Months after he landed in Florida's Manatee County Jail, Jovon Frazier's pleas for [medical care] were met mostly with Tylenol. "I need to see a doctor!" he wrote on his eighth request form. Four months later, after Frazier's 13th request resulted in hospitalization and doctors quickly diagnosed bone cancer, his arm had to be amputated, according to a lawsuit filed by his family. But the cancer spread and Frazier died in 2011, months after his release. As an inmate, his medical care had been managed ... by a private company under contract. Corizon, whose responsibility for 345,000 inmates at prisons and jails in 27 states makes it the country's biggest for-profit correctional health provider, is just one of many firms using a similar model to vie for the billions of dollars states and counties spend on prisoner care. The growth of the for-profit prison care industry raises questions. Some critics say privatization, itself, is a faulty strategy, regardless of which company is hired. "The problem is a structure that creates incentives to cut corners and deny care to powerless people that have no other options," said David Fathi, director of the American Civil Liberties Union's National Prison Project. [Corizon] generated $1.4 billion in revenue in 2013 and is owned by a Chicago private equity management firm.

Flu vaccine paradox adds to public health debate

People who receive flu vaccines year after year can sometimes show reduced protection, an effect that Canadian infectious disease specialists say muddies public health messages for annual flu vaccine campaigns. During the 2009 H1N1 pandemic, researchers at the B.C. Centre for Disease Control originally thought seasonal flu shots from 2008 might offer extra protection. They were puzzled to find instead, seasonal flu vaccination almost doubled the risk of infection with pandemic flu. Dr. Danuta Skowronski and her colleagues went on to do five more studies during the summer that showed the same effect in people and in ferrets, which are considered the best animal model of flu. What was originally called "the Canadian problem" has since been found in a randomized control trial by researchers in Hong Kong ... Japan and the U.S. Researchers in several countries have found a blunting or "interference" effect between previous seasonal vaccines and reduced levels of vaccine protection in later years. "People do not have a good explanation for why," said Dr. Michael Gardam, director of infection prevention and control at Toronto's University Health Network. "We have kind of hyped this vaccine so much for so long we are starting to believe our own hype. Really, what we should be doing is looking for better vaccines," Gardam said. In the meantime, public health officials who aim to protect people from flu complications need to grapple with the imperfections of a vaccine given every year to a moving target of strains.

APS authored Congressional letter to feds asking to crack down on solar industry

Arizonas largest utility company has been at odds with the solar panel industry for years. Now, APS [Arizona Public Service, the states largest utility] is asking the Federal Trade Commission to crack down on solar companies. But they didnt ask them directly. Six Arizona Congressmen sent letters to federal regulators asking them to investigate solar leasing companies. Reporter Evan Wyloge ... has the original letter and proves its actually APS spearheading the effort. Arizona Public Service [is] one of the largest campaign donors for the group of lawmakers. The APS-authored, congressmen-signed letter comes as the latest in an ongoing effort to stymie third-party solar panel companies, whose business has grown tenfold over the past half-decade, presenting a challenge to the long-term business model of traditional utilities like APS. The high-profile fight between the traditional utility and newer rooftop solar panel companies is not unique to Arizona. Similar struggles have emerged in other states. On Nov. 19, Democratic Reps. Ron Barber, Ann Kirkpatrick and Kyrsten Sinema asked [regulators] in a joint letter to ... look into solar panel leasing practices. Then, on Dec. 12, Republican Reps. Trent Franks, Paul Gosar and Matt Salmon sent a similar letter to the FTC. After both letters were sent, the Arizona Corporation Commission voted late in 2014 to open a docket on consumer complaints about solar companies. Initial hearings are expected to begin this spring.

Holder limits seized-asset sharing process that split billions with local, state police

Attorney General Eric H. Holder Jr. on Friday barred local and state police from using [a civil asset forfeiture program at the Justice Department called Equitable Sharing] to seize cash, cars and other property without warrants or criminal charges. The program has enabled local and state police to make seizures and then have them “adopted” by federal agencies, which share in the proceeds. It allowed police ... to keep up to 80 percent of the proceeds of adopted seizures. Since 2001, about 7,600 of the nation’s 18,000 police departments and task forces have participated in Equitable Sharing. For hundreds of police departments and sheriff’s offices, the seizure proceeds accounted for 20 percent or more of their annual budgets in recent years. The Departments of Justice and Homeland Security paid private firms millions to train local and state officers in the techniques of an aggressive brand of policing [that] emphasized the importance of targeting cash. Most of the money and property taken under Equitable Sharing since 2008 — $3 billion out of $5.3 billion — was not seized in collaboration with federal authorities. The Treasury Department is also changing its asset forfeiture program to follow the same guideline included in Holder’s order, the statement said.

Malaysian defense contractor [Leonard Glenn Francis] pleaded guilty [to bribing] “scores” of U.S. Navy officials [while] presiding over a decade-long corruption scheme. His Singapore-based firm, Glenn Defense Marine Asia ... bilked the service out of tens of millions of dollars. Five current and former Navy officials have pleaded guilty so far. Francis, 50, agreed to forfeit $35 million in ill-gotten proceeds and could face up to 25 years in prison. [He also] provided evidence against two more Navy officials who have yet to be charged: a lieutenant commander and a ... civilian official [that] worked as a mole for Glenn Defense Marine. The Navy says that [Frances] was repeatedly able to thwart criminal investigators by bribing a senior agent with the Naval Criminal Investigative Service, who fed him sensitive files and helped to cover his tracks. A Navy captain, Daniel Dusek, admitted to disclosing military secrets to Francis and his firm in exchange for prostitutes, cash and visits to luxury hotels. Dusek provided classified information about Navy ship schedules dozens of times. According to court records, in October 2010, Dusek [as deputy director of operations for the 7th Fleet] persuaded the Navy to send an aircraft carrier, the USS Abraham Lincoln, and its strike group to visit a port in Malaysia that was largely controlled by Glenn Defense Marine. As a result, the company was able to easily inflate invoices and overcharge the Navy.

John Brennan Exonerates Himself with Sham Investigation

The outrageous whitewash issued Wednesday by the CIA panel John Brennan hand-picked to lead the investigation into his agency’s spying on Senate staffers is being taken seriously by the elite Washington media, which is solemnly reporting that officials have been “cleared” of any “wrongdoing“. The panel’s report is just the latest element in a long string of cover-ups and deceptions orchestrated by Brennan. At issue, of course, is the same intrusion into Senate computers that Brennan initially tried to make people think was a figment of then-Senate Intelligence Committee Chair Dianne Feinstein’s warped imagination. “Nothing could be further from the truth,” Brennan said when confronted with Feinstein’s allegations. Senator Ron Wyden ... issued a statement in response to the newly released documents: "First, agency officers and contractors went far beyond the limits set out even in the Justice Department’s torture memos. Then, top officials spent a decade making inaccurate statements about torture’s effectiveness to Congress, the White House and the American people. Next, instead of acknowledging these years of misrepresentations, the CIA’s current leadership decided to double down on denial. And when CIA officials were worried that the Intelligence Committee had found a document that contradicted their claims, they secretly searched Senate computer files to find out if Senate investigators had obtained it." The panel’s report can also be seen as Brennan’s total assault on David B. Buckley, the CIA inspector general who wrote the first, highly critical report on the incident – and who suddenly resigned a few days ago.

A groundbreaking analysis of data from hundreds of sources has concluded that humans are on the verge of causing unprecedented damage to the oceans and the animals living in them. “We may be sitting on a precipice of a major extinction event,” said Douglas J. McCauley, an ecologist at the University of California, Santa Barbara, and an author of the new research, which was published on Thursday in the journal Science. There is still time to avert catastrophe. Malin L. Pinsky, a marine biologist at Rutgers University and [an] author of the new report [said], “The impacts are accelerating, but they’re not so bad we can’t reverse them.” Humans are harming the oceans to a remarkable degree. Carbon emissions are altering the chemistry of seawater, making it more acidic. “If you cranked up the aquarium heater and dumped some acid in the water, your fish would not be very happy,” Dr. Pinsky said. “In effect, that’s what we’re doing to the oceans." Mining operations, too, are poised to transform the ocean. Contracts for seabed mining now cover 460,000 square miles underwater, the researchers found, up from zero in 2000. Limiting the industrialization of the oceans to some regions could allow threatened species to recover, [but] slowing extinctions in the oceans will [ultimately] mean cutting back on carbon emissions, not just adapting to them.

Philadelphia Pizza Lovers Pay It Forward One Slice At A Time

At Rosa's Fresh Pizza in Philadelphia, the shop is adorned with Post-it notes and letters. The messages are from customers who gave $1 so homeless members in the community could get a slice, which costs $1. The pay-it-forward pizza program started about a year ago, [owner Mason] Wartman says, when one paying customer asked if he could buy a slice for a homeless person. "I said, 'Sure.' I took his dollar and ran out and got some Post-it notes and put one up to signify that a slice was purchased," he recalls. Pay-it-forward pizza was born. Over the past nine months, Wartman says, clients have bought 8,400 slices of pizza for their homeless neighbors. He kept track of the prepaid slices with Post-it notes on the walls until he hit about 500 free slices. He now keeps track at the register. Wartman says the customer who started it all was inspired by a practice in Italy called "suspended coffee" where customers purchase an extra cup for someone who can't afford it. Pay-it-forward generosity isn't limited to Italian cafes or one Philly pizza shop. Even mega-chains, including the bakery and sandwich chain Panera, have gotten into the giving act. Other chains' pay-it-forward systems have grown organically. Starbucks Coffee Co. spokeswoman Sanja Gould says some people just offer to pay for the person behind them in line, while others "might load a certain dollar amount onto a Starbucks card and the store partners have it on hand and they keep adding to it as the line goes on." Wartman says ... people want to help but aren't sure what to do. "This is a super-easy way, a super-efficient way and a super-transparent way to help the homeless."

Mass Animal Die-Offs Are on the Rise, Killing Billions and Raising Questions

Mass die-offs are individual events that kill at least a billion animals, wipe out over 90 percent of a population, or destroy 700 million tonsthe equivalent weight of roughly 1,900 Empire State Buildingsworth of animals. According to new research, such die-offs are on the rise. The study, published this week in the Proceedings of the National Academy of Sciences, is the first to examine whether mass die-offs have increased over time. Researchers reviewed historical records of 727 mass die-offs from 1940 to 2012 and found that over that time, these events have become more common for birds, marine invertebrates, and fish. Disease, human-caused disturbances, and biotoxins ... are three major culprits. Big die-offs can permanently change food webs. Massive die-offs can also endanger human activities like farming by disrupting insects that pollinate plants, like bees. "Such events can reshape the ecological and evolutionary trajectories of life on Earth," the study authors write. It's unclear what's making diseases more common. Climate change and environmental degradation are some contenders. Researchers also don't know why die-off rates differ between animal groups. What's clear is that lack of coordinated attention from scientists is a problem, the study authors say. There needs to be better monitoring of these events.

Hemp is back, semi-legalized in the 2014 Farm Bill. Humankinds most ancient cultivated plant has never had an easy time in America, and theres no reason to believe that its return is going to be accompanied by a red carpet. Its back and its legal, but ... farmers cant legally get the seeds. You, as a citizen, cant legally grow it. It would be easier to grow medical marijuana, hemps twin (same species, Cannabis sativa linnaeus). The Drug Enforcement Agency, a policing arm of the U.S. Department of Justice, remains an anti-hemp force to be reckoned with despite federal rules (in the Farm Bill and the Dec. 9 Congressional budget bill that cut DOJ enforcement funding) that have purportedly removed it from hemp oversight. Nineteen states have declared hemp farming to be legal, but state officials cant guarantee there will be no federal raids. These contradictions are part of hemps new world: The promise of a brilliant future amid political and regulatory uncertainty. Re-establishing hemp as a viable American industry will take rebuilding, piece by piece, a working infrastructure that would include contract farming, growers associations, trade lines, material transportation, research and development and niche manufacturing, and, more importantly, further legislation fully guaranteeing its legal status. By the time the landmark Farm Bill was signed, 18 states had declared hemp legal, 33 states had introduced hemp farming legislation and 22 had passed other various pro-hemp bills.

Now that we have built The Counted, a definitive record of people killed by police in the US this year, at least there is some accountability in America even if data from the rest of the world is still catching up. It is undeniable that police in the US often contend with much more violent situations and more heavily armed individuals than police in other developed democratic societies. Still, looking at our data for the US against admittedly less reliable information on police killings elsewhere paints a dramatic portrait: the US is not just some outlier in terms of police violence when compared with countries of similar economic and political standing. America is the outlier and this is what a crisis looks like. There were 59 fatal police shootings in the US for the days between 1 January and 24 January. According to data collected by the UK advocacy group Inquest, there have been 55 fatal police shootings total in England and Wales from 1990 to 2014. The US population is roughly six times that of England and Wales. According to the World Bank, the US has a per capita intentional homicide rate five times that of the UK. There has been just one fatal shooting by Icelandic police in the countrys 71-year history. The city of Stockton, California with 25,000 fewer residents than all of Iceland combined had three fatal encounters in the first five months of 2015. Police in the US have shot and killed more people in every week this year than are reportedly shot and killed by German police in an entire year.

How Gratitude Beats Materialism

Material things are unlikely to boost our happiness in a sustained or meaningful way. In fact, research suggests that materialistic people are less happy than their peers. They experience fewer positive emotions, are less satisfied with life, and suffer higher levels of anxiety, depression, and substance abuse. How can we avoid falling into the unhappiness trap of materialism? One answer has been emerging from social science: Cultivate a mindset of gratitude. In the early 1990s, researchers Marsha Richins and Scott Dawson developed the first scale to measure materialism rigorously. People who score high on Drs. Richins and Dawsons scale score lower on just about every major scale that scientists use to measure happiness. Earlier this year, Jo-Ann Tsang of Baylor University and her colleagues surveyed 246 undergraduate students to measure their levels of materialism, life satisfaction and gratitude. Their results ... show that as materialism increased, feelings of gratitude and life satisfaction decreased. The relationship between materialism and gratitude can run in the opposite direction. A 2009 study led by Nathaniel Lambert, now of Brigham Young University, found that inducing gratitude in people caused a decrease in materialism. Dr. Lambert and his colleagues were able to increase gratitude in their participants by instructing them to focus on appreciating the good things they had been given in life, then write about what came to mind.

According to public disclosures, by giving just 12 speeches to Wall Street banks, private equity firms, and other financial corporations, [Hillary] Clinton made $2,935,000 from 2013 to 2015. Clintons most lucrative year was 2013, right after stepping down as secretary of state. That year, she made $2.3 million for three speeches to Goldman Sachs and individual speeches to Deutsche Bank, Morgan Stanley, Fidelity Investments, Apollo Management Holdings, UBS, Bank of America, and Golden Tree Asset Managers. To put these numbers into perspective, compare them to lifetime earnings of the median American worker. In 2011, the Census Bureau estimated, that across all majors, a bachelors degree holder can expect to earn about $2.4 million over his or her work life. A Pew Research analysis published the same year estimated that a typical high school graduate can expect to make just $770,000 over the course of his or her lifetime. This means that in one year - 2013 - Hillary Clinton earned almost as much from 10 lectures to financial firms as most bachelors degree-holding Americans earn in their lifetimes and nearly four times what someone who holds only a high school diploma could expect to make. Rodriguez died at the age of 60 after suffering from mesothelioma last week, his widow Patricia Dunn [said]. Dunn alleges that her late husband knew all about Prince Andrew, who has been named in the current sex scandal centering on Epstein. Allegations leveled at the Prince are that he was supplied with a teenage girl who was used by Epstein as a sex slave. The black book that Rodriguez had in his possession [was a] journal in which Epstein is understood to have detailed the girls which attended his properties for massages for him and his friends, and details of his celebrity friends and associates who had no connection with alleged offences, including Bill Clinton and Donald Trump. Rodriguez, who stole the book, claimed he needed it as insurance against the businessman to protect his own life. The butler failed to tell prosecutors he possessed the book and later refused to hand it over. He was jailed for 18 months for attempting to sell it for $50,000. In 2011 it emerged that the journal detailed the full scope and the extent of Epsteins involvement with underage girls, according to prosecuting lawyers, who referred to it as The Holy Grail.

Investigators uncovered evidence that more than a dozen girls may have been victimized by Epstein. The Justice Department agreed to a deal with Epstein that required him to plead guilty to two state charges, including a single count of solicitation of minors for prostitution, to register as a sex offender and to serve a short jail sentence. In exchange, the U.S. Attorney agreed to drop any further prosecution. The agreement also said that the parties anticipate that this agreement will not be made part of any public record, an unusual condition for such a criminal plea. The [deal] shocked several of the victims. The case has been now been ongoing for six years, with more than 280 filings. In legal filings, Edwards [a Florida trial lawyer] and Cassell [a victims' rights advocate and former federal judge] have questioned [the] pressure on the U.S. Attorney to keep the case from trial, either from Prince Andrew or former President Clinton, who travelled with Epstein on his private plane at the time but has not been accused of wrongdoing. Saudi billionaire pledges entire fortune to charity

A Saudi billionaire has announced one of the biggest philanthropic gestures in history, promising to donate all his $32bn (20bn) wealth to charity over the coming years. Prince Alwaleed bin Talal, a 60-year-old magnate who is a nephew of the late King Abdullah, said he would channel the money through his own Alwaleed Philanthropies organisation. The money will go to programmes promoting health, eradicating disease, modernisation, intercultural understanding and empowering women, he said. This donation will be allocated according to a well-devised plan throughout the coming years, the prince said in a statement. Philanthropy is a personal responsibility, which I embarked upon more than three decades ago and is an intrinsic part of my Islamic faith. With this pledge, I am honouring my life-long commitment to what matters most helping to build a more peaceful, equitable and sustainable world for generations to come. The princes move will be modelled on the Bill and Melinda Gates foundation, which last year donated $4bn to various causes. Gates said Alwaleeds decision is an inspiration to all of us working in philanthropy around the world. Gates, who set up his foundation in 2000, has signed up more than 100 billionaires, including Mark Zuckerberg, Michael Bloomberg, Richard Branson and George Lucas, to giving away half their fortunes to charity.

The FBI allegedly possesses "secret documents" about the American billionaire [Jeffrey Epstein] that could provide evidence for under-age "sex slave" accusations against him, [which include] forcing a 17-year-old girl to have sex with Prince Andrew, Duke of York. FBI documents are said to show that Epstein controlled under-age girls who could provide evidence about the claims. In May last year, prosecutors surrendered 541 pages of correspondence with Epsteins lawyers leading up to a 2008 non-prosecution agreement. A letter released by the court last year showed Brad Edwards, [alleged victim Virginia] Robertss lawyer, telling the US attorneys office that Epstein "may be the most dangerous sexual predator that the country has ever seen". The letter continued: "The evidence suggests that for at least four years he was sexually abusing as many as three to four girls a day. "He uses his extraordinary wealth and power to lure in poor, underprivileged little girls and then also uses his wealth to shield himself from prosecution and liability." Lawyers for Virginia Roberts ... have said that evidence against the billionaire was covered up after lobbying by his political and social connections. Another six militants were reportedly killed in a drone strike in Pakistan on Sunday. There was yet another American drone strike in Somalia on 30 December. Meanwhile, the Defense Department quietly announced ... that, later this month, another 1,300 troops will deploy to Iraq in its ever-expanding undeclared war on Isis. The US continues to launch airstrikes against Isis and various other groups in Syria as well. Legal experts across the political spectrum believe this war is without precedent.
