The frequency of child sex abuse is a true epidemic. Since at least 2000, the U.S. Department of Justice has reported that some 67 percent of all sexual assaults are committed against victims under 18 years old. The U.S. Department of Health and Human Services reports confirmed child sexual abuse cases number approximately 58,000 per year in recent years. Unreported child sexual assaults are estimated at 80 percent. Most Americans who are victims of sex trafficking come from our nation’s own foster care system. It’s a deeply broken system that leaves thousands vulnerable to pimps as children and grooms them for the illegal sex trade as young adults. Most people don’t know about our nation’s foster care to sex trafficking pipeline, but the facts are sobering. The National Center for Missing and Exploited Children (NCMEC) found that “of the more than 18,500 endangered runaways reported to NCMEC in 2016, one in six were likely victims of child sex trafficking. Of those, 86 percent were in the care of social services when they went missing.” As NCMEC’s CEO told Congress in 2013, “Children in foster care are easy targets for pimps ... [they] are the most susceptible to the manipulation and false promises that traffickers use to secure their trust and dependency.” Child welfare systems can, but often do not, prevent that reality for children. Pimps rely on that. I have seen all of this up close as an attorney who represents children abused in foster and group home care.

Once among the world’s most acclaimed scientists, Jose Manuel Rodriguez Delgado has become an urban legend. Delgado pioneered ... the brain chip, which manipulates the mind by electrically stimulating neural tissue with implanted electrodes. In 1965, [he] stopped a charging bull in its tracks by sending a radio signal to a device implanted in its brain. He also implanted radio-equipped electrode arrays, which he called “stimoceivers,” in dogs, cats, monkeys, chimpanzees, gibbons, and humans. With the push of a button, he could evoke smiles, snarls, bliss, terror, hunger, garrulousness, lust, and other responses. Delgado also invented implantable “chemotrodes” that could release precise amounts of drugs directly into the brain. In 1952, Delgado co-authored ... the first peer-reviewed paper describing deep brain stimulation of humans. Over the next two decades, he implanted electrodes in some 25 subjects. Most were schizophrenics and epileptics at the now-defunct State Hospital for Mental Diseases in Howard, Rhode Island. The sponsorship of his experiments by the Office of Naval Research and the Air Force Aeromedical Research Laboratory (as well as several civilian agencies) raised eyebrows. He invented a halo-like device and a helmet that could deliver electromagnetic pulses to specific neural regions. Testing the gadgets on animals and human volunteers, including himself and his daughter, Delgado discovered that he could induce drowsiness, alertness, and other states.

How the FDA Manipulates the Media

It was a faustian bargain—and it certainly made editors at National Public Radio squirm. The deal was this: NPR, along with a select group of media outlets, would get a briefing about an upcoming announcement by the U.S. Food and Drug Administration a day before anyone else. But in exchange for the scoop, NPR would have to abandon its reportorial independence. The FDA would dictate whom NPR's reporter could and couldn't interview. “My editors are uncomfortable with the condition that we cannot seek reaction,” NPR reporter Rob Stein wrote back to the government officials offering the deal. Stein asked for a little bit of leeway to do some independent reporting but was turned down flat. Take the deal or leave it. NPR took the deal – along with reporters from more than a dozen other top-tier media organizations, including CBS, NBC, CNN, the Washington Post, the Wall Street Journal and the New York Times. This kind of deal offered by the FDA - known as a close-hold embargo - is an increasingly important tool used by scientific and government agencies to control the behavior of the science press. By using close-hold embargoes and other methods, the FDA, like other sources of scientific information, are gaining control of journalists who are supposed to keep an eye on those institutions. The watchdogs are being turned into lapdogs. It is hard to tell when a close-hold embargo is afoot because, by its very nature, it is a secret.

Since the Reagan administration, Republicans have fervently claimed lower taxes will unleash the "makers" — incentivizing them to work harder and invest more, thereby trickling down to benefit ordinary Americans. Moreover, they have consistently claimed that their tax cuts would create such dramatic economic growth that they’d literally pay for themselves. Instead, the national debt is at a record high, and the gap between the richest and the poorest U.S. households is now the largest it has been in the 52 years the Census Bureau has been tracking it. And that inequality gap started to expand dramatically about the same time the Republican Party started cutting taxes. The American economy since 1950 offers a chance to consider the impact of these tax cuts. From 1950 to 1980, the top federal marginal tax rates ... were as high as 92% and never below 70%. Republicans have been slashing the top tax bracket for annual earned income since the early 1980s, and it is now 37%. Further, in 2003 the GOP shrank the tax rate on unearned income (such as dividends) to 15%, resulting (for example) in the billionaire Warren Buffett having a lower tax rate than his secretary. With such dramatic tax cuts, GOP dogma predicted a booming U.S. economy. But it turns out U.S. economic growth was substantially higher during the period of high taxes. From 1950 to 1980, average annual growth in real (inflation-adjusted gross domestic product) was 3.9%, while from 1981 to 2018 the comparable number was 2.7%.

The number of recommended vaccines was only 23 doses of seven vaccines in 1983. By 2017, the CDC’s recommended number skyrocketed to 69 doses of 16 vaccines – 50 doses given before age 6. Vaccination is not appropriate for every individual due to one’s genetic disposition, autoimmune deficiency, allergy or other circumstance. Medical professionals would never claim that because a certain drug or therapy was approved for most people, everyone should be subject to it – but with vaccine injury, the clinical evidence does not seem to apply. Despite ... specific warnings on each vaccine insert, there is an unwillingness to acknowledge the risk for some individuals. While some claim vaccine injuries are rare, the CDC-funded Harvard Pilgrim Project’s [found] that less than 1 percent are ever reported to VAERS, the Vaccine Adverse Events Reporting System. Taxpayers – not liability-free pharmaceutical companies – have paid patients $4 billion for their injuries or death through the Vaccine Injury Compensation Program since 1988. Most families that have experiences with vaccine reactions were never notified beforehand of [this] program. Certain ingredients in vaccinations, including chemicals, human, animal, and insect DNA and RNA, are abhorrent to some for religious or ethical reasons. Mandated vaccination should not force someone to compromise their beliefs. The American Medical Association’s code of ethics affirms the right to both religious and philosophical exceptions for physicians themselves to not be vaccinated. The same standard should apply to their patients.

How a Dropped Wrench Socket Almost Incinerated Arkansas: Review

He reveals declassified studies that disclose hundreds of mishaps between 1950 and 1967 and beyond. They include a B-61 hydrogen bomb accidentally dropped 7 feet from a parked B-52 bomber at Carswell Air Force Base when a crewman pulled a handle too hard, and a Mark 6 atomic bomb landing in a Mars Bluff, South Carolina backyard, creating a 35-foot-deep crater and blowing out nearby windows and doors. A former Central Intelligence Agency employee told a Senate subcommittee today that he and another C.I.A. employee were sent to San Francisco in 1959 to lure unsuspecting people to a party at which the two agents were to spray the air with LSD 25 as part of the agency's secret drug testing program. The test [was] part of a much larger drug testing program known by the cryptonym MK ULTRA,” David Rhodes told the Senate Subcommittee on Health and Scientific Research. Mr. Rhodes, two former C.I.A. employees, two former Bureau of Narcotics agents and Dr. Charles Geschickter, head of a foundation that channeled C.I.A. medical research funds to universities for nine or 10 years, were questioned this morning in the first of two days of hearings into C.I.A. testing of drugs on human beings. Today's testimony by Mr. Rhodes provided the first look the public has had at an LSD test inside a C.I.A. safehouse. The agency carried out other drug tests in both California and New York City from 1953 to 1966 in such safehouses, mainly apartments and motel rooms. These were secretly rented for the agency by George H. White, an official of the old Federal Bureau of Narcotics, which has since been supplanted by the Drug Enforcement Administration. Mr. Rhodes, a psychologist employed by the C.I.A. from 1957 to 1961, said he went to California in 1959 with Walter P. Pasternak. Mr. Pasternak, a former employee of the agency, was also an official with the Society for the Investigation of Human Ecology.

Serial sex abuser Jeffrey Epstein apologizes — but not to his victims

The apology came as a settlement was announced ... between Epstein, 65, and Fort Lauderdale attorney Bradley Edwards, who represents several of Epstein’s victims. Those victims, now in their late 20s and early 30s, had been scheduled to testify in the trial, which was about to get underway. The case only indirectly involved the abuse inflicted on Epstein’s victims and instead focused on a battle between Epstein and Edwards. The trial ended before it began, with a dramatic statement ... that Epstein admitted now he’d used the civil justice system “as a tool for extortion” in order to intimidate Edwards into abandoning his quest for justice for [Epstein’s] victims. Several of Epstein’s victims described how they felt intimidated and shamed into silence by both Epstein and the federal and state prosecutors. The women were deliberately kept in the dark. Prosecutors effectively sabotaged their case in order to help Epstein, whose friends included former President Bill Clinton, Donald Trump, Prince Andrew and actors, academics and world leaders. Edwards hoped to use the forum of the trial to allow sex abuse victims to tell their stories ... for the first time. But over the past several months, the judge had narrowed the scope of the case, prohibiting Edwards from producing evidence that Epstein had abused and trafficked hundreds of young girls between 1999 and 2006.

The Pentagon’s Massive Accounting Fraud Exposed

On November 15, Ernst & Young and other private firms that were hired to audit the Pentagon announced that they could not complete the job. Congress had ordered an independent audit of the Department of Defense, the government’s largest single cost center - the Pentagon receives two of every three federal tax dollars collected - after the Pentagon failed for decades to audit itself. The firms concluded, however ... that a reliable audit was simply impossible. Now, a Nation investigation has uncovered an explanation for the Pentagon’s foot-dragging: For decades, the DoD’s leaders and accountants have been perpetrating a gigantic, unconstitutional accounting fraud, deliberately cooking the books to mislead the Congress and drive the DoD’s budgets ever higher, regardless of military necessity. DoD has literally been making up numbers in its annual financial reports to Congress - representing trillions of dollars’ worth of seemingly nonexistent transactions - knowing that Congress would rely on those misleading reports. When the DoD submits its annual budget requests to Congress, it sends along the prior year’s financial reports, which contain fabricated numbers. The fabricated numbers disguise the fact that the DoD does not always spend all of the money Congress allocates in a given year. However, instead of returning such unspent funds to the US Treasury, as the law requires, the Pentagon sometimes launders and shifts such moneys to other parts of the DoD’s budget.

The scandal of fiddled global warming data

When future generations try to understand how the world got carried away around the end of the 20th century by the panic over global warming, few things will amaze them more than the part played in stoking up the scare by the fiddling of official temperature data. Steven Goddard’s US blog Real Science [shows] how shamelessly manipulated has been one of the world’s most influential climate records, the graph of US surface temperature records published by the National Oceanic and Atmospheric Administration (NOAA). Goddard shows how, in recent years, NOAA’s US Historical Climatology Network (USHCN) has been “adjusting” its record by replacing real temperatures with data “fabricated” by computer models. The effect of this has been to downgrade earlier temperatures and to exaggerate those from recent decades, to give the impression that the Earth has been warming up much more than is justified by the actual data. In several posts headed “Data tampering at USHCN/GISS”, Goddard compares the currently published temperature graphs with those based only on temperatures measured at the time. These show that the US has actually been cooling since the Thirties, the hottest decade on record; whereas the latest graph, nearly half of it based on “fabricated” data, shows it to have been warming at a rate equivalent to more than 3 degrees centigrade per century.

For the first time in history, U.S. billionaires paid a lower tax rate than the working class last year

A new book-length study on the tax burden of the ultrarich begins with a startling finding: In 2018, for the first time in history, America’s richest billionaires paid a lower effective tax rate than the working class. “The Triumph of Injustice,” by economists Emmanuel Saez and Gabriel Zucman of the University of California at Berkeley, presents a first-of-its kind analysis of Americans’ effective tax rates since the 1960s. It finds that in 2018, the average effective tax rate paid by the richest 400 families in the country was 23 percent, a full percentage point lower than the 24.2 percent rate paid by the bottom half of American households. In 1980, by contrast, the 400 richest had an effective tax rate of 47 percent. In 1960, that rate was as high as 56 percent. The effective tax rate paid by the bottom 50 percent, by contrast, has changed little over time. The tipping point came in 2017, with the passage of the Tax Cuts and Jobs Act. The legislation, championed by President Trump and then-House Speaker Paul D. Ryan (R-Wis.), was a windfall for the wealthy: It lowered the top income tax bracket and slashed the corporate tax rate. By 2018, according to Saez and Zucman, the rich were already enjoying the fruits of that legislation: The average effective tax rate paid by the top 0.1 percent of households dropped by 2.5 percentage points. The benefits promised by the bill’s supporters — higher rates of growth and business investment and a shrinking deficit — have largely failed to materialize.

At Least 70 Countries Have Had Disinformation Campaigns, Study Finds

In Vietnam, citizens were enlisted to post pro-government messages on their personal Facebook pages. The Guatemalan government used hacked and stolen social media accounts to silence dissenting opinions. Ethiopia’s ruling party hired people to influence social media conversations in its favor. Despite increased efforts by internet platforms like Facebook to combat internet disinformation, the use of the techniques by governments around the world is growing, according to a report released Thursday by researchers at Oxford University. Governments are spreading disinformation to discredit political opponents, bury opposing views and interfere in foreign affairs. The researchers compiled ... one of the most comprehensive inventories of disinformation practices by governments around the world. They found that the number of countries with political disinformation campaigns more than doubled to 70 in the last two years, with evidence of at least one political party or government entity in each of those countries engaging in social media manipulation. Facebook remains the No. 1 social network for disinformation, the report said. Organized propaganda campaigns were found on the platform in 56 countries. Governments have used “cyber troops” to shape public opinion, including networks of bots to amplify a message, groups of “trolls” to harass political dissidents or journalists, and scores of fake social media accounts to misrepresent how many people engaged with an issue.

Has the Government Legalized Secret Defense Spending?

October 4th, 2018, was a busy news day. The only thing that did not make the news was an announcement by a little-known government body called the Federal Accounting Standards Advisory Board - FASAB - that essentially legalized secret national security spending. The new guidance, “SFFAS 56 – CLASSIFIED ACTIVITIES” permits government agencies to “modify” public financial statements. It also expressly allows federal agencies to refrain from telling taxpayers if and when public financial statements have been altered. To Michigan State professor Mark Skidmore, who’s been studying discrepancies in defense expenditures for years, the new ruling - and the lack of public response to it - was a shock. “From this point forward,” he says, “the federal government will keep two sets of books, one modified book for the public and one true book that is hidden.” Catherine Austin Fitts was Assistant Secretary for Housing and Urban Development during the George H.W. Bush administration. She’s been working with Skidmore on defense accounting issues for two years. She was so alarmed about the new FASAB ruling she commissioned an in-depth study of “Standard 56” for her site, the Solari Report. The report writes bluntly that SFFAS 56 is: “... taking government accounting practices from laxly enforced reporting standards to a new benchmark entirely–expressly approved obfuscation of reporting and, in some cases, outright concealing financials.”

Jeffrey Epstein and the Decline of the American Experiment

A decade ago, a billionaire pedophile was able to use his wealth and connections to escape any semblance of a just punishment. The whole system shielded the billionaire from the gravity of his crimes. That its functionaries felt compelled to do so says a lot about our ruling elites. The basic story is this: Jeffrey Epstein is a billionaire financier. He is also a sexual pervert who, until about 12 years ago, preyed serially on teenage children, roughly until they reached the age of consent and became, in his eyes, unattractive. What did authorities do when they found out, back in 2005? They spent a couple of years investigating and drawing up an indictment, then proceeded to quash further investigation, cooperated with Epstein’s lawyers to avoid publicity, violated procedures about plea bargains, made Epstein serve only 13 months in confinement, put him in the county jail rather than state prison ... and concealed most of the terms of the settlement from the public and the victims themselves. 11-year-old hacks replica of Florida’s election system in 10 minutes

An 11-year-old has been able to hack into a replica of Florida’s election system in 10 minutes during a test ahead of upcoming US midterm elections this November. The boy was the fastest of 35 children who were able to hack into replicas of the websites of six swing states during the three-day Def Con security convention. The results of those efforts to test the strength of US election infrastructure will be passed onto the states, and the National Association of Secretaries of State - the officials responsible for tallying and confirming vote totals - said that they welcome the efforts. The results highlight potential security lapses amid heightened concern that American voter rolls will be tampered with in the upcoming midterm elections, and after President Donald Trump’s national security team warned that Russia had launched “pervasive” efforts to interfere in America’s 2018 elections. The convention indicated that the hackers were able to change party names in the systems, and added as many as 12 billion votes to candidates. “Candidates names were changed to ‘Bob Da Builder’ and ‘Richard Nixon’s head’,” the convention said in a tweet. The winning hacker was identified as Emmett Brewer, a boy whose Twitter account says he lives in Austin, Texas.

Robert F. Kennedy Jr. pulled up to the massive Richard J. Donovan Correctional Center, a California state prison complex. Kennedy was there to visit Sirhan B. Sirhan, the man convicted of killing his father, Sen. Robert F. Kennedy, nearly 50 years ago. It was the culmination of months of research by Kennedy into the assassination. He would not discuss the specifics of their conversation. But when it was over, Kennedy had joined those who believe there was a second gunman, and that it was not Sirhan who killed his father. He now supports the call for a re-investigation of the assassination led by Paul Schrade, who also was shot in the head as he walked behind Kennedy in the pantry of the Ambassador Hotel ... but survived. Though Sirhan admitted at his trial in 1969 that he shot Kennedy, he claimed from the start that he had no memory of doing so. And midway through Sirhan's trial, prosecutors provided his lawyers with an autopsy report that launched five decades of controversy: Kennedy was shot four times at point-blank range from behind, including the fatal shot behind his ear. But Sirhan, a 24-year-old Palestinian immigrant, was standing in front of him. Was there a second gunman? The debate rages to this day. Sirhan's appeals have been rejected ... as recently as 2016, even with the courts considering new evidence that has emerged over the years that as many as 13 shots were fired - Sirhan's gun held only eight bullets - and that Sirhan may have been subjected to coercive hypnosis, a real life "Manchurian candidate."

The Newborn Genetic Screening test is required in all 50 states. Nearly every baby born in the United States gets a heel prick shortly after birth. Their newborn blood fills six spots on a special filter paper card. It is used to test baby for dozens of congenital disorders. Some states destroy the blood spots after a year, 12 states store them for at least 21 years. California, however, is one of a handful of states that stores the remaining blood spots for research indefinitely in a state-run biobank. The child's leftover blood spots become property of the state and may be sold to outside researchers without the parent's knowledge or consent. "I just didn't realize there was a repository of every baby born in the state. It's like fingerprints," new mom Soniya Sapre responded. In California ... you do have the right to ask the biobank to destroy the leftovers after the fact, though the agency's website states it "may not be able to comply with your request." You also have the right to find out if your child's blood spots have been used for research, but you would have to know they were being used in the first place and we've discovered that most parents don't. But researchers with the California Genetic Disease Screening Program aren't the only ones with access to samples stored in the biobank. Blood spots are given to outside researchers for $20 to $40 per spot. According to biobank records, the program sold about 16,000 blood spots over the past five years, totaling a little more than $700,000.

Ex-CIA Director Says U.S. Meddles for a 'Good Cause'

Ex-CIA Director James Woolsey said it himself. Yes, the U.S. meddles in other countries elections. But when we do it, it’s for the right reasons. “Only for a very good cause,” he says, because our government is ensuring foreign elections result in “democracy.” But doesn’t democracy demand that people decide for themselves? And how well has U.S. meddling actually worked out? According to Carnegie Mellon University researcher Dov Levin, the United States has attempted to sway elections in other countries more than 80 times worldwide between 1946 and 2000. But those 80+ instances of the U.S. interfering with other nations elections does not include regime change efforts. In the 1970s in Chile, the CIA conducted a botched kidnapping of General René Schneider, the Chilean Army’s commander-in-chief, that resulted in Schneider’s death. The plot was an effort to undermine the presidency of Salvador Allende, which may have fueled the violent coup that led to Allende’s overthrow. In 1974, Henry Kissinger was quoted in Newsweek, saying about Chile: “I don’t see why we have to let a country go communist due to the irresponsibility of its own people.” Levin’s tally also does not include covert coup d’etats where our government overthrows a foreign leader like the the U.S. did in Iran in 1953 or in Guatemala in 1954. In fact, Salon magazine documents 35 nations in which the United States has overthrown legitimate governments and or supported fascists, drug lords or terrorists. U.S. intervention is rarely about democracy.

NSA Deletes “Honesty” and “Openness” From Core Values

The National Security Agency maintains a page on its website that outlines its mission statement. Since at least May 2016, the surveillance agency had featured honesty as the first of four “core values” listed on NSA.gov, alongside “respect for the law,” “integrity,” and “transparency.” On January 12, however, the NSA removed the mission statement page – which can still be viewed through the Internet Archive – and replaced it with a new version. Now, the parts about honesty and the pledge to be truthful have been deleted. The agency’s new top value is “commitment to service,” which it says means “excellence in the pursuit of our critical mission.” Those are not the only striking alterations. All references to “trust,” “honor,” and “openness” have disappeared. The agency previously stated on its website that it embraced transparency and claimed that all of its activities were aimed at “ensuring the safety, security, and liberty of our fellow citizens.” That has also been discarded. The new list of values includes the additions “respect for people” and “accountability.” But the section on respecting people is a reference to diversity within the NSA workforce, not a general commitment to members of the public. Accountability is defined as taking “responsibility for our decisions.” The one core value that remains essentially unchanged is “respect for the law,” which the agency says means it is “grounded in our adherence to the U.S. Constitution and compliance with the U.S. laws, regulations and policies that govern our activities.”
