The U.S. military bankrolled early development of a non-lethal microwave weapon that creates sound inside your head. The project is known as MEDUSA a contrived acronym for Mob Excess Deterrent Using Silent Audio. And it should not be confused with the Long Range Acoustic Device and similar gadgets which simply project sound. This one uses the so-called "microwave auditory effect": a beam of microwaves is turned into sound by the interaction with your head. Nobody else can hear it unless they are in the beam as well. The idea (dubbed "the telepathic ray gun") was mentioned in a 1998 US Army study, which turned up in a recent Freedom of Information Act document dump. Five years later, the Navy decided to put some R&D dollars into the project. Now ... Dr. Lev Sadovnik of the Sierra Nevada Corporation has provided more details. There are health risks, he notes. The biggest issue from the microwave weapon is ... the risk of brain damage from the high-intensity shockwave created by the microwave pulse. A device that delivered a lethal shockwave inside the target's skull might make an effective death ray. Dr. Sadovnik also makes the intriguing suggestion that ... it might be used at low power to produce a whisper that was too quiet to perceive consciously but might be able to subconsciously influence someone. Sadovnik even suggests subliminal advertising, beaming information that is not consciously heard (a notion also spotted on the US Army's voice-to-skull page).

Sirhan Sirhan, convicted of killing Robert F. Kennedy 40 years ago this week in the Ambassador Hotel in Los Angeles, is living out his days in the California state prison at Corcoran. He is 64 and has never fully explained what happened that night other than to say he can't remember it. "The interesting thing is how under-examined the Robert Kennedy assassination is, compared to President Kennedy and Martin Luther King Jr.," said David Talbot of San Francisco, author of Brothers, a book that looks into Robert Kennedy's own investigation into his brother's death and his conviction that JFK was the victim of a conspiracy. "Bobby remains the unknown territory," Talbot said. "But even if you look at it minimally, there are questions that come to mind." Over the years, Sirhan has told investigators who interviewed him in prison that he was in a hypnotic trance during the shooting and can't remember it at all. William Turner, a retired FBI agent who wrote a book about the case, ... thinks Sirhan was "hypno-programmed to shoot" and that he was a real-life Manchurian Candidate - [a] brainwashed dupe whose controllers want to assassinate a presidential candidate. Turner suspects the same villains as do the JFK conspiracy theorists - "organized crime and, predominantly, people from the CIA." Easily lost, on page 425, in the mass of the CIA's notorious "Family Jewels" files is a short paragraph outlining "potentially embarrassing Agency activities". "Experiments in influencing human behaviour through the administration of mind- or personality-altering drugs to unwitting subjects." Of all the heinous acts committed by the CIA in the name of national security, these experiments, done on the agency's behalf by prominent psychiatrists on innocent victims - including children as young as four - may be the darkest. "We have no answer to the moral issue," former director Richard Helms infamously said when asked about the nature of the projects. The release of the Family Jewels documents revealed the CIA handsomely funded these real-life Dr Strangeloves and engaged pharmaceutical companies to help its experiments. The agency appealed to Big Pharma to pass on any drugs that could not be marketed because of "unfavourable side effects" to be tested on mice and monkeys. Any drugs that passed muster would then be used ... on volunteer US soldiers. The Family Jewels files do not provide further detail into the numerous mind-control programs, such as MKULTRA, covertly propped up by the agency. In 1953, MKULTRA was given 6 per cent of the total CIA budget without any oversight. The nature of the experiments, gathered from government documents and testimony in numerous lawsuits brought against the CIA, is shocking, from testing LSD on children to implanting electrodes in victims' brains to deliberately poisoning people with uranium. "The CIA bought my services from my grandfather in 1952 starting at the tender age of four," wrote Carol Rutz of her experiences.

"Conspiracy of Silence" is a powerful, disturbing documentary revealing a nationwide child abuse and pedophilia ring that leads to the highest levels of government. Featuring intrepid investigator John DeCamp, a highly decorated Vietnam war veteran and 16-year Nebraska state senator, "Conspiracy of Silence" reveals how rogue elements at all levels of government have been involved in systematic child abuse and pedophilia to feed the base desires of key politicians. Based on DeCamp's riveting book, The Franklin Cover-up, "Conspiracy of Silence" begins with the shut-down of Nebraska's Franklin Community Federal Credit Union after a raid by federal agencies in November 1988 revealed that $40 million was missing. When the Nebraska legislature launched a probe into the affair, what initially looked like a financial swindle soon exploded into a startling tale of drugs, money laundering, and a nationwide child abuse ring. Nineteen months later, the legislative committee's chief investigator died suddenly and violently, like more than a dozen other people linked to the Franklin case.
John K. Vance [was] a member of the Central Intelligence Agency inspector general's staff in the early 1960s who discovered that the agency was running a research project that included administering LSD and other drugs to unwitting human subjects. Code-named MKULTRA (and pronounced m-k-ultra), the project Mr. Vance uncovered was the brainchild of CIA Director Allen Dulles, who was intrigued by reports of mind-control techniques allegedly conducted by Soviet, Chinese and North Korean agents on U.S. prisoners of war during the Korean War. The CIA wanted to use similar techniques on its own POWs and perhaps use LSD or other mind-bending substances on foreign leaders, including Cuba's Fidel Castro a few years after the project got underway in 1953. Heading MKULTRA was a CIA chemist named Sidney Gottlieb. In congressional testimony, Gottlieb, who died in 1999, acknowledged that the agency had administered LSD to as many as 40 unwitting subjects, including prison inmates and patrons of brothels set up and run by the agency. At least one participant died when he jumped out of a 10th-floor window in a hotel; others claimed to have suffered serious psychological damage. Mr. Vance learned about MKULTRA in the spring of 1963 during a wide-ranging inspector general survey of the agency's technical services division. The inspector general's report said: "The concepts involved in manipulating human behavior are found by many people both within and outside the agency to be distasteful and unethical." MKULTRA came to public light in 1977 as a result of hearings conducted by a Senate committee on intelligence chaired by Sen. Frank Church (D-Idaho).

The Ministry of Defence turned large parts of the country into a giant laboratory to conduct a series of secret germ warfare tests on the public. A government report just released provides for the first time a comprehensive official history of Britain's biological weapons trials between 1940 and 1979. Many of these tests involved releasing potentially dangerous chemicals and micro-organisms over vast swaths of the population without the public being told. While details of some secret trials have emerged in recent years, the 60-page report reveals new information about more than 100 covert experiments. The report reveals that military personnel were briefed to tell any 'inquisitive inquirer' the trials were part of research projects into weather and air pollution. The tests [were] carried out by government scientists at Porton Down. In most cases, the trials did not use biological weapons but alternatives which scientists believed would mimic germ warfare and which the MoD claimed were harmless. But families in certain areas of the country who have children with birth defects are demanding a public inquiry.

For a quarter of a century, [Eric Olson] has believed that the Central Intelligence Agency murdered his father, a United States government scientist. On Nov. 28, 1953, around 2 a.m. [the] night manager at the Statler Hotel ... in New York rushed out the front door ... to find a middle-aged man lying on the sidewalk. The man had fallen from the 10th floor -- apparently after crashing through a closed window. [In late July, 1975] the C.I.A.'s director, William Colby [provided Olson's] family ... declassified documents relating to Frank Olson's death. Olson had not been a civilian employee of the Department of the Army. He had been a C.I.A. employee working at Fort Detrick. Olson's specialty, it turned out, had been the development of aerosols for the delivery of anthrax. The Colby documents were ... full of unexplained terms like the ''Artichoke'' and ''Bluebird'' projects. These turned out to be the precursors of what became known as MK-ULTRA, a C.I.A. project, beginning in the Korean War, to explore the use of drugs like LSD as truth serums, as well as botulism and anthrax, for use in covert assassination. The documents claimed that during a meeting between the C.I.A. and Fort Detrick scientists ... on Nov. 19,1953, Sidney Gottlieb of the C.I.A. slipped LSD into Olson's glass of Cointreau. Olson, a scientist by training, would have known that he was working for a government that had put Nazi scientists on trial at Nuremberg for immoral experiments on human beings. Now, in the late summer of 1953, [Olson] faced up to the possibility that his own government was doing the same thing. Slipping LSD into Olson's Cointreau was ... designed to get him to talk ... to assess what kind of risk he posed and then eliminate him if necessary.

When Kevin Warwick enters his office building on the campus of Reading University, strange things happen. As Warwick heads down the main hall, lights turn on. When he turns to the right, an office door unbolts and opens. Each step is clocked and recorded. The building knows who he is, where he is, and what he expects to happen. The building [even] says, Hello Professor Warwick. The structure knows Warwick because of the electrical fuse-sized smart card implanted in his left arm. In Britain, hes been dubbed The Cyborg Man, the first person known to have a microchip implanted in his body for communication with outside machines. Warwick predicts chip implants will one day replace time cards, criminal tracking devices, even credit cards. Capable of carrying huge amounts of data, they may, he says, one day be used to identify individuals by Social Security numbers, blood type, even their banking information. No one knows yet how the body will respond to this type of invasion. Warwick is not blind to the ethical questions of this technology. Implants ostensibly designed to clock workers in and out might be misused to monitor where people are at all times and who they are meeting. Governments could move to use implants instead of I.D. cards and passports, but what would stop them from using this new science to invade privacy? I feel mentally different. When I am in the building I feel much more closely connected with the computer.

Canada has agreed to compensate victims of psychiatric experiments carried out mainly in the 1950s and financed in part by the Central Intelligence Agency. An institute at McGill University in Montreal, headed by Dr. D. Ewen Cameron, a psychiatrist, ... was one of the centers where such experiments were carried out. Now, the Canadian Government says the 80 or so patients who underwent the so-called "psychic driving" treatment in Montreal ... can receive almost $80,000 each. The patients at the Allan Memorial Institute at McGill were put into a drugged sleep for weeks or months, subjected to electroshock therapy until they were "de-patterned," knowing neither who or where they were, and forced to listen repeatedly to recorded messages broadcast from speakers on the wall or under their pillows. Linda Macdonald, 55 years old, an employment counselor now in Vancouver, is one of those who sued for compensation. "I walked through those doors with a husband on one arm and a guitar on the other and was a healthy person and coherent," she said. She spent 86 days in the "sleep room" and was subjected to 109 shock treatments and megadoses of barbiturates and other drugs. When she got out of the experiment, she could not read or write, had to be toilet-trained and could not remember her husband, her five children or any part of the first 26 years of her life. John Marks, a former State Department official whose 1979 book, The Search For the Manchurian Candidate, called attention to the experiments, said that a C.I.A. front called the Society for the Investigation of Human Ecology funneled more than $60,000 to Dr. Cameron for the studies. Ottawa gave him more than $200,000.

During the reign of Quebec Premier Maurice Duplessis in the 1940s and 1950s, an alarming number of healthy children living in sanctuaries were hastily diagnosed as mentally incompetent, psychotic patients. The diagnoses were always swift the children went to bed orphans and woke up psychiatric patients. The reason? Shrewd fiscal planning; federal subsidies paid out more to hospitals than to orphanages. Some children allegedly endured lobotomies, electroshock, straitjackets and abuse. For the rest of their lives they would struggle to bring attention to their story and demand compensation. They called themselves the Duplessis Orphans. Born out of wedlock and deemed "children of sin," [these] thousands of Quebec children were cut off from society and sent to orphanages during the 1940s and 1950s. Many were improperly diagnosed as mentally incompetent. The diagnosis would be a lifelong sentence; the orphans endured a difficult and sometimes abusive childhood. Fifty years later, the orphans who are now in their 40s and 50s have organized and are seeking compensation.

On a salary of $16,200 a year ... credit union manager [Lawrence E. King Jr. spent] $10,000 a month on limousines. His credit card charges topped $1 million. King threw a $100,000 party for 1,000 close friends at the Republican National Convention. A federal jury this summer will decide whether King, 45, is guilty as charged of looting $38 million from the Franklin Community Federal Credit Union. Last week, a county grand jury ... began sifting through allegations tying King to a child prostitution and exploitation ring that reputedly catered to some of Omaha's most respected burghers. The sexual allegations [are based on] reports from half a dozen young people who reportedly have described being auctioned like love slaves, flown to the coasts for wild parties, or plied with drugs and alcohol as part of a bisexual bacchanal. "They appear credible to me," said state Sen. Loran Schmit, chairman of the legislative committee appointed to investigate the scandal. King liked to share the wealth ...with his young male friends. [He] gave a $2,800 deerskin coat and 18-karat gold bracelet to 29-year-old Charlie Rogers, who later blew his own brains out with a shotgun. Another young man [claimed] King "wanted to own you a sugar daddy thing." Yet the lawmen who were investigating "did nothing," despite the fact that one witness passed four polygraph tests. John DeCamp, the former state senator [wrote a memo] alleging that "the most powerful and rich public personalities of the state are central figures in the investigation."

Delphi Associates ... is a struggling three-man partnership formed to cash in on the fruits of its founders' psychic research. "This is not just an amusing exercise," says Anthony R. White, a Stanford University M.B.A., art investor and manager of a family fortune. The research heavyweight is Russell Targ, a physicist who built sophisticated lasers for GTE Sylvania Inc. until 1972, then spent the next 10 years doing hush-hush, still "classified," psychic research for the federal government at SRI [Stanford Research Institute], the sober California think tank. At SRI, [Targ] concentrated on remote-viewing, the ability of one viewer to "see" what another person -- the "beacon" -- is looking at even though the beacon may be thousands of miles away. By 1982, Mr. Targ says, "We'd shown unequivocally that people could describe distant locations as well as events that lie in the future." One of Delphi's first commercial ventures was its foray into the silver-futures market. Delphi tried to forecast roughly how much silver prices would change between Thursday's closing and Monday's closing prices. In all of the first nine tries, Keith Harary, the most psychic partner, made correct predictions. The investors ... made "in the middle six figures," and Delphi got a commission. Alas, the power proved fickle. "Our major client suffered an attack of hubris and started pressing us for more predictions," says Mr. White. Delphi failed on the next two tries. "It was a difficult blow for all of us," Mr. White says. Laura Hughes, an Air Force veteran, says her daughter Catherine Werner is struggling with the effects of traumatic brain injury after experiencing strange sounds and sensations at her apartment in Guangzhou [China], where Werner was a foreign trade officer until being medevaced out earlier this year. She's calling on the State Department to do more to solve the mystery that has eluded investigators since U.S. diplomats and spies starting getting sick in Cuba in late 2016. Hughes is coming forward publicly because she says her daughter and the other government workers cannot. Werner is the only U.S. worker in either Cuba or China whose identity is publicly known. For Hughes, the saga started nearly a year ago when she said her daughter's health started declining: nausea, unbearable headaches, and problems with balance, vision and memory. [Then Hughes] started experiencing the sounds and sensations, too. She is concerned that the U.S. is downplaying what happened. She says rather than conducting a transparent investigation, some State Department officials have been "misinforming and they've been suppressing information. Our whole lives are uprooted. And instead of being helped by the State Department, it's an atrocity how they're taking care of this." U.S. officials [say] they're considering the possibility of an electromagnetic weapon, possibly involving microwave technology. Doctors have said many of the Havana diplomats have brain injuries that look like concussions, except with no known blow to the head. Both Hughes and her daughter remain in intensive rehabilitation.

On 12 June 1975, the Washington Post ran a story about an army scientist who had been drugged with LSD by the CIA, reacted badly and jumped out of the window of a New York hotel. This story, with its lurid mix of drugs, death and the CIA, proved irresistible. For the next several days, reporters barraged the CIA with demands to know more. The Olson family called a press conference in the familys back yard. Alice read a statement saying that the family had decided to file a lawsuit against the CIA, perhaps within two weeks, asking several million dollars in damages. Since 1953, we have struggled to understand Frank Olsons death as an inexplicable suicide, she said. The true nature of his death was concealed for 22 years. White House lawyers offered the Olson family $750,000 in exchange for dropping its legal claims. After some hesitation, the family accepted. On 8 August 2002, [Eric Olson] announced that he had reached a new conclusion about what had happened to his father. The death of Frank Olson on 28 November 1953 was a murder, not a suicide, he declared. This is not an LSD drug-experiment story, as it was represented in 1975. This is a biological warfare story. Frank Olson did not die because he was an experimental guinea pig who experienced a bad trip. He died because of concern that he would divulge information concerning a highly classified CIA interrogation program in the early 1950s, and concerning the use of biological weapons by the United States in the Korean War.

Direct two way radio communication between an animal's brain and a computer has been established for the first time by a team of scientists at Yale University. In an experiment, electrodes implanted in a chimpanzee's brain picked up electrical brain waves, which were then transmitted to a computer by a small receiver-transmitter atop the animal's head. The computer ... returned [a] control signal to another part of the brain through the receiver. Stimulated by the control signal, the latter part of the brain internally turned off the brain activity originally sensed by the computer. The head of the team is Dr. Jose M. R. Delgado, a 55-year-old Spanish-born neurophysiologist at the School of Medicine. Dr. Delgado ... has attracted both attention and controversy in the past for his experiments inducing anger, fear, affection, pleasure and other emotions in animals and human beings by telemetry stimulation of specific regions of the brain. We are now talking to the brain without the participation of the senses, said Dr. Delgado. This is a pure and direct communication - I call it non sensory communication. Dr. Delgado said he expected to use the new technique on human beings within a year. Previously, Dr. Delgado has applied what he calls ESB, for electrical stimulation of the brain, to human beings in experimental efforts to calm violent mental patients and relieve pain by radio. He has also halted by radio a charging bull, that was fitted with electrodes implanted in inhibitory regions of the brain.

An AI-based decoder that can translate brain activity into a continuous stream of text has been developed, in a breakthrough that allows a person’s thoughts to be read non-invasively for the first time. The decoder could reconstruct speech with uncanny accuracy while people listened to a story – or even silently imagined one – using only fMRI scan data. Previous language decoding systems have required surgical implants. Large language models – the kind of AI underpinning OpenAI’s ChatGPT ... are able to represent, in numbers, the semantic meaning of speech, allowing the scientists to look at which patterns of neuronal activity corresponded to strings of words with a particular meaning rather than attempting to read out activity word by word. The decoder was personalised and when the model was tested on another person the readout was unintelligible. It was also possible for participants on whom the decoder had been trained to thwart the system, for example by thinking of animals or quietly imagining another story. Jerry Tang, a doctoral student at the University of Texas at Austin and a co-author, said: “We take very seriously the concerns that it could be used for bad purposes and have worked to avoid that. We want to make sure people only use these types of technologies when they want to and that it helps them.” Prof Tim Behrens, a computational neuroscientist ... said it opened up a host of experimental possibilities, including reading thoughts from someone dreaming.

Mingzheng Wu, a graduate student at Northwestern University, plopped two male mice into a cage and watched as they explored their modest new digs: sniffing, digging, fighting a little. With a few clicks on a nearby computer, Mr. Wu then switched on a blue light implanted in the front of each animal’s brain. That light activated a tiny piece of cortex, spurring neurons there to fire. Mr. Wu zapped the two mice at the same time and at the same rapid frequency — putting that portion of their brains quite literally in sync. Within a minute or two, any animus between the two creatures seemed to disappear, and they clung to each other like long-lost friends. “After a few minutes, we saw that those animals actually stayed together, and one animal was grooming the other,” said Mr. Wu. The experiment, published this month in Nature Neuroscience, was made possible thanks to an impressive new wireless technology that allows scientists to observe — and manipulate — the brains of multiple animals as they interact with one another. Their tool ... uses a tiny LED light, implanted into an animal’s brain, to activate discrete groups of neurons. He had overseen a vast network of psychological and medical experiments conducted in hospitals, universities, research labs, prisons and safe houses, many of them carried out on unsuspecting subjects – mental patients, prostitutes and their johns, drug addicts, and anyone else who stumbled into the CIA's web. Some had been subjected to electroshock therapy in an effort to alter their behavior. Some endured prolonged sensory deprivation. Some were doped and made to sleep for weeks in an attempt to induce an amnesia-like state. Others suffered a relentless loop of audiotape playing the same message hundreds of thousands of times. As the CIA's sorcerer, Gottlieb had also attempted to raise assassination to an art form. Out of his labs had come a poisoned handkerchief designed to do in a Libyan colonel, a bacteriological agent for a Congolese leader and debilitating potions intended for Cuba's Fidel Castro. The name Sidney Gottlieb is but an obscure footnote. Yet for a generation of Americans who came of age in the Cold War, his experiments came to define the CIA as a rogue agency. The most notorious project was MK-ULTRA, created in 1953. It was, in Gottlieb's words, intended to explore 'various techniques of behavior control in intelligence operations.' It funded an array of research, including electric-shock treatments, hypnosis and experiments designed to program or deprogram a subject's memory.

Anthropologist Orisanmi Burton has blown the lid off a dark chapter in CIA history. Classified Agency files, recently obtained through Freedom of Information laws, expose shocking ties between the infamous MKULTRA program and nightmarish experiments on prisoners of color within the United States. Burton's findings expose MKULTRA's sinister mission to develop psychological warfare and behavioral manipulation tactics specifically aimed at people of color under the guise of "counterinsurgency." [In] 1968, the American Psychiatric Association's Diagnostic and Statistical Manual of Mental Disorders underwent an alarming update, adding "hostility" and "aggression" as prominent symptoms of schizophrenia. The implications were profound: civil rights activists daring to resist were at risk of being diagnosed and institutionalized. Prisoners refusing to bend to oppressive jail regimes could be conveniently labeled as "criminally insane." In August 2022, MintPress News revealed how Black Americans were disproportionately targeted by the CIA's monstrous mind control machinations. Many MKULTRA trials appeared to have been expressly conducted to gauge potentially varying reactions to psychedelic drugs in Black and White participants. The CIA had a specific – or greater – interest in the effect of certain substances on people of color, rather than the general civilian population. The CIA did indeed seek to determine optimal drugs for targeting Black Americans, if not other ethnic groups.
