John K. Vance [was] a member of the Central Intelligence Agency inspector general's staff in the early 1960s who discovered that the agency was running a research project that included administering LSD and other drugs to unwitting human subjects. Code-named MKULTRA (and pronounced m-k-ultra), the project Mr. Vance uncovered was the brainchild of CIA Director Allen Dulles, who was intrigued by reports of mind-control techniques allegedly conducted by Soviet, Chinese and North Korean agents on U.S. prisoners of war during the Korean War. The CIA wanted to use similar techniques on its own POWs and perhaps use LSD or other mind-bending substances on foreign leaders, including Cuba's Fidel Castro a few years after the project got underway in 1953. Heading MKULTRA was a CIA chemist named Sidney Gottlieb. In congressional testimony, Gottlieb, who died in 1999, acknowledged that the agency had administered LSD to as many as 40 unwitting subjects, including prison inmates and patrons of brothels set up and run by the agency. At least one participant died when he jumped out of a 10th-floor window in a hotel; others claimed to have suffered serious psychological damage. Mr. Vance learned about MKULTRA in the spring of 1963 during a wide-ranging inspector general survey of the agency's technical services division. The inspector general's report said: "The concepts involved in manipulating human behavior are found by many people both within and outside the agency to be distasteful and unethical." MKULTRA came to public light in 1977 as a result of hearings conducted by a Senate committee on intelligence chaired by Sen. Frank Church (D-Idaho).

The Ministry of Defence turned large parts of the country into a giant laboratory to conduct a series of secret germ warfare tests on the public. A government report just released provides for the first time a comprehensive official history of Britain's biological weapons trials between 1940 and 1979. Many of these tests involved releasing potentially dangerous chemicals and micro-organisms over vast swaths of the population without the public being told. While details of some secret trials have emerged in recent years, the 60-page report reveals new information about more than 100 covert experiments. The report reveals that military personnel were briefed to tell any 'inquisitive inquirer' the trials were part of research projects into weather and air pollution. The tests [were] carried out by government scientists at Porton Down. In most cases, the trials did not use biological weapons but alternatives which scientists believed would mimic germ warfare and which the MoD claimed were harmless. But families in certain areas of the country who have children with birth defects are demanding a public inquiry.

For a quarter of a century, [Eric Olson] has believed that the Central Intelligence Agency murdered his father, a United States government scientist. On Nov. 28, 1953, around 2 a.m. [the] night manager at the Statler Hotel ... in New York rushed out the front door ... to find a middle-aged man lying on the sidewalk. The man had fallen from the 10th floor -- apparently after crashing through a closed window. [In late July, 1975] the C.I.A.'s director, William Colby [provided Olson's] family ... declassified documents relating to Frank Olson's death. Olson had not been a civilian employee of the Department of the Army. He had been a C.I.A. employee working at Fort Detrick. Olson's specialty, it turned out, had been the development of aerosols for the delivery of anthrax. The Colby documents were ... full of unexplained terms like the ''Artichoke'' and ''Bluebird'' projects. These turned out to be the precursors of what became known as MK-ULTRA, a C.I.A. project, beginning in the Korean War, to explore the use of drugs like LSD as truth serums, as well as botulism and anthrax, for use in covert assassination. The documents claimed that during a meeting between the C.I.A. and Fort Detrick scientists ... on Nov. 19,1953, Sidney Gottlieb of the C.I.A. slipped LSD into Olson's glass of Cointreau. Olson, a scientist by training, would have known that he was working for a government that had put Nazi scientists on trial at Nuremberg for immoral experiments on human beings. Now, in the late summer of 1953, [Olson] faced up to the possibility that his own government was doing the same thing. Slipping LSD into Olson's Cointreau was ... designed to get him to talk ... to assess what kind of risk he posed and then eliminate him if necessary.

When Kevin Warwick enters his office building on the campus of Reading University, strange things happen. As Warwick heads down the main hall, lights turn on. When he turns to the right, an office door unbolts and opens. Each step is clocked and recorded. The building knows who he is, where he is, and what he expects to happen. Implants ostensibly designed to clock workers in and out might be misused to monitor where people are at all times and who they are meeting. Canada has agreed to compensate victims of psychiatric experiments carried out mainly in the 1950s and financed in part by the Central Intelligence Agency. An institute at McGill University in Montreal, headed by Dr. D. Ewen Cameron, a psychiatrist, ... was one of the centers where such experiments were carried out. Now, the Canadian Government says the 80 or so patients who underwent the so-called "psychic driving" treatment in Montreal ... can receive almost $80,000 each. The patients at the Allan Memorial Institute at McGill were put into a drugged sleep for weeks or months, subjected to electroshock therapy until they were "de-patterned," knowing neither who or where they were, and forced to listen repeatedly to recorded messages broadcast from speakers on the wall or under their pillows. Linda Macdonald, 55 years old, an employment counselor now in Vancouver, is one of those who sued for compensation. "I walked through those doors with a husband on one arm and a guitar on the other and was a healthy person and coherent," she said. She spent 86 days in the "sleep room" and was subjected to 109 shock treatments and megadoses of barbiturates and other drugs. When she got out of the experiment, she could not read or write, had to be toilet-trained and could not remember her husband, her five children or any part of the first 26 years of her life. John Marks, a former State Department official whose 1979 book, The Search For the Manchurian Candidate, called attention to the experiments, said that a C.I.A. front called the Society for the Investigation of Human Ecology funneled more than $60,000 to Dr. Cameron for the studies. Ottawa gave him more than $200,000.

During the reign of Quebec Premier Maurice Duplessis in the 1940s and 1950s, an alarming number of healthy children living in sanctuaries were hastily diagnosed as mentally incompetent, psychotic patients. The diagnoses were always swift — the children went to bed orphans and woke up psychiatric patients. The reason? Shrewd fiscal planning; federal subsidies paid out more to hospitals than to orphanages. Some children allegedly endured lobotomies, electroshock, straitjackets and abuse. For the rest of their lives they would struggle to bring attention to their story and demand compensation. They called themselves the Duplessis Orphans. Many were improperly diagnosed as mentally incompetent. The diagnosis would be a lifelong sentence; the orphans endured a difficult and sometimes abusive childhood. Fifty years later, the orphans who are now in their 40s and 50s have organized and are seeking compensation.
On a salary of $16,200 a year ... credit union manager [Lawrence E. King Jr. spent] $10,000 a month on limousines. His credit card charges topped $1 million. King threw a $100,000 party for 1,000 close friends at the Republican National Convention. A federal jury this summer will decide whether King, 45, is guilty as charged of looting $38 million from the Franklin Community Federal Credit Union. Last week, a county grand jury ... began sifting through allegations tying King to a child prostitution and exploitation ring that reputedly catered to some of Omaha's most respected burghers. The sexual allegations [are based on] reports from half a dozen young people who reportedly have described being auctioned like love slaves, flown to the coasts for wild parties, or plied with drugs and alcohol as part of a bisexual bacchanal. "They appear credible to me," said state Sen. Loran Schmit, chairman of the legislative committee appointed to investigate the scandal. King liked to share the wealth ...with his young male friends. [He] gave a $2,800 deerskin coat and 18-karat gold bracelet to 29-year-old Charlie Rogers, who later blew his own brains out with a shotgun. Another young man [claimed] King "wanted to own you – a sugar daddy thing." Yet the lawmen who were investigating "did nothing," despite the fact that one witness passed four polygraph tests. John DeCamp, the former state senator [wrote a memo] alleging that "the most powerful and rich public personalities of the state are central figures in the investigation."

Delphi Associates ... is a struggling three-man partnership formed to cash in on the fruits of its founders' psychic research. "This is not just an amusing exercise," says Anthony R. White, a Stanford University M.B.A., art investor and manager of a family fortune. The research heavyweight is Russell Targ, a physicist who built sophisticated lasers for GTE Sylvania Inc. until 1972, then spent the next 10 years doing hush-hush, still "classified," psychic research for the federal government at SRI [Stanford Research Institute], the sober California think tank. At SRI, [Targ] concentrated on remote-viewing, the ability of one viewer to "see" what another person -- the "beacon" -- is looking at even though the beacon may be thousands of miles away. By 1982, Mr. Targ says, "We'd shown unequivocally that people could describe distant locations as well as events that lie in the future." One of Delphi's first commercial ventures was its foray into the silver-futures market. Delphi tried to forecast roughly how much silver prices would change between Thursday's closing and Monday's closing prices. In all of the first nine tries, Keith Harary, the most psychic partner, made correct predictions. The investors ... made "in the middle six figures," and Delphi got a commission. Alas, the power proved fickle. "Our major client suffered an attack of hubris and started pressing us for more predictions," says Mr. White. Delphi failed on the next two tries. Laura Hughes, an Air Force veteran, says her daughter Catherine Werner is struggling with the effects of traumatic brain injury after experiencing strange sounds and sensations at her apartment in Guangzhou [China], where Werner was a foreign trade officer until being medevaced out earlier this year. She's calling on the State Department to do more to solve the mystery that has eluded investigators since U.S. diplomats and spies starting getting sick in Cuba in late 2016. Hughes is coming forward publicly because she says her daughter and the other government workers cannot. Werner is the only U.S. worker in either Cuba or China whose identity is publicly known. For Hughes, the saga started nearly a year ago when she said her daughter's health started declining: nausea, unbearable headaches, and problems with balance, vision and memory. [Then Hughes] started experiencing the sounds and sensations, too. She is concerned that the U.S. is downplaying what happened. She says rather than conducting a transparent investigation, some State Department officials have been "misinforming and they've been suppressing information. Our whole lives are uprooted. And instead of being helped by the State Department, it's an atrocity how they're taking care of this." U.S. officials [say] they're considering the possibility of an electromagnetic weapon, possibly involving microwave technology. Doctors have said many of the Havana diplomats have brain injuries that look like concussions, except with no known blow to the head. Both Hughes and her daughter remain in intensive rehabilitation.

On 12 June 1975, the Washington Post ran a story about an army scientist who had been drugged with LSD by the CIA, reacted badly and jumped out of the window of a New York hotel. This story, with its lurid mix of drugs, death and the CIA, proved irresistible. For the next several days, reporters barraged the CIA with demands to know more. The Olson family called a press conference in the family’s back yard. Alice read a statement saying that the family had decided to “file a lawsuit against the CIA, perhaps within two weeks, asking several million dollars in damages”. “Since 1953, we have struggled to understand Frank Olson’s death as an inexplicable ‘suicide,’” she said. “The true nature of his death was concealed for 22 years.” White House lawyers offered the Olson family $750,000 in exchange for dropping its legal claims. After some hesitation, the family accepted. On 8 August 2002, [Eric Olson] announced that he had reached a new conclusion about what had happened to his father. “The death of Frank Olson on 28 November 1953 was a murder, not a suicide,” he declared. “This is not an LSD drug-experiment story, as it was represented in 1975. This is a biological warfare story. Frank Olson did not die because he was an experimental guinea pig who experienced a ‘bad trip’. He died because of concern that he would divulge information concerning a highly classified CIA interrogation program in the early 1950s, and concerning the use of biological weapons by the United States in the Korean War.”

Direct two way radio communication between an animal's brain and a computer has been established for the first time by a team of scientists at Yale University. In an experiment, electrodes implanted in a chimpanzee's brain picked up electrical brain waves, which were then transmitted to a computer by a small receiver-transmitter atop the animal's head. The computer ... returned [a] control signal to another part of the brain through the receiver. Stimulated by the control signal, the latter part of the brain internally turned off the brain activity originally sensed by the computer. The head of the team is Dr. Jose M. R. Delgado, a 55-year-old Spanish-born neurophysiologist at the School of Medicine. Dr. Delgado ... has attracted both attention and controversy in the past for his experiments inducing anger, fear, affection, pleasure and other emotions in animals and human beings by telemetry stimulation of specific regions of the brain. “We are now talking to the brain without the participation of the senses,” said Dr. Delgado. “This is a pure and direct communication - I call it ‘non sensory communication.’” Dr. Delgado said he expected to use the new technique on human beings within a year. Previously, Dr.’ Delgado has applied what he calls ESB, for electrical stimulation of the brain, to human beings in experimental efforts to calm violent mental patients and relieve pain by radio. He has also halted by radio a charging bull, that was fitted with electrodes implanted in inhibitory regions of the brain.

Mingzheng Wu, a graduate student at Northwestern University, plopped two male mice into a cage and watched as they explored their modest new digs: sniffing, digging, fighting a little. With a few clicks on a nearby computer, Mr. Wu then switched on a blue light implanted in the front of each animal's brain. That light activated a tiny piece of cortex, spurring neurons there to fire. Mr. Wu zapped the two mice at the same time and at the same rapid frequency – putting that portion of their brains quite literally in sync. Within a minute or two, any animus between the two creatures seemed to disappear, and they clung to each other like long-lost friends. "After a few minutes, we saw that those animals actually stayed together, and one animal was grooming the other," said Mr. Wu. [He] and his colleagues then repeated the experiment, but zapped each animal's cortex at frequencies different from the other's. This time, the mice displayed far less of an urge to bond. The experiment, published this month in Nature Neuroscience, was made possible thanks to an impressive new wireless technology that allows scientists to observe – and manipulate – the brains of multiple animals as they interact with one another. Their tool ... uses a tiny LED light, implanted into an animal's brain, to activate discrete groups of neurons. From the headlines, [Sidney] Gottlieb had emerged as a kind of Dr. Strangelove. He had overseen a vast network of psychological and medical experiments conducted in hospitals, universities, research labs, prisons and safe houses, many of them carried out on unsuspecting subjects – mental patients, prostitutes and their johns, drug addicts, and anyone else who stumbled into the CIA's web. Some had been subjected to electroshock therapy in an effort to alter their behavior. Some endured prolonged sensory deprivation. Some were doped and made to sleep for weeks in an attempt to induce an amnesia-like state. Others suffered a relentless loop of audiotape playing the same message hundreds of thousands of times. As the CIA's sorcerer, Gottlieb had also attempted to raise assassination to an art form. Out of his labs had come a poisoned handkerchief designed to do in a Libyan colonel, a bacteriological agent for a Congolese leader and debilitating potions intended for Cuba's Fidel Castro. The name Sidney Gottlieb is but an obscure footnote. Yet for a generation of Americans who came of age in the Cold War, his experiments came to define the CIA as a rogue agency. The most notorious project was MK-ULTRA, created in 1953. It was, in Gottlieb's words, intended to explore 'various techniques of behavior control in intelligence operations.' It funded an array of research, including electric-shock treatments, hypnosis and experiments designed to program or deprogram a subject's memory.
In the summer of 1977, Capitol Hill was gripped by revelations of the CIA’s top-secret MK-Ultra mind control research program, targeting unsuspecting American citizens, in some cases by luring them to brothels to be fed LSD-laced cocktails. One MK-Ultra project involved CIA-run brothels in San Francisco and New York City, established specifically to study LSD’s effects on unsuspecting adults. Project Midnight Climax ran in San Francisco from 1955 to 1965. Operatives reported that it helped refine sexual blackmail tactics, surveillance technology, LSD’s use in interrogations and how to better use empathy as an investigation tactic. Brothel operatives later [admitted] that they had dosed unsuspecting subjects at nearby restaurants, bars and beaches. In one case, a U.S. marshal held up a San Francisco bar with his service revolver after an MK-Ultra agent slipped LSD into his bourbon and soda. In the early 1970s, CIA Director Richard Helms, who ran the agency from 1966 to 1973, along with one of MK-Ultra’s architects, Sidney Gottlieb, ordered all the relevant paperwork destroyed.

Scientists have demonstrated “proof of principle” that traumatic memories can be erased from the brain – as seen in the science fiction film Eternal Sunshine Of The Spotless Mind. Studies in mice demonstrated that fearful memories prompted by a sound associated with an electric shock could be turned off and on. The researchers said attempting to do this in humans was full of ethical problems. But their studies suggest it will be possible at some point in the future. Professor Sheena Josselyn said they had been able to discover the specific brain cells where a particular memory was stored. “So we can target where in the brain a memory has gone,” she said. “We can then decrease the activity in these cells … And it is as if we erase the memory.” After this was done, the mice were unperturbed when they heard the sound they had previously learned to associate with the shock. Increasing the cells’ activity restored the memory. “We can turn memory on and turn memory off,” Professor Josselyn said. “We can erase a fearful memory in mice, suggesting in people there might be a way of targeting just those cells that are important in just this traumatic memory, perhaps getting rid of this traumatic memory.” Asked about the ethical considerations, Professor Josselyn said ... that she did not see a future in which brain cells would be killed off to remove memories. But she added: “For something that really interferes with your everyday life ... a treatment that targets just those cells could be appropriate.”

A gunman opened fire in the baggage claim area at the Fort Lauderdale airport Friday, killing five people and wounding eight before being taken into custody in an attack that sent panicked passengers running out of the terminal and onto the tarmac. An additional 37 people were injured after the incident. The gunman was identified as Esteban Santiago-Ruiz, 26, who had active-duty military identification on him. Santiago-Ruiz was in federal custody, the Broward County Sheriff Scott Israel said. He will face federal charges. FBI sources told CBS News ... that they ran a full database check on Santiago-Ruiz, and they found no connection to terror groups. In Nov. 2016, Santiago-Ruiz walked into an FBI office in Anchorage and claimed he was being forced to fight for the Islamic State of Iraq and Syria (ISIS), law enforcement sources told CBS News. He also said his mind was being controlled by the CIA to watch ISIS videos. He was sent to a psychiatric hospital after police were called. He was also investigated as part of a child porn investigation in either 2011 or 2012, law enforcement sources told CBS News. Three weapons and a computer were seized, but no charges were filed. A witness, Mark Lea ... said the shooter was “calm as can be ... he just walked in and started shooting. He wasn’t frantic, he wasn’t psychotic.” Lea estimated that the suspect shot about 24 rounds, [then] walked out of “door 2” and “lay spread-eagle on the floor and waited for law enforcement to arrive.”

Actress Leah Remini left the Church of Scientology in 2013 - after 35 years as a devout member - and ever since, she has been on a crusade to expose the controversial organization's secrets. On "Scientology and the Aftermath," her new series on A&E, Remini seeks to "delve deep into shocking stories of abuse, heartbreak and harassment experienced by those who have left the church and spoken publicly about their experiences." Tuesday night's episode had a theme: Disturbing stories about the organization's leader David Miscavige, whom ex-members refer to as "the pope of Scientology," as well as the "undisputed dictator." Remini ... interviewed people about Miscavige's alleged physical abuse against his staff, including Jeff Hawkins, who was the Scientology "marketing guru" for years. He liked the idea of Scientology's anti-war stance and spiritual component, particularly the strong belief about the afterlife. So Hawkins signed a ... contract and started working closely with Miscavige. Then, he says, Miscavige assaulted him several times. During one incident, he explains, Miscavige once started making fun of him in a room full of people; and when Hawkins asked him not to, Miscavige took that as a sign of disrespect and started hitting him in the face. Hawkins says that he, as well as everyone in the room at the time, was too afraid to fight back. Initially, he thought the bad times would pass; but when he realized Miscavige would be running Scientology for a very long time, he left the church.

Cruel and charismatic, Anne Hamilton-Byrne was the Australian leader of a doomsday cult who thought she was the Messiah. As leader of The Family, ... she claimed to be Jesus reborn as a woman. One of the few female cult leaders in history - and apparently one of the cruellest - Hamilton-Byrne operated in almost total secrecy over two decades. The police, acting on information from two child escapees, raided the cult in 1987. Over the years Hamilton-Byrne had collected 28 children through bogus adoptions and “gifts” from followers. She subjected them to vicious beatings, starvation and emotional torture. “Anne wasn’t giving love,” says [a parent] whose young son was one of Hamilton-Byrne’s victims. “She was offering it and then taking it back. She broke people’s spirit.” The glamorous guru used the same tactic on her adult followers, handpicking them from Melbourne’s wealthy professional elite. Preaching a mishmash of Christianity, eastern mysticism and apocalyptic prophecy, she allegedly forced followers, including children, to take dangerous amounts of LSD and other hallucinogenics as part of prolonged initiation rites. Once they had submitted, she’d dictate every aspect of their lives. The cult leader amassed an estimated AU$150m (Ł90m) through property, land and cash donated by followers. Researchers in the United States have developed a new method for controlling the brain circuits associated with complex animal behaviours, using genetic engineering to create a magnetised protein that activates specific groups of nerve cells from a distance. The new technique ... is not only non-invasive, but can also activate neurons rapidly and reversibly. Several earlier studies have shown that nerve cell proteins which are activated by heat and mechanical pressure can be genetically engineered so that they become sensitive to radio waves and magnetic fields. The new technique builds on this earlier work, and is based on a protein called TRPV4, which is sensitive to both temperature and stretching forces. These stimuli open its central pore, allowing electrical current to flow through the cell membrane; this evokes nervous impulses that travel into the spinal cord and then up to the brain. In one final experiment, the researchers injected Magneto into the striatum of freely behaving mice ... and then placed the animals into an apparatus split into magnetised a non-magnetised sections. Mice expressing Magneto spent far more time in the magnetised areas than mice that did not, because activation of the protein caused the striatal neurons expressing it to release dopamine, so that the mice found being in those areas rewarding. This shows that Magneto can remotely control the firing of neurons deep within the brain, and also control complex behaviours.

[One spy unit is] responsible for some of the United Kingdom's most controversial tactics of surveillance, online propaganda and deceit. Documents ... demonstrate how the Joint Threat Research Intelligence Group (JTRIG), a unit of the signals intelligence agency Government Communications Headquarters (GCHQ), is involved in efforts against political groups it considers "extremist". Though its existence was secret until last year, JTRIG quickly developed a distinctive profile [after] Edward Snowden revealed that the unit had engaged in "dirty tricks" like deploying sexual "honey traps" designed to discredit targets, launching denial-of-service attacks to shut down Internet chat rooms, pushing veiled propaganda onto social networks and generally warping discourse online. Particularly revealing is a fascinating 42-page document from 2011 detailing JTRIG's activities. The document lays out the tactics the agency uses to manipulate public opinion, its scientific and psychological research into how human thinking and behavior can be influenced. Many GCHQ documents describing the "missions" of the "customers" for which it works make clear that the agency has a wide mandate far beyond national security, including providing help on intelligence to the Bank of England, ... to various departments on agriculture and whaling activities, to government financial divisions to enable good investment decisions. Beyond JTRIG's targeting of Anonymous, other parts of GCHQ targeted political activists deemed to be "radical," even monitoring the visits of people to the WikiLeaks website. [The document] includes detailed discussions of how to foster "obedience" and "conformity".
