The Defense Department earlier this summer released a comprehensive manual outlining its interpretation of the law of war. The Securities and Exchange Commission just ruled that large publicly held corporations must disclose the ratios of the pay of their top CEOs to the pay of their median workers. About time. In 1965, CEOs of America's largest corporations were paid, on average, 20 times the pay of average workers. Now, the ratio is over 300 to 1. It turns out the higher the CEO pay, the worse the firm does. Professor Michael J. Cooper of the University of Utah [and colleagues] recently found that companies with the highest-paid CEOs returned about 10 percent less to their shareholders than do their industry peers. So why aren't shareholders hollering about CEO pay? Because corporate law in the United States gives shareholders at most an advisory role. They can holler all they want, but CEOs don't have to listen. Larry Ellison, the CEO of Oracle, received a pay package in 2013 valued at $78.4 million, a sum so stunning that Oracle shareholders rejected it. That made no difference because Ellison controlled the board. In Australia, by contrast, shareholders have the right to force an entire corporate board to stand for re-election if 25 percent or more of a company's shareholders vote against a CEO pay plan two years in a row. Which is why Australian CEOs are paid an average of only 70 times the pay of the typical Australian worker. The new SEC rule requiring disclosure of pay ratios ... isn't perfect. An assistant professor in the law department of the US military academy at West Point has argued that legal scholars critical of the war on terrorism represent a treasonous fifth column that should be attacked as enemy combatants. In a lengthy academic paper, the professor, William C Bradford, proposes to threaten Islamic holy sites as part of a war against undifferentiated Islamic radicalism. At first glance, it looks as if Americans incomes grew robustly in the years 2003 through 2012. Total income reported on tax returns, adjusted for inflation, rose almost 18 percent. It is every kid's worst nightmare and six-year-old Jaden Hayes has lived it - twice. First he lost his dad when he was four and then last month his mom died unexpectedly in her sleep. The cost of living increased an average of 9.9 percent across the top 50 major cities in the U.S. between July 1, 2014, and June 30, 2015, according to the Chapwood Index. The Index ... is a more precise measure of the cost of living than the government's Consumer Price Index (CPI), which showed a cost-of-living increase of less than 1 percent over the same time span. The 9.9 percent increase exposes why middle-class Americans - salaried workers who are given routine pay raises and retirees who depend on annual increases in their corporate pensions and Social Security payments - cannot maintain their standard of living. The Chapwood Index shows what the CPI tries to conceal: that the government keeps the CPI low to avoid spiraling debt increases, which are due primarily to corporate, income, sales and other tax increases at the local, state and federal levels, as well as rising insurance costs. For more than a century, the CPI has purported to reflect the fluctuation in prices for a typical "basket of goods" in American cities. But it hasn't really done that for more than 30 years, and since salary and benefit increases are pegged to the CPI, the middle class has seen its purchasing power decline dramatically over the last three decades. And this trend will continue as long as pay raises and benefit increases are tied to a false CPI, [Chapwood Index founder Ed] Butowsky says. "The CPI ... has been manipulated to show a lower cost of living increase in order to reduce government outlays," he says.

People are developing dementia a decade before they were 20 years ago, perhaps because of environmental factors such as pollution and the stepped-up use of insecticides, a wide-ranging international study has found. The study, which compared 21 Western countries between the years 1989 and 2010, found that the disease is now being regularly diagnosed in people in their late 40s and that death rates are soaring. The study was published in the Surgical Neurology International journal. The problem was particularly acute in the United States, where neurological deaths in men aged over 75 have nearly tripled and in women risen more than fivefold, the leader of the study, Colin Pritchard from Bournemouth University, [said]. Scientists quoted in the study said a combination of environmental factors such as pollution from aircraft and cars as well as widespread use of pesticides could be the culprit. Early-onset dementia used to cover people developing the disease in their late 60s. Now, its meant to mean people much younger than that, the research showed. The study found that deaths caused by neurological disease had risen significantly in adults aged 55 to74, virtually doubling in the over-75s. The sharp increase in death rates from dementia-related diseases cannot simply be blamed on an aging population or stepped-up diagnosis, Pritchard said. The rate of increase in such a short time suggested a silent or even a hidden epidemic, in which environmental factors must play a major part.

Americans are required to register if they want to vote; as of this week, Oregonians will have to register not to. Gov. Kate Brown signed a first-in-the-nation bill to automatically register all eligible Oregonians to vote when they obtain or renew a drivers license or state identification card. Those who are registered through the new process will be notified by mail and will be given three weeks to take themselves off the voting rolls. If they do not opt out, the secretary of states office will mail them a ballot automatically 20 days before any election. Oregon was the first state in the country to switch to all-mail voting when Ballot Measure 60 was passed in 1998 by a wide margin. Washington state and Colorado later followed suit. Currently, there are about 2.2 million registered voters in Oregon, said Tony Green, spokesman for Secretary of State Jeanne Atkins, and an additional 800,000 are not registered but eligible. The new law is expected to bring nearly half of those onto the voter rolls. For those who are already registered to vote, he said, there will be no change. But if you move, your information will be automatically transferred. You dont have to manually re-register. You only have to do one thing change your driver's license address. But he and his successor, Moussa Koussa ... were among the most loyal of Gaddafis henchmen. [His] crimes against humanity [included] the torture of Libyan exiles after their barbaric rendition to Libya with the help of MI6 and other Western agencies. Senussi knew far more about our spying agencies and their dirty tricks than Saif al-Gaddafi the late Muammars son. Maybe thats why Senussi initially did a runner to Mauritania, which should have handed him over to The Hague. But after receiving a bribe of $200m, Mauritania returned him to Tripoli. The sleek race car dubbed 'Blade' didn't come off an assembly line - but out of a 3D printer. Kevin Czinger of Divergent Microfactories has spent most of his career in the automotive industry. One day he realized that no matter how fuel-efficient or how few tailpipe emissions the modern car has, the business of car manufacturing is destroying the environment. "3D printing of metal radically changes that," said Czinger. Currently cars are pieced together on long assembly lines inside large factories that use massive amounts of energy. Even the most fuel-efficient car has a large carbon footprint before ever leaving the plant. Czinger and his team's approach was to take the large plant out of the equation. To accomplish this they printed the modular pieces that are used to connect carbon rods that make up the Blade's chassis. The 3D printed chassis is only 102 pounds and has the same strength and safety protection as a frame made out of steel. By using carbon fiber instead of steel or aluminum for the body, the entire vehicle only weighs 1400 pounds (635kg). The Blade ... runs on natural gas, reducing its carbon footprint even further. The core enabling technology, the ability to print out car components that can be easily assembled, is what Kevin Czinger hopes will revolutionize car manufacturing. He says electric cars are a step in the right direction, but alone they won't be enough to curb greenhouse emissions given the projected rise in demand for cars globally unless the way they are manufactured changes.

A couple in Turkey ... doled out food to 4,000 Syrian refugees for their wedding reception. The bride wore an elaborate white dress, with a tiara perched on her headdress, and the groom sported a white tuxedo with black trim. They stood behind large food trucks distributing meals to hungry Syrians. The couple had decided that instead of hosting their friends and family for a traditional banquet reception, they would feed the victims of a bloody civil war next door. The idea came from the grooms father, who volunteers for a Turkish relief organization called Kimse Yok Mu (KYM). For the past few years, KYM has distributed daily meals to the thousands of impoverished Syrians whove flooded across the nearby border. He approached a representative of the organization and proposed that the family would cover part of the costs of feeding refugees for the day. His son ... was surprised by the prospect, but [was] soon won over. When he told that to the bride she was really shocked because, you can imagine, as a bride you wouldnt think about this its all about you and your groom, says Hatice Avci, the international communications manager for KYM. In southeastern Turkey there is a real culture of sharing with people in need. They love to share their food, their table, everything they have. Thats why the bride also accepted. And afterwards she was quite amazed about it. So, they arrived at KYMs distribution center on Thursday to spend the day serving food and taking photographs with their grateful recipients.

Five police forces are investigating claims of historical child sexual abuse involving former PM Sir Edward Heath. Wiltshire Police halted an inquiry into a brothel keeper in the 1990s after she said Sir Edward was involved in child sexual abuse. Claims made by the brothel keeper, Myra Ling Ling Forde, that Sir Edward was a client, meant that she had left herself open to prosecution. However, the case against her was allegedly discontinued between 1990 and 1995. She was later convicted of controlling prostitutes, [and] jailed for six years after a trial that included allegations that she had supplied children as young as 13 to her clients. The Independent Police Complaints Commission said on Monday that it would look at whether Wiltshire officers failed to pursue allegations of child abuse made against Sir Edward, who was Conservative prime minister from 1970 to 1974. A retired detective has alleged claims were made in the 1990s but not followed up. Kent Police told the BBC it had received a report on Tuesday of a sexual assault having been committed in east Kent in the 1960s [that] "named Sir Edward Heath in connection with the allegation. Meanwhile, Labour MP Tom Watson said he had referred two allegations of child sexual abuse by Sir Edward to the police since 2012. He said police had confirmed that at least one of those allegations was being investigated.

A powerful new technique for generating supercharged genetically modified organisms that can spread rapidly in the wild has caused alarm among scientists. The development of so-called gene drive technology promises to revolutionize medicine and agriculture. This is the case even if the trait is non-beneficial to the organism. Laboratory experiments on fruit flies have shown that a modified gene introduced into one individual fly can take just a few generations to infect practically every other fly in the breeding population, in defiance of the normal rules of genetics which dictate a far slower spread.

GiveDirectly has a straightforward approach to helping the world's poorest people: just give them cash, no strings attached. The New York-based nonprofit has distributed about $1,000 roughly a year's income to thousands of ultra-poor households in Kenya and Uganda. Recipients don't need to pay back the money, and they can spend it however they wish. This might seem like a radical idea, but it's not. Cash transfers have quietly become one of the most widely researched and consistently effective anti-poverty strategies in the developing world. Now GiveDirectly's work is receiving a major boost from Facebook co-founder Dustin Moskovitz and his wife Cari Tuna, who on Monday announced a $25 million donation through their foundation Good Ventures. The gift is greater than GiveDirectly's entire 2014 budget. "Governments and donors spend tens of billions of dollars a year on reducing poverty," Tuna said in a statement, "but the people who are meant to benefit from that money rarely get a say in how its spent. GiveDirectly is changing that." Moskovitz and Tuna, both in their early 30s, are among the youngest billionaires to pledge the bulk of their fortune to charity. Their goal isn't just to do good, but to do the most good possible. Former City trader Tom Hayes has been found guilty at a London court of rigging global Libor interest rates. He was sentenced to 14 years in prison for conspiracy to defraud. The 35-year old is the first individual to face a jury trial for manipulating the rate, which is used as a benchmark for trillions of pounds of global borrowing and lending. Many of the world's leading banks have paid heavy financial penalties for tampering with the key benchmark. The case was brought by the Serious Fraud Office, which said Hayes set up a network of brokers and traders spanning 10 financial institutions and cajoled or bribed them to help rig Libor rates for profit. During the trial, jurors were told that Hayes promised to pay a broker up to $100,000 to keep the Libor rate "as low as possible". Defence barrister Neil Hawes asked the judge to take into account the prevalence of Libor manipulation at the time, and also that ... managers and senior managers at Hayes' bank knew of, and in some cases condoned, Libor manipulation. Hayes ... rigged the Libor rates daily for nearly four years while working in Tokyo for UBS, then Citigroup, from 2006 until 2010. Rigging even minor movements in the rate can result in bumper profits for a trader manipulating the rates, or the rate can be moved simply to make a bank look more creditworthy.

Marijuana and the Veterans Affairs Hospital systems relationship is complicated. On the one hand, 23 states plus the District of Columbia say marijuana is legal for sanctioned medical use, and veterans are clamoring for it for their post-combat symptoms. On the other, marijuana is classified a Schedule I drug. Veterans [have] been stuck in the middle. As many as 20 percent of veterans from Iraq and Afghanistan suffer from post-traumatic stress disorder. Antidepressants like Zoloft and Paxil, along with other heavy-duty pills, have been the traditional mainstays in VA doctors arsenals. Non-FDA approved options, marijuana among them, havent been options at all. But that has started to change. Prior to its introduction, VA doctors couldnt even discuss cannabis with their patients, much less prescribe it. Arizona psychiatrist Sue Sisley [has] spent two decades treating patients with PTSD. All we have now is Zoloft and Paxil. And if you know much about those meds, you know there are many side effects, and they often dont work. If they are effective, then patients are dealing with these side effects, Sisley adds. Vets come home from service, and they just want to reintegrate into their family. And we make them fat and impotent and mired in a bunch of disabling side effects. When asked why marijuana might be better than other options, Sisleys quick to answer: A single plant can provide monotherapy for this whole constellation of symptoms.
