The digital Covid vaccination certification, or “passport,” is a mobile app that instantaneously affirms the vaccinated status, Covid test results, birth date, gender, and/or other identifiers of its holder. The information is usually mosaicked in a QR code, read by a proprietary scanner, and linked to a government registry. Led by New York, California, and Louisiana, as many as 30 states are rolling them out. The Biden administration announced last spring that it would wrangle them under national standards but so far it hasn’t. Internationally, the EU and a growing number of countries are adopting them, from repressive regimes like Bahrain to democracies like Denmark. Twenty U.S. states have banned the passes, and hashtags like #NoVaccinePassports are proliferating on both sides of the Atlantic. “Spoiler alert,” tweeted British DJ ... Lange. “They are not planning on removing vax passports once introduced. This is just the first step to get you conditioned to accepting government restrictions in your daily life via your mobile phone. This digital ID is going to expand to all aspects of your life.” Evidence supports the detractors’ suspicions. Every government introducing a vaccine certification vows that their use is voluntary and no personal information will be held beyond its necessity. But governments are far from unanimous even on such basics as ... how long and by whom our intimate information will be held, owned, or overseen. New York, for one, is not expecting to mothball the technology when Covid wanes.

‘Slavery by any name is wrong’: the push to end forced labor in prisons

“We have a system that forces people to work and not only forces them to work but does not give them an adequate living wage,” said [prison reformer Johnny] Perez. “Slavery by any name is wrong. Slavery in any shape or form is wrong.” Perez is now part of a nationwide movement that hopes to reform what some have called the “slavery loophole” that allows incarcerated people to be paid tiny sums for jobs that – if they refuse to do them – can have dire consequences. The 13th amendment of the US constitution, ratified in 1865, abolished slavery and involuntary servitude. But it contained an exception for “a punishment for crime whereof the party shall have been duly convicted”. This exception clause has been used to exploit prisoners in the US as workers, paying them nothing to a few dollars a day to perform jobs ranging from prison services to manufacturing or working for private employers where the majority of their pay is deducted for room and board and other expenses. A report published by the American Civil Liberties Union in June 2022 found about 800,000 prisoners out of the 1.2 million in state and federal prisons are forced to work, generating a conservative estimate of $11bn annually in goods and services while average wages range from 13 cents to 52 cents per hour. Five states – Alabama, Arkansas, Georgia, Mississippi and Texas – force prisoners to work without pay. The report concluded that the labor conditions of US prisoners violate fundamental human rights to life and dignity.

Philadelphia apologizes for experiments on Black inmates

The city of Philadelphia issued an apology Thursday for the unethical medical experiments performed on mostly Black inmates at its Holmesburg Prison from the 1950s through the 1970s. The move comes after community activists and families of some of those inmates raised the need for a formal apology. It also follows a string of apologies from various U.S. cities over historically racist policies or wrongdoing in the wake of the nationwide racial reckoning after the killing of George Floyd by a Minneapolis police officer. The city allowed University of Pennsylvania researcher Dr. Albert Kligman to conduct the dermatological, biochemical and pharmaceutical experiments that intentionally exposed about 300 inmates to viruses, fungus, asbestos and chemical agents including dioxin — a component of Agent Orange. The vast majority of Kligman's experiments were performed on Black men, many of whom were awaiting trial and trying to save money for bail, and many of whom were illiterate, the city said. Many of the former inmates would have lifelong scars and health issues from the experiments. A group of the inmates filed a lawsuit against the university and Kligman in 2000 that was ultimately thrown out because of a statute of limitations. Philadelphia Mayor Jim Kenney said in the apology that the experiments exploited a vulnerable population and the impact of that medical racism has extended for generations. Last year, the University of Pennsylvania issued a formal apology.

Animal populations experience average decline of almost 70% since 1970, report reveals

Earth’s wildlife populations have plunged by an average of 69% in just under 50 years, according to a leading scientific assessment, as humans continue to clear forests, consume beyond the limits of the planet and pollute on an industrial scale. From the open ocean to tropical rainforests, the abundance of birds, fish, amphibians and reptiles is in freefall, declining on average by more than two-thirds between 1970 and 2018, according to the WWF and Zoological Society of London’s (ZSL) biennial Living Planet Report. Two years ago, the figure stood at 68%, four years ago, it was at 60%. Many scientists believe we are living through the sixth mass extinction – the largest loss of life on Earth since the time of the dinosaurs – and that it is being driven by humans. The Living Planet Index combines global analysis of 32,000 populations of 5,230 animal species to measure changes in the abundance of wildlife across continents and taxa, producing a graph akin to a stock index of life on Earth. Latin America and the Caribbean region – including the Amazon – has seen the steepest decline in average wildlife population size, with a 94% drop in 48 years. Land use change is still the most important driver of biodiversity loss across the planet, according to the report. Mike Barrett, executive director of science and conservation at WWF-UK, said: “At a global level, primarily the declines we are seeing are driven by the loss and fragmentation of habitat driven by the global agricultural system and its expansion into intact habitat.”

Pfizer COVID vaccine price hike to boost revenue for years, rivals may follow

Pfizer's plan to as much as quadruple U.S. prices for its COVID-19 vaccine next year is beyond Wall Street's expectations and will spur its revenue for years despite weaker than anticipated demand for the new booster shot so far, analysts said. The drugmaker, which developed and sells the vaccine with Germany's BioNTech, said on Thursday evening that it is targeting a range of $110 to $130 a dose for the vaccine once the United States moves to a commercial market next year. Analysts said the move could lead to price hikes by rivals. The companies have varied the pricing during the pandemic, with wealthy countries paying the most for the shots and the poorest countries the least. Wells Fargo analyst Mohit Bansal said the new pricing range for the vaccine could add around $2.5 billion to $3 billion in annual revenue for Pfizer. "This is much higher than our assumption of $50 per shot," Bansal wrote in a research note. Global vaccine access group the People’s Vaccine Alliance, which has pushed for Pfizer to allow cheaper copies of the vaccine to be made, called the proposed price hike "daylight robbery." The price range announced by Pfizer represented a more than 10,000% markup over what experts have estimated it costs the vaccine makers to produce the shots.

The CIA Just Invested in Woolly Mammoth Resurrection Technology

The Dallas-based biotechnology company Colossal Biosciences has a vision: “To see the Woolly Mammoth thunder upon the tundra once again.” Founders George Church and Ben Lamm have already racked up an impressive list of high-profile funders and investors, including Peter Thiel, Tony Robbins, Paris Hilton, Winklevoss Capital — and, according to the public portfolio its venture capital arm released this month, the CIA. Colossal says it hopes to use advanced genetic sequencing to resurrect two extinct mammals — not just the giant, ice age mammoth, but also a mid-sized marsupial known as the thylacine, or Tasmanian tiger, that died out less than a century ago. In-Q-Tel, its new investor, is registered as a nonprofit venture capital firm funded by the CIA. On its surface, the group funds technology startups with the potential to safeguard national security. In addition to its long-standing pursuit of intelligence and weapons technologies, the CIA outfit has lately displayed an increased interest in biotechnology and particularly DNA sequencing. “Biotechnology and the broader bioeconomy are critical for humanity to further develop. It is important for all facets of our government to develop them and have an understanding of what is possible,” Colossal co-founder Ben Lamm wrote. The embrace of this technology, according to In-Q-Tel’s blog post, will help allow U.S. government agencies to read, write, and edit genetic material, and, importantly, to steer global biological phenomena that impact “nation-to-nation competition.”

477 whales die in 'heartbreaking' New Zealand strandings

Some 477 pilot whales have died after stranding themselves on two remote New Zealand beaches over recent days, officials say. None of the stranded whales could be refloated and all either died naturally or were euthanized in a “heartbreaking” loss, said Daren Grover, the general manager of Project Jonah, a nonprofit group which helps rescue whales. The whales beached themselves on the Chatham Islands, which are home to about 600 people and located about 800 kilometers (500 miles) east of New Zealand's main islands. The Department of Conservation said 232 whales stranded themselves Friday at Tupuangi Beach and another 245 at Waihere Bay on Monday. The deaths come two weeks after about 200 pilot whales died in Australia after stranding themselves on a remote Tasmanian beach. Mass strandings of pilot whales are reasonably common in New Zealand, especially during the summer months. Scientists don't know exactly what causes the whales to strand, although it appears their location systems can get confused by gently sloping sandy beaches. Grover said there is a lot of food for the whales around the Chatham Islands, and as they swim closer to land, they would quickly find themselves going from very deep to shallow water. “They rely on their echolocation and yet it doesn't tell them that they are running out of water,” Grover said. “They come closer and closer to shore and become disoriented. The tide can then drop from below them and before they know it, they're stranded on the beach.”

In 1967, Israel attacked a US spy ship, killing 34 men and injuring many more. The Israelis claimed it was an accident, the Americans backed them up. Both governments concealed the horrific truth. As the [USS] Liberty sat within eyeshot of El Arish, eavesdropping on surrounding communications, Israeli soldiers turned the town into a slaughterhouse, systematically butchering their prisoners. In the shadow of the El Arish mosque, they lined up about 60 unarmed Egyptian prisoners, hands tied behind their backs, and then opened fire with machine guns until the pale desert sand turned red. This and other war crimes were just some of the secrets Israel had sought to conceal since the start of the conflict. An essential element in the Israeli battle plan seemed to have been to hide much of the war behind a carefully constructed curtain of lies: lies about the Egyptian threat, lies about who started the war, lies to the US. Into this sea of deception and slaughter sailed the USS Liberty, an enormous spy factory loaded with the latest eavesdropping gear. The order was given to kill her and at 12.05pm, three motor torpedo boats from the port of Ashdod, about 50 miles away, departed. Israeli air force fighters, loaded with 50mm cannon ammunition, rockets and napalm, followed. According to information, interviews and documents obtained, for nearly 35 years the NSA has hidden the fact that one of its planes - a Navy EC-121 ferret - was overhead at the time of the incident, eavesdropping on what was going on below.

Former New Jersey attorney general John Farmer served as senior counsel to the 9/11 Commission, tasked with investigating the government response to the attacks. His new book, The Ground Truth, picks up where the commission left off – taking a deeper look at the government's ... response to the attacks and exposing officials determined to hide their failings from the inquiry. Farmer uses newly released transcripts and recordings to cast doubt on the official version of events. He spoke with TIME. [Time:] Why do you think officials tried to obscure [the truth about 9/11]? [Farmer:] It's almost a culture of concealment. You have someone like Sandy Berger ... taking rather extreme measures to remove documents from the National Archives and hide them at a construction site where he could retrieve them later and destroy them. There were interviews made at the FAA's New York center the night of 9/11 and those tapes were destroyed. The CIA tapes of the interrogations were destroyed. The story of 9/11 itself, to put it mildly, was distorted and was completely different from the way things happened. If what the government is telling you isn't true, then the truth could be anything. I think there is evidence that the truth wasn't told and that at least some of that was deliberate.

How Taiwan's 'civic hackers' helped find a new way to run the country

It came to be known as the Sunflower movement, a sudden three-week stand-off in 2014 between the government and Taiwanese protesters. Months later, government officials arrived at a ... university campus to ask for the help of a group that few knew even existed: the civic hackers. Taiwan’s civic hackers were organized around a leaderless collective called g0v (pronounced “gov zero.”) Many believed in radical transparency ... and in the idea that everyone who is affected by a decision should have a say in it. They preferred establishing consensus to running lots of majority-rule votes. These were all principles, incidentally, that parallel thinking about how software should be designed – a philosophy that g0v had begun to apply to the arena of domestic politics. As g0v saw it, the problem of politics was essentially one of information. They needed a way not to measure division, but construct consensus. The hackers’ answer was called vTaiwan. The platform invites citizens into an online space for debate that politicians listen to and take into account when casting their votes. As people expressed their views, rather than serving up the comments that were the most divisive, it gave the most visibility to those finding consensus. Soon, vTaiwan was being rolled out on issue after issue, especially those related to technology, and each time a hidden consensus was revealed. The system’s potential to heal divisions, to reconnect people to politics, is a solution made for the problems of our age.

Postcards from Kamikatsu, Japan’s ‘zero-waste’ town

Tucked away in the mountains of Japan’s Shikoku island, a town of about 1,500 residents is on an ambitious path toward a zero-waste life. In 2003, Kamikatsu became the first municipality in Japan to make a zero-waste declaration. Since then, the town has transformed its open-air burning practices for waste disposal into a system of buying, consuming and discarding with the goal of reaching carbon neutrality. Now, the town estimates it is more than 80 percent of its way toward meeting that goal by 2030. The Zero Waste Center is the town’s recycling facility, where residents can sort their garbage into 45 categories — there are nine ways to sort paper products alone — before they toss the rest into a pile for the incinerators. Residents clean and dry dirty items so they are suitable for recycling. The town offers an incentive system in which people can collect recycling points in exchange for eco-friendly products. There are signs depicting what new items will be made out of those recycled items, and how much money the town is saving by working with recycling companies rather than burning the trash. It’s a way to remind them of their social responsibility. Attached to the Zero Waste Center is a thrift shop where residents can drop off items they don’t want anymore, and others can take them free. All they need to do is weigh the item they take from the shop and log the weight in a ledger so the shop can keep track of the volume of reused items. In January alone, about 985 pounds’ worth of items were rehomed.

Braver Angels: Seeking to de-polarize America

Michigan is a battleground state, in every sense of the word. Here, purple doesn't mean moderate; it means the 50-50, Red/Blue split is a chasm. On a recent Saturday in Traverse City, Mich., people gathered – half of them Red, the other half Blue – brought together by Braver Angels, a not-for-profit attempting to narrow the divide. "I'm here out of concern for our country, and our democracy," said one attendee, Jane. Started in 2016, Braver Angels now holds sessions nationwide. It was shaped by Bill Doherty, who teaches relationships at the University of Minnesota. He's also a marriage counselor. Correspondent Martha Teichner asked Doherty, "Is it a proper analogy: Reds and Blues in America, and couples on the brink of divorce?" "There is an analogy to couples on the brink," Doherty replied. "A big difference is that divorce is not possible in America." In Traverse City, participants arrived uneasy at first, defensive. Task #1 at a Red/Blue workshop: stereotypes. Reds and Blues, seated in separate rooms, are asked to list what "they" call "you." Facilitators then ask each side if there's is a kernel of truth in those stereotypes. Tim said, "The passion for the pro-life cause sometimes seems not to hear women." And so it goes, for three hours, peeling back the onion of opinion, looking for common ground. No trying to change anybody's mind. Divided they were, but they showed up, because they wanted to know each other not by label, but by name. Braver Angels has held more than 2,000 workshops and is growing.

The Prophet of Garbage

The Plasma Converter ... can consume nearly any type of waste—from dirty diapers to chemical weapons—by annihilating toxic materials in a process ... called plasma gasification. A 650-volt current passing between two electrodes rips electrons from the air, converting the gas into plasma. The plasma arc is so powerful, it disintegrates trash into its constituent elements by tearing apart molecular bonds. The system is capable of breaking down pretty much anything except nuclear waste. The only by-products are an obsidian-like glass [and] a mixture of primarily hydrogen and carbon monoxide that can be converted into a variety of marketable fuels, including ethanol, natural gas and hydrogen. Perhaps the most amazing part of the process is that it’s self-sustaining. Once the cycle is under way, the 2,200°F syngas is fed into a cooling system, generating steam that drives turbines to produce electricity. About two thirds of the power is siphoned off to run the converter; the rest can be used on-site for heating or electricity, or sold back to the utility grid. Even a blackout would not stop the operation of the facility. New York City is already paying an astronomical $90 a ton to get rid of its trash. According to Startech, a few 2,000-ton-per-day plasma-gasification plants could do it for $36. Sell the syngas and surplus electricity, and you’d actually net $15 a ton. But the decision-making bureaucracy can be slow, and it is hamstrung by the politically well-connected waste-disposal industry. Startech isn’t the only company using plasma to turn waste into a source of clean energy. A handful of start-ups—Geoplasma, Recovered Energy, PyroGenesis, EnviroArc and Plasco Energy, among others—have entered the market in the past decade.
