investigations ... putting a wealth of information in the hands of local officials who can track vehicles in real time on major roadways. The database raises new questions about privacy and the scope of government surveillance. The existence of the program and its expansion were described in interviews with current and former government officials, and in documents obtained by the American Civil Liberties Union through a Freedom of Information Act request. From 2008 to 2010, as Edward Snowden has revealed, the National Security Agency (NSA) collaborated with the British Government Communications Headquarters to intercept the webcam footage of over 1.8 million Yahoo users. The agencies were analyzing images they downloaded from webcams and scanning them for known terrorists who might be using the service to communicate, matching faces from the footage to suspects with the help of a new technology called face recognition. In attempting to find faces, the Pentagon's Optic Nerve program recorded webcam sex by its unknowing targets—up to 11 percent of the material the program collected was "undesirable nudity" that employees were warned not to access. And that's just the beginning of what face recognition technology might mean for us in the digital era. The U.S. government is in the process of building the world's largest cache of face recognition data, with the goal of identifying every person in the country. The creation of such a database would mean that anyone could be tracked wherever his or her face appears, whether it's on a city street or in a mall. Today's laws don't protect Americans from having their webcams scanned for facial data. "If cameras connected to databases can do face recognition, it will become impossible to be anonymous in society," [attorney Jennifer] Lynch says. That means every person in the U.S. would be passively tracked at all times.

As troops and equipment pour into the Gulf for a looming war with Iraq, United States military thinkers admit that "defence" means protecting ... cheap oil. As far back as 1975, Henry Kissinger, then secretary of state, said America was prepared to wage war over oil. Separate plans advocating US conquest of Saudi oilfields were published in the '70s. So it should come as little surprise that ... four months before the terrorist attacks on Washington and New York - a battle plan for Afghanistan was already being reviewed by the US Command that would carry it out after September 11. Military strategists were highlighting the energy wealth of the Caspian Sea and Central Asia and its importance to America's "security". The Indian media and Jane's Intelligence Review reported that the US was fighting covert battles against the Taliban, months before the "war on terrorism" was declared. Over several months beginning in April last year a series of military and governmental policy documents was released that sought to legitimise the use of US military force in the pursuit of oil and gas. A spring 2001 article by Jeffrey Record in the War College's journal, Parameters, argued the legitimacy of "shooting in the Persian Gulf on behalf of lower gas prices". Mr Record [is] a former staff member of the Senate armed services committee (and an apparent favourite of the Council on Foreign Relations). [He] advocated the acceptability of presidential subterfuge in the promotion of a conflict. Mr Record explicitly urged painting over the US's actual reasons for warfare with a nobly high-minded veneer, seeing such as a necessity for mobilising public support for a conflict.

The rising e-waste crisis is being reckoned with in Rwanda, one gadget at a time

For Eric Nshimiyimanain, who owns two small electronic repair shops in Kigali, Rwanda, the startup chime of an old Windows laptop is the sound of a business opportunity. He refurbishes broken PCs, laptops, phones and secondhand gadgets classified as electronic waste, or "e-waste" that would otherwise end up as trash in Nduba, Rwanda's only open-air dump. "Sometimes we even use computer screens as TVs," Nshimiyimanain says. Converting those screens to televisions then becomes a cheaper option, he adds, for "citizens who have low incomes and cannot afford buying a brand-new TV." According to the UN-affiliated Global E-Waste Monitor report, nearly 54 million metric tons of e-waste was generated around the world in 2019. It includes everything from phones and computer monitors to larger appliances like refrigerators. Rwanda is one of only 13 countries in Africa that have passed national legislation regarding e-waste regulation, according to the report. And it has led to the first official recycling and refurbishing facility in the country. Operational since early last year, this public-private partnership between the government and Dubai-based Enviroserve became a source of pride for Rwanda. The state-of-the-art plant near Kigali can process up to 10,000 metric tons of e-waste per year. Enviroserve has already repaired and refurbished more than 5,000 computers, which were sold to public schools. To date, it has processed more than 4,000 tons of e-waste and created more than 600 jobs.

Kenyan recycles plastic waste into bricks stronger than concrete

Nzambi Matee hurls a brick hard against a school footpath constructed from bricks made of recycled plastic that her factory turns out in the Kenyan capital. It makes a loud bang, but does not crack. “Our product is almost five to seven times stronger than concrete,” said Matee, the founder of Nairobi-based Gjenge Makers, which transforms plastic waste into durable building materials. “There is that waste they cannot process anymore; they cannot recycle. That is what we get,” Matee said, strolling past sacks of plastic waste. Matee gets the waste from packaging factories for free, although she pays for the plastic she gets from other recyclers. Her factory produces 1,500 bricks each day, made from a mix of different kinds of plastic. These are high density polyethylene, used in milk and shampoo bottles; low density polyethylene, often used for bags for cereals or sandwiches; and polypropylene, used for ropes, flip-top lids and buckets. The plastic waste is mixed with sand, heated and then compressed into bricks, which are sold at varying prices, depending on thickness and colour. Their common grey bricks cost 850 Kenyan shillings ($7.70) per square metre, for example. Matee, a materials engineer who designed her own machines, said her factory has recycled 20 tonnes of waste plastic since ... 2017. Matee set up her factory after she ran out of patience waiting for the government to solve the problem of plastic pollution. “I was tired of being on the sidelines,” she said.

The label by the zucchini said they cost a little more than normal: 6¢ extra per kilo for their carbon footprint, 5¢ for the toll the farming takes on the land, and 4¢ to fairly pay workers. The so-called true-price initiative, operating in the store since late 2020, is one of dozens of schemes that Amsterdammers have introduced in recent months as they reassess the impact of the existing economic system. In April 2020, during the first wave of COVID-19, Amsterdam’s city government announced it would recover from the crisis, and avoid future ones, by embracing the theory of “doughnut economics.” The theory argues that 20th century economic thinking is not equipped to deal with the 21st century reality of a planet teetering on the edge of climate breakdown. Instead of equating a growing GDP with a successful society, our goal should be to fit all of human life into what Raworth calls the “sweet spot” between the “social foundation,” where everyone has what they need to live a good life, and the “environmental ceiling.” By and large, people in rich countries are living above the environmental ceiling. Those in poorer countries often fall below the social foundation. The space in between: that’s the doughnut. Amsterdam’s ambition is to bring all 872,000 residents inside the doughnut, ensuring everyone has access to a good quality of life, but without putting more pressure on the planet than is sustainable.

A Dose of a Hallucinogen From a ‘Magic Mushroom,’ and Then Lasting Peace

On a summer morning in 2013, Octavian Mihai entered a softly lit room. He swallowed a capsule of psilocybin, an ingredient found in hallucinogenic mushrooms. Then he put on an eye mask and headphones and lay down on a couch. Mr. Mihai, who had just finished treatment for Stage 3 Hodgkin’s lymphoma, was participating in a study looking at whether the drug can reduce anxiety and depression in cancer patients. Throughout that eight-hour session, a psychiatrist and a social worker ... stayed by his side. The results from that study, and a similar small, controlled trial, were striking. About 80 percent of cancer patients showed clinically significant reductions in both psychological disorders, a response sustained some seven months after the single dose. Side effects were minimal. In both trials, the intensity of the mystical experience described by patients correlated with the degree to which their depression and anxiety decreased. Although cancer patients will not have access to therapeutically administered psilocybin anytime soon, the findings add vigor to applications to expand research in a multicenter trial with hundreds of participants. Psilocybin trials are underway in the United States and Europe for alcoholism, tobacco addiction and treatment-resistant depression. Other hallucinogens are also being studied for clinical application. This week, the Food and Drug Administration approved a large-scale trial investigating MDMA, the illegal party drug better known as Ecstasy, for post-traumatic stress disorder.
