Top-secret wartime experiments were conducted off the coast of Auckland to perfect a tidal wave bomb, declassified files reveal. United States defence chiefs said that if the project had been completed before the end of the war it could have played a role as effective as that of the atom bomb. Details of the tsunami bomb, known as Project Seal, are contained in 53-year-old documents released by the Ministry of Foreign Affairs and Trade. Papers stamped "top secret" show the US and British military were eager for Seal to be developed in the post-war years too. The experiments involved laying a pattern of explosives underwater to create a tsunami. It is unclear what happened to Project Seal once the final report was forwarded to Wellington Defence Headquarters late in the 1940s. The bomb was never tested on a full scale. "Whether it could ever be resurrected ... Under some circumstances I think it could be devastating."
A homosexual prostitution ring is under investigation by federal and District authorities and includes among its clients key officials of the Reagan and Bush administrations, military officers, congressional aides and US and foreign businessmen with close social ties to Washington's political elite. Reporters for this newspaper examined hundreds of credit-card vouchers, drawn on both corporate and personal cards and made payable to the escort service operated by the homosexual ring. Among clients who charged homosexual prostitutes services on major credit cards over the past 18 months are Charles K. Dutcher, former associate director of presidential personnel in the Reagan administration, and Paul R. Balach, Labor Secretary Elizabeth Dole’s political personnel liaison to the White House. Members of major news organizations also procured escort services from the ring, credit card documents show. These include Stanley Mark Tapscott, who was an assistant managing editor of The Washington Times. Before joining The Times, Mr. Tapscott worked for the Office of Personnel Management in the Reagan administration. A major concern, said the former official with longtime ties to top-ranking military intelligence officers, was that hostile foreign intelligence services were using young male prostitutes to compromise top administration homosexuals, thus making them subject to blackmail.

A state file containing reports of physical and sexual abuse of foster children, based on interviews with some of the children and including one instance reminiscent of slave auctions, has been turned over to the Executive Board of the Nebraska Legislature. One of the reports in the file ... is an account by [a] victim who described parties at various places, including Omaha and cities to which she was flown on the East Coast ... including one in which the ... teen-ager was made to stand nude at a party while she was offered at auction to the highest bidder. "I don't know if they can prove it," the source said, "but if one-tenth of what that girl is saying is true, I'd sure hate to have her talking about me." The foster care agency's submission of the file is among the latest developments in a case that began surfacing Nov. 4, when the Government's National Credit Union Administration shut down the Franklin Community Federal Credit Union in Omaha. The agency ... subsequently filed suit against Lawrence E. King Jr., Franklin Community's manager and treasurer, charging him with diverting millions of dollars of the institution's money to his own purposes. In all, the agency says, Franklin Community is missing $38 million. Mr. King has not been accused of personally engaging in child sexual abuse. But a number of widening Federal and state investigations into the credit union's collapse are aimed in part at determining whether any of the money he is accused of embezzling was ever used to transport children or to pay them for sex.

Adm. Stansfield Turner, the Director of Central Intelligence, testified today that the C.I.A. had secretly supported human behavior control research at 80 institutions, including 44 colleges or universities as well as hospitals, prisons and pharmaceutical companies. He said that the main action years of MK-Ultra were from 1953 through 1963. The projects, he said, had included tests of LSD and of a "K," or "knockout drop." The agency had supported 185 nongovernment researchers in 149 separate research projects. Admiral Turner said that ... 8,000 pages of newly discovered documents do not contain the names of the subjects of the tests but do contain "leads" that might enable them to be found. Admiral Turner acknowledged under questioning that the C.I.A. had apparently planned to test drugs on terminal cancer patients at the same institution where it secretly contributed $375,000 toward the construction of a hospital building. The New York Times has independently confirmed the institution is Georgetown University Medical School here. Admiral Turner [also] said that "some unwitting testing took place on criminal sexual psychopaths confined at a state hospital." At the two-hour hearing today, Senator Kennedy, a Massachusetts Democrat, pressed Admiral Turner to let the universities, researchers and possible subjects of the tests know of the C.I.A.'s involvement. "These individuals have a right to know who they are and why they were used," he said.

With humans under treatment for epilepsy, he has increased word output sixfold in one person, has produced severe anxiety in another, and in several others has induced feelings of profound friendliness—all by electrical stimulation of various specific regions of their brains. "I do not know why more work of this sort isn't done," he remarked recently, "because it is so economical and easy." Monkeys will learn to press a button that sends a stimulus to the brain of an enraged member of the colony and calms it down, indicating that animals can be taught to control one another's behavior.

The Air Force has sent its commands a warning to treat sightings of unidentified flying objects as "serious business" directly related to the nation's defense, it was learned today. An Air Force spokesman confirmed issuance of the directive after portions of it were made public by a private “flying saucer” group. The new regulations were issued by the Air Force inspector general Dec. 24. Existence of the document was revealed by the National Investigations Committee on Aerial Phenomena [NICAP]. The privately financed committee accused the Air Force of deception in publicly describing reports of unidentified flying objects as delusions and hoaxes while sending the private admonition to its commands. Vice Admiral R. H. Hillenkoetter (Ret.), a committee board member and former director of the Central Intelligence Agency, said ... "It is time for the truth to be brought out in open Congressional hearings. Behind the scenes, high-ranking Air Force officers are soberly concerned about the UFOs. But through official secrecy and ridicule, many citizens are led to believe the unknown flying objects are nonsense," the retired admiral said. He charged that "to hide the facts, the Air Force has silenced its personnel.

An investigator for the Air Forces stated that three so-called flying saucers had been recovered in New Mexico. They were described as being circular in shape with raised centers, approximately 50 feet in diameter. Each one was occupied by three bodies of human shape but only three feet tall, dressed in metallic cloth of a very fine texture. Each body was bandaged in a manner similar to the blackout suits used by speed fliers and test pilots. The saucers were found in New Mexico due to the fact that the Government has a very high powered radar set-up in that area and it is believed the radar interferes with the controlling mechanism of the saucers.

Ex-CIA Director James Woolsey said it himself. Yes, the U.S. meddles in other countries elections. But when we do it, it’s for the right reasons. “Only for a very good cause,” he says, because our government is ensuring foreign elections result in “democracy.” But doesn’t democracy demand that people decide for themselves? And how well has U.S. meddling actually worked out? According to Carnegie Mellon University researcher Dov Levin, the United States has attempted to sway elections in other countries more than 80 times worldwide between 1946 and 2000. But those 80+ instances of the U.S. interfering with other nations elections does not include regime change efforts. In the 1970s in Chile, the CIA conducted a botched kidnapping of General René Schneider, the Chilean Army’s commander-in-chief, that resulted in Schneider’s death. The plot was an effort to undermine the presidency of Salvador Allende, which may have fueled the violent coup that led to Allende’s overthrow. In 1974, Henry Kissinger was quoted in Newsweek, saying about Chile: “I don’t see why we have to let a country go communist due to the irresponsibility of its own people.” Levin’s tally also does not include covert coup d’etats where our government overthrows a foreign leader like the the U.S. did in Iran in 1953 or in Guatemala in 1954. In fact, Salon magazine documents 35 nations in which the United States has overthrown legitimate governments and or supported fascists, drug lords or terrorists. The National Security Agency maintains a page on its website that outlines its mission statement. Since at least May 2016, the surveillance agency had featured honesty as the first of four “core values” listed on NSA.gov, alongside “respect for the law,” “integrity,” and “transparency.” On January 12, however, the NSA removed the mission statement page – which can still be viewed through the Internet Archive – and replaced it with a new version. Now, the parts about honesty and the pledge to be truthful have been deleted. The agency’s new top value is “commitment to service,” which it says means “excellence in the pursuit of our critical mission.” Those are not the only striking alterations. All references to “trust,” “honor,” and “openness” have disappeared. The agency previously stated on its website that it embraced transparency and claimed that all of its activities were aimed at “ensuring the safety, security, and liberty of our fellow citizens.” That has also been discarded. The new list of values includes the additions “respect for people” and “accountability.” But the section on respecting people is a reference to diversity within the NSA workforce, not a general commitment to members of the public. Accountability is defined as taking “responsibility for our decisions.” The one core value that remains essentially unchanged is “respect for the law,” which the agency says means it is “grounded in our adherence to the U.S. Constitution and compliance with the U.S. laws, regulations and policies that govern our activities.”
Earlier this year, a Michigan State University economist, working with graduate students and a former government official, found $21 trillion in unauthorized spending in the departments of Defense and Housing and Urban Development for the years 1998-2015. The work of Mark Skidmore and his team, which included digging into government websites and repeated queries to U.S. agencies that went unanswered, coincided with the Office of Inspector General, at one point, disabling the links to all key documents showing the unsupported spending. Now, the Department of Defense has announced it will conduct the first department-wide, independent financial audit in its history. The Defense Department did not say specifically what led to the audit. But the announcement came four days after Skidmore discussed his team’s findings on USAWatchdog, a news outlet run by former CNN and ABC News correspondent Greg Hunter. Skidmore got involved last spring when he heard Catherine Austin Fitts, former assistant secretary of Housing and Urban Development, refer to a report which indicated the Army had $6.5 trillion in unsupported adjustments, or spending, in fiscal 2015. Given the Army’s $122 billion budget, that meant unsupported adjustments were 54 times spending authorized by Congress. Typically, such adjustments in public budgets are only a small fraction of authorized spending. Skidmore thought Fitts had made a mistake. “Maybe she meant $6.5 billion and not $6.5 trillion,” he said. “So I found the report myself and sure enough it was $6.5 trillion.”

Don’t want to get a vaccine for yourself or your child? Prepare to face the consequences. In the last month, a Detroit mother went to jail because she refused to vaccinate her child. Fifty people lost their jobs at a group of Midwestern hospitals and clinics because they declined a flu shot. And an Oregon university has blocked students from registering for classes unless they have a meningitis shot. All states have some vaccine requirements for public education—no shots, no school. All but three states - Mississippi, West Virginia and California - allow parents to send their child to school without vaccines based on some kind of non-medical exemption. In 2013, more than 90 percent of American children had been vaccinated for chicken pox, hepatitis B, measles, mumps and rubella, according to the Centers for Disease Control and Prevention. However, a significant number of people ... hesitate when a doctor offers them a vaccine. A new study released on Monday found that 27 percent of the parents surveyed could be classified as moderately or highly hesitant around vaccines. That same study found these people may be particularly concerned with the purity of vaccines. Increasingly, parents who choose not to vaccinate are warned of harsh penalties. People who choose not to vaccinate themselves may also face serious consequences. Some states have laws guiding which vaccinations people working at hospitals or other health care facilities must have; more often, requirements may be enshrined in a facility's policy, not in law.

There are many reasons for women to think twice about reporting sexual assault. But one potential consequence looms especially large: They may also be prosecuted. This month, a retired police lieutenant in Memphis, Tenn., Cody Wilkerson, testified, as part of a lawsuit against the city, not only that police detectives sometimes neglected to investigate cases of sexual assault but also that he overheard the head of investigative services in the city’s police department say, on his first day in charge: “The first thing we need to do is start locking up more victims for false reporting.” It’s an alarming choice of priorities. In 2015 we wrote an article ... about Marie, an 18-year-old who reported being raped. Instead of interviewing her as a victim, [detectives] interrogated her as a suspect. Under pressure, Marie eventually recanted - and was charged with false reporting, punishable by up to a year in jail. More than two years later, the police in Colorado arrested a serial rapist - and discovered a photograph proving he had raped Marie. Cases like hers can be found around the country. In 1997, a legally blind woman reported being raped at knife point in Madison, Wis. That same year, a pregnant 16-year-old reported being raped in New York City. In 2004, a 19-year-old reported being sexually assaulted at gunpoint in Cranberry Township, Pa. In all three instances, the women were charged with lying. In all three instances, their reports turned out to be true. The men who raped them were later identified and convicted.
Why do Americans continue to pay the highest prices for medicine in the world? Lawmakers have sculpted specific policies, often not found in many other nations, that boost pharmaceutical industry profits. Meanwhile, the drug industry has spent $61 million on state elections and nearly $67 million on federal elections since 2010. Both parties have made pivotal decisions ... that have kept drug prices high. Insurance companies and pharmacy benefit managers, or PBMs, across the U.S., face at least nine class-action lawsuits alleging they attached arbitrary premiums to the prices of often less-expensive, generic prescription drugs. The plaintiffs also accuse the PBMs and insurers of imposing so-called “gag clauses” on pharmacies to keep pharmacists from telling consumers that they could save money by paying out of pocket. The system could be denying customers $120 billion in discounts and rebates. Should drugs developed at taxpayer expense be sold to Americans at sky high prices? In the past, the federal government passed a rule saying no — but that rule was rescinded in 1995. If Americans were allowed to import lower-priced drugs from places like Canada, it would save government agencies alone $6 billion. But ... Americans are still prohibited from engaging in such importation. The federal government could [also] save billions of dollars a year by having Medicare use its huge market power to negotiate - or require - lower drug prices for the program's beneficiaries.
In the summer of 2012, a subcommittee of the U.S. Senate released a report. [After] looking into the London-based banking group HSBC, [investigators] discovered that ... the bank had laundered billions of dollars for Mexican drug cartels, and violated sanctions. No criminal charges were filed, and no executives or employees were prosecuted. Instead, HSBC pledged to clean up its institutional culture, and to pay a fine of nearly two billion dollars: the equivalent of four weeks’ profit for the bank. In the years since the mortgage crisis of 2008 ... corporate executives have essentially been granted immunity. As recently as 2006, when Enron imploded, such titans as Jeffrey Skilling and Kenneth Lay were convicted of conspiracy and fraud. Something has changed in the past decade, however, and federal prosecutions of white-collar crime are now at a twenty-year low. As Jesse Eisinger, a reporter for ProPublica, explains in a new book ... a financial crisis has traditionally been followed by a legal crackdown, because a market contraction reveals all the wishful accounting and outright fraud that were hidden when the going was good. After the mortgage crisis, people in Washington and on Wall Street expected prosecutions. Eisinger reels off a list of potential candidates for criminal charges: Countrywide, Washington Mutual, Lehman Brothers, Citigroup, A.I.G., Bank of America, Merrill Lynch, Morgan Stanley. Although fines were paid ... there were no indictments, no trials, no jail time.
Decades later, it's hard to grasp what the federal government did to hundreds of black men in rural Alabama. For 40 years starting in 1932, medical workers in the segregated South withheld treatment for unsuspecting men infected with a sexually transmitted disease simply so doctors could track the ravages of the horrid illness and dissect their bodies afterward. Finally exposed in 1972, the study ended and the men sued, resulting in a $9 million settlement. Twenty years ago this May, then President Bill Clinton apologized for the U.S. government. But it did not mark the end of the study's ugly legacy. Relatives of the men still struggle with the stigma of being linked to the experiment, what's commonly known as the "Tuskegee Syphilis Study." In 1929, government doctors ... recruited 600 black men into a health program with the promise of free medical checks, free food, free transportation and burial insurance. Health workers told syphilitic fathers, grandfathers, sons, brothers and uncles only that they had "bad blood." None of the men was asked to consent to take part in a medical study, [or] told that "bad blood" actually was a euphemism for syphilis. Instead, doctors purposely hid the study's purpose from the men, subjecting them ... to painful spinal taps and blood tests. Medical workers periodically provided men with pills and tonic that made them believe they were being treated, but they weren't. And doctors never provided them with penicillin after it became the standard treatment for syphilis in the mid-1940s.
[The CIA] has since 1945 succeeded in deposing or killing a string of leaders, but was forced to cut back after a Senate investigation in the 1970s. Some of the most notorious of the CIA’s operations to kill world leaders were those targeting the late Cuban president, Fidel Castro. Attempts ranged from snipers to imaginative plots worthy of spy movie fantasies. But although the CIA attempts proved fruitless in the case of Castro, the US intelligence agency has ... succeeded in deposing or killing a string of leaders elsewhere around the world – either directly or, more often, using sympathetic local military, locally hired criminals or pliant dissidents. On Friday, [North Korea accused] the CIA and South Korea’s intelligence service of being behind an alleged recent assassination attempt on its leader Kim Jong-un. Such a claim cannot be dismissed as totally outlandish – given the long list of US involvement in coups and assassinations worldwide. The agency was forced to cut back on such killings after ... then president Gerald Ford signed in 1976 an executive order stating: “No employee of the United States government shall engage in, or conspire in, political assassination.” In spite of this, the US never totally abandoned the strategy, simply changing the terminology from assassination to targeted killings. A leaked document obtained by WikiLeaks and released earlier this year showed the CIA in October 2014 looking at hacking into car control systems, [potentially allowing] an agent to stage a car crash.

For years, state health officials kept secret a set of guidelines meant to inform the public about the risks associated with cell phone use and the best practices to avoid potential harm. On Thursday, the California Department of Public Health released the guidelines, which advise cell phone users to keep the devices away from their bodies, keep calls short and to use the speaker phone on lengthy calls. The guidelines were released only after a Sacramento Superior Court judge indicated she would order them to be disclosed, and after The Chronicle told the state it was publishing a news story about the case. The two-page suggestions ... are based on studies “that suggest that long-term cell phone use may increase the risk of brain cancer and other health problems,” according to the document, which includes a stamp saying it is a “draft and not for public release.” The guidelines detail the effect of electromagnetic fields, or EMFs, put out by cell phones. Cell phones, according to the guidelines, release about the same relatively weak EMFs as microwave ovens, but because they are used more frequently and kept close to the body, they can “affect nearby cells and tissues.” The guidelines suggest limiting cell phone use by children and teens to “texting, important calls and emergencies.” People can lower their exposure by using speaker phone or a headset and not sleeping with the device or carrying it in a pocket unless it is turned off.

Google’s first suggested link ... leads to a website called CNSnews.com and an article: “The Mainstream media are dead.” How had it, an obscure site I’d never heard of, dominated Google’s search algorithm on the topic? In the “About us” tab, I learn CNSnews is owned by the Media Research Center. It receives a large bulk of its funding – more than $10m in the past decade – from a single source, the hedge fund billionaire Robert Mercer. Robert Mercer is the money behind an awful lot of things. He was Trump’s single biggest donor. Since 2010, Mercer has donated $45m to different political campaigns – all Republican – and another $50m to non-profits – all rightwing, ultra-conservative. This is a billionaire who is ... trying to reshape the world according to his personal beliefs. He is reported to have a $10m stake in the [Cambridge Analytica], which was spun out of a bigger British company called SCL Group. It specialises in “election management strategies” and “messaging and information operations”, refined over 25 years. In military circles this is known as “psyops” – psychological operations. Cambridge Analytica makes the astonishing boast that it has psychological profiles based on 5,000 separate pieces of data on 220 million American voters. With this, a computer ... can predict and potentially control human behaviour. It’s incredibly dangerous.
Juan Pablo Escobar, the son of the most dangerous criminal in the history of Colombia, Pablo Escobar, has written a new book on the life and death of his father in which he said that the drug trafficker worked for the CIA. "In my book, I recount the story of my father working for the CIA selling cocaine to finance the fight against communism in Central America. There are names like George Bush Sr. and many more," said Escobar. "The drug business is very different from what you might imagine. The CIA was buying control of the drug supply going into each country and making huge profits. My father was a cog in their global drug trafficking network. When he no longer served them, they had him killed," said Juan Pablo Escobar. Remember that Bush was chief of the CIA in the administration of Richard Nixon. In his book Pablo Escobar Infraganti, the son of Escobar, known until 2009 by the name of Juan Sebastián Marroquín, reveals the corruption stories that made his father so "successful," despite the violence in which he immersed Colombia. Juan Pablo Escobar rejected the idea of glamorizing the drug trafficking business as portrayed in series like Narcos, of Netflix, which deal with the lives of the drug dealers and hitmen that worked for his father. "It is not true that a drug kingpin has riches, girls and power. The more power my father had, the poorer he lived, " he said.

Rep. Tulsi Gabbard (D-Hawaii), who has charged the Obama administration with funneling money to the Islamic State and al-Qaeda-linked groups in Syria, visited Damascus this week on what her office called a “fact-finding trip ... to promote and work for peace.” A member of the House Foreign Affairs and Armed Services committees, Gabbard has called for the administration to abandon all assistance to armed groups and stop seeking Assad’s overthrow, saying that the effort undermines the fight against the Islamic State there.
