He invented a halo-like device and a helmet that could deliver electromagnetic pulses to specific neural regions. Testing the gadgets on animals and human volunteers, including himself and his daughter, Delgado discovered that he could induce drowsiness, alertness, and other states.

A former Central Intelligence Agency employee told a Senate subcommittee today that he and another C.I.A. employee were sent to San Francisco in 1959 to lure unsuspecting people to a party at which the two agents were to spray the air with LSD 25 as part of the agency's secret drug testing program. The test [was] part of a much larger drug testing program known by the cryptonym MK ULTRA,” David Rhodes told the Senate Subcommittee on Health and Scientific Research. Mr. Rhodes, two former C.I.A. employees, two former Bureau of Narcotics agents and Dr. Charles Geschickter, head of a foundation that channeled C.I.A. medical research funds to universities for nine or 10 years, were questioned this morning in the first of two days of hearings into C.I.A. testing of drugs on human beings. Today's testimony by Mr. Rhodes provided the first look the public has had at an LSD test inside a C.I.A. safehouse. The agency carried out other drug tests in both California and New York City from 1953 to 1966 in such safehouses, mainly apartments and motel rooms. These were secretly rented for the agency by George H. White, an official of the old Federal Bureau of Narcotics, which has since been supplanted by the Drug Enforcement Administration. Mr. Rhodes, a psychologist employed by the C.I.A. from 1957 to 1961, said he went to California in 1959 with Walter P. Pasternak. Mr. Pasternak, a former employee of the agency, was also an official with the Society for the Investigation of Human Ecology.

A human sacrifice has been staged in the grounds of the European Organisation for Nuclear Research, the home of the God Particle. A video circulating online shows hooded figures apparently engaging in a ritual, staged under a huge statue of a Hindu deity, at the end of which a woman is stabbed. The footage appears to have been recorded as part of a prank by scientists at Europe’s top physics lab, which serves as the home of the Large Hadron Collider. The identity and motives of those behind the video hasn’t yet been discovered. In the footage itself, multiple people are shown wearing long, flowing black robes – and one appears to have hiking boots on underneath. They are depicted walking around, before a woman moves onto the floor and is apparently stabbed. As that happens, the person who is supposedly recording the video appears to react – firing out expletives and apparently running away, which causes the camera to move away from the scene before it is cut off. A Cern spokesperson confirmed that the video had been filmed there, but said that it had been made without permission or knowledge. It’s far from the first time that scientific work has been associated with the occult or the mystical. Because of the highly-specialised – and often terrifying – work that goes on at Cern, it has become a haven of speculation.

What if belief in God and prejudice against immigrants could be altered by magnetic energy? That’s the question researchers sought to explore in a study published Wednesday in the journal Social Cognitive and Affective Neuroscience. The “magnetic energy” comes in the form of transcranial magnetic stimulation (TMS), a noninvasive procedure that uses a metal coil to send pulses to the brain. By activating certain regions of the brain, doctors have used it for things like measuring the damage of a stroke or treating depression. These researchers sought ... to temporarily disable one part of the brain: the part that responds to threats. Shutting down the [posterior medial frontal cortex] — they theorized — would reduce the need to believe in God. A similar model was used to test group prejudice. In both cases, their predictions rang true. In the participants whose pMFC was temporarily shut down, 32.8 percent fewer expressed belief in God, angels, or heaven. Some 28.5 percent more displayed a positive response toward the immigrant who was critical of America, compared with the control group. The University of York’s Keise Izuma says, “People often turn to ideology when they are confronted by problems."

Hours before he opened fire at the Florida State University library, lawyer Myron May left a desperate voicemail for an acquaintance with this plea: "I do not want to die in vain." The former prosecutor ... believed government "stalkers" were harassing him and using a "direct[ed] energy weapon" to hurt him. Police have said that May ... showed up to the library with a .380 semiautomatic pistol, shot three people and was then killed by cops when he would not drop the weapon. He believed he was a "targeted individual," the term used by people who think the government and shadowy gangs are attacking them with mind control and invisible, remote weapons. Renee Pittman Mitchell, who ... has a website devoted to those claims, said May reached out to her through Facebook. "He told me he just didn't want to go on living like this," Mitchell said. It is unclear when May’s mental distress began. He practiced law in Texas and New Mexico, where he worked as a prosecutor for the Dona Ana district attorney’s office until he abruptly quit Oct. 6. He made several posts on a Facebook page for “Targeted Individuals International,” including one that asked, “Has anyone here ever been encouraged by your handler to kill with a promise of freedom?” An email he sent Mitchell hours before the library shootings outlined 10 packages he had sent to her and other friends around the country, with photos of certified mail receipts and tracking information. Mitchell said she had not yet received the package, but had been told it contained videos and writing.

Eric Olson now has a new verb for what happened to his father, Frank Olson, who worked for the Army's top-secret Special Operations Division at Fort Detrick, where he developed bioweapons and experimented with mind-control drugs. Eric Olson found the verb in a 1950s CIA manual. The verb is "dropped." And the manual is a how-to guide for assassins. "The most efficient accident, in simple assassination, is a fall of 75 feet or more onto a hard surface," the manual says, adding helpfully: "It will usually be necessary to stun or drug the subject before dropping him." Eric Olson believes his father -- who developed misgivings about his work and tried to resign -- was murdered by government agents to protect dark government secrets. "No assassination instructions should ever be written or recorded," says the CIA assassination manual. "Decision and instructions should be confined to an absolute minimum of persons." It adds: "For secret assassination the contrived accident is the most effective technique. When successfully executed, it causes little excitement and is only casually investigated." William P. Walter, 78, who supervised anthrax production at Detrick, says Olson's colleagues were divided about his death. "Some say he jumped. Some say he had help," Walter says. "I'm one of the 'had-help' people." So is James Starrs, a George Washington University forensic pathologist who ... called the evidence "rankly and starkly suggestive of homicide." In a report to the CIA on the death, [Harold] Abramson, [a doctor who had experimented with LSD] wrote that the LSD experiment was designed "especially to trap (Olson)." This ... raised a troubling possibility: that the LSD experiment was actually designed to see whether Olson could still be trusted to keep the agency's dark secrets.

Outside the convention hall, New York City police plan to control protesters using a device that directs sound for up to 1,500 feet in a spotlight-like beam. Meanwhile, a display of former Republican presidents inside the hall will feature campaign speeches that are funneled to listeners through highly focused audio beams. Both technologies feature unprecedented manipulation of sound, but for very different purposes. In tests, police have shown how they can convey orders in a normal voice to someone as far as four blocks away. The sound beam is even equipped with a viewfinder so the operator can precisely target the audio by finding a person in cross hairs. Rather than using pure volume to throw sound far, the LRAD reaches distant ears by focusing the audio beam. Wherever the beam makes contact with air, the air molecules interact in a way that isolates the original audible sound. So if you're standing in front of the ultrasonic sound wave, you can hear the sound. If you're a few inches away, you hear nothing. Already, some Coca-Cola machines in Japan are equipped with the technology so passers-by hear the enticing sound of soda being poured into a glass of ice.

Recent advancements in miniaturized electronics, power generation, and beam aiming may finally have put such pulse and beam weapons on the cusp of practicality. Scientists say they are natural successors to projects already underway--beams that disable the electronic systems of aircraft, computers, or missiles, for instance. "Once you are into these antimateriel weapons, it is a short jump to antipersonnel weapons," says Louis Slesin, editor of the trade journal Microwave News. That's because the human body is essentially an electrochemical system, and devices that disrupt the electrical impulses of the nervous system can affect behavior and body functions. But these programs--particularly those involving antipersonnel research--are so well guarded that details are scarce. "People [in the military] go silent on this issue," says Slesin, "more than any other issue. People just do not want to talk about this."

Eight elderly Canadians who were victims of CIA-funded brainwashing experiments in the 1950s reached a tentative out-of-court settlement Tuesday in their multimillion-dollar damage suit against the U.S. spy agency. The Canadian plaintiffs, who say they suffered permanent mental and physical damage as a result of the bizarre experiments performed on them at a Montreal psychiatric hospital, will divide a $750,000 payment among them, according to their attorney, James Turner. The Canadians, all patients of the late Dr. Ewen Cameron at Montreal's Allan Memorial Institute in the late 1950s, were injected with repeated doses of mind-altering LSD, deprived of sleep, subjected to massive electroshock treatments and forced to listen to thousands of repetitions of taped messages taken from the most sensitive moments of their therapy sessions.

Robert A. Maheu was such a colorful character that it’s widely believed the television show “Mission: Impossible” was based on him and his private investigative agency. As an ex-FBI agent, the CIA asked him to handle jobs it wanted to steer clear of, such as lining up prostitutes for a foreign president or hiring the mafia to kill Fidel Castro. For more than 15 years, Maheu [was] on monthly retainer to “The Agency,” CIA records show. Maheu was the right-hand man to Howard Hughes as Hughes ... helped finance CIA operations. A new book alleges that Maheu may have performed another mission for the CIA: the assassination of Sen. Robert F. Kennedy. Maheu would have had access to the CIA’s experiments in hypnosis and mind control. That would have enabled him to frame Sirhan Sirhan as a patsy for the slaying of Kennedy, while other gunmen actually fired the fatal shots, argues author Lisa Pease, who spent 25 years researching her book, “A Lie Too Big to Fail." Sirhan’s lawyers in 2010 accused the CIA of hypnotizing Sirhan and making him “an involuntary participant.” With Maheu’s contacts throughout the CIA and organized crime, he is “the most credible high-level suspect for the planner of Robert Kennedy’s assassination,” Pease wrote. Chief among that evidence is the autopsy finding that Kennedy was shot point blank in the back of the head, while Sirhan was in front of Kennedy. Witnesses at the scene of the shooting were adamant that Sirhan never got close enough to fire at close range. Not long after the trial, a ballistics expert examined the three bullets recovered from the scene and found that they did not match Sirhan’s gun.

Forty years after revelations that the U.S. Central Intelligence Agency funded brainwashing experiments on unsuspecting Canadians, the Trudeau government is continuing a pattern of silencing the victims. A recent Department of Justice gag order in an out-of-court settlement was designed to avoid responsibility and avert compensation to more victims and their families, said Alan Stein, [a lawyer] who has represented numerous survivors who were once patients at the Allan Memorial Institute in Montreal. Successive federal governments have demanded confidentiality agreements in at least five of the cases he has settled. The Trudeau government's quiet non-disclosure payment in March 2017 to the daughter of a now-deceased victim is just the latest development in a decades-old scandal that saw both the CIA and the Canadian government fund brutal science experiments on unsuspecting patients. Revelations of mental torture on hundreds of Canadian patients first surfaced in the late 1970s. At the centre of the controversy was Dr. Ewen Cameron, a respected psychiatrist and first director of the Allan Memorial Institute, the psychiatric facility at McGill University where the brainwashing experiments took place from 1950 to 1965. Concert goers were told “You’re all going to f***ing die” less than an hour before the Las Vegas shooting started, it has been claimed. A woman in the crowd is said to have yelled the warning about 45 minutes before the Route 91 Harvest festival became the venue for the worst mass shooting in US history. After her outburst, it was claimed, the woman and her male companion were made to leave the venue by security. Less than an hour later, an attack began that left at least 50 people dead. Witness Brianna Hendricks... said: “It seemed she was telling us to either warn us, or she was part of it and she was telling us because she knew we were going to die. It was so scary. “It felt like she had knowledge of what was about to happen.” Ms Hendricks returned to the Mandalay hotel about 15 minutes before the shooting, and witnessed the subsequent carnage from her hotel room. She described the woman who gave the warning as “Hispanic, probably about 5ft 5, [with] brown hair”, and said the woman’s boyfriend was also Hispanic. The authorities have yet to comment on whether the woman’s warning was just a bizarre coincidence, or whether it actually did have something to do with the mass shooting.

Mice were turned into Walking Dead-style zombie killers by turning on a light that activated specific brain cells associated with hunting, scientists have revealed. The researchers found that firing one set of neurons prompted the mouse to pursue its prey, while doing the same to another set caused the animal to bite and kill its target. The effect was so strong that the otherwise perfectly ordinary creature would attack anything nearby, such as sticks or bottle caps, as well as more normal prey like crickets. A technique called optogenetics ... allowed [scientists] to activate specific brain cells using a laser. So one minute the mice would be behaving normally, but as soon as the laser was turned on they would aggressively attack whatever was around them. The effect was stronger in mice that were hungry, and they also did not attack other mice in the cage. Professor Ivan de Araujo, of Yale University School of Medicine, who took part in the research, said ... “The system is not just generalised aggression. It seems to be related to the animal’s interest in obtaining food.” he said. However, the effect was so powerful that the mice would attack inedible objects. The paper in Cell explained: “When a non-edible item was placed in the cage, laser activation caused the otherwise indifferent mice to immediately ... seize the object, which was then held with the forepaws and bitten. “Behaviour was interrupted immediately upon laser deactivation." It said the mice were never seen to attack inanimate objects unless the laser was used.

The suspected gunman in an airport shooting rampage in Fort Lauderdale, Fla. — Esteban Santiago, 26, an Iraq War veteran — has been charged with federal crimes and could face the death penalty, the Justice Department announced Saturday night. Investigators said Saturday that Santiago drew frequent police attention for domestic violence in his Alaska home town and twice was arrested within the last year. At least four times in 2016, police were called to Santiago’s house for physical disturbances or domestic violence. Two months before the shooting ... he was admitted to a mental-health facility after showing up at an FBI field office and telling agents his mind was being controlled, complaining that the government was forcing him to watch Islamic State videos. Police held his gun for a month, and then gave it back to him, authorities said. Those sporadic run-ins now raise questions about how Santiago evaded detection as he boarded two flights — checking in a weapon — before he landed at the Fort Lauderdale-Hollywood International Airport and allegedly fired at unsuspecting travelers.

Scientists have discovered that they can change the way people think about religion and politics by directing magnetic energy to their brains to temporarily shut off specific regions of the brain. Scientists from the University of York and the University of California, Los Angeles (UCLA) conducted an experiment using transcranial magnetic stimulation (TMS), a non-invasive, safe method of stimulating small areas of the brain that is used by doctors to treat severe depression, as well as to evaluate damage caused by injuries, strokes, multiple sclerosis, amyotrophic lateral sclerosis, movement disorders and motor neuron disease. The study analysed the brains of 38 UCLA undergraduates ... who were divided into two groups. One group had enough magnetic energy directed at their brains to temporarily shut down ... a part of the brain ... that is associated with detecting problems and triggering responses that address them. The group which had the targeted brain region shut down reported 32.8% less belief in God, angels, or heaven, and were 28.5% more positive in their feelings toward an immigrant who criticised their country. "People often turn to ideology when they are confronted by problems. We wanted to find out whether a brain region that is linked with solving concrete problems, like deciding how to move one's body to overcome an obstacle, is also involved in solving abstract problems addressed by ideology," said Dr Keise Izuma, a lecturer at the University of York's Department of Psychology.

Scientists have created a mind-control system that allows a person to alter the genes in a mouse through the power of thought. A person wearing the device could alter how much protein was made from a gene in the mouse. Volunteers found that they could turn the gene on or off in the mouse at will. The experiment could lead to the development of a radical new approach to the treatment of diseases. Martin Fussenegger, a bioengineer who leads the project at ETH Zurich said he hoped to see clinical trials in people with chronic pain or epilepsy in the next five years. Fussenegger’s team describes a system that demonstrates the idea. The mouse was fitted with a small implant containing copper coils, a light-emitting diode (LED) and a tiny container of genetically modified cells. When the electromagnetic field switches on beneath the mouse, an electric current is induced in the implant’s coils which makes the LED shine. This light illuminates the cells which are designed to respond by switching on a particular gene, causing the cells to make a new protein which seeps out of the implant’s membrane. In the tests, the new protein ... allowed scientists to measure its levels ... while people wearing the headset changed their state of mind. In a series of follow-up experiments, volunteers wearing the headset could see when the LED came on, because the red light shone through the mouse’s skin. In time, they learned to control the light – and so the gene – simply by thinking.

The Defense Advanced Research Projects Agency, or DARPA, is launching a $70 million program to help military personnel with psychiatric disorders using electronic devices implanted in the brain. The goal of the five-year program is to develop new ways of treating problems including depression, anxiety and post-traumatic stress disorder, all of which are common among service members who fought in Iraq or Afghanistan. The new program will fund development of high-tech implanted devices able to both monitor and electrically stimulate specific brain circuits. The effort will be led by scientists at the University of California, San Francisco and Massachusetts General Hospital. The UCSF team will begin its work by studying volunteers who already have probes in their brains as part of treatment for epilepsy or Parkinson's disease. That will allow researchers to "record directly from the brain at a level of resolution that's never [been] done before," says Eddie Chang, a neurosurgeon at UCSF. And because many of the volunteers also have depression, anxiety and other problems, it should be possible to figure out how these conditions have changed specific circuits in the brain, Chang says. The scientists ... hope to design tiny electronic implants that can stimulate the cells in faulty brain circuits. "We know that once you start putting stimulation into the brain, the brain will change in response," Chang says.

In the years after the end of WWII, CIA and US intelligence operatives tested LSD and other interrogation techniques on captured Soviet spies—all with the help of former Nazi doctors. It was 1946. The Joint Chiefs of Staff were preparing for ‘total war’ with the Soviets. They even set an estimated start date of 1952. U.S. military officers had been capturing and then hiring Hitler’s weapons makers in a Top Secret program that would become known as Operation Paperclip. Soon, more than 1,600 of these men and their families would be living the American dream, right here in the United States. In 1948, Operation Paperclip’s Brigadier General Charles E. Loucks ... was working with Hitler’s former chemists when one of the scientists [shared] information about a drug with military potential ... LSD. Documents obtained through the Freedom of Information Act (FOIA) reveal that the U.S. developed its post-war enhanced interrogation techniques ... under the CIA code name Operation Bluebird. The CIA teamed up with the Army Chemical Corps at Camp Detrick, in Maryland, to conduct further research and development on the chemistry of mind-altering drugs. One [Detrick agent was] Dr. Frank Olson, a former army officer and bacteriologist turned agency operative whose sudden demise—by covert LSD poisoning—in 1953 would nearly bring down the CIA. In one of the rare, surviving official documents from the program, Deputy Director of Central Intelligence Allen Dulles sent a secret memo to Richard Helms: “In our conversation of 9 February 1951, I outlined to you the possibilities of augmenting the usual interrogation methods by the use of drugs, hypnosis, shock, etc., and emphasized the defensive aspects as well as the offensive opportunities.”
