A.B. "Buzzy" Krongard, a ... former investment banker ... was named yesterday executive director of the CIA, bringing a fast-paced management style to the agency's No. 3 job. Central Intelligence Agency Director George J. Tenet announced the appointment, saying he treasures Krongard's "wise counsel and 'no-nonsense' business-like views." Krongard, 64, former head of Alex. Brown & Co., an investment bank based in Baltimore, joined the agency three years ago as a counselor to Tenet. He switched careers shortly after helping engineer the $2.5 billion merger of Alex. Brown and Bankers Trust New York Corp., gaining $71 million in Bankers Trust stock. Few of his former colleagues were surprised by his decision to trade a $4 million salary and stock options for the far less remunerative job of Tenet's consigliere. A graduate of Princeton and the University of Maryland Law School, Krongard has a fondness for extreme military-style activities. Even as a banking executive, he trained with police SWAT teams for recreation and worked out with a kung fu master. He maintained a shooting range on the park-like grounds of his home on the northern edge of Baltimore. In an interview yesterday, Krongard described his past duties as those of a "minister without portfolio" whom senior managers felt comfortable talking to about "sticky subjects." But Krongard exhibited the requisite secretiveness when asked to explain his interest in intelligence and how he came to land a job in Tenet's inner circle. If you go back to the CIA's origins during World War II in the Office of Strategic Services, he explained, "the whole OSS was really nothing but Wall Street bankers and lawyers."

So this is how it works. A tiny, shoe-string central office in Holland decides each year which country will host the next meeting. Each country has two steering committee members. They call up Bilderberg-friendly global corporations, such as Xerox or Heinz or Fiat or Barclays or Nokia, which donate the hundreds of thousands of pounds needed. They do not accept unsolicited donations from non-Bilderberg corporations. Nobody can buy their way into a Bilderberg meeting, although many corporations have tried. Then they decide who to invite - who seems to be a "Bilderberg person". The notion of a Bilderberg person hasn't changed since the earliest days, back in 1954. The guests are expressly asked not to give interviews to journalists. There are two morning sessions and two afternoon sessions. While furiously denying that they secretly ruled the world, my Bilderberg interviewees did admit to me that international affairs had, from time to time, been influenced by these sessions. Bilderberg is a way of bringing together politicians, industrialists, financiers and journalists. Politics should involve people who aren't politicians."

They have received little attention in the United States, but a set of WikiLeaks disclosures of confidential documents has caused an uproar in Europe by showing that U.S. officials pressured Germany and Spain to derail criminal investigations of Americans. More than 2,500 State Department cables ... include accounts of three cases that shed new light on U.S. responses to allegations of wrongdoing: -- The case of Khaled el-Masri, a German citizen seized in Macedonia in 2003 by officers who mistook him for an al Qaeda agent with a similar name. He said they turned him over to U.S. authorities, who flew him in shackles, a blindfold and a diaper to a prison in Afghanistan, where they beat him, injected him with drugs and interrogated him. The CIA analyst who advocated el-Masri's abduction and argued against releasing him even after colleagues reported the mistaken identity has been promoted to run the agency's al Qaeda unit and regularly briefs CIA Director Leon Panetta. -- The case of four Spanish residents who said they were tortured by U.S. interrogators at Guantanamo Bay before being released without charges. -- The case of Jose Couso, a Spanish cameraman who was one of two journalists killed in April 2003 by a U.S. artillery shell at a hotel in Baghdad. A U.S. military investigation concluded that troops were responding to reports of rocket attacks from the building, but journalists on the scene have said the hotel was a well-known media headquarters and was not the source of any hostile fire. A May 2007 WikiLeaks cable quoted then-U.S. Ambassador Eduardo Aguirre as saying that "behind the scenes we have fought tooth and nail to make the charges disappear." The Obama administration has refused to discuss the content of the State Department documents or of previous WikiLeaks disclosures about Iraq and Afghanistan.

Under a "presidential determination" that he must renew annually, Clinton has decreed that potential evidence related to Kasza's death is classified, top-secret, a matter of national security. Why should Wally Kasza matter? He was a sheet-metal worker. For seven years he put up buildings and installed cooling systems for a defense contractor at an Air Force base. Stella Kasza and the rest of America know [that base] as Area 51. What's being covered up there, according to lawsuits filed by Kasza's widow, another worker's widow and five former Area 51 employees, are brazen environmental crimes. For several years, the workers say, they labored in thick, choking clouds of poisonous smoke as hazardous wastes were burned in huge open trenches on the base. Another sheet-metal worker at Area 51, Robert Frost, died at age 57. Biopsies showed that his tissues were filled with industrial toxins rarely seen in humans. What is the government's response to these stories? Nothing. The policy is that nothing illegal occurred at Area 51 because, officially, nothing occurs at Area 51.

Why has the United States decided to crack down on suspected Japanese war criminals 50 years after granting them immunity from prosecution? Japanese scratched their heads last week at the unexpected announcement that the U.S. Justice Department had included former members of an infamous bacterial warfare research unit on a "watch list" of 16 suspected Japanese World War II war criminals prohibited from entering the United States. The United States has been aware of the identities of the Unit 731 leaders and of their gruesome experiments on human subjects since the end of the war. Details of Unit 731 atrocities have appeared in the Western and Japanese media for more than a decade. In secret laboratories in occupied China, Unit 731 researchers tested poison gas and biological weapons on prisoners; froze and defrosted victims' limbs to study frostbite; and vivisected humans without anesthetic. After the war, the United States concluded that the results of these experiments were "of the highest intelligence value." Fearful that those results would fall into Soviet hands, the U.S. occupation authorities gave the head of Japan's bacterial warfare program, Dr. Shiro Ishii, and his colleagues immunity from prosecution ... in exchange for their secret data. Many of Ishii's colleagues went on to distinguished careers in postwar Japan, holding posts in the National Institute of Health, serving as medical school deans and laboratory heads.

In 2025, US aerospace forces can own the weather by capitalizing on emerging technologies and focusing development of those technologies to war-fighting applications. Such a capability offers the war fighter tools to shape the battlespace in ways never before possible. Weather-modification is a force multiplier with tremendous power that could be exploited across the full spectrum of war-fighting environments. From enhancing friendly operations or disrupting those of the enemy via small-scale tailoring of natural weather patterns complete dominance of global communications and counter-space control, weather-modification offers war fighter a wide-range of possible options to defeat or coerce an adversary. But, while offensive weather modification efforts would certainly be undertaken by US forces with great caution and trepidation, it is clear that we cannot afford to allow an adversary to obtain an exclusive weather-modification capability.

The aliens are here again, at least in terms of popular culture, if not fact. The hottest topic among U.F.O. enthusiasts is what they describe as the Federal Government's experience with aliens, especially the ''Roswell Incident.'' U.F.O. researchers cite a newly discovered document, dated Nov. 18, 1952. It discusses a secret Federal team known as Majestic-12, or MJ-12, established by President Truman on Sept. 24, 1947 to investgate the of the spacecraft and its crew. The document purportedly recounts a secret briefing to President-elect Eisenhower by Rear Adm. Roscoe H. Hillenkoetter, the first director of the Central Intelligence Agency. According to the document, Admiral Hillenkoetter was a member of Majestic-12. ''It appears to be genuine,'' said William L. Moore, who wrote a book about the incident and who investigated the document for more than two years after a colleague received it anonymously in the mail. ''On 07 July, 1947,'' it says, ''a secret operation was begun to assure recovery of the wreckage of this object for scientific study. Aerial reconnaissance discovered that four small human-like beings had apparently ejected from the craft at some point before it exploded. These had fallen to earth about two miles east of the wreckage site. All four were dead and badly decomposed due to action by predators and exposure to the elements.'' Stanton T. Friedman, an nuclear physicist in Frederickton, New Brunswick, Canada, said ''We're dealing with something of extraordinary importance.'' Dr. Maccabee, the Navy physicist, conceeded that skeptics often made valid points. ''[Yet] over the past 40 years there have been 100,000 sightings, with 10 to 20 percent that are hard to explain.'' In the case of the purposed Eisenhower documents, he said, ''maybe somebody's been clever, but I think there's a good chance they are authentic.''
Note: Though this document has never been fully authenticated, it is highly interesting that a New York Times article from Feb. 28, 1960 quotes the above-mentioned CIA Director Roscoe Hillenkoetter stating behind the scenes, high-ranking Air Force officers are soberly concerned about the UFOs. The Supreme Court today gave the Central Intelligence Agency broad discretion to withhold the identities of its sources of intelligence information from public disclosure. The exemption applies regardless of whether the information is shown to have a bearing on national security and regardless of whether the source of the information is a newspaper or magazine in general circulation. The decision, written by Chief Justice Warren E. Burger, overturned a ruling by the United States Court of Appeals for the District of Columbia. That court, in ordering the release of the names of researchers who participated in a long-running C.I.A. study of the control of human behavior, had adopted a considerably narrower definition of the ''intelligence sources'' entitled to exemption. The C.I.A. project, code-named MKULTRA, was in existence from 1953 to 1966 and was designed to develop techniques for controlling human behavior. At least 185 private researchers and 80 institutions participated in the research. Officials of two organizations ... filed requests under the Freedom of Information Act in 1977 for the names of the researchers. Last fall Congress partly excluded from the Freedom of Information Act the C.I.A.'s ''operational files,'' which involve intelligence methods and sources.

They worry ... that their important social justice work will be compromised or discredited by smear campaigns. Many students are fearful of expressing support for Palestinian rights because of the [blacklisting of] those who publicly dare to support boycotts against Israel, jeopardizing their employment prospects and future careers. We must condemn Israels ... unrelenting violations of international law, continued occupation of the West Bank, East Jerusalem, and Gaza, home demolitions and land confiscations. We must cry out at the treatment of Palestinians at checkpoints, the routine searches of their homes and restrictions on their movements, and the severely limited access to decent housing, schools, food, hospitals and water. We ought to question ... the $38 billion the U.S. government has pledged in military support to Israel. And finally, we must, with as much courage and conviction as we can muster, speak out against the system of legal discrimination that exists inside Israel ... ignoring the rights of the Arab minority that makes up 21 percent of the population.

Classification cost the federal government $18.49 billion in fiscal year 2017 alone. Redactions can be cosmetic, or historic [like] the 14 blank pages of a 2002 Pentagon assessment of Iraqs nuclear-weapons program. [Yet] when 19,045 documents related to the John F. Kennedy assassination were released last year, Nate Jones of the National Security Archive was struck by the banality of the information the government had insisted on keeping secret for years.

President Donald Trump says hes heard some interesting things about Roswell, but hes not sharing even with his eldest child. Trump made the comments Thursday in a Fathers Day-themed interview with his son. Don Jr. wound down his interview by jokingly asking his Dad/President if he would ever divulge more information about Roswell, the New Mexico city known for its proximity to arguably most famous UFO event and let us know whats really going on. Trump responded, I wont talk to you about what I know about it, but its very interesting. In 1947, a rancher discovered unidentifiable debris in his sheep pasture outside Roswell. Air Force officials said it was a crashed weather balloon, but skeptics questioned whether it was in fact an extraterrestrial flying saucer. Decades later the U.S. military acknowledged the debris was related to a top-secret atomic project. Still, the UFO theory has flourished. After his father offered that he heard some interesting things about Roswell, Trump Jr. asked [if] the president might declassify that information someday. Vice-premier Sun Chunlan, one of the most senior government officials to visit the centre of the coronavirus outbreak [was] heckled by residents who yelled fake, fake, everything is fake as she inspected the work of a neighbourhood committee charged with taking care of quarantined residents. Videos posted online showed Sun and a delegation walking along the grounds while residents appeared to shout from their apartment windows, fake, fake, its all fake, as well as we protest. Since 12 February, all residential compounds in Wuhan have been put under lockdown, barring most residents from leaving their homes. In an unusual turn of events, on Friday various Chinese state media outlets reported the videos showing public discontent. Such videos are frequently censored. Yet, the Peoples Daily posted a video subtitled in English showing one person shouting fake, fake, which has since been removed. A government-affiliated account on WeChat ... said in an essay posted on Thursday that all the facts of the incident were basically true. According to state broadcaster CCTV, Sun held a meeting immediately after the incident to deal with the complaints. Staff have been dispatched to visit the residents one by one. Observers say state media may be trying to co-opt discussion of the videos, which circulated widely online, and provide their own narrative of events. Elsewhere in China, schools in provinces reporting no new cases for a number of days, started to set their opening dates in a sign of the country returning to normal. Wuhan reported 126 new coronavirus cases on Thursday but the wider province of Hubei excluding the capital recorded none for the first time during the outbreak.

The mother of the first whistle-blower arrested in the Trump era says her daughter is being held under an unjust media blackout to stop the American public learning who she really is. Billie Winner-Davis' daughter Reality Winner, a US Air Force veteran, was sentenced to prison for more than five years in August 2018 as part of a deal in which she pleaded guilty to leaking a classified NSA document providing details of a 2016 Russian cyberattack on a supplier of US voting software. Winner, 27, who worked in the US Air Force's drone program, is serving the longest sentence ever given to a journalistic source by a federal court, according to the Department of Justice. CNN has repeatedly sought permission to interview Winner in federal prison, and recently accompanied Winner-Davis on the seven-hour road trip from her home to visit her daughter at FMC Carswell in Fort Worth, where she is incarcerated, but our team was not permitted to go inside. FMC Carswell's warden has denied CNN's requests. Our attempts to speak with the warden over the phone ... were unsuccessful. CNN also sought to interview Winner by telephone but was told by her mother that the former drone operator has been told by prison staff not to add media outlets to her phone list. "She has been warned and she has been frightened as far as the restrictions on her communications," Winner-Davis said. "They're telling her she cannot even have any contact with any kind of journalists or media, in any way, shape, or form."

The Trump administration has declared all-out war on leakers. But the administration is battling the wrong enemy with the wrong weapons. Digital secrets stolen from the National Security Agency represent the real ... security problem. More than half a billion pages have been swiped. The stolen data includes some of the NSAs most prized cyber weapons. Most were created by the agencys own hacker team, the Tailored Access Operations (TAO) unit. Government hackers search for ways to crack into widely used computer operating systems, such as Microsoft Windows. When they discover a way in ... rather than notify the companies that their products are dangerously flawed, the NSA often secretly stores these vulnerabilities and later converts them into powerful cyber weapons, known as exploits. Like burglars tools, the exploits can secretly open a crack in a system, such as Windows, and insert an implant containing NSA malware - enabling the agency to take control of any computer using that Windows program. Unknown to the public, the NSA has for years been negligent in protecting its top-secret material, including these cyber weapons. Meanwhile, the Trump administration continues searching for someone who passed a few tidbits about White House bickering to a reporter, rather than focus on the NSA losing potentially deadly cyber weapons.

An Oregon parent wanted details about school employees getting paid to stay home. College journalists in Kentucky requested documents about the investigations of employees accused of sexual misconduct. Instead, they got something else: sued by the agencies they had asked for public records. Government bodies are increasingly turning the tables on citizens who seek public records that might be embarrassing or legally sensitive. Instead of granting or denying their requests, a growing number of school districts, municipalities and state agencies have filed lawsuits against people making the requests - taxpayers, government watchdogs and journalists who must then pursue the records in court at their own expense. The lawsuits generally ask judges to rule that the records being sought do not have to be divulged, [and] name the requesters as defendants. The recent trend has alarmed freedom-of-information advocates, who say it's becoming a new way for governments to hide information, delay disclosure and intimidate critics. At least two recent cases have succeeded in blocking information while many others have only delayed the release. Even if agencies are ultimately required to make the records public, they typically will not have to pay the other side's legal bills. "You can lose even when you win," said Mike Deshotels, an education watchdog who was sued by the Louisiana Department of Education after filing requests for school district enrollment data last year.

Bishops in Ireland have created detailed guidelines to address an issue the Roman Catholic Church has tried to keep under wraps for centuries: the plight of children born to Catholic priests and the women who bear them. The policy, approved in May and made public recently ... says the mother must be respected and involved in decision-making, and that the priest "should face up to his responsibilities personal, legal, moral and financial." The guidelines are believed to represent the first comprehensive public policy by a national bishops' conference on the issue, which has long been shrouded in secrecy. The policy is, in many ways, the fruit of a campaign by an Irish psychotherapist, Vincent Doyle, who discovered late in life that his father was a priest. Doyle launched Coping International ... to help eliminate the stigma he and others like him have faced, and educate them and the church about the emotional and psychological problems that can be associated with the secrecy often imposed on them. There are no figures about the number of children fathered by Catholic priests. The Vatican must report to the U.N. Committee on the Rights of the Child on steps it has taken to assess the number of priests' children in the world and ensure that their rights are being respected. In a 2014 report, the Geneva-based committee called for an end to the confidentiality requirements that the Catholic Church often imposes on mothers as a condition for receiving financial assistance.

Watergate prosecutors had evidence that operatives for then-President Richard Nixon planned an assault on anti-war demonstrators in 1972, including potentially physically attacking Vietnam whistleblower Daniel Ellsberg, according to a never-before-published memo obtained by NBC News. The document, an 18-page 1973 investigative memorandum from the Watergate Special Prosecution Force, sheds new light on how prosecutors were investigating attempts at domestic political violence by Nixon aides, an extremely serious charge. A plot to physically attack Ellsberg is notable because the former Pentagon official has long alleged that Nixon operatives did more than steal his medical files, the most well-known effort to discredit him. [The memo] states that an extensive investigation found evidence that Nixon operatives plotted an assault on antiwar demonstrators at a rally at the U.S. Capitol featuring Ellsberg and other anti-war "notables. The anti-war demonstration occurred near a viewing of recently deceased FBI Director J. Edgar Hoover. An accompanying memo [states that] the attack would be on "long-haired demonstrators, in particular Ellsberg ... with the objectives of impugning Ellsberg for protesting near to Hoover lying in state and "simply having Ellsberg beaten up.
