The current debate on military AI is largely driven by “tech bros” and other entrepreneurs who stand to profit immensely from militaries’ uptake of AI-enabled capabilities. Despite their influence on the conversation, these tech industry figures have little to no operational experience, meaning they cannot draw from first-hand accounts of combat to further justify arguments that AI is changing the character, if not nature, of war. Rather, they capitalize on their impressive business successes to influence a new model of capability development through opinion pieces in high-profile journals, public addresses at acclaimed security conferences, and presentations at top-tier universities. Three related considerations have combined to shape the hype surrounding military AI. First [is] the emergence of a new military industrial complex that is dependent on commercial service providers. Second, this new defense acquisition process is the cause and effect of a narrative suggesting a global AI arms race, which has encouraged scholars to discount the normative implications of AI-enabled warfare. Finally, while analysts assume that soldiers will trust AI, which is integral to human-machine teaming that facilitates AI-enabled warfare, trust is not guaranteed. Senior officers do not trust AI-enhanced capabilities. To the extent they do demonstrate increased levels of trust in machines, their trust is moderated by how machines are used.

Big tech companies have spent vast sums of money honing algorithms that gather their users’ data and scour it for patterns. One result has been a boom in precision-targeted online advertisements. Another is a practice some experts call “algorithmic personalized pricing,” which uses artificial intelligence to tailor prices to individual consumers. The Federal Trade Commission uses a more Orwellian term for this: “surveillance pricing.” In July the FTC sent information-seeking orders to eight companies that “have publicly touted their use of AI and machine learning to engage in data-driven targeting,” says the agency’s chief technologist Stephanie Nguyen. Consumer surveillance extends beyond online shopping. “Companies are investing in infrastructure to monitor customers in real time in brick-and-mortar stores,” [Nguyen] says. Some price tags, for example, have become digitized, designed to be updated automatically in response to factors such as expiration dates and customer demand. Retail giant Walmart—which is not being probed by the FTC—says its new digital price tags can be remotely updated within minutes. When personalized pricing is applied to home mortgages, lower-income people tend to pay more—and algorithms can sometimes make things even worse by hiking up interest rates based on an inadvertently discriminatory automated estimate of a borrower’s risk rating.

The Pentagon is turning to a new class of weapons to fight the numerically superior [China's] People’s Liberation Army: drones, lots and lots of drones. Experts worry that mass production of new low-cost, deadly drones will lead to even more civilian casualties. Advances in AI have increasingly raised the possibility of robot planes, in various nations’ arsenals, selecting their own targets. During the first 20 years of the war on terror, the U.S. conducted more than 91,000 airstrikes ... and killed up to 48,308 civilians, according to a 2021 analysis. “The Pentagon has yet to come up with a reliable way to account for past civilian harm caused by U.S. military operations,” [Columbia Law’s Priyanka Motaparthy] said. “So the question becomes, ‘With the potential rapid increase in the use of drones, what safeguards potentially fall by the wayside? Edward Snowden wrote on social media to his nearly 6 million followers, "Do not ever trust @OpenAI ... You have been warned," following the appointment of retired U.S. Army General Paul Nakasone to the board of the artificial intelligence technology company. Snowden, a former National Security Agency (NSA) subcontractor, was charged with espionage by the Justice Department in 2013 after leaking thousands of top-secret records, exposing the agency's surveillance of private citizens' information. In a Friday morning post on X, formerly Twitter, Snowden reshared a post providing information on OpenAI's newest board member. Nakasone is a former NSA director, and the longest-serving leader of the U.S. Cyber Command and chief of the Central Security Service. OpenAI on Thursday announced its newest board member: Paul M. Nakasone, a retired U.S. Army general and former director of the National Security Agency. Nakasone was the longest-serving leader of the U.S. Cyber Command and chief of the Central Security Service. The company said Nakasone will also join OpenAI’s recently created Safety and Security Committee. The committee is spending 90 days evaluating the company’s processes and safeguards before making recommendations to the board and, eventually, updating the public, OpenAI said. OpenAI is bolstering its board and its C-suite as its large language models gain importance across the tech sector and as competition rapidly emerges in the burgeoning generative artificial intelligence market. While the company has been in hyper-growth mode since late 2022, when it launched ChatGPT, OpenAI has also been riddled with controversy and high-level employee departures. The company said Sarah Friar, previously CEO of Nextdoor and finance chief at Square, is joining as chief financial officer. OpenAI also hired Kevin Weil, an ex-president at Planet Labs, as its new chief product officer. Weil was previously a senior vice president at Twitter and a vice president at Facebook and Instagram. Weil’s product team will focus on “applying our research to products and services that benefit consumers, developers, and businesses,” the company wrote.

Justice Department investigators are scrutinizing the healthcare industry’s use of AI embedded in patient records that prompts doctors to recommend treatments. Prosecutors have started subpoenaing pharmaceuticals and digital health companies to learn more about generative technology’s role in facilitating anti-kickback and false claims violations, said three sources familiar with the matter.. Israel’s military has made no secret of the intensity of its bombardment of the Gaza Strip. There has, however, been relatively little attention paid to the methods used by the Israel Defense Forces (IDF) to select targets in Gaza, and to the role artificial intelligence has played in their bombing campaign. After the 11-day war in Gaza in May 2021, officials said Israel had fought its “first AI war” using machine learning and advanced computing. The latest Israel-Hamas war has provided an unprecedented opportunity for the IDF to use such tools in a much wider theatre of operations and, in particular, to deploy an AI target-creation platform called “the Gospel”, which has significantly accelerated a lethal production line of targets. In early November, the IDF said “more than 12,000” targets in Gaza had been identified by its target administration division. Aviv Kochavi, who served as the head of the IDF until January, has said the target division is “powered by AI capabilities” and includes hundreds of officers and soldiers. According to Kochavi, “once this machine was activated” in Israel’s 11-day war with Hamas in May 2021 it generated 100 targets a day. “To put that into perspective, in the past we would produce 50 targets in Gaza per year. Ties between Silicon Valley and the Pentagon are deeper than previously known, according to thousands of previously unreported subcontracts published Wednesday. The subcontracts were obtained through open records requests by accountability nonprofit Tech Inquiry. They show that tech giants including Google, Amazon, and Microsoft have secured more than 5,000 agreements with agencies including the Department of Defense, Immigrations and Customs Enforcement, the Drug Enforcement Agency, and the FBI. Tech workers in recent years have pressured their employers to drop contracts with law enforcement and the military. Google workers revolted in 2018 after Gizmodo revealed that Google was building artificial intelligence for drone targeting through a subcontract with the Pentagon after some employees quit in protest, Google agreed not to renew the contract. Employees at Amazon and Microsoft have petitioned both companies to drop their contracts with ICE and the military. Neither company has. The newly-surfaced subcontracts ... show that the companies' connections to the Pentagon run deeper than many employees were previously aware. Tech Inquiry's research was led by Jack Poulson, a former Google researcher. "Often the high-level contract description between tech companies and the military looks very vanilla," Poulson [said]. "But only when you look at the details ... do you see the workings of how the customization from a tech company would actually be involved."

Jeff Bezos’ Washington Post is facing a scathing new class-action lawsuit accusing it of using surveillance pricing to gouge loyal readers – in a case that attorneys believe could rack up millions in damages. Since the mid-2010s, WaPo has “covertly harvested” subscriber data, using “deeply personal information” to determine how much they could squeeze out of each loyal reader, according to the suit, which was filed Thursday in the Superior Court of the District of Columbia. Readers largely expected their personal data would be used for “mutually beneficial purposes” like “relevant advertisements” – and did not consent to their personal information being used to hike prices on their subscriptions, the suit alleged. After billionaire Bezos bought WaPo in 2013 for $250 million, the paper started heavily investing in technology and digital subscriptions, the suit noted. “The more loyal a reader became, the more data The Post could gather to estimate how much more that person might tolerate paying at renewal,” the complaint said. “Rather than rewarding loyalty, The Post’s system converted subscribers’ engagement into leverage against them.” The suit also alleged WaPo might be collecting extra information from subscribers’ use of “affiliates” – including Amazon, Bezos’ e-commerce giant. Last year, the publication was forced to reveal it was engaging in surveillance pricing techniques because of a 2025 New York disclosure law.

AI is projected to generate nearly unfathomable amounts of revenue. Any mention of AI tends to be accompanied by warnings that deeper jobs cuts across many more industries are coming for us all. Jensen Huang, CEO of chip giant Nvidia, said in 2025: “Every job will be affected, and immediately. It is unquestionable. Gig workers, the people who pick you up in Ubers and deliver your food on platforms like DoorDash, have already been the guinea pigs for this kind of algorithmic management, and labor experts predict it will spread.

Americans speaking out against artificial intelligence data centers on social media are falling under police surveillance, a confidential law enforcement bulletin ... reveals. A fusion center in Philadelphia combed through spicy internet comments from AI critics and concluded there is a growing risk of physical violence against data centers from “domestic violent extremists,” ranging from white supremacists to anarchists. “Domestic violent extremists (DVEs) are likely interested in targeting artificial intelligence (AI) data centers, posing a physical and cyber threat to infrastructure in the Philadelphia regional area,” the Delaware Valley Intelligence Center wrote in a December alert. The fusion center, housed inside the Philadelphia Police Department, warned that “disruptive First Amendment activity” is an “indicator” of risk from “Domestic Violent Extremists,” an expansive term favored by the FBI and other law enforcement agencies. Longtime Philadelphia civil rights lawyer Paul Hetznecker said he was troubled by the fusion center’s association of AI skeptics with terrorists. “Those are legitimate, popular political concerns that are raised by local communities,” Hetznecker said. “This particular report from [the Delaware Valley Intelligence Center] reflects a very dangerous attempt to characterize that protected First Amendment activity — activity which is fundamental to our democracy — as ... a breeding ground for something more sinister.”

Some of the largest data-collecting companies in the United States—including major AI vendors, data brokers, defense contractors, and dating apps—rely on deceptive methods to keep consumers from opting out of the sale and sharing of their personal information. Researchers at [the Electronic Privacy Information Center] audited the opt-out processes of 38 major data companies and documented at least eight distinct categories of manipulative design: Opt-out forms that don't actually let users opt out of the sale of their data. Links that are buried in fine print and missing from homepages. Consumers routed through multiple separate forms to complete a single request. And requirements that users create accounts or pay for subscriptions before opting out at all, among others. Major companies offering large language models, such as Google, Meta, and OpenAI, fail to clearly link their opt-out forms from their homepages or privacy policies, according to the report, and several require consumers to submit multiple separate forms to complete a single request. OpenAI's form, when a consumer finds it, does not offer a way to opt out of the sale or transfer of personal data. What it offers instead is an option to “remove personal information from ChatGPT responses,” which EPIC says is a filter on the chatbot's output, not the removal of any underlying data. Researchers found that the people-search brokers they audited—Spokeo, Whitepages, and National Public Data—do not offer consumers a way to opt out of the sale or transfer of their data at all. Instead, the companies offer a process for removing individual listings by URL, one at a time, with no commitment to stop selling that same person's information in the future.

Your car’s sensors, cameras and microphones record your speed, how you drive, where you’re going, who’s with you, what you say, and biological metrics such as facial expression, weight and heart rate. Your car may also collect text messages and contacts from your connected smartphone. In 2018, Google employees staged a massive walkout to protest the company’s work on a primitive iteration of the project. In the aftermath of the Google fiasco, Cukor turns to Palantir (in addition to Microsoft and Amazon) to make Maven a reality. NATO now has its own Maven contract with Palantir, and that prompted ten member nations to pursue one, too. The Maven Smart System has become a global surveillance apparatus—it can keep track of forty-nine thousand airfields all over the world—but its current work is hardly limited to intelligence provision and analysis. A “single click,” [journalist Katrina] Manson reports, “could send coordinates through a tactical data link to a specific weapons platform so that it could fire at the target.” The entire process, from target identification to target destruction, is four clicks. Officials told Manson that Maven was “accelerating operations and ‘enabling lethality’ at combat headquarters around the world.” Maven is only one part of the A.I. tool kit. Manson uncovers evidence of two clandestine killer-robot programs, one aerial and the other aquatic, which are being developed in haste. For the first time, the Pentagon’s proposed budget contained a line item for comprehensively self-directing systems. A machine can shoot, Manson reports, up to “ten times faster than an assassin.”

One of the most intriguing secrets of Operation Epic Fury is how, using an “exquisite” piece of classified technology, the CIA succeeded in finding the injured airman in Iran by detecting his heartbeat, the tiniest evidence of human life concealed in a narrow crevice up a 7,000ft mountain ridge. The technology that led to the airman’s rescue by Seal Team Six commandos has been outed as a CIA “tool” called Ghost Murmur. It was reportedly developed as a highly classified “blue skies” invention by Lockheed Martin’s Skunk Works, the famous laboratory where young, brilliant scientists and engineers devote their time to finding solutions to impossible concepts. John Ratcliffe, the CIA director, hinted at the new technology in a press conference this week. “We deployed both human assets and exquisite technologies that no other intelligence service in the world possess to a daunting challenge, comparable to hunting for a single grain of sand in the middle of a desert,” Ratcliffe said. On the face of it, a futuristic magnetic sensing device ... pinpointed the missing colonel’s heartbeat across a 40-mile stretch of land. Ghost Murmur, as described, would appear to push the boundaries of physics beyond even the most exceptional human brain or computer. Intelligence sources would not confirm or deny the existence of Ghost Murmur. But reportedly the “CIA tool” relies on what is called quantum magnetometry, which can find signals of human hearts, aided by artificial intelligence to separate out all the other noises getting in the way.

Palantir (PLTR)’s Maven artificial intelligence system will become an official program of record, Deputy Secretary of Defense Steve Feinberg said in a letter to Pentagon leaders, a move that locks in long-term use of Palantir’s weapons-targeting technology across the U.S. military. Maven is a command-and-control software platform that analyzes battlefield data and identifies targets. It is already the primary AI operating system for the U.S. military, which has carried out thousands of targeted strikes against Iran over the last three weeks. Designating Maven as a program of record will streamline its adoption across all arms of the military. The memo ordered oversight of Maven be moved from the National Geospatial Intelligence Agency to the Pentagon’s Chief Digital Artificial Intelligence Office within 30 days. Future contracting with Palantir will be handled by the Army, the letter said. Feinberg’s order is a significant win for Palantir, which has landed a growing stream of contracts with the U.S. government, including a deal announced last summer with the U.S. Army worth up to $10 billion. Those awards have helped double the company’s stock price in the past year, lifting its market value to nearly $360 billion. Maven can rapidly analyze huge amounts of data from satellites, drones, radars, sensors and intelligence reports, and use AI to automatically identify potential threats or targets.

The police department in Heber City, Utah, was forced to explain why a police report software declared that an officer had somehow shapeshifted into a frog. As Salt Lake City-based Fox 13 reports, the flawed tool seems to have picked up on some unrelated background chatter to devise its fantastical fairy tale ending. “The body cam software and the AI report writing software picked up on the movie that was playing in the background, which happened to be ‘The Princess and the Frog,'” police sergeant Rick Keel told the broadcaster, referring to Disney’s 2009 musical comedy. “That’s when we learned the importance of correcting these AI-generated reports.” The department had begun testing an AI-powered software called Draft One to automatically generate police reports from body camera footage. The goal was to reduce the amount of paperwork — but considering that immense mistakes are falling through the cracks, results clearly vary. Draft One was first announced by police tech company Axon — the same firm behind the Taser, a popular electroshock weapon — last year. The software makes use of OpenAI’s GPT large language models to generate entire police reports from body camera audio. Experts quickly warned that hallucinations could fall through the cracks in these important documents. Critics also argue that the tool could be used to introduce deniability and make officers less accountable in case mistakes were to fall through the cracks.

In July, US group Delta Air Lines revealed that approximately 3 percent of its domestic fare pricing is determined using artificial intelligence (AI) – although it has not elaborated on how this happens. The company said it aims to increase this figure to 20 percent by the end of this year. According to former Federal Trade Commission Chair Lina Khan ... some companies are able to use your personal data to predict what they know as your “pain point” – the maximum amount you’re willing to spend. In January, the US’s Federal Trade Commission (FTC), which regulates fair competition, reported on a surveillance pricing study it carried out in July 2024. It found that companies can collect data directly through account registrations, email sign-ups and online purchases in order to do this. Additionally, web pixels installed by intermediaries track digital signals including your IP address, device type, browser information, language preferences and “granular” website interactions such as mouse movements, scrolling patterns and video viewing behaviour. Geoffrey Hinton, the computer scientist known as the "godfather of AI," said the rise of killer robots won't make wars safer. It will make conflicts easier to start by lowering the human and political cost of fighting. Hinton said ... that "lethal autonomous weapons, that is weapons that decide by themselves who to kill or maim, are a big advantage if a rich country wants to invade a poor country." "The thing that stops rich countries invading poor countries is their citizens coming back in body bags," he said. "If you have lethal autonomous weapons, instead of dead people coming back, you'll get dead robots coming back." That shift could embolden governments to start wars — and enrich defense contractors in the process, he said. Hinton also said AI is already reshaping the battlefield. "It's fairly clear it's already transformed warfare," he said, pointing to Ukraine as an example. "A $500 drone can now destroy a multimillion-dollar tank." Traditional hardware is beginning to look outdated, he added. "Fighter jets with people in them are a silly idea now," Hinton said. "If you can have AI in them, AIs can withstand much bigger accelerations — and you don't have to worry so much about loss of life." One Ukrainian soldier who works with drones and uncrewed systems [said] in a February report that "what we're doing in Ukraine will define warfare for the next decade."
